    아시아가 세계 경제의 중심으로 급부상했다.  아시아는 이미 세계 GDP의 27%를 차지하고 있으며, 지난 5월에 발표한 아시아개발은행(ADB: Asian Development Bank) 2050년 보고서는 30년 후에는 이 수치가 더욱 증가하여 세계 GDP의 51%를 차지할 것이라고 전망했다. 세계 선진국의 경제 상황은 계속 후퇴하고 있다. 하지만 호주와 중국, 인도, 인도네시아를 중심으로 한 아시아 국가들은 전례를 찾아볼 수 없을 정도로 급성장을 거듭하고 있다. 아시아는 그 자체가 상호의존성이 상당히 높은 지역이고 특히 동아시아는 국가 간 그리고 세계의 다른 국가와 상호의존 정도가 매우 높다. 그것은 자유 무역과 국제 자금 흐름을 뒷받침하는 세계 경제 체제와 깊은 관계가 있기 때문이다.  아시아의 경제 발전이 아시아와 세계 질서를 어떻게 변화시킬 것인가?  아시아에서는 중국 및 신흥경제국들이 세계 경제에 활력을 더하고 있다. 아시아는 세계 성장의 엔진으로서 뿐만 아니라 경제 위기에 허덕이고 있는 전 세계를 구원해줄 것이라는 기대를 한 몸에 받고 있다. G20을 중심으로 한 새로운 세계 질서는 아시아 6개국을 포함하여 아시아 리더십을 상승시킬 수 있는 발판을 제공하고 있다. 하지만 아시아가 역할을 해낼 준비가 되어 있을까? 그리고 아시아의 제도와 방식이 현재 세계가 직면하고 있는 경제 문제를 해결하기 위해서 일관성 있는 정책 전략을 마련하는데 필요한 토대를 제공할 수 있을까?  최근 발간된 계간지 동아시아 포럼(East Asia Forum Quarterly)에서는 이러한 문제를 언급하고 있다. Shekhar Shah의 글은 최근의 주제 이슈였다. 그는 현재 세계의 실제 경제 변화에서도 나타나듯이, G20은 세계 경제 질서의 새로운 중심이며, G20에서 활동하는 아시아 6개국의 경제는 앞으로 30년 내에 세계 경제 질서를 재건하는데 핵심적인 역할을 할 것이라고 주장했다.  30년이라고 하면 변화 속도가 아주 느린 것처럼 여겨질 수 있지만, 서양과 동양 국가가 직면하고 있는 경제 현실을 직면하고 받아들이는데 그 정도의 시간이 필요할 것이라고 전망했다. 그렇지 않으면 G20 정상회의가 되고자 하는 장기적인 국제 회담으로 성장할 수 없을 것이다. 경제 협력에 있어 느릴 때도 있지만 꾸준함을 보여주는 아시아의 경험을 배워야 한다.  Shah에 따르면 두 가지 우선 사항이 있다. 첫째, G20이 전 세계가 지속적으로 해결해주기를 요구하는 당면 문제에 대해서 2008년 경제위기에서 보여주었던 탁월한 해결 능력을 또 다시 보여주지 못하고 있다는 사실이다. G20이 초기에는 성공적으로 활동했지만 그 이후 별다른 성과를 보여주지 못하고 있다. G20의 아시아 회원국은 ‘국제 법규 제정에 수동적인 방관자이며 법규를 마지못해 따르는 국가’라고 ADB는 주장했다. 이러한 모습을 바꾸어야 하며, 그렇지 않으면 G20은 길을 잃게 될 것이다.  Yiping Huang은 현 경제 체제의 최대 수혜국이라고 할 수 있는 중국은 세계 경제체제의 급변이 아닌 개혁을 원하고 있다고 주장했다.  인도를 포함한 아시아 신흥국이 G20 안건을 수용하기 위해 어떻게 책임을 질지에 많은 것이 달려 있다. G20이 기존의 G7과 마찬가지로 하향세를 걷게 된다면 많은 것을 잃게 될 것이다. ASEAN은 정책 대응방안과 국내 정책 선택을 조정하는데 있어서 상당히 많은 성공과 실패 경험을 갖고 있다. 아시아 회원국은 이러한 경험을 G20에 반영해야 한다. ASEAN의 변화에 대한 지속성과 개방성은 아시아 G20 회원국으로 하여금 G20에 ASEAN 정신을 반영할 수 있는 기회를 제공할 것이다. 이를 통해 세계 경제 질서를 재건해야만 G20이 다음 세대에 더욱 효율적인 역할을 할 수 있을 것이다.  Ishrat Husain은 아시아 경제의 강점을 보면 아시아 국가가 G20의 조종석 아니면 최소한 부조종석에 있어야 하는 이유를 알 수 있다고 말했다. 후세인은 ASEAN+동아시아 6개국 그리고 남아시아의 SAARC(남아시아지역협력연합) 등과 같은 지역 협정을 활용하여 지역 회원국 간에 협의한 사항을 G20의 아시아 회원국을 통해 G20 국가에게 전달할 수 있는 장점이 있다고 설명했다.  세계 경제에서 아시아의 규모와 힘을 고려해볼 때, Mohsin Khan은 아시아가 예를 들면, IMF와 같은 세계 금융기관에게 분명히 ‘기대 이하의 모습’을 보여주고 있는데 이처럼 IMF와 일정 거리를 두기로 한 것은 아시아가 아시아 경제 위기 때 IMF가 했던 역할을 기억하면서 택한 의식적인 행동이라고 주장했다. 또한 아시아는 세계 경제에서 아시아의 권리를 쟁취하기 위해 강압적으로 행동하지 않았으며 그 대신 지역 협정과 제도를 개발해 왔다. IMF에서 정당한 역할을 수행하기 위해서 지역 협정을 무시하지 않았던 것이다. 국제 및 지역 기관은 상호보완적인 방법으로 함께 일할 수 있고 일해야 한다.  Shah는 ‘미국, 중국, 인도 사이의 G3 관계와 같이 분명하고 장기적인 체제를 통해 우리가 준비해야할 미래 발전과 지금으로부터 10년 후의 모습에 대해 생각할 수 있을 것이다’라고 주장했다. 향후 G20 전략을 결정하는데 있어서 이들 국가 간의 관계는 매우 중요하다. 오늘날 인도는 G20 국가에서 단연코 최빈국에 해당한다. 하지만 그럼에도 불구하고 구매력평가기준에서 보면 G20에서 네 번째 최대 경제국이며, 시장 환율에서 보면 열한 번째 최대 경제국이다. 미래를 위해 생산적인 방법으로 협력 관계를 유지하기 위해서 계속해서 노력해야 할 것이다.  지금이 아시아가 세계 중심에 설 때이다. 아시아가 그 시험을 통과할 수 있을까? 판결은 나왔지만 확실하지 않다. 하지만 최근 발간된 계간지 동아시아 포럼은 아시아가 경제적, 정치적으로 준비가 되어 있을 경우를 가정해 아시아가 해결해야 하는 안건을 제시하고 있다.* 이 글의 원본은 East Asia Forum에 게재되었던 것으로, East Asia Forum의 허락 하에 국문판을 배포한다. JPI PeaceNet은 앞으로 East Asia Forum에 게재되는 논문 중 일부를 선별하여 국문으로 배포할 예정이다. 이 글과 이 글에서 인용하는 논문에 포함된 의견은 저자 개인의 의견으로 제주평화연구원의 공식입장과는 무관하다.이 글에 포함된 의견은 저자 개인의 견해로 제주평화연구원의 공식입장과는 무관합니다.* Peter Drysdale과 Shiro Armstrong은 East Asia Forum의 편집자들이다
  • Emergence of a New Northeast Asian Order and the Future of Korea-China Relations

    The human race has undergone so many wars that human history can be viewed as a dialectical cycle of war and peace. A complex international structure has developed in the world where a party seeks resolution to one conflict through peace talks while other conflicts continue or have been unresolved from war that broke out in an earlier war vortex. While such a cycle is being repeated, a new order is appearing in Northeast Asia. Therefore, it is necessary for us to examine what types of development Korea and China should seek under such new changes in the region.New Northeast Asian Order in the Post Cold War EraThe Northeast Asian region stood at the center of the Cold War after World War II though it was not in the center of international politics. The international order in Northeast Asia, including the Korean peninsula, was formed under a triple-structure framework with Japan and China playing a limited role under the leadership of the US and the USSR, and the division system of North and South Korea operating under this structure. The collapse of one axis between this bi-polar system that continued for 40 years after World War II directly affected the international situation in Northeast Asia.The post-Cold War order in Northeast Asia shows the below-listed characteristics:First, the drastic setback of the CIS (or USSR) force and a relative decrease of US influence can be cited.Second, the US remained an exclusive super power in the world after the former USSR dissolved but the US needed stronger multilateral cooperative organizations rather than playing the role of a police state that could resolve world disputes with its own force.Third, China recorded rapid economic growth by steadily promoting reform and opening up to the world. With time, China has climbed to a position of a truly great nation in terms of national power. In particular, China’s voice has become stronger in dealing with Asian issues. China is required more and more to adapt to the international political and economic order as her national power increases.Fourth, Japan still belongs the rank of major world powers in terms of national power though its international position appears to have shrunk due to domestic and economic difficulties, which are a result of the collapse of the bubble economy and the emergence of China’s rapid economic growth.Thus, Northeast Asia is a unique region of the world where the position and interests of the four major world powers acutely overlap. It is in a position in which the situation in the region does not change or is not set up by the role of any one country.Development of Korea-China Relations after Re-establishment of Diplomatic TiesThe leaders of both Korea and China finally established a normalized relationship by attempting to improve Korea-China relations at a time when the international regime switched from a bi-polar to a multi-polar system, after the Cold War ended.The Korea-China relations that started in economic and trade areas extended in all directions, after their leaders visited one other on multiple occasions and enhanced their mutual understanding and trust through diverse channels, including meetings at international multi-party gatherings.Economically, China has already become Korea’s greatest trading and investment partner, since 2002. Korea is China’s fifth largest trading partner and its greatest investment partner is China. Exchanges between Korea and China in cultural areas have actively progressed day after day in political and economic areas.As a conclusion, China has been able to simultaneously secure economic and political interests in South Korea and political strategic interests in North Korea, after normalizing Korea-China diplomatic relations. On the other hand, South Korea has been able to heighten its international position in national security, politics, diplomacy, economy, trade, social and cultural areas after Korea-China diplomatic relations were re-established.Future Developments in Korea-China RelationsThough Korea and China have so far maintained a relatively stable relationship since their diplomatic normalization, various problems have been exposed between them such as the relations between other countries. Therefore, the two countries need to succeed in resolving their differences regarding various areas in order to steadily improve their relations in the future, after resolving existing problems.The two countries need to adhere to the principle of a peaceful