  • 오스트리아의 중립화 통일 경험과 한국에의 함의

    [편집자 註]  어느 때부터 우리 사회에서는 독일의 통일경험 속에서 남북통일을 위한 교훈을 찾는 것이 일반화되었다. 하지만 Heinz Gaertner 교수는 한반도에서는 아직 냉전이 끝나지 않았기 때문에 냉전이 종식되면서 통일이 된 독일의 경험보다는 2차 대전후 중립화를 통해서 통일이 된 오스트리아의 경험이 더 유용할 수 있다고 주장한다. 최근 타결된 이란핵협상이 오스트리아의 비엔나에서 열렸던 사실에서도 볼 수 있듯이 중립화 통일 이후 오스트리아는 국제무대에서 중요한 중재자, 조정자로 등장하였다. Gaertner 교수는 중립화된 통일한국도 아시아에서 중요한 중재자와 조정자로서 역할을 할 수 있을 것이라고 보고 있다. 하지만 주변 강대국의 이해관계가 복잡하고 북한이 핵무장까지 한 상황에서 과연 중립화가 우리에게 가능한 선택일까? 혹시 이상주의를 앞세우다 우리의 평화와 안보를 위태롭게 하는 것은 아닐까? 이러한 의문과 우려에 대한 답을 찾고자 JPI PeaceNet은  Gaertner 교수의 기고문에 이어서 중립화에 대한 건국대 윤태룡 교수의 서면 인터뷰를 게재할 계획이다. 독자들의 많은 관심을 부탁드린다. 편집자:한인택 연구위원( ihan@jpi.or.kr )     No analogy works perfect. No models of other countries fit for the Korean peninsula entirely. Nevertheless, analogies help to understand experiences of other countries. Lessons can be learned from success and failure of other countries in similar situations. Usually, the German unification of 1989/1990 serves as a model for a potential unification of the Korean peninsula. Obviously, there are parallels: decades of separation, two diverse economic and political systems with different ideologies. However, the geopolitical situations between Germany and Korea are very different. The unification of Germany became possible only because the Soviet that controlled East-Germany disappeared. The geopolitical context in North East Asia by and large stayed the same since the end of the Korean War. Here the Austrian experience could help.    The principles of the EU’s North Korean policy, non-proliferation, regional stability and peace, and human rights are essential. Nevertheless, a solution without China and Russia will not be possible. Such priorities will do little to soothe especially China. To address this geopolitical difficulties the Austrian model can give some answers. A guarantee based on international law that a united Korea will not join a military alliance with the US might be acceptable for China and Russia. In addition, in Austrian State Treaty certain capabilities of Austria’s military were limited. The State Treaty also guaranteed that Austria would not join a new with Germany (Anschlussverbot), as it had happened in 1938. In the case of Korea, such a State Treaty could expressly prohibit territorial claims of any external power, whereby the unity of Korea should be guaranteed. In this way, a united peninsula could serve as buffer zone among neighboring countries. No foreign troops would be necessary on Korean soil. For a transition period US-troops could remain deployed in the South of Korea. A phased out withdrawal has to be negotiated among the new Korean government, the US, China and Russia. US presence will stay in Japan and on sea just like NATO-troops in Europe after the Second World War. After all, one of their roles was to keep Germany under control.    Here is the difference! Austria was only divided for ten years mainly in military terms. It goes without saying that there was no such a deep separation of two very different systems as in Korea. In a reunified Korea the two different systems might coexist for some time to come, politically but in particular economically and psychologically. If this appears to be necessary, a united Korea with two different systems is all the more only feasible on the basis of neutrality, on the one hand. Otherwise the conflict lines in the region will be transferred into the new Korean state. A neutral state as a buffer state will reduce the confrontational structure in North East Asia, on the other hand.    