coexistence in international relations. It can be said to be only a matter of time for some conflicts to arise in their mutual exchanges or cooperation as they have maintained differing political systems, ways of thinking, and economic development models for several decades. Therefore, the principle of a peaceful coexistence is believed to be conducive to developing cooperative relations between differing social systems.That is to build an understanding of, and trust in, traditional culture. Their geographic proximity and historical and cultural closeness may support exchanges and cooperation between the two countries at a higher level. It is critical for North and South Korea to solidify their relations for the future of Korea-China relations. This will be a primary element in the process of Korean reunification as it will prepare a foundation for a unified Korea by removing diverse frictions existing in North and South Korean societies as well as helping to overcome political and economic divisions between North and South Korea.The two countries should recognize and utilize their mutually beneficial economic structure. Mutual relations for economic cooperation exist between Korea and China at multiple levels in connection with their natural environments and economic structures. China needs to learn advanced technologies and models for business management, and economic development that Korea has accumulated over the years, while Korea needs China’s vitality for active economic growth. The two countries may pursue common benefits by forming an economically optimal, mutually beneficial cooperative structure between Korea’s advanced scientific and IT technologies and China’s vast market, affluent workforce, and natural resources. Therefore, Korea and China need to strive to maximize the creation of common values by simultaneously revitalizing their economies and trade while recognizing the economic structure that supports a mutually beneficial cooperation between the two countries.Korea and China need to remove various impeding factors that obstruct the progress of the relations between the two countries by expanding exchanges and cooperation, and developing and implementing practical policies through joint efforts. The factors that impede the progress of the relations between Korea and China are relatively few. If such factors are neglected, however, they will adversely affect the steady development of their relations.In general, the bi-lateral relations between Korea and China need to progress in a mature, practical way that satisfies the national interests of the two countries. To that end, the two countries need to develop feasible ideas, implement plans, and be equipped with capabilities to take advantage of opportunities in a pro-active manner. The relations between Korea and China will become closer at multiple levels in the future.* The views expressed here are those of the author and do not reflect the position of the Jeju Peace Institute.이 글에 포함된 의견은 저자 개인의 견해로 제주평화연구원의 공식입장과는 무관합니다.* FANG Xiu Yu is a Professor at the Institute of International Studies, Fudan University, Shanghai, China. She obtained a Ph.D. degree in politics at Kyungnam University in South Korea after graduating from the Political Science Department at Northeast Teachers University in China in 1986. She has served in Korea as a visiting professor at Chungang University, a research fellow at Sogang University, and an adjunct professor at the Cyber University of Korea. Her books include “China’s Diplomatic Policies and Korea-China Relations,” “Korea’s Diplomacy after the War and China: Theories and Policy Analysis,” “World Politico-economic and International Relations” (joint authored), “Reconciliation and Cooperation: International Relations in Northeast Asia in 30 years” (compiled), and “Ways to Settle Market Systems in North Korea during North-South Commonwealth Era” (joint authored). She published many academic papers, including “Political Situation in North Korea in Transitory Period,” “North Korea’s Withdrawal from NPT and China’s Response,” “Reconsideration of North Korea Policy by KIM Dae-jung Administration,” and “Normalization of Korea-China Relations, Problems and Pursuit of their Solutions.”
  • Ulan-Ude Summit and Northeast Asia's Security Perspective

    At the end of August 2011 North Korean leader Kim Jong il made a long-awaited visit to Russia. During his trip from the DPRK to Ulan-Ude (a Russian city in the Transbaikal region) by Trans-Siberian railroad he had short meetings with several regional leaders of the Russia Far East (RFE) and saw the Bureyskaya hydropower station. The key event of the visit happened on August 24 when the RF President Medvedev met with Kim at Ulan-Ude. That meeting aroused considerable interest as an event capable of generating some positive changes for security and the economic situation on the Korean Peninsula, and even over all of Northeast Asia (NEA).To clarify this thesis firstly I wish to put this visit in the context of the Russian national interests in NEA. This region plays a growing role in Russian foreign policy because Moscow aims to use its economic relations with Asian states to enhance economic development and comprehensive security of the RFE. At the same time Russia could effectively contribute to multilateral security and economic cooperation in NEA as the only country in the region possessing diversified energy resources sufficient to sustain both domestic growth and considerable export requirements. However, most Russian proposals to sell oil, gas and electricity to its neighbors (such as construction of oil and gas pipelines, electricity power grids, etc. going through the DPRK territory) cannot be implemented until issues concerning the security of the Korean Peninsula security are resolved. Actively participating in the six-party talks, Moscow believes that a solution to this regional problem would be greatly facilitated by providing the DPRK with adequate security guarantees and facilitating its socio-economic development in exchange for its renunciation of a military nuclear program.Against this backwe can analyze the agenda of the above-mentioned visit. According to the information posted at the RF president’s official website, the two leaders discussed such issues as bilateral ties in security, politics and economics, regional contacts in trade and the humanitarian sphere, and a full spectrum of security issues on the Korean Peninsula. Russian President’s Press Secretary Natalia Timakova also revealed that Kim expressed readiness to resume six-party talks without preconditions and, through a process of further negotiations, to decree a moratorium on tests of nuclear armaments and production of nuclear materials. Taking this pledge into account Medvedev was enthusiastic to declare that both leaders agreed to form a special commission to develop a perspective plan and concrete details for RF-DPRK cooperation in arranging initial annual transit of about 10 billion cubic meters of Russian gas to the Republic of Korea through DPRK territory. This is seen to become a trilateral project with the participation of the RF, ROK and DPRK, aimed at building a gas pipeline from Russia to the ROK (with an overall length of more than 1,100 kilometers, 700 kilometers of which through DPRK territory). Other important issues were discussed such as deepening of contacts in the military sphere, possible terms for writing off DPRK state debt, etc.That visit holds considerable importance for regional politics, security, and economics. First of all the meeting itself had a high symbolic political value. The previous official visit took place long ago when in 2002 Kim met with then