European and American economic aid packages, similar to the post-World War II Marshall-Plan, would be essential for a reunified Korea. The combination of neutrality and the Marshall-Plan was a definite success for Austria. Moreover, one could argue that Austria’s neutrality law was the beginning of the detente policy between East and West.    Last but not least, thanks to this policy of neutrality, Vienna was chosen as the third UN-capital and seat of the International Atomic Energy Agency (IEAE), UN specialized agencies (e.g. UNIDO) and the secretariats of OPEC and OSCE (formerly CSCE). During the Cold War neutral states offered mediation and good offices and advocated that the policy of detente not faltered. Furthermore, the PrepCom (an administration committee for the surveillance of the comprehensive test ban agreement) of the Comprehensive Nuclear Test Ban Treaty (CTBT), the secretariat of the Wassenaar Arrangement (about the transfer of conventional weapons), the United Nations Office on Drugs and Crime (ODC), the Vienna Center for Disarmament and Non-Proliferation (VCDNP) and the World Institute for Nuclear Security (WINS) were also settled in Vienna. Vienna became the central place for the negotiations of the talks on Iran’s nuclear program 2014-2015. In 2015 an Austrian diplomat was appointed as special representative of the OSCE in the Ukraine.    These would all be options for united Korea in Asia. Participation and mediation are considerable potential areas of influence for neutral states in the realm of multilateral cooperation. The directions outlined above advocate that the Austrian model delivers a long-term diplomatic solution that should be taken into consideration.   • 스포츠 외교와 공공외교: FIFA 사태를 통해 본 한국의 대응

    FIFA 스캔들과 블래터   2015년 6월 2일, 외신은 블래터(Joseph Sepp Blatter) FIFA 회장의 사임을 보도하였다. 그러나 6월 26일, 블래터가 “나는 사임한 바 없다.”라고 주장함으로써 부패 조사에서 시작되어 회장의 사임으로 끝나는 것 같던 FIFA 사태는 새로운 국면에 접어들고 있는 듯하다. 이번 사태의 종결이 어떠한 모습일지 사뭇 궁금하기조차 하지만, 국제 스포츠계를 오랫동안 주의 깊게 지켜본 이들에게는 매우 씁쓸한 기시감을 선사할지도 모른다.   IOC와 FIFA로 대변되는 국제 스포츠조직이 이러한 스캔들에 휩싸인 것은 처음이 아니다. 근래의 대표적인 예로서 2002년 동계올림픽 개최지 선정을 둘러싼 IOC의 스캔들을 들 수 있을 것이며, 이번 FIFA 사태의 원인(遠因)이라고도 볼 수 있는 ISL 파산 사태에 관해 영국 언론인 제닝스(Andrew Jennings)는 Foul!: The Secret World of FIFA: Bribes, Vote Rigging and Ticket Scandals 라는 책을 통해 FIFA의 부패와 타락을 신랄하게 비판한 바 있다. 그러나 이러한 스캔들과 사방에서 쏟아지는 비판에도 불구하고 IOC와 FIFA의 위상이 약화되거나 감소될 것이라고 전망하는 이들은 드물다. 오히려 많은 이들이 이처럼 끊임없는 악재에도 불구하고 20여 년 가까이 축구제국의 황제로서 자리하고 있는 블래터의 힘과 FIFA, IOC라는 거대 스포츠조직의 철옹성 같은 모습에 경탄하기까지 한다. 名士(celebrity)에 투자할 것인가, 조직에 투자할 것인가?   다른 한편으로 작금의 FIFA 사태는 현실의 스포츠 외교와 관련하여 오래도록 논의되어 온 두 상반된 입장에 대해 다시금 점검해 볼 수 있는 기회를 제공한다. 즉 스포츠 외교의 강화와 영향력 확보를 위해 국제적 명망을 갖춘 어느 한 개인의 역량과 그를 통한 후속 세대 양성에 집중 투자할 것인지, 아니면 조직의 장악을 위한 다양한 전문가 양성에 집중할 것인지의 문제이다. 어느 한 쪽도 소홀히 할 수 없는 것이지만, 이보다 먼저 언급되어져야 할 것은 오늘날의 국제스포츠기구는 이미 그 규모나 수준에 있어 국가의 통제가 가능한 범위를 넘어서 있다는 것이다.   현재 IOC나 FIFA에 참여하고 있는 회원국들의 숫자는 국제연합의 회원국 수보다 많다. 이는 세계화를 통한 스포츠 시장의 확대와 메가 스포츠 이벤트에 대한 관심의 증가, 이와 결합한 상업주의가 가져온 결과이다. 그 규모나 조직을 감안할 때 IOC나 FIFA와 같은 국제 스포츠기구들은 국가의 통제에서 벗어나 ‘자율적’ 권위를 갖는 ‘국제체제’로 파악되어져야 한다는 주장은 이러한 배경에서 등장한다. 이들은 IOC나 FIFA를 IMF나 WTO와 같은 대표적인 국제체제와 같은 선상에서 다루어야 한다고 주장한다.   이들 기구들은 자체의 조직의 이해와 목적을 위해 활동하며, 이미 국가의 통제로부터 벗어나 작동하고 있다. 국제스포츠기구가 이와 같은 국제체제로서 작동할 수 있는 힘은 막대한 회원국의 숫자와 함께 소수에 권한이 집중된 피라미드식 조직, 그리고 올림픽이나 월드컵 같은 메가 스포츠 이벤트의 개최에 대한 독점적 권한에서 발생한다. 지구상의 많은 국가들이 때로는 정치적인 이유로, 때로는 경제적인 이유로 이와 같은 메가 스포츠 이벤트의 개최를 희망하는 까닭에 개최국 선정에는 항상 치열한 경쟁이 뒤따르며, 각종 로비가 판을 치기도 한다. 이들 국제스포츠기구들은 개최국 선정에 결정적인 영향력을 행사할 뿐만 아니라, 개최국이 선정된 이후에도 대회의 개최에 따르는 중요한 재정적 사항, 예를 들면 TV 방영권이라든지 공식후원업체의 선정 등에 대해서 개최국과는 무관하게 독점적인 권한을 행사한다. 대회의 개최와 관련하여 개최국이 행사할 수 있는 권한이란 유명무실한 것이나 마찬가지이며, 이러한 과정을 통하여 이들 국제스포츠기구들은 국가와 국경을 초월하는 정치·경제적 권력을 보유하고 있다.   그러나 다른 한편으로는 역설적이게도 국제스포츠기구의 강대화를 가져온 세계화와 상업화, 스포츠 경기와 거대자본의 결합은 동시에 이와 같은 국제스포츠기구의 권력을 약화시키는 역할 또한 하고 있다. 왜냐하면 국제스포츠기구 또한 조직의 존속과 팽창을 위해서는 거대자본의 눈치를 볼 수밖에 없고, 이들 기구나 기구를 장악하고 있는 회장들의 권력이란 스포츠 부문에 한정되어 있는 특수하고 전문적인 것이기 때문이다. 실제로 매우 다양한 기관에 의해 선정되는 ‘스포츠계에서 가장 영향력 있는 인사’ 목록의 상위에는 그 절대 다수를 언론계와 산업계의 인물들이 차지하고 있음을 발견할 수 있다. 스포츠와 외교   스포츠 외교에 대한 다양한 정의가 있다. “만약 전통적 외교가 국가의 외교정책적 목표를 위한 수단이라면, 스포츠 외교는 그와 같은 목표 달성을 위한 수단들을 위한 수단들 중의 하나”라든지 “국익달성을 위한, 스포츠를 전면에 내세운 대외정책 혹은 스포츠를 통한 대외관계의 처리”라고 정의된다. 이러한 정의들은 스포츠의 외교적 도구성에 주목하고 있다. 스포츠가 외교적 도구로서 동원되어지는 이유는 매우 명확하다. 그것은 스포츠 외교가 다른 외교적 방법들과 비교할 때 “위험 부담이 적고, 비용이 적게 들면서도, 놀라운 효과를 가져 오기 때문”이다.   스포츠 외교가 외교의 여러 방법들 중 하나로 받아들여지고 있음에서 알 수 있듯이, 현실에 있어 스포츠의 정치적 상징성과 도구적 유용성은 스포츠가 세계정치의 무대에서 외교적 도구로서 ‘동원’되는 것을 가능케 하였으며, 20세기 이후의 외교사를 되돌아볼 때 스포츠가 경직된 국가 간의 대화를 촉진시키거나 우호의 증진을 위해 매개체로 사용된 많은 예들을 찾아볼 수 있다. 이러한 사례들 중 가장 성공적 실례들 중의 하나로 자주 인용되는 것은 1970년대 냉전이 한창이던 시절 미·중간의 외교적 관계수립을 위해 동원되었던 탁구와 농구의 경우이다. 소위 ‘핑퐁외교’로 불리는 이 역사적 사건은 스포츠가 국가 간 외교적 교착(deadlock)의 상태를 전환시키는데 얼마나 효과적으로 사용될 수 있는가를 잘 보여준다.   ‘핑퐁외교’의 성공 이후 세계정치의 무대에서 스포츠의 도구적 유용성은 일면 매우 부풀려 선전되었고, 국가에 의해 쉽사리 동원될 수 있는 비정치적 도구라는 스포츠의 유용성은 국가를 필두로 한 다양한 행위자들의 정치적 의도와 결합함으로써 스포츠 외교 성공의 신화를 탄생시켰다.   21세기에 들어 스포츠 외교 성공의 신화는 소프트 파워(soft power) 개념의 등장 및 공공외교(public diplomacy)의 확산과 함께 결합하여 스포츠의 도구적 유용성에 대한 긍정적 측면을 부각시켰다. 국가의 힘이라는 것이 하드 파워(hard power)만이 아닌 소프트 파워에 의해서도 영향 받으며, 이와 같은 소프트 파워의 증진은 국가이미지 고양, 정체성의 변화 등을 통해 이루어지고 스포츠는 이와 같은 목적 달성을 위한 훌륭한 도구라는 주장이 각광받게 된 것이다. 박세리와 박찬호, 김연아와 박지성, 박인비와 류현진으로 대표되는 스포츠 셀레브리티(celebrity)들이 대한민국 이미지 고양에 미친 긍정적 역할에 대한 찬사를 반복하는 것은 새삼 진부하기까지 하다. 한국형 스포츠 공공외교의 추구   나이(Joseph S. Nye)는 국가의 소프트 파워는 크게 세 가지 요소로 만들어진다고 주장한다. ‘문화, 정치적 가치, 그리고 대외정책’이다. 다른 나라들에게 호감을 주는 문화를 보유해야 하고, 국내외적으로 표방하는 가치가 호소력이 있어야 하며, 또한 대외정책 면에서 정당하고, 도덕적으로 다른 나라들로부터 인정받을 만한 정책을 추구해야 한다는 것이다. 작금의 FIFA 사태는 스포츠 외교, 혹은 스포츠 공공외교는 절대적으로 도덕적일 필요가 있음을 보여준다. 이런 맥락에서 한국형 스포츠 공공외교가 추구해할 모습은 ‘다른 나라들에게 호감을 줄 뿐만 아니라 그 추구하는 가치가 호소력 있으며 정당한’ 것이어야 한다고 정리할 수 있다. 평창 드림 프로그램은 이러한 한국형 스포츠 공공외교의 한 모델로서 제시될 수 있을 것이다.   저자는 “평창 동계올림픽과 한국 스포츠 외교: 방향성의 모색을 위한 제언”(『JPI 정책포럼』, 2011-26)을 통해 태권도와 평창의 드림 프로그램을 예시하면서 한국 스포츠 외교의 나아갈 방향에 대해 제언한 바 있다. 이때 한국 스포츠 외교의 지속적 발전을 위해 “스포츠 외교 전문 기구 설립, 민간부문과 정부부문으로 나뉘어 있는 스포츠 관련 업무의 통합 및 단일화, 메가 스포츠 이벤트 개최에 있어 지역과 중앙의 균형 추구 및 중앙정부에 의한 조정” 등을 제시하였다. 그러나 2018년 평창 올림픽 개최를 얼마 남겨두지 않은 지금 우리의 스포츠 외교가 그 동안 얼마나 많은 발전을 이루었는가에 대해 높이 평가하기는 힘들 것 같다.   조직의 구축 및 확립과 함께 스포츠 외교 인력 양성의 문제가 해결되어야 한다. 양질의 하드웨어를 확보했다고 할지라도 이를 작동시킬 수 있는 양질의 소프트웨어 없이는 무용지물일 뿐이다. FIFA와 블래터 사태, 그리고 나이의 언급을 감안할 때 우리가 추구해야 할 스포츠 외교 인력의 모습은 명확해지며, 필수적인 몇 가지 조건을 제시할 수 있다. ‘국제적 명성을 갖고 있을 것, 비리로부터 자유로우며 도덕적 정당성을 확보할 것, 국제무대에서의 의사소통 능력을 갖고 있을 것, 그리고 무엇보다도 기꺼이 봉사하고자 하는 의지가 있을 것’ 등이다.   국제 스포츠 무대에서 우리 국가가 보유하고 있던 몇 안 되는 영향력 있는 인사들이 본인의 실수, 국내외적인 정치상황, 혹은 예기치 못한 사건 등으로 그 영향력의 상당 부분을 손실하고 국제 스포츠 외교의 중심에서 밀려난 것은 무척 안타까운 일이다. 지금 가장 필요한 것은 누구나 납득할 만한 영향력과 명성을 갖춘 국제 스포츠 무대에서 한국을 대표할 인사이다. 현재로서는 정몽준 FIFA 명예부회장 정도가 있으나, 그 혼자만으로는 한계가 있을 수밖에 없다. 무엇보다도 IOC 내에서 우리의 입장을 대변할 수 있는 강력한 우군이 절실히 필요하다.   결국 한국형 스포츠 공공외교의 발전과 성숙은 이를 뒷받침할 수 있는 국가차원의 정책적 지원과 조직의 구축, 외교인력 양성이라는 조건들이 충족된 이후에야 가능할 것이다. 드림 프로그램이라는 매우 탁월한 시작을 보인 한국의 스포츠 공공외교가 그 맹아(萌芽)적 단계를 벗어나 발전의 대로에 들어서길 기대한다. 現 한국외국어대학교 국제지역연구센터 책임연구원. 2002년 한국외국어대학교에서 박사학위를 취득함. 전공분야는 국제정치이고, 연구 관심분야는 국제협력/협상, 스포츠 정치/외교, 공공외교/ODA, 통일/남북관계 등이 있음.