RF President Putin. During those nine years Kim made numerous visits to China but not to Russia, demonstrating frustration with Moscow which had been undertaking multiple measures to improve relations with key western countries. But in 2011 Moscow and Pyongyang became ready to make a step towards each other, especially the DPRK who wanted to demonstrate to Beijing that China was not the only partner for North Korea in NEA.One more symbolic event happened: Medvedev and Kim reached an agreement to diversify various aspects of bilateral military cooperation. Some experts expressed apprehension about the news that two countries decided to conduct bilateral search-and-rescue exercises in the East Sea by the end of this year. On one hand there would be nothing special in such practice, for the Russian Pacific Fleet regularly conducts annual standard, small-scale joint search-and-rescue exercises with naval vessels from Japan, USA and other countries.On the other hand, Pyongyang has consistently protested against US and ROK naval exercises conducted at sea not far from DPRK borders. Thus this new option helps balance the NEA security situation because now the DPRK will not be excluded from the regional joint military exercises equation. In other words from a neorealist perspective, to improve the regional balance of power it makes sense to strengthen the bilateral Moscow-Pyongyang tie which has not been among the strongest links in NEA comparing to such as Beijing-Pyongyang or Washington-Tokyo. Nevertheless we should take into account that Moscow declined Pyongyang’s proposal to arrange a full-size bilateral naval exercise, as well as, in strict accordance with the terms of UN resolutions prohibiting it, the sale of Russian armaments to the DPRK . Secondly, the visit showed an increased level of trust between the two countries. This is good for NEA stability and for the security of the RFE in particular. After the DPRK conducted missile launches and underground nuclear explosions in 2006 and later in 2009 Moscow made common cause with China not to use military force against Pyongyang. At the Ulan-Ude meeting Medvedev demonstrated that Moscow was truly supporting Pyongyang’s moves to restart the six-party talks. For Russia any practical steps to the eventual denuclearization of North Korea is a sensitive issue because, for example, in unfavorable wind conditions radioactive clouds produced by DPRK nuclear tests could quite easily reach Vladivostok (the big city in NEA nearest to the DPRK nuclear test site). More, if anything were to go wrong in the military relationship between the DPRK and ROK, large DPRK refugee flows could well cross the Russian border.Finally, the author shares the neoliberal argument that economic cooperation improves regional security. As a result of the February 2007 round of the six-party talks, Moscow pledged itself to provide the DPRK with energy resources and economic assistance. During the Ulan-Ude meeting Russia proposed several critically important measures in this sphere. Firstly, the two leaders discussed terms on how Moscow may write off the largest portion of the $11 billion DPRK state dept to Russia, and maybe to restructure another part of it. Secondly, from August through September 2011 Russia has been supplying DPRK with 50 thousand tons of wheat as part of a humanitarian assistance program. Thirdly, the RF declared readiness to start construction of a gas pipeline to the ROK and to secure a portion of this gas supply to the DPRK, if Pyongyang stops its dangerous activities in the nuclear sphere. However, the political and financial risks for Seoul and Moscow, who would provide the lion’s share of investment, in implementing such a project are extremely high. A promising scenario might be to incorporate realization of this expensive international project into the Greater Tumen Initiative (GTI) multilateral cooperation framework. It would be easier, so long as GTI has a sufficient joint investments fund, but this is another issue.이 글에 포함된 의견은 저자 개인의 견해로 제주평화연구원의 공식입장과는 무관합니다.* Sergei SEVASTIANOV is Director of the International Studies Center and Professor at the Vladivostok State University of Economics and Service. Dr. SEVASTIANOV holds Ph.D. in Political Science from Moscow State Institute of International Relations. He has more than 60 publications, including 2 recent individual monographs: Intergovernmental Organizations in East Asia: Evolution, Effectiveness and Russian Participation (Vladivostok, Dalnauka 2008) and Non-Governmental Participants in East Asian Cooperation: Input into Developing Regionalization and Regional Identity. (Vladivostok, VSUES, 2009)

  Japan is a land of “Homo economicus.” Economic rationality is one of the most powerful motivations behind its policy behaviors. That explains, for instance, why the right wing camps keep on framing Japan’s 1941 Pearl Harbor attacks as an act of self-defense against the Roosevelt Administration’s fuel embargo. Fuel was Japan’s lifeline for its wartime economy, they argue. When there is a recurring theme in historical trajectory, making predictions of future behavior becomes less of a challenge. What the Japanese government is trying to do in the aftermath of the devastating March 11 earthquake and tsunami, again, reveals its preoccupation with economic calculations. Whilst citizens’ anti-nuclear sentiments are on the rise, the government is out to export its nuclear technology to developing countries. The two notable events of last September reveal two issue domains of domestic politics and international money-making are operating in separate fashion.  In domestic realm, the Tokyo government is aware of citizens’ increasing rage with Fukushima’s nuclear contamination. The radiation exposure has resulted in the evacuation of 80,000 residents in the prefecture, and the number of internally displaced is expected to reach as many as 300,000 people. Its magnitude is estimated to be about 30 times bigger than that of Hiroshima’s “little boy.” In addition, the scope of contamination is expected to be 100 times larger than that of the Chernobyl disaster. It will take more than one year to treat the contaminated water stored in the basement of Fukushima Daiichi. The “clean energy” can be lethal and very expensive, the citizens now have learned. On September 20, an estimated 60,000 protestors gathered in the central Tokyo demanding the government to depart from its reliance on nuclear energy. It was one powerful reminder of public rage against the deceptive power establishments of TEPCO and relevant government offices.  Japan, the one and only country to have suffered from atomic bombs, dropped on Hiroshima and Nagasaki, is one of the leading nuclear powers in the world. The beginning of Tokyo’s nuclear policy is a story of saddening irony. Mr. Yasuhiro Nakasone, a young politician back then later to become Prime Minister (1983-87), introduced a bill in March 1954 to a budget of 235 million yen for the development of nuclear energy for peaceful purposes. One paradox of the bill was that it was hurriedly passed in the advent of the return to Japan of the crew of the Fukuryu Maru (aka, Lucky Dragon) after it had been exposed to hydrogen bomb fallout in the US territory of Bikini Atoll. While the tuna fishermen’s radiation exposure fueled a nationwide anti-nuclear movement, the Tokyo government was pressing on to transform the country into a nuclear power in its usual surreptitious modus operandi. The power elites needed the energy source to sustain the post-war reconstruction. In nutshell, economic considerations in the 1950s paved the road for March 11 nuclear disaster.  