  • Mutual Cooperation in the East Sea Rim Area: Energy, Transportation, Investment, and Tourism

      The East Sea Rim Area is one of the two sub-regions of Northeast Asia that consists of nearly 1 million square kilometers (378,000 sq. miles) and is bordered by the Russian Far East, the back side of Japan, and the eastern coasts of North and South Korea. While China does not actually have a border on the East Sea Rim Area, it does share borders with Russia and North Korea and is an important actor in the region’s economic and political affairs. Economic interactions in the East Sea Rim Area have been increasing, especially since the holding of the Asian games in 1990, and all indicators are that these interactions will continue to grow, particularly in the areas of trade and investment and tourism. Although interactions may grow at slower rates, they will include numerous bilateral and multilateral cooperative efforts that the nations have made and will continue to make. Cooperation among the East Sea Rim Area’s powers is most notable in the area of trade and investment. Consider South Korea, which by itself was responsible for over $200 billion in exports to China, Japan, and Russia and a somewhat smaller amount in imports. These amounts would be even higher if we were to include the total amount of economic interactions that occur today between North and South Korea. The same is true for tourism, even though it is difficult to single out the East Sea Rim Area because travel and tourism data are either measured bilaterally or aggregated by the Northeast Asian region. Nonetheless, we see that tourism has not only grown steadily since 1990, its growth has accelerated in the last five years. This growth is being driven to a significant degree by the rise the numbers of Chinese traveling to nations in the East Sea Rim Area. The Financial Times of London reported that Chinese tourism in South Korea grew by 58% in the last year, even though it has been high for some time. The same report also noted that, despite chilly relations between Beijing and Tokyo, Chinese tourism in Japan was up 160% from last year. Finally, the Financial Times reported that that Chinese tourism in Russia was increasing at high rates. In addition to the increases in Chinese traveling to other nations in the East Sea Rim Area, travel between pairs of nations on the East Sea has also increased. While this is true as more South Koreans travel to China and Japan, and elsewhere throughout the world for that matter, notable increases have also occurred between South Korea and the Russian Far East. Travel and tourism as well as trade and investment all presuppose a certain level and quality of transportation infrastructure. For increases to continue, cooperation among the region’s powers will be necessary and evidence of this continuing cooperation on transportation infrastructure is witnessed in the number of airports serving destinations in the East Sea Rim Area. Specifically, there have been expansions of existing airports, like that which occurred at Tokyo’s two international airports, or the recent creation of entirely new airports like that of Seoul Incheon, which has become one of the busiest airports in the world. Other examples Japan’s Niigata International Airport, which in 2012, expanded its carrier service with the addition of China East Airlines, Fuji Dream Airlines, and expanded flights to China provided by All Nippon Airways. The same can be said for the airport in Vladivostok, which went through expansions and improvements in 2005-06 and again in 2012. The growth in tourism and international trade and investment that has characterized this dynamic region in the last two and a half decades is not just the result of simple growth in this Rim Area’s economies. It is also the product of planning and cooperation on the part this region’s governments. Such cooperative efforts to expand and the region’s transportation infrastructure sometimes involve some very ambitious projects. One of these has been between South Korea and Russia and involves connecting the Trans-Korean Railway to the Trans-Siberian Railway. This ambitious and expensive project will allow the movement of travelers and freight to occur with much more ease between Europe and South Korea than at the present time. However, its success depends on cooperation from North Korea, which is a concern to both Russia and South Korea. To protect the investments it has already made, Russia forgave a significant portion of North Korean debt. Unfortunately, this has guaranteed North Korea’s cooperation as it has recently indicated that it will not allow the rail line to move through its territory. Despite the fact that this project makes a great deal of economic sense, it is now on hold. Another potential challenge not only to this project but also to the expansion of other cooperative efforts involves the participation of China. China is not directly involved in this railway project and, as a result, has little incentive to support it. While not a deal breaker in and of itself, the non-participation of China gives it little incentive to persuade North Korea to participate. A greater challenge to the expansion of cooperation in this region will be the problem of energy and how securing energy for future development overlaps with territorial disputes and misunderstandings. Korea and Japan are involved in a significant misunderstanding over Dokto and Japan and Russia are divided over the Northern Territories. These territorial issues are significant enough to challenge ongoing efforts at cooperation. Unfortunately, they have the potential to become even more challenging as the prospect for energy development in the East Sea Rim Area grows. Russia, South Korea, and Japan must all continue to supply their current and future energy needs, but doing so could render current territorial issues more difficult to solve if they we learn that such territories also have the potential to supply energy. What this means is that to continue cooperation in this vital region will require sincere and consistent effort on the part of governments to resolve these territorial issues in a way that satisfies all parties.   • Nuclear Safety and Russia-South Korea Partnership

    I. South Korea’s Middle Power Activism and Nuclear Cooperation South Korea considers itself a middle power and sees promotion of peace and stability in Northeast Asia as one of its roles. Its middle power activism is pronounced in its pursuit of the Northeast Asia Peace and Cooperation Initiative. In particular, it has demonstrated strong interest in promoting nuclear cooperation in the region. There are three broad areas of cooperation concerning nuclear issues. First is nuclear safety, which is about safe operation of nuclear power plants. Secondly, there are nuclear safeguards. Aimed at non-proliferation, these are the measures to ensure that nuclear materials are used only for peaceful purposes. Recently, nuclear security has gained significance, as evidenced by the successive Nuclear Security Summits. Nuclear security is about the physical protection of nuclear material and installations against intentional malicious acts such terrorism. South Korea has been committed to the promotion of cooperation in each and every one of these areas. It was the host of the Nuclear Security Summit in 2012, for instance. Also, it has been a strong advocate and exemplary model of nuclear non-proliferation despite or because of North Korea’s nuclear programs. Currently, however, nuclear safety seems to be the main focus of South Korea’s efforts to promote nuclear cooperation. Its focus on nuclear safety makes sense on several grounds. First is accidental but is no less important - the Fukushima Daiichi nuclear disaster. A disaster rated as the highest on the International Nuclear and Radiological Event Scale (INES), it occurred after a series of tsunamis struck the Japanese nuclear energy facility following earthquakes, disabling systems needed to cool the nuclear fuel. The gravity of the disaster is equaled only by the Chernobyl accident, the only other INES rating 7 disaster in history. As a country geographically and historically close to Japan, South Korea naturally has a strong interest in developments in Japan, as accidents like Fukushima can affect South Korea in various ways. 2. Growing Threats to Nuclear Safety in Northeast Asia While the Fukushima nuclear disaster has certainly made nuclear safety the highest policy priority in countries in and out of Northeast Asia, it is only one of the factors that have made nuclear safety a most impending issue. Earthquakes and in particular tsunamis are not only infrequent but also uncommon in many parts of Northeast Asia. According to one account, eighty-eight nuclear power plants were in operation in China, Japan, and South Korea before Fukushima. Not only that, these three Northeast Asian countries were building thirty-seven new nuclear power plants and were planning to add two hundred four nuclear power plants in the coming years! If everything goes as planned, there will be over three hundred nuclear power plants in Northeast Asia, making the region number one in terms of operating nuclear power plants. While few like nuclear power plants - and fewer like them in their neighborhoods - nuclear power plants are, and will be, a fact of life in Northeast Asia. Deprived of other cost-effective means to produce electricity to support huge populations and operate industrial facilities, these countries have no other viable option than nuclear power plants. As Northeast Asia becomes the engine of growth for