On September 23, the new Prime Minister, Mr. Yoshihiko Noda, delivered an illuminating speech at the United Nations. Mr. Noda, the first Japanese Prime Minister to have the podium to himself, addressed the issues that concern Japan’s place in the international community. One of the topics had to be on the Fukushima situation for the contaminants travel across national borders and oceans. To nobody’s surprise, he promised expeditious clean-up efforts, but, but, at the same time, he stated that his government will continue to explore the possibilities to export nuclear technology to developing countries. Tokyo’s talks with Vietnam, Turkey, China and India are currently underway. Japan signed MOUs with Bulgaria and Canada for nuclear technology cooperation in June of this year. With the technology accumulated from constructing 54 nuclear power plants, Japan obviously enjoys a competitive advantage in the energy market. And yet, its persistent interest in selling the potentially dangerous nuclear know-how to other countries is a disappointing reminder where domestic prerogatives are separated from its commitment to safer energy use. On the surface, nuclear know-how is nothing more than an energy technology. The experiences of Chernobyl and Fukushima, however, show that the devastating aftermaths have no parallel when compared to other energy sources. Should technology entail no moral values, an atomic bomb has to be nothing but a bomb. It is the bomb’s massive scale destructive capacity that entails moral value on the weapon. This debate is about respect for human rights and advancement of human security.  The separation of economy from politics is nothing new to Japan. The defeated Japan under the Peace Constitution grabbed the opportune momentum to rebuild its war-torn economy by manufacturing wartime supplies during the Korean War. It also dispatched military personnel to the Korean peninsula under the UN banner. When the US, its staunch ally and the partner in a bilateral security pact, was fighting the Gulf War, Tokyo sent money, pejoratively termed as “checkbook diplomacy” by the Washington pundits, in lieu of self-defense personnel. Shifting gears between economy and politics demands tactical innovation and shrewd strategizing. And Japan is very good at it.  Despite many efforts made on the domestic fronts, no matter how slow and ineffective, Tokyo is not free from the suspecting gaze of its own citizens. The compensation plans, for instance, are confronted with resistance from the disaster victims due to logistical and schematic reasons. The 60-page claim form accompanied by a 150-page explanation manual put a damper on the spirit of displaced residents. Some of them take it as an administrative invention to discourage the victims from filing claims. Others are hesitating to receive compensation considering the lingering health effects of radiation exposure. The government form clearly states that the compensation will be one-time deal.  Haruki Murakami, the internationally acclaimed Japanese novelist, described Japan “a rich country without hopes.” Whereas wealth is a quantifiable concept, hope belongs to a metaphysical dimension of morality. Money does not have a color, but it still can have different tones. The tone of wealth determines whether money is something of respect sometimes, and belittlement at other times. In this day of compassionate capitalism, Japan needs to demonstrate its moral leadership by becoming more selective in its wealth-generating methods. Exporting nuclear technology is not a respectable way to accumulate more wealth in the aftermaths of Hiroshima and Fukushima. The community of nations would become a safer place with fewer nuclear weapons and nuclear power plants.이 글에 포함된 의견은 저자 개인의 견해로 제주평화연구원의 공식입장과는 무관합니다.* Mikyoung KIM is Associate Professor at the Hiroshima City University-Hiroshima Peace Institute. She has taught at Portland State University, USA, as Fulbright Visiting Professor (2004-5), and served with the US State Department-US Embassy in Seoul as a public diplomacy specialist (2000-4). She has published many referred articles and book chapters on memory, human rights and gender in Northeast Asia. She serves the Governing Boards of Association of Korean Political Studies (AKPS) and, International Political Studies Association (IPSA). KIM published Northeast Asia’s Difficult Past: Essays in Collective Memory (Palgrave Macmillan, 2010), and is a co-editor of North Korean Review (SSCI-index journal, http://www.mcfarlandpub.com/nkr.html)
  • 북한의 3대 세습과 주민 민심의 변화

     북한의 3대 권력세습은 세계적으로 유례가 드물어 성공 여부를 점치기가 쉽지 않다. 최근 북한 매체가 20대 후반의 후계자 김정은을 김정일 국방위원장과 김영남 최고인민회의 상임위원장의 바로 뒤를 이어 거명하는 등 현재까지 표면적으로는 권력세습 작업이 예상보다 순조롭게 진행되고 있는 것처럼 보인다. 하지만 북한의 정권과 급속도로 유리돼 가는 주민의 민심이 후계체제의 정착과 남북관계의 앞날에 큰 변수로 작용할 가능성이 있음을 간과해서는 안 된다. 이러한 후계세습과 민심의 상호작용에 영향을 미치는 요인들은 몇 가지로 나눠 살펴볼 수 있다.후계세습과 민심의 상호작용 요인들첫째, 북한 정권은 화폐개혁 실패를 분수령으로 크게 이반돼 온 민심을 되돌릴 수단을 여전히 확보하지 못하고 있는 점이다. 물론 과거 같으면 북한의 체제 특성상 민심은 별다른 변수가 되지 않았을 것이다. 하지만 후계세습을 정당화하기 위해 민심을 다독일 ‘당근’이 절대로 필요한 북한의 현실은 김정일 위원장부터 절감하고 있는 듯하다. 김 위원장이 작년 연초에 ‘이밥에 고깃국’이 아직도 달성치 못한 유훈임을 자인한 것도 이러한 민심을 민감하게 의식한 ‘제스처’로 읽힌다. 그러나 김 위원장이 작년 5월 이래 1년 사이에 세 차례나 중국을 방문하는 전례 없는 행보에도 불구하고, 중국 측으로부터 굶주린 북한 주민의 환심을 살만한 ‘선물’은 받지 못한 것으로 알려지고 있다.둘째, 북한 정권은 중동에서 불붙은 ‘재스민 혁명’이 북한 내부에 불똥을 옮길까 봐 중동 파견 근로자들의 귀국을 막는가 하면, ‘생계형 저항’에 대비한 진압용 장비를 대량 구입하는 등 주민들에게 ‘채찍’을 들 태세를 노골화하고 있는 점이다. 화폐개혁 실패의 책임을 지워 박남기 당 계획재정부장을 총살하더니 최근엔 쌀값을 남한에 알려준 주민을 공개처형하는 등 날로 강도를 더해 가는 강압 통치는 북한의 대내적 소프트파워 자원의 고갈을 함축한다. 이는 김일성을 빼닮았다는 김정은으로의 후계세습이 북한 주민에게 별다른 희망의 메시지를 던져 주지 못한 채, 체제의 결속력이 날로 약화돼 가고 있음을 의미한다.셋째, 가중되는 각종 상납금 부담, 의무화된 외화벌이, 시장화와 단속의 숨바꼭질 속에 갈수록 심화되는 ‘부익부 빈익빈’ 현상, 부패의 만연 등으로 좌절한 주민들이 당과 정치지도자에 대해 극도의 불신과 불만을 품게 된 점이다. 이는 ‘생활총화’와 같은 북한 주민의 정치적 동의 창출 메커니즘의 형해화로 이어지면서 후계권력의 통치시스템 작동을 교란할 가능성을 높이고 있다.  넷째, 물질 추구의 사회지배 가치, 시장을 통한 정보의 빠른 유통 등으로 북한 주민의 의식이 크게 변화하고 있는 점이다. 특히 남한의 드라마와 음악, 영화 등이 북한에서 확산되고 있는 ‘한류’ 현상은 향후 북한 체제의 DNA 변화 가능성마저 시사한다. 최근 들어서는 남한의 TV영상물을 보고 삶의 질과 2세 교육을 고려해 탈북하는 경우까지 나타나고 있다. 하지만 북한 정권은 이러한 주민의 변화 욕구를 억누르고, 가장 폐쇄적인 북한의 국경마저 다공화(多孔化)시켜 점차 외부세계의 정보를 공기처럼 호흡하게 하는 정보화시대의 조류를 차단하는 데에만 급급하고 있다.세습 정당성 호도 위한 극약처방북한으로서는 김정은 우상화작업의 실효성에 근본적인 의문을 던지게 하는 이러한 민심 이반의 구조적 환경 속에서 후계세습을 강행해야 하는 형편인 셈이다. 어떠한 권력도 주민의 민심을 완전히 등진 채 주민 속에 뿌리내리기는 어렵다는 점에서 북한의 후계세습은 일종의 딜레마에 봉착해 있다고 하겠다.이처럼 세습권력에 기대를 걸지 않는 싸늘한 민심이 지속되고 또 여러 민심 이반 요인들이 상승작용을 일으킬 경우, 북한 정권은 이 괴리와 딜레마를 단숨에 해결하기 위한 극약처방의 유혹을 견디기 어렵게 될 것이다. 북한의 천안함 폭침과 연평도 포격 도발은 갈수록 차오른 주민의 불만을 외부로 돌림으로써 내부적 단결을 도모하는 동시에, 이를 후계세습의 정당성으로 연결시키기 위한 무모한 처방전에 따른 것이었는지도 모른다. 또 북한군이 최근에 대규모 도서 점령 훈련을 실시한 것도 후속도발 그림을 새롭게 그리고 있는 징후일지도 모른다.  더욱이 문제는 2012년 강성대국 건설을 외치고 있는 북한에게 시간은 그들의 편이 아니라는 점이다. 최근 장마당에 나앉은 주민들에게까지 강성대국 건설 헌금을 강요하는 역설적인 상황에 몰린 북한의 지도부가 ‘약속의 해’가 눈앞에 다가오면서 뭔가를 보여줘야 한다는 강박관념에 사로잡혀 ‘더 큰 일’을 저지를 가능성도 있다. 한마디로 후계세습의 정당성을 주민들에게 강박적으로 심어 넣기 위한 ‘시한폭탄’과 같은 장치들이 도처에 도사리고 있다고 하겠다. 이처럼 북한의 후계세습과 민심이 상호작용하는 과정에서 불거져 나올 치명적인 위험 요소들을 어떻게 관리하고 어떻게 대응할 것인가 하는 엄중한 과제가 우리에게 주어진 셈이다.북한 주민의 마음 얻기  우리 정부로서는 우선 기아에 허덕이는 난민이나 다름없는 북한 주민을 돕기 위해 국제적 수준의 모니터링을 조건으로 식량을 지원하는 문제를 전향적으로 검토해 볼 필요가 있다. 인도주의적 차원에서뿐만 아니라, 북한 주민의 마음을 얻는 차원에서도 이에 대해 엄격한 상호주의 잣대를 들이대는 것은 바람직하지 않다. 이와 함께 남북간 민간 수준의 경제협력을 단계적으로 복원시키는 방안도 적극 검토해 볼만하다. 3대 세습이라는 강압통치의 대물림 구조에도 불구하고 북한 주민사회에 일고 있는 변화의 물결에 유연하게 대응하는 일에서부터 우리의 ‘과정으로서의 통일’ 정책은 시작돼야 하기 때문이다.물론 천안함·연평도 사건에 대한 사과를 거부하는 북한 정권과 주민을 분리해서 대처하는 일이 현실적으로 쉽지는 않을 것이다. 하지만 남북관계의 극단적인 경색 속에 북한 경제가 중국에 예속화되는 것을 마냥 수수방관하거나 북한 주민의 고통을 더 이상 방치하는 것은 한반도 통일의 미래를 내다볼 때 결코 바람직하지 않다.남북경협을 북중경협에 대한 견제용으로만 바라볼 필요는 없다. 남북경협은 북한에 대한 최소한의 ‘지렛대’ 확보 차원에서도 유용하기 때문이다. 또 남북관계의 경색을 뛰어넘어 북한 주민에 대한 인도주의적 지원을 본격화함으로써 그들의 마음속에 동포애와 희망이 싹틀 수 있도록 전략적 지혜를 가다듬을 필요가 있다고 하겠다.이 글에 포함된 의견은 저자 개인의 견해로 제주평화연구원의 공식입장과는 무관합니다.* [필자 소개] 현 제주평화연구원 연구위원. 경희대학교에서 언론학 박사 학위 취득했음. 연구 분야는 동아시아 문화 네트워크, 남북관계, 동아시아 다자협력(제주프로세스), 한류와 문화공동체 등임.