the world economy, its dependence on nuclear power generation is accordingly deepening, and with it increases the risk of nuclear accidents. The rising risk of nuclear accidents in the region is a challenge that one cannot deny. It is a challenge that has to be dealt with. Comparing Responses to Fukushima and Chernobyl Countries can respond to the rising risk of nuclear accidents individually or collectively. South Korea’s call for increased nuclear safety cooperation between Northeast Asian countries is based on the belief that cooperative approach towards dealing with nuclear risk is desirable, or not harmful at the least. While we can discuss how desirable this cooperative approach is, what is clear from the Fukushima disaster is that countries in Northeast Asia have hardly embraced cooperative approach. There was not much cooperation between China, Japan, and South Korea in dealing with the nuclear disaster both during the accident and afterwards. By one account, Japan did not share information with its neighboring countries in time to say the least. It sometimes gave false information only to correct it later. Pointing this out is not to simply blame the Japanese government for lack of cooperation, for Japan’s neighbors showed similarly limited interest in nuclear cooperation. South Korea, for instance, is said to have sent only one person to Japan to monitor developments in Japan! Despite the paucity of cooperation, Japan responded to the crisis better than the Soviet had during the Chernobyl accident. The following excerpts from a Fact Sheet comparing Fukushima and Chernobyl produced by the Nuclear Energy Institute demonstrate this point. - The Japanese government moved rapidly to implement protective measures, evacuating people and halting food shipments from the area. The government also distributed potassium iodide to residents near the facility to prevent their thyroid glands from absorbing radiation. These actions limited any adverse health effects from the accident. - Authorities in the former Soviet were slow to take action to protect the supply of food and milk, which led to a spike in thyroid cancers among children and adolescents from consuming contaminated foodstuffs. - No deaths from radiation exposure have been attributed to the accident in Japan. Separate studies published in 2013 by the United Nations (UN) and the World Health Organization concluded that health risks from radiation released during the Fukushima accident are minimal, even for those “most affected,” and there are essentially no health effects outside Japan. - At Chernobyl, 28 highly exposed workers died within four months of the accident. Experts say there is “some evidence” of an increased risk of leukemia and cataracts among workers who received higher doses when engaged in recovery efforts. Long-term health monitoring of these workers is ongoing. As of 2005, about 15 children had died from thyroid cancer. Improved monitoring has been implemented to help ensure that thyroid cancer is detected early, when it is highly treatable. However, countermeasures taken over the next few years after the accident kept radiation doses relatively low. Source: http://www.nei.org/Master-Document-Folder/Backgrounders/Fact-Sheets/Japan- Comparing-Chernobyl-and-Fukushima While Japan did a better job than the Soviet as an individual country, Northeast Asia as a region did not do as well as Europe as a region or Russia and Europe as partners in terms of working together to deal with nuclear risks. The following developments after the Chernobyl accident show then that the Soviet and Europe worked together to promote nuclear safety. (1) Convention on Early Notification of a Nuclear Accident This convention is a 1986 International Atomic Energy Agency (IAEA) treaty whereby states have agreed to provide notification of any nuclear accident that occurs within their jurisdiction that could affect other states. It was adopted in direct response to the Chernobyl disaster. By agreeing to the Convention, a state agrees that when any nuclear or radiation accident occurs within its territory that has the potential of affecting another state, it will promptly notify the IAEA and the other states that could be affected. The information to be reported includes the incident’s time, location, and the suspected amount of radioactivity release. The Convention was concluded and signed at a special session of the IAEA general conference on 26 September 1986. It was signed by 69 states, including the Soviet Union, and the Convention entered into force on 27 October 1986 after the third ratification. As of 2013, there are 116 state parties to the Convention. (2) Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency This is a 1986 treaty of the International Atomic Energy Agency (IAEA) whereby states have agreed to provide notification to the IAEA of any assistance that they can provide in the case of a nuclear accident that occurs in another state that has ratified the treaty. Along with the Convention on Early Notification of a Nuclear Accident, it was adopted in direct response to the April 1986 Chernobyl disaster. The Convention was concluded and signed at a special session of the IAEA general conference on 26 September 1986. It was signed by 68 states, including the Soviet Union, and the Convention entered into force on 26 February 1987 after the third ratification. As of 2013, there are 111 state parties to the Convention. (3) Association of Regulators of Western Europe (WENRA) Though not as a direct response to the Chernobyl disaster, nuclear countries in Western Europe created an association of nuclear agencies or regulatory agencies in 1999. The Association of Regulators of Western Europe (WENRA) is a regional network of chief regulators of EU countries with nuclear power plants to improve nuclear safety. Specifically, it aims to: - develop a European approach to nuclear safety - provide an independent capability to examine nuclear safety in applicant countries - serve as a network of chief nuclear safety regulators in Europe and - be a place for exchanging experiences and discussing significant safety issues for regulators. The Case for Russia-South Korea Partnership for Nuclear Safety Note that little comparable cooperative development in Northeast Asia followed after the Fukushima nuclear disaster. While Northeast Asia does have a framework for cooperation among regulators similar to WENRA since 2008, the framework, Top Regulators’ Meeting or TRM, has been largely a talk shop, not a robust platform for regional cooperation. South Korea’s recent efforts to expand and empower TRM are noteworthy and commendable in this regard but they are far from sufficient.  There is a limit to what a middle power can do. And the limit is even more constraining if it has to persuade major powers to share sensitive information and reveal weaknesses. Not only that, but relations between China, Japan, and South Korea are at best sour in recent years, due to questions over history and territory. This author believes that Russia has an important role to play in enhancing nuclear safety for Northeast Asia. From the ashes of Hiroshima and Nagasaki, Japan emerged as a world leader for anti-nuclear movement. Similarly, from the ruins of Chernobyl, Russia can emerge as a world leader for nuclear safety. Also, as an out-of-region country, Russia can be accepted as an impartial partner and leader for nuclear safety cooperation in Northeast Asia.     [편집자 註] JPI PeaceNet은 사드를 보는 한중 양국의 시각을 있는 그대로 독자들에게 전달하고자 노력하고 있다. 그 첫 시도로서 우정엽 박사의 "사드(THAAD)가 중국에게 위협이 되는가?"를 국문과 중문으로 발행하였으며, 그에 대한 중국 아태학회 조선반도연구회 조세공 위원의 반론과 상해 복단대 조선한국연구소 정계영 소장의 반론을 국문과 중문으로 발행하여 한중 양국의 독자들에게 배포하였다. 오늘 배포하는 기고문에서 박휘락 교수는 그동안 사드를 둘러싼 '논란'이 모두 부정확한 사실에 근거한 루머에 기인한 것이라고 주장하고, 정확한 사실에 근거하여 사드에 관한 논의가 이루어지기를 한중 양국에 촉구하고 있다.  JPI PeaceNet을 통한 주장과 반론, 그리고 그에 대한 재반론을 통해서 사드를 둘러싼 한중 양국의 논의가 객관적인 사실과 상호이해를 바탕으로 이루어질 수 있기를 기대하며, 독자들의 많은 관심을 부탁드린다. 편집자: 한인택 연구위원(ihan@jpi.or.kr) 사드(고고도 미사일 방어체제, THAAD: Terminal High Altitude Area Defense)와 관련하여 누구도 시비하지 않을 팩트는 "Terminal"이라는 첫 글자에서 보듯이 표적지역에서 공격해오는 탄도미사일을 방어하는 무기이고, 요격고도는 150km, 사거리는 200km 정도라는 것이다. 미 육군이 7개 포대 정도를 구매하였고, 현재 그 중 5개 포대를 전력화한 상태이다. 2014년 6월 주한미군 사령관 겸 한미연합 사령관인 스캐퍼로티(Curtis Scaparrotti) 미군 대장이 사드의 한반도 배치를 본국에 건의했다고 언급한 이래 한국 사회에서는 격렬한 논의가 전개되어 왔다. 사드는 중국과 미국의 전략적 대결을 좌우할 수 있는 결정적 무기이고, 이의 한반도 배치는 한국의 명운을 좌우할 수도 있는 사안이라는 것이다. 최첨단의 전투기, 공격용 미사일도 아닌 육군의 단일 무기가 어떻게 동북아시아의 정세를 좌우하는 전략적 비중을 갖게 되었을까? 북한의 핵미사일 위협에 놓여 있는 한국의 입장에서 하나의 방어무기라도 추가되면 좋은 것 아닌가?     토양: 루머에 취약한 한국사회 유쾌한 일은 아니지만 사드에 관한 논란을 살펴보기 이전에 한국 사회에서 일어났던 몇 가지 루머(Rumor) 또는 유언비어(流言蜚語) 사례를 회고해 볼 필요가 있다. 2008년 6월, 한국에서는 새로 출범한 이명박 정부가 미국산 쇠고기 수입의 범위를 확대하는 조치를 발표하자 그렇게 되면 다수의 국민들이 광우병에 걸리고, 특히 어린이들의 머리에 구멍이 송송 뚫릴 것이라는 괴담이 난무하면서 삽시간에 미국산 쇠고기 수입 반대, 이명박 정부 반대의 촛불시위가 한국을 흔들었다. 한국 사회는 수개월동안 마비되었고, 이명박 대통령은 국정의 자신감을 상실하고 말았다. 그러나 지금까지 한국에서 광우병은 한 명도 발생하지 않았고, 미국산이 수입쇠고기 중 1위를 차지하고 있다. 2010년 3월 북한의 잠수정이 한국의 군함인 천안함을 공격하여 침몰시키는 사태가 발생하였다. 사건발생 직후 인터넷 공간을 통하여 “천안함이 낡아서 좌초되었다”거나 “한국 정부가 고의로 격침시켰다”거나 “훈련 중이던 미 핵잠수함에 의하여 오폭 또는 충돌되었다”라는 루머가 급속히 확산되었다. 이 또한 상당한 기간동안 한국 사회를 어지럽게 만들고, 유엔까지 전달되어 국격을 떨어뜨리기도 하였다. 이 외에도 한국 사회에서는 괴담, 루어, 유언비어 등이 쉽게 확산된다. 이로 인하여 2008년 9월 최진실이라는 최고의 여배우가 자살한 적도 있고, 타블로라는 가수의 인생이 바뀌기도 하였다. 루머가 한국 사회에서만 존재하는 것은 아니지만, 다른 국가에 비해서 쉽게 발생 및 전파되고, 또한 반복되는 것은 사실 아닌가? 국가안보에 관한 중대한 사안이라 그럴 리 없다고 하겠지만, 현재 논란이 되고 있는 사드도 루머 차원에서 한번 분석해보자.     사드 논쟁의 경과 한국에서 사드 논쟁이 본격화된 출발점은 2014년 6월 3일 스캐퍼로티 사령관이 웨스틴조선 호텔에서 한국국방연구원 주최로 열린 조찬강연 시 "미측에서 추진을 하는 부분이고 제가 또 개인적으로 (미국 군 당국에) 사드의 전개(배치)에 대한 요청을 한 바 있다...언론에선 현재 사전 조사 연구가 이뤄진다는 식으로 묘사했지만 그 정도라기보다는 한국에 사드를 전개하기 위한 초기 검토가 이뤄지는 수준"이라고 언급한 것이었다. 