  • 2012년 서울 핵안보정상회의의 개최 의의

    대한민국 건국 이래 최대 규모의 정상행사  내년 3월 26~27일 우리나라에서 “2012 서울 핵안보정상회의(2012 Seoul Nuclear Security Summit)”가 개최된다. 전 세계 50명 이상의 국가 정상들과 국제기구 대표들이 참여할 서울 정상회의는 대한민국 건국 이래 우리나라에서 열리는 최대 규모의 정상회의이다. 정부는 정상회의의 충실한 준비를 위해 국무총리를 위원장으로 하는「핵안보정상회의 준비위원회」를 설립한데 이어 금년 3월 외교통상부장관이 단장을 맡은 범정부 조직인「핵안보정상회의 준비기획단」을 발족시켰다.아울러 의장국으로서 우리는 정상회의 공식 준비 채널인 교섭대표회의Sherpa Meeting와 부교섭대표회의Sous-Sherpa Meeting를 통해 정상회의에서 논의할 의제를 조율하고 정상회의 결과문서 성안을 주도해 나가고 있다. 오는 10월 4~5일 핀란드 헬싱키에서 우리나라 주재로 교섭대표회의가 열려 서울 정상회의에서 채택할 서울 코뮤니케Seoul Communique?에 대한 본격 논의에 들어간다.핵·방사능 테러 위험의 심각성과 핵안보정상회의의 중요성독자들에게는 핵안보nuclear security와 핵안보정상회의Nuclear Security Summit라는 용어가 다소 낯설게 들릴 것이다. 핵안보라는 용어에서 핵무기의 철폐나 핵무기의 확산 방지, 그리고 북한 핵문제와 이란 핵문제 등을 연상하는 사람들도 있을 것이다. 그러나, 핵안보는 핵테러와 연결되는 개념이다. 핵안보정상회의는 간단히 말하자면 핵과 방사능 테러의 방지를 목적으로 전 세계 핵물질과 방사성 물질, 그리고 관련 시설들을 테러와 범죄 집단들로부터 안전하게 보호하기 위한 각국의 조치와 국제협력 방안을 논의하는 회의이다.핵안보정상회의가 중요한 이유는 국제사회가 당면하고 있는 핵과 방사능 테러의 위협이 생각보다 심각하기 때문이다. 테러리스트들이 핵무기와 무기급 핵물질인 고농축우라늄HEU과 플루토늄Pu을 획득하는 것이 쉬운 일은 아니겠지만, 문제는 핵물질의 관리와 관련하여 우려할만한 사건들이 계속 발생하고 있다는 것이다. 고농축우라늄이 보관되어 있는 원자력 시설이 무장괴한에 의해 침입당한 사건도 있었고, 민간인에 의해 핵무기 보관 군사시설의 보안이 뚫린 사건도 있었으며, 핵물질 불법 소지와 거래 시도 관련 사례들은 매년 발생하고 있다. 1993년부터 2010년까지 33건의 고농축우라늄과 플루토늄의 불법 소지와 거래 시도, 도난, 분실 사건이 국제원자력기구IAEA에 신고 되었다.핵테러 위험성에 못지않게 세슘cesium 같은 인체에 치명적인 방사성 물질을 이용한 이른바 ‘dirty bomb’ 테러의 위험성도 작지 않다. 방사성 물질은 의료기관, 대학, 연구소, 산업체 등에서 광범위하게 사용되고 있고 폭탄으로 제조하기도 용이하다는 점을 감안할 때, 방사능 테러는 핵테러보다 비록 그 피해 규모는 작겠지만 발생 가능성은 훨씬 높다고 할 수 있다. 그리고, 지난 3월 후쿠시마 사태에서 보듯이 방사능 피폭에 대해 사람들이 갖는 두려움과 공포는 핵테러와 크게 다르지 않을 것이다. 국제원자력기구IAEA 국제불법거래데이터베이스 자료에 따르면, 2005년이래 매년 150건 이상의 방사성 물질과 핵물질의 불법 소지, 밀수, 도난, 분실 사건이 등록되고 있는데 이중 3/4 이상이 방사성 물질과 관련된 것이다.상기와 같은 점들에 비추어 테러리스트들이 핵무기용 핵물질을 획득하여 세계 대도시중 하나에 터뜨리는 것이나, 원전 등 원자력 시설을 공격하는 것, 또는 방사성 물질을 이용한 dirty bomb 테러를 자행하는 것은 이제 더 이상 가상이 아닌 발생 가능한 실제적인 위협이 되고 있다. 핵과 방사능 테러의 위협에 대해 느끼는 인식의 정도는 국가마다 다를 것이다. 그렇지만, 상호 의존이 심화된 세계화 시대에 있어서 핵과 방사능 테러가 가져 올 심각한 결과를 생각해 볼 때 핵과 방사능 테러를 방지하는 것은 국제사회 공통의 과제가 아닐 수 없다. 특히, 대외의존도가 높은 우리나라는 핵테러 발생시 야기되는 영향이 클 수 있다는 점을 감안해야 한다. 바로 여기에 서울 핵안보정상회의의 중요성이 있다고 하겠다.서울 핵안보정상회의 주요 목표정상회의 개최국으로서 우리 정부가 실질사항substance 측면에서 달성하고자 하는 주요 목표들은 다음과 같다.첫째, 정부는 서울 정상회의가 핵안보에 관한 실천적인 비전과 이행 조치들을 제시함으로써 탈냉전기 국제안보의 주요 과제인 ‘핵과 방사능 테러로부터 자유로운 세계’의 실현에 기여하는 회의가 되도록 노력할 것이다. 서울 정상회의의 비전과 실천 조치들은 정상선언문인 서울 코뮤니케Seoul Communique에 담겨지게 될 것이다. 2010년 4월 오바마 미 대통령의 제창으로 워싱턴에서 개최된 제1차 핵안보정상회의가 핵안보의 기본 원칙과 방향을 제시한 ‘선언적’ 성격을 갖는 것이라면 서울 정상회의는 선언의 단계를 ‘실천’의 단계로 발전시키는 의미를 갖게 될 것이다.둘째, 서울 정상회의는 워싱턴 정상회의의 핵안보 기본 주제였던 핵테러 대응, 핵물질 및 핵시설의 방호, 핵물질 불법거래를 충실히 다루면서도 논의 지평의 확대를 통해 핵안보 규범을 보다 견고하게 짜 나가도록 할 것이다. 우선 후쿠시마 사태를 계기로 국제사회의 주요 이슈가 된 원자력안전nuclear safety과 관련하여 서울 정상회의는 핵안보에 대한 논의 초점을 흐리지 않는 가운데 핵과 방사능 테러 방지를 위해 핵안보와 원자력 안전이 어떠한 시너지를 가질 수 있는 지에 대해 논의할 예정이다. 또한 서울 정상회의에서는 2010년 워싱턴 정상회의시 논의가 미진했던 방사성 물질 방호 강화를 위한 협력 방안을 보다 심도 있게 논의할 것이다. 워싱턴 정상회의의 주관심 대상이었던 핵물질, 즉 고농축우라늄과 플루토늄의 안전한 관리가 서울 정상회의에서도 여전히 핵심 주제가 될 것이나, 앞서 언급한 바와 같이 핵테러 못지않게 방사능 테러의 위험성도 큰 만큼 우리는 서울 정상회의에서 방사성 물질의 방호 문제도 비중있게 다루어질 수 있도록 참가국들과 협의해 나갈 예정이다.셋째, 핵테러 방지가 효과적이기 위해서는 정상회의에서의 결과문서 채택 뿐 아니라 참가국 각각이 핵안보 강화를 위한 조치를 취하는 것이 중요하다. 의장국인 우리는 서울 정상회의시 참가국들로부터 많은 의미 있는 핵안보 조치들이 자발적인 공약으로 발표되어 정상회의가 풍성한 성과를 낼 수 있도록 노력해 나갈 것이다. 각국이 취할 수 있는 핵안보 강화 조치들로서는 고농축우라늄 제거, 핵안보 관련 양대 협약인 핵테러억제협약ICSANT과 핵물질방호협약CPPNM 가입, IAEA 핵안보기금에의 기여, 핵안보교육훈련센터 설립 등이 있으며 의장국인 우리도 가능한 기여 조치들을 검토하고 있다.맺는 말우리나라가 핵안보정상회의 개최국이 된 것은 국제사회에서 대한민국의 높아진 위상을 잘 보여주는 것이다. 이것은 북한의 심각한 핵 위협하에 있으면서도 핵비확산 원칙을 확고히 견지하고 있고, 세계 5위의 원자력 강국으로서 원자력의 평화적 이용을 모범적으로 구현하고 있는 대한민국의 존재 가치를 국제사회가 인정한 것이라 할 수 있다.내년 서울 핵안보정상회의는 작년 G20 서울 정상회의와 금년 부산 세계개발원조총회와 더불어 “성숙한 세계국가”로서의 더 큰 대한민국을 진전시켜 나가는 데 있어서 중요한 기여를 할 것이다. 또한 우리 사회의 세계화 안목과 역량을 키우고 미래 세대들에게 자긍심을 불어 넣은 소중한 계기가 될 것이다.이 글에 포함된 의견은 저자 개인의 견해로 제주평화연구원의 공식입장과는 무관합니다.* [필자소개] 현 외교통상부 국제기구국장. 서울대학교 외교학과를 졸업하였으며, 미국 존스홉킨스대 SAIS에서 석사 학위를 받았음. 1985년 외교통상부에 입부하여 주뉴욕영사, 주유엔서기관, 주태국서기관, 주제네바참사관과 주말레이시아 공사참사관을 역임하였고, 외교통상부 본부에서는 인권사회과장과 국제기구협력관, 저출산고령사회문제 담당대사를 지냈음.

    남북한의 최근 안보상항과 그 함의최근 몇 달 동안 중국, 미국, 남북한, 일본, 러시아 사이의 놀라운 셔틀외교를 목격했다. 이는 6자회담 재개에 대한 요구 또는 압력이 높아지고 한반도 교착상태에 변화가 일고 있다는 것을 의미한다(우다웨이Wu Dawei가 서울을 방문하고, 김성환이 북경을 방문하고, 신수케 수기야마Shinsuke Sugiyama가 서울을 방문했다. 또한 북한은 베이징에서 남북한이 비밀회담을 가진 사실을 최근 공개하였다). 중국과 남한은 6자회담 재개를 위해 3단계 접근방식을 취하기로 합의하였다. 그러나 여전히 남한은 회담의 전제조건으로서 북한이 천안함 침몰과 연평도 포격에 대해 사과하고, 한반도 비핵화를 향한 진심어린 노력을 보여줄 것을 요구하고 있다.궁극적으로 남한은 과거 오랫동안 남북한 관계에 적용되어왔던 패턴을 버리고, 새로운 패턴을 만들어나가길 요구하고 있다. 여기에는 북한이 미국이 아닌 남한을 핵 관련 회담의 상대로 선택하고, 남한 원조를 당연하게 여기지 않는 것이 포함된다. 북한은 우선 남한의 요구를 만족시키고 남한의 입장을 존중해야만 한다.그러나 평양이 남한의 요구에 대해 수용할 수 있을 정도로 양보할 것이라고는 기대하기 어렵다. 그리고 비록 작년 북한이 천안함 공격을 인정하고 남한에 대한 사과내용을 좀 더 확대했다 해도, 남한 여론이 유화정책을 허용하지 않고 있기 때문에 남한이 북한과 고위급회담을 개최할 확률은 매우 낮다.그럼에도 불구하고 북한은 주변 환경을 개선하기 위해 가장 중요한 사항이 남한과의 관계임을 분명히 인식하고 있다. 그러므로 북한은 남한의 적대감을 완화시키기 위해 무언가를 해야만 한다. 북한은 남한의 행동을 계속해서 촉구하고 있다. 그들의 이러한 전략은 백두산 휴화산의 폭발 가능성에 대한 공동연구와 고위급 군사 회담의 제안에서도 잘 드러난다. 그러나 남한은 북한의 전략을 분명히 꿰뚫어보고 있으며 쉽게 현혹되지 않을 것이다.남한은 몇 가지 딜레마에 직면해 있다. 즉 미국이 6자회담 재개를 무한정 기다리는데 불만을 표시하고 있고, 북한이 우라늄농축프로그램 개발을 가속화하고 있으며, 이명박 대통령이 임기 말기를 향해 나아가고 있다. 이명박 대통령은 자신의 ‘비핵, 개방, 3000’ 제안을 실현하고, 훌륭한 업적을 쌓고, 역사책에 전설을 남기기 위해 김정일과의 정상회담을 진심으로 바라고 있다. 그러나 이명박 대통령은 여론과 보수진영의 반북정서 속에서 평양과 타협을 강력히 추진하기가 쉽지 않을 것이다.미국도 역시 교차로에 서있다. 북한이 지난 11월 미국 과학자 지그프리드 헤커(Siegfried Hecker)에게 우라늄농축프로그램을 공개하였기 때문에, 미국은 북한과 대화를 즉시 재개해야 한다고 생각했다(보스워스Bosworth는 경제제재가 아닌 외교로만 문제를 해결할 수 있다고 주장했다). 그러나 미국은 즉시 조치를 취할 수가 없었다. 왜냐하면 남한의 반북정서를 고려하고, 북한의 ‘벼랑 끝 전략’이란 수렁에 다시 빠져들고 싶지 않았기 때문이었다. 그러므로 미국은 회담을 재개하기 전에 유엔의 공개지지를 받는 평양 규탄 결의안과 북한의 비핵화 노력의 구체적인 증거들을 확보하여, 향후 회담에서 자국의 입지를 강화할 필요가 있다.위와 같은 민감한 상황 속에서도 올해 안에 돌파구가 열릴 가능성이 여전히 남아있다. 왜냐하면 미국과 북한이 이미 몇 차례 1.5 트랙 회담을 가졌기 때문이다. 북한이 남북한 비밀회담을 공개한 사실은 북한이 이명박 대통령과 그의 하이톤 미사여구를 참아내지 못했으며, 남한이 정상회담 대가로 약속한 보상에 무척 실망하였음을 보여준다.북한이 직면한 도전과 실천 가능한 전략5월 김정일의 중국 방문에서도 현재 북한의 상황을 엿볼 수 있다. 첫째, 김정일은 악화일로의 경제를 서둘러 구제하고자 하며, 아들에게 보다 나은 경제 환경을 남겨주길 원하고 있다. 이를 위해 김정일은 광물과 동해안 항구를 내걸고 중국이 국경 지역에서 두 개의 공동 프로젝트 개발에 깊숙이 참여하도록 유혹하고 있다. 그 중 하나의 프로젝트가 두만강 하구의 황금평이라는 섬을 개발하는 것이다. 이 섬은 관광, 물류, 제조업의 중심이 될 것이다. 김정일은 이번 중국 방문 동안 자동차 공장, 전자제품 생산업체, 할인점, IT 회사 등 여러 산업시설을 방문하였다.둘째, 북한은 중국의 외교적 영향력과 협력을 이용하여 남한과의 긴장관계를 완화시키고 주변 환경을 우호적으로 변화시킬 수 있는 기회를 모색하고 있다. 6자회담 재개와 비핵화 합의는 김정일이 중국 지도자들에게 바치는 상징적인 선물이 될 수 있다.셋째, 지난해 북한은 성공적으로 김정은을 조선노동당 군사위원회 부위원장으로 선출하였고, 미래의 권력이전을 돕는 핵심지지그룹을 조직하였다. 김정일은 아들 김정은의 약한 권력기반과 권력계승 과정의 불확실함을 여전히 염려하고 있다. 그러므로 김정일은 중국으로부터 신뢰와 지지를 얻어내기 위해 최선을 다해야만 한다. 그의 전략은 중국 차세대 리더와의 개인적 관계를 돈독히 하고, 중국의 정책 자문을 적극적으로 구하는 것이다.  북한의 가장 중요하고 긴급한 목표는 앞으로 한반도의 안정 상태를 유지하는 것이다. 북한은 더 이상 도발 행위와 새로운 위기 유발에 관련되고 싶어 하지 않지만, 동시에 이명박 행정부와 의미 있는 대화를 재개해야 할지 확신하지도 못하고 있다. 이제 그들은 차기 남한 대통령을 향하여 관심을 돌리고 있다. 그러나 한나라당의 박근혜와 민주당의 손학규가 아직 커다란 행동 변화를 준비한 것 같지는 않다. 지금 북한의 전략은 남한에서 북한에 호의적인 지도자가 당선되기를 기다리는 것이다.  6자회담과 관련하여 북한은 진보적이거나 대대적인 해결책을 마련하는데 큰 관심이 없어 보인다. 북한은 정권을 유지하기 위해 핵무기 위협을 가해야만 한다. 리비아의 CVID(Complete, Verifiable, Irreversible Dismantlement, 완전하고 검증가능하고 불가역적인 핵 폐기) 모델은 북한에게 핵 포기의 잠재적 위험성을 일깨워주었다. 그러나 미국이 회담을 재개하고 북한과 거래를 하려 할 경우 북한이 경수로를 얻는 대신 모든 농축우라늄프로그램을 동결하고 무력화할 것을 제안할 가능성도 없진 않다.이 글에 포함된 의견은 저자 개인의 견해로 제주평화연구원의 공식입장과는 무관합니다.* [필자소개] 현 상해사회과학원(Shanghai Academy of Social Sciences: SASS) 한국 연구 센 소장. 복단대학교(Fudan University)에서 박사학위를 취득하였으며, 미국 컬럼비아대학교 및 한국 서울대학교 초빙교수로 재직하였음. 국제관계, 미국의 동아시아 정책, 한반도 안보 등을 연구하고 있으며, 관련하여 다수의 논문을 발표하였음.

    Cyber Spear vs. Digital ShieldDuring the Chu Dynasty in China, a man was seen selling a spear and a shield in the market. He shouted loudly in praise of his spear: “My spear is the sharpest one in the world and can pierce through anything.” Then he began singing the praises of his shield: “My shield is so strong that no matter how sharp the spears and arrows are, they can’t go through my shield,” whereupon a man asked him: “Then what would happen if you pierced your shield with your spear?” He had nothing to say.An increasing number of computer hackers proudly claim that they can break through any firewalls. Hacking skills are developing day by day and new computer viruses continue to appear. Computer security experts say that they can fend off any attack from hackers with their firewall technologies, vaccine programs and techniques for finding hackers’ hideouts. It is not for us to say who will be the final victor in this digital era version of the “all-piercing spear and the unpenetrable shield” story. It is not a simple matter and we need to be very cautious when making statements as to who will be the winner. The foregoing story about a Chinese tradesman was about how to fend off a spear attack with a shield. The digital era version of the story, however, is about how to fend off an attack by many spears with many shields. The issue of cyber security, which concerns how to fend off cyber attacks or acts of cyber terrorism, is a representative example of an asymmetrical war in which diverse actors take part against a backcomposed of a complex network environment.Non-State Actors, State Actors and Cyber SecurityBasically, cyber attacks or acts of cyber terrorism are games played by network-based, non-systematically organized actors not by state actors. Thus, they are complex games in which it is hard to identify the main culprit, given the way they are played and their nature. Let’s take the recent DDoS attack in this country, which became the focus of widespread attention, as an example. In a DDoS attack, the actors spread malicious codes and hacking tools to a number of personal computers, thus transforming them into “zombie” computers. They use the zombie computers to generate a large volume of traffic, targeting specified servers, in an attempt to render the servers unable to carry out their proper functions. These acts are carried out in a non-lineal way, involving computers and human actors compositely, which means that it is not easy to identify the agent of the attack. Indeed, the network itself becomes a culprit in such cases.Here, “network” does not refer to an ordinary network formed of nodes linked with each other. It is a “complex network” that has a flexible outward boundary like an amoeba it can change its appearance freely like the Lego bricks also, it can restore any damaged part like a lizard’s tail in no time. Recently, networking expenses have been reduced dramatically with the rapid expansion of the Internet. Under such circumstances, non-state actors that rely on the mechanism of such a complex network have come to the fore, wielding a unique type of power that was unimaginable in the past.Cases in which non-state actors exert power by relying on the Internet are found in various areas of the knowledge/information-based society, particularly in the field of cyber security. Ironically enough, the Internet itself provides the means that enable the actors to exert such power. With the Internet influencing our daily lives to an ever greater extent, any shutdown of the Internet is capable of dealing a lethal blow to a community. Moreover, we need to understand that it is due to the structural attributes of the information system, in the shape of the Internet, that such non-state actors can exert a serious threat to the world, although they are powerless themselves.Even a well-designed information system cannot free itself from bugs, which are byproducts of its complex technical system. Such a loophole (also called an “exploit”) becomes a target of attacks from hackers. The very structural attributes of the complex network provide vulnerable spots that affect the entire system. A few loopholes do not cause the network to shut down. However, if the few loopholes are attacked seriously, it is not easy to block the impact of such an attack on the entire network, and all the more so because hackers aim to disturb software programs rather than destroy hardware in a limited sector. Computer viruses or malicious codes are leading examples of culprits that seek to the disturb normal functioning of the system by seeping through such loopholes.Among those who succeed in seeping through such loopholes are relatively innocent hackers. However, the issue becomes serious when the culprits are terrorists seeking to destabilize a social system. Furthermore, sometimes the acts of state actors are hidden behind the those of non-state actors. Recently, a controversy arose when some people insisted that the Chinese government had played a backstage role in the attack perpetrated by Chinese hackers against users of Google’s email service. It has also been claimed that North Korea operates a cyber unit composed of 3,000 hacker troops and that these have perpetrated cyber attacks against the South on several occasions. The North is said to have boosted its cyber warfare strength strategically, along with the development of nuclear weapons, to make up for its weakness in terms of conventional warfare strength, due to concerns about the safety of the regime following the war against terrorism waged by the U.S.A.Viewed from such a perspective, there is every possibility that cyber attacks and acts of cyber terrorism, which have thus far remained pretty much a game involving non-state actors, may turn into a cyber war between state actors. Cyber warfare is being talked about as a new means of warfare that can shut down a country’s socioeconomic system or thwart a state’s ability to wage physical warfare by attacking its information infrastructure and strategic data. Realistically, there is a high possibility of cyber attacks being waged between two countries in the initial stages of a more conventional war. Suspicions were raised that the Russian government was behind the DDoS attack waged prior to Russia’s attack on Georgia in 2008 or the cyber attack against Estonia in 2007, although the Russian government denied its direct involvement in the cyber attack.State actors take it upon themselves to play the role of “digital shield” against attacks from “cyber spears”, although they may also become the key actors of cyber attacks. In a report recently published by the White House under the title International Strategy for Cyberspace (2011), it strongly raised the need to cope with cyber terrorism at the national level. In May 2011, the U.S. Department of Defense announced that it would even consider using missiles to fend off cyber terrorism attacks, in what amounted to an overt display of the U.S. government’s resolute attitude. The announcement sounds rather paradoxical, as it is doubtful against whom such an extreme form of retaliation could actually be targeted. The U.S. anxiety lies in the fact that it is not easy to prepare against an identified enemy that is likely to wage a cyber attack as noted in the foregoing.Need for International Collaboration on Cyber SecuritySuch being the case, it is only natural that awareness of the need for more comprehensive international collaboration should be recognized more widely, as it is not enough for a single country to attempt to cope with matters relating to cyber security. The aforesaid report published by the White House in 2011 also stresses the need for international collaboration in the domain of cyber security. In retrospect, many countries have joined in the effort for international collaboration against cyber crime or terrorism over the past decade. The European Convention on Cybercrime 2001 was an example of an effort made in the early days to establish an inter-governmental network for mutual coordination of the legal system. Even Asian countries have discussed the need for international collaboration for cyber security within the framework of ASEAN+3 or APEC. The e-ASEAN Project 2000 and the 4th ARF Seminar on Cyber Terrorism 2007 held in Seoul are examples of such efforts. APEC is also trying to settle issues concerning cyber security in the Asia-Pacific region in collaboration with ASEAN and the OECD.To summarize, cyber attacks and acts of cyber terrorism perpetrated using the mechanisms of a complex network are not an issue that can be settled by a single country’s efforts to come up with countermeasures or to overhaul the relevant laws and systems. Essentially, it is necessary to look for solutions through close international collaboration, as this problem occurs beyond national borders. More technically, it is necessary to move beyond “inter-national” politics (i.e., politics involving state actors) if we are to resolve cyber security-related issues. In other words, state actors need to establish “inter-network” politics with digital shields in connection with the need to fend off the supranational network of non-state actors dedicated to attacking state systems with “cyber spears”.이 글에 포함된 의견은 저자 개인의 견해로 제주평화연구원의 공식입장과는 무관합니다.* Dr. KIM SangBae is a professor in the Department of Political Science and International Relations at Seoul National University (SNU). He received his B.A. and M.A. from SNU, and obtained a Ph.D. degree in Political Science at Indiana University in the United States. Author of numerous books and articles, Dr. KIM has written extensively about information technology and international politics.
  • 북러 경제협력의 현황과 전망

      북한의 경제 골간은 전폭적인 구소련 지원하에 구축됐고 유지되어 왔다. 때문에 1991년 소련의 붕괴는 북한 경제에 치명적인 악영향을 줄 수밖에 없었다. 최근 20여 년간 북러 간 경제협력은 답보상태에서 매우 완만한 속도로 복원되고 있다. 양국간 경협의 장애요인은 무엇인가. 지난 8월 24일 북러정상회담이 향후 경협 활성화를 위해 어떤 함의를 갖는가.북러 경제협력의 현황구소련 당시에 양국간 경제협력은 기술이전, 협동생산, 위탁가공생산, 인력 교육 및 훈련, 과학기술 교류 등의 광범위한 분야에서 이루어졌다. 1988년에 무역규모는 15억 6,570만 루불(약 25억 달러)로 역사상 최고수준에 이르렀고 북한 무역 총액의 49%를 차지했다. 그러나 소연방이 붕괴되면서 대북 원조성 구상무역은 중단되고, 우호가격을 적용하던 방식에서 국제시세에 기초한 경화결제 방식으로 바뀌었다. 이러한 무역체계하에서 양국간 경협은 급격히 퇴조했으며, 2000년에는 무역액 4천 6백만 달러의 최저치를 기록했다. 1988년과 비교할 때 무려 54배나 감소한 것이다. 그 후에 점진적으로 회복추세를 보였지만 여전히 소련 말기의 수준으로는 호전되지 못하고 있다.북러 관계가 소원해 지면서 북한의 대(對)중국 의존도는 심화되었다. 그렇다고 북중 간 경협 확대가 북한 경제를 근본적으로 회생시키는데 기여한 것은 아니다. 생필품 위주의 대북지원은 단기처방에 불과한 측면이 있다. 그 이유는 심각하게 노후화된 기간산업이 전적으로 소련 기술과 설비 지원으로 건설되고 운영돼 왔기 때문이다. 이 분야에서의 현대화 없이 북한 경제는 소생될 수 없는 구조적 한계를 안고 있다.북러 양국은 김정일-푸틴 간 3차에 걸친 정상회담을 통해 상호 협력의지를 확인했지만 획기적인 돌파구를 찾지 못했다. 대북 경제지원 배경이 동맹국과의 관계 강화, 소련의 국제적 지위 제고, 중소분쟁 과정에서의 친중화 견제 및 미국과의 경쟁 일부로 인식됐던 구소련 당시와는 다르기 때문이다.북러 경제협력의 제약 요인첫째로, 양국간 경협 활성화의 최대 장애요인은 북한의 대러 채무상환이다. 2006년 12월 제5차 채무조정회의에서 채무규모를 80억 달러로 확정했으나 전액 탕감을 요구하는 북측의 입장 때문에 진전이 없었다. 파리클럽 회원국인 러시아가 일방적으로 채무 전액을 탕감하게 되면 회원국 간 동등성의 원칙에 위배된다. 게다가 북한의 경우는 아직 IMF 회원국이 아니기 때문에 파리클럽 차원에서 채무를 재조정할 수 없다. 이러한 제약에도 불구하고, 러시아가 택할 수 있는 현실적 대안이 전혀 없는 것은 아니다. 북한 기업에 대한 지분권과 채무를 교환하는 채무스왑(dept swap) 등의 절충안을 모색해 볼 수 있다.아직 러시아가 이 방안을 현실화하지 않는데는 또 다른 이유가 있다. 구소련은 이념적 연대와 군사안보를 목적으로 북한에 대해 ‘출혈지원’을 했다. 북한은 아직도 일방적 원조를 요구하는 대러 기생적 태도를 버리지 못하고 있다. 또한 러시아 입장에서는 한국에 대한 채무 상환문제도 고려대상이다. 만약 대북 채권과 대남 채무를 상계시킬 수 있다면 더할 나위 없다. 2009년 5월 제5차 경제공동위에서 채무상환 문제가 집중 논의될 예정이었으나 북한의 핵실험 단행으로 회의 자체가 무산되었다. 2011년 8월 김정일의 방러를 계기로 개최되는 북러 경제공동위에서 가시적인 진전이 있는 것으로 기대해 본다.둘째로, 북한 경제의 내부적 한계요인이다. 1990년대 초반까지 중앙통제식 계획경제의 가장 완벽하고 극단적인 모델이었다. 소련 와해 후 중공업 위주의 스탈린식 통제경제가 붕괴됨으로써 북한의 1997년 공장 가동율은 1990년의 46% 수준에 머물렀다. 지방의 경우, 배급제가 중단되고 급기야 대아사가 시작됐다. 현재도 중앙통제로 인해 유연성이 별무하고 ‘자립경제정책’ 노선하에서 국제경제와의 거래도 한산하다. 특히 북한 핵실험 강행으로 인해 국제사회로부터 더욱 고립되고 있다.북한 주민들은 자구책으로 지하 경제에 의존하고 정부는 기존의 중소 등거리 외교 관성에 따라 중국에 의지해 왔다. 그러나 중국조차도 경제 규모가 커지면서 에너지 소비량에 대한 요구가 늘어나고 있다. 중국으로서는 비단 경제적 이유뿐만 아니라 북한의 카멜레온적 속성도 식상하다. 대미 접근에 올인하는 북한 지도부를 신뢰할 수 없다.2001년 여름 김정일은 러시아 옴스크의 베이컨사를 방문했을 때 개인소유의 장점을 인정했다. 그럼에도 불구하고, 그는 사유제도를 ‘북한에 도입할 수는 없다’고 반복해서 말했다. 작은 영토에 약 2,500만 명의 인구가 살고 있기 때문에 이들을 먹여 살리기 위해서는 효율적인 통치체제가 필요하다는 것이다. 북한 지도자의 인식이 크게 바뀌지 않고 있다.북러 경제협력의 전망2001년 8월 김정일이 상트페테르부르크를 방문했을 때 ‘북한의 경제방향을 서구식이 아닌 러시아식으로 선회시키겠다’는 의지를 보였다. 러시아식이 비록 질적으로는 열악할지 모르지만 비용이 덜 들고 북한의 조건에 접목시키는데 용이하기 때문이라고 했다. 그는 푸틴과의 비공식 오찬자리에서도 ‘개혁은 북한의 실정에 맞아야 하고, 전쟁이나 유혈없이 모든 것이 정치·경제적 측면에서 합리적이어야 한다’며 러시아의 발전 방향을 주시한다는 입장을 보였다. 그 후 북러 정상 간 합의된 사항들은 비록 작은 규모이지만 나진-핫산 철도 개보수 사업 착수 등 대부분 이행돼 왔다.한편 러시아의 한반도 전문가들은 남북한 통일 후 서방이 북한 시장을 선점함으로써 러시아가 인구 7천 3백만 명의 소비시장을 상실할 가능성을 우려하고 있다. 또한 동북아 국가와의 통합관계 확대를 위해 러시아가 한반도에서 경제적 지렛대를 구축해야 한다는 관점이다.러시아는 저렴한 북한 노동력을 시베리아·극동지역의 건설·임업·임가공 및 여타 제조업에서 활용할 수 있다. 나아가 TKR-TSR 연결, 석유·가스관 북한 영토 통과, 잉여전력의 대북 공급 등 남북한-러 3각 협력 프로젝트가 지정학·지경학적 측면에서 매우 긴요한 것으로 인식하고 있다. 그렇기 때문에 대북 경협의 장애요소인 채무상환 문제를 무한정 방치해 둘 수는 없는 입장이다. 북러 양국은 8월 24일 김정일-메드베데프 정상회담에서 합의된 사항을 바탕으로 향후 경협의 내실화를 도모할 것으로 전망된다.한반도에서는 주변 강국과의 세력균형이 요구된다. 최근 남북관계가 소원해 지면서 북한의 각종 이권이 중국인에게 넘어가고 있다. 북한의 과도한 대(對)중국 의존은 바람직하지 않다. 이를 견제하기 위해 러시아 카드를 활용해야 한다. 남북한-러 3각 협력 사업은 경제적 실익뿐만 아니라 외교안보적 부수효과를 가져올 것이다.이 글에 포함된 의견은 저자 개인의 견해로 제주평화연구원의 공식입장과는 무관합니다.* [필자소개] 현 러시아 상트페테르부르크국립대학교 초빙교수. 서강대 정치외교학과를 졸업하였으며, 영국 런던대에서 수학하였음. 러시아 상트페테르부르크국립대학교에서 석사 및 박사 학위(정치경제)를 취득하였음.

  The North Korean nuclear program is a significant security threat to the United States and South Korea. To deal with the issue, the Geneva Agreed Framework was adopted in 1994. However, Washington discovered another North Korean nuclear program based on uranium that led to the termination of the Agreed Framework. The Bush administration kept some talks going and North Korea even agreed to dismantling its nuclear program. During the Obama years, Washington has not done much, which is often called “strategic patience” waiting for NK to show it is willing to denuclearize before restarting talks. Despite multiple rounds of talks and a 2005 commitment to dismantle its nuclear program, North Korea tested nuclear weapons on October 9, 2006 and May 25, 2009, demonstrating the ineffectiveness of the six-party talks. However, the six-party talks are still the only approach being used to manage the North Korean nuclear issue. Why does North Korea want to possess nuclear weapons and what does the United States want to achieve through the six-party talks?The North Korean government claims that their nuclear program is designed to deal with the shortage of power supply. However, it does not seem to be the case, considering Pyongyang’s persistence to become a member of the nuclear club. Instead, North Korea’s nuclear program seems to be an insurance policy for regime survival. There are three reasons for this argument. First, North Korea started pursuing its nuclear program right after the end of the Korean War when the former North Korean leader Kim Il-Sung attempted to obtain a nuclear reactor from the Soviet Union. During the war, Kim Il-Sung saw how his country was almost eliminated when UN forces advanced to the Yalu River, rescued only by Chinese intervention. After the war, Kim Il-sung might have thought that nuclear weapons were necessary for the security of the regime. Kim Il-sung also saw how U.S. nuclear threats worked against the Chinese and thought he needed these weapons for himself. Although the Soviet refused to provide a nuclear reactor in the 1950s, North Korea continued to pursue a nuclear program and finally received a 5 MW nuclear reactor for research purposes from the Soviet in 1965. The North Korean nuclear program began to receive the world’s attention in the 1980s when US satellite photos revealed the construction of the reprocessing plant. When spent nuclear fuel rods are reprocessed to separate plutonium, it becomes weapons-grade material. Nuclear programs for civilian power purposes do not need reprocessing plants, indicating North Korea’s intent to develop nuclear weapons.Second, in 1994, the United States and North Korea signed the Agreed Framework. With the agreement, North Korea consented to freeze all of its nuclear programs and implement the Joint Declaration on the Denuclearization of the Korean Peninsula. In return, South Korea, Japan, and the European (EU) organized the Korean Energy Development Organization (KEDO) to build two 1,000 MW light water nuclear reactors (LWR). While these were under construction, the U.S. committed to annual deliveries of a half million ton of crude oil to North Korea to compensate for the loss of energy. Besides the agreement, South Korea provided billions of dollars of economic aid and investment. Considering that North Korea had a mere 5 MW graphite-moderated nuclear reactor along with a 50 MW and 200 MW reactor under construction, building two 1,000 MW LWR and an annual supply of a half million ton of fuel oil during the construction of the LWRs seems to be more than enough to solve North Korea’s power supply issue. However, North Korea secretly developed a highly enriched uranium (HEU) based nuclear program while receiving all of this aid. The 2000 summit meeting with South Korea, the invitation to US Secretary of State Madeleine Albright to visit Pyongyang, and the journey of their army general Cho Myung-Rok to Washington were all political ploys to cover up its plot to develop nuclear weapons. The fact that North Korea never agreed to abandon its nuclear programs as a prerequisite for any aid seems to be convincing evidence of Pyongyang’s determination to become a nuclear power.Third, due to repeated famines and droughts along with structural problems in the agricultural sector (e.g. shortage of fertilizer and insufficient farming land), North Korea has experienced perennial food shortages and economic difficulties since the early 1990s. Hundreds of thousands of people have reportedly starved to death. However, North Korea does not have the capital resources to improve its infrastructure and develop the economy. With US sanctions in place since the Korean War, it has been impossible for the country to attract foreign direct investment or obtain loans from the International Monetary Fund. Moreover, North Korea needs economic aid now more than ever to help justify the lack of political legitimacy of Kim Jung-un’s power succession and to celebrate Kim Il-Sung’s 100th birthday in 2012, the year the Kim Jong-il regime declared that North Korea becomes a great power (강성대국). For this reason, North Korea needs as much as economic assistance as it can gather. To this end, the Kim Jong-il regime has employed a brinkmanship strategy, playing the nuclear card to maximize its gains in negotiating with the US. Since nuclear programs have been in progress, North Korea has used nuclear weapons as well as their missile programs for bargaining leverage in negotiations with the US. With these bargaining chips, North Korea seeks to guarantee its security, by acquiring economic aid and having sanctions lifted.The six-party talks failed to prevent North Korea from developing nuclear weapons and are unlikely to be successful in the future. Then, what does the US government want to achieve through the six-party talks? The US government initially wanted multilateral talks to avoid the same problems of the 1994 Geneva Agreed Framework, negotiations that were bilateral and did not involve the other key regional players. When Pyongyang violated the agreement, there was not much Washington could do because China and Russia were not party to the agreement and opposed any pressure on the North. However, it would be difficult for North Korea to violate the agreement if produced with Chinese and Russian participation. Washington would also be in a better position to persuade Beijing and Moscow to adopt any punitive measures in case Pyongyang breached the accord.North Korea seems determined to possess nuclear weapons. The US government also appears to be changing its position regarding North Korea’s possession of nuclear weapons. US officials have mentioned that North Korea is estimated to possess a number of nuclear weapons. In the past, North Korea’s nuclear test was the redline for Washington in dealing with the North Korean nuclear issue. Recently, however, Washington looks to focus on prohibiting the transfer of nuclear weapons or related material, particularly to terrorist groups or anti-US countries, such as Iran and Syria, indicating a change of the redline. Thus, the focus of six-party talks from now on is likely to be stopping North Korea from producing further nuclear weapons material and banning North Korea from exporting nuclear material to other countries.이 글에 포함된 의견은 저자 개인의 견해로 제주평화연구원의 공식입장과는 무관합니다.* Uk HEO is Professor of Political Science at the University of Wisconsin-Milwaukee. He received his Ph. D. from Texas A&M University. His research focuses on international security and Korean politics. His works have appeared in top-level political science journals such as Journal of Politics, British Journal of Political Science, Political Research Quarterly, Journal of Conflict Resolution, International Studies Quarterly, Comparative Politics, and Comparative Political Studies. He is a co-author (with Terence Roehrig) of South Korea since 1980 (Cambridge University Press 2010) and his new book (with Terence Roehrig), South Korea’s Rise in the World: Power, Economic Development, and Foreign Policy, will also be published by Cambridge University Press in 2013. He is a former president of the Association of Korean Political Studies.