이에 대하여 한국 언론은 “미국 정부나 군 고위 관계자가 사드의 한반도 배치 추진을 공식 확인한 것은 처음”이라면서 이 문제를 집중적으로 보도하게 되었다. 2014년 9월 30일 미국외교협회(CFR) 간담회에서 로버트 워크(Rober Work) 미 국방부 부장관이 사드의 배치방안을 한국 정부와 협의 중(working out)이라고 밝힘으로써 또 한 번 사드 문제가 한국 언론의 집중적인 조명을 받게 되었다. 그는 "괌에 배치된 미국의 사드 미사일 포대를 한국에 배치하는 방안을 조심스럽게 고려하고 있고...사드 배치가 맞는지를 결정하기 위해 한국 정부와 협의하고 있다"고 말한 것으로 보도되었다. 한국 언론에서는 한국과 미국이 사드 배치에 관하여 협의해 놓고도 공개하지 않았다면서 정부를 공격하였다. 사드를 둘러싼 국내의 논란에 중국도 가담하였다. 다양한 경로를 통하여 중국의 학자들은 미군 사드의 한반도 배치에 관한 부정적인 입장을 표명하기 시작하였고, 추궈홍(邱國洪) 주한 중국대사도 2014년 11월 26일 국회 남북관계 및 교류협력발전 특별위원회(남북관계발전특위)와의 간담회에서 “한국에 배치되는 사드의 사정거리가 2,000㎞라서...”는 이유로 부정적인 입장을 표명하였다. 또한 2015년 2월 4일 서울에서 열린 한중 국방장관 회담에서 창완취안(常萬全) 중국 국방부장(장관)은 의제에 포함되어 있지 않았던 사드의 한반도 배치 문제를 제기하였고, 2015년 3월 한국을 방문한 류젠차오(劉建超) 중국 외교부 부장조리(차관보급) 역시 16일 개최된 한·중 차관보 협의에서 사드 문제에 관한 자신의 우려를 적극적으로 언론에 공개하였다. 그는 "사드 문제에 관해 아주 솔직하고 자유로운 대화를 나눴고...중국 측 생각을 한국에 알려줬으며...중국 측의 관심과 우려를 중시하면 고맙겠다"고 언급하였다. 3월 17일자 조선일보에서는 중국의 관리들이 이와 같이 언급한 것은 2014년 7월 “한·중 정상회담 때 시진핑(習近平) 중국 국가주석이 언급했기 때문"이라고 해석하기도 했다. 2015년 3월 하순 뎀프시(Martin E. Dempsey) 미 합참의장, 4월 중순 카터(Asheton Carter) 미 국방장관, 5월 중순 케리(John Kerry) 미 국무장관 등이 차례로 한국을 방문하였다. 그때마다 한국의 언론에서는 사드 문제가 거론될 것으로 전망하면서  관련 의혹을 보도하였다. 그러나 사드 문제는 한번도 논의되지 않았고, 관련된 성명이나 입장발표는 없었다. 다만, 케리 국무장관의 경우 주한미군 장병을 방문한 자리에서 "(북한 위협과 관련) 우리는 모든 결과에 대비해야 하고...이것이 바로 우리가 사드와 (병력·함정 배치 등) 다른 것들에 관해 말하는 이유"라고 언급하였다. 그러자 한국 언론에서는 그가 사드의 한반도 배치 필요성을 언급한 것으로 보도하였다. 이렇게 볼 때 사드 배치에 관한 논란은 어떤 공식적 계기가 아니라 어떤 인사의 발언에 의하여 촉발되는 양상을 보였고, 대부분 일방적인 추측과 우려를 근거로 한 내용이었다. 추측과 우려에 근거하여 팩트가 없기 때문에 오히려 내용의 진위를 판가름하기 어려웠고, 따라서 한국 사회가 1년 여 동안 사드를 둘러싸고 논란을 벌였지만, 결정된 것은 아무 것도 없는 결과가 되었다.     사드 논란의 쟁점 지금까지 한국 언론에서 제기되어 온 사드에 관한 논란의 핵심은 크게는 두 가지, 두 번째를 구분하여 분석하면 세 가지이다. 첫째, 한반도에 사드가 배치되면 중국의 핵억제전략이 크게 훼손되고, 따라서 중국은 이를 용인하지 않을 것이며, 결국 한국은 중국과 미국 사이에서 희생자가 된다는 주장이다. “미국이 한국 내 배치를 검토 중인 사드가 ‘북한뿐만 아니라 중국과 러시아와 같은 인접국까지 커버’할 수 있고...중국은 미국의 한국 내 MD 배치를 동북아의 화약고인 한반도에 미국이 위험한 인화물질을 갖다놓는 것으로 여긴다....한국이 미일동맹의 MD에 편입되면 '한국이 도자기 가게 안에서 칼을 들고 쿵후를 하는 것'으로 간주한다.”1)라는 주장이다. 이러한 주장은 사드의 성능이 충분히 알려지지 않은 상황에서 국민들에게 설득력을 가졌고, 대부분의 언론도 그러한 방향으로 보도하였으며, 특히 이들은 중국 학자들이나 관리들의 의견을 인용함으로써 신뢰성을 과시하였다. 한국 사회에서 논란이 지속되면서 사드가 중국의 대륙간탄도탄(ICBM)을 요격할 수 없다는 점이 밝혀지자, 이번에는 레이더의 위험성이 강조되었다. “사드와 한 묶음으로 움직이는 X-밴드 레이더는 유효 탐지 반경이 1,000km에 달해 오산공군기지에 배치되면 중국 동부의 군사 활동까지 들여다볼 수 있다”는 주장이었다2). “사드의 탐지장비인 X밴드레이더는 반경 4,000~5,000㎞ 밖의 작은 물체도 식별하는 것으로 알려져 중국의 대부분 군사시설을 들여다보게 돼 중국이 경계하고 있다”라고 보도한 언론도 있었다3). 두 번째, 사드에 관한 비용문제로까지 연결되는 내용으로서 일부 인사들은 주한미군의 사드배치와 한국군의 사드구매를 혼동시켰다. 2014년 6월 스캐퍼로티 연합사령관의 언급은 물론이고 한국 국방부가 수차례 설명했듯이 이 사안은 미 육군의 사드를 주한미군 보호를 위하여 재배치하는 것이었다. 그러나 사드배치에 대한 찬반 논쟁이 격화되면서 이 부분이 모호해졌고, 집권여당에서조차 2015년 4월 1일 의원총회를 열어서 사드의 “도입” 문제를 논의하였고, 유승민 원내대표는 3개 포대 정도 도입해야할 필요성을 강조하기도 하였다. 급기야 주요일간지의 사설에서조차 “현재의 사드 논의는 1차적으로 주한미군에 들여오느냐 마느냐 하는 문제다. 한국군의 사드 도입 여부는 별개 사안이다.”는 점을 강조해야 했다4). 셋째, 아직도 사드에 대한 부정적 인식에 큰 영향을 미치고 있는 것은 사드에 관련한 비용문제로서, “2조 원짜리 고고도 머니게임”이라는 말이 공공연하게 유포되었다. 국방부 대변인이 2015년 3월 17일 라디오 인터뷰를 통하여 주한미군의 무기를 배치하는 것이기 때문에 주한미군이 부담한다고 하였지만, 의혹은 진정되지 않고 있다. 심지어 최다 부수의 신문에서도 “한·미 간에는 보통 얘기를 먼저 꺼내는 쪽이 비용을 부담토록 돼 있어 우리 측은 먼저 사드 배치 얘기를 꺼내지 않고 미측의 공식 요청이 오면 검토하겠다는 입장이다. 미국은 사드 1개 포대를 주한미군에 배치할 것으로 알려졌는데 1개 포대의 비용은 1조 5,000억~2조 원에 달한다. 사드를 우리가 도입하는 것이 아니라 미측이 주한미군에 배치할 경우 구매 비용 자체를 우리 측에 요구할 수는 없지만 운용 비용은 방위비 분담금 형태로 우리 측에 요구할 가능성이 높다. 우리 군 당국은 사드의 주한미군 배치는 내심 환영하지만 비용 부담 문제는 미측에 양보하는 모습을 보이지 않겠다는 입장이다”5)라고 보도하고 있다.     사드 논란에 대한 진실: 루머 이 글을 읽은 사람들 누구도 믿고 싶지 않겠지만, 정말 어이없게도 위 세 가지가 모두 다 진실이 아니다. 첫째, 사드가 미국을 공격하는 중국의 ICBM을 요격할 수 있다는 것은 전혀 사실이 아니다. 사드는 글자 그대로 “종말단계”(終末段階)에서 타격하는 요격미사일이기 때문에 자신을 공격해오는 상대의 탄도미사일만 요격할 수 있고, 다른 목표를 향하여 비행해나가는 탄도미사일은 요격할 수 없다. 또한 사드의 사거리는 200km이고, 고도는 150km 정도로서, 대부분 1,000km 이상 비행하는 미국 공격용 중국의 ICBM까지 다다를 수가 없다. 현재 중국 내륙에 배치되어 있는 ICBM이 미국을 공격할 경우 시베리아 상공과 알래스카를 경유하고 한반도 상공은 지나가지를 않는다. 사드가 사용하고 있는 AN/TPY-2 X-Band 레이더의 경우에도 실제 탐지거리는 1,000-2,000km 정도이고, 인공위성 등으로부터 발사에 대한 정보를 전달받으면 그것을 요격할 수 있도록 ‘추적’하는 기능을 수행하도록 되어 있으며, 탐지 기능으로 전환하는 것이 쉽지 않다. 설령, 탐지한다고 해도 지구곡률(地球曲率)로 인하여 1,000km 거리에서는 60km 이상 고도의 물체만 탐지할 수 있고, 1,800km 거리일 경우 190km 이상에 있는 표적만 가능하다. 그리고 레이더는 CCTV처럼 영상을 보는 것이 아니라 점으로만 보기 때문에 일반적인 군사정보는 획득하기 어렵다6). 2014년 11월 21일 서울대학교 통일평화연구원 주최로 개최된 토론회에서 중국 북경대학의 후아한 교수는 “사드 자체는 중국의 억제태세에 위협이 아니다.”(THAAD per se is not a threat to China’s deterrence)”라는 내용을 발표하기도 하였다7). 둘째, 현재 논란이 되고 있는 것은 미군 사드의 한반도 배치이지 한국의 사드 도입이 아니다. 이 사안 자체가 스캐피로티 주한미군/한미연합 사령관이 본국에 사드의 한반도 배치를 요구하겠다는 말에서 시작되었고, 시진핑 국가주석을 비롯한 중국의 관리들도 한국이 주권국가이기 때문에 미국의 사드 배치를 허용하지 말라는 요구였다. 한국이 사드 구매를 미국에 요구하거나 국방부가 계획하고 있는 바는 전혀 없다. 『2014년 국방백서』에 그려진 한국군 탄도미사일 방어의 체계도에는 분명히 사드가 포함되어 있지 않고, 자체 장거리 요격미사일을 2020년대 중반까지 개발하겠다고 명시하고 있다8). 셋째, 미군의 사드배치를 허용할 경우 한국이 그에 따른 비용을 부담하는 것은 사실도 아니고, 전례도 없다. 지금까지 미군이 한국에 배치하는 무기를 한국이 대신 비용을 지불한 적이 없다. 미군이 현재 PAC-3 2개 대대를 한반도에 배치하고 있지만 그 비용을 요구받거나 지불하지 않았다. 미군의 무기를 대신 구입하여 배치해주는 전례는 세계 어디에도 없다. 2014년 4월 새로운 “미일방위협력지침”을 체결하면서 미군의 글로벌 호크, P-8 대잠초계기, F-35 스텔스 항공기, 양륙함, 이지스함 등 다수의 첨단 무기를 일본에 배치하기로 하였는데, 이의 비용을 일본이 지불하지 않는다. 일부에서는 방위비분담이 증대될 것이라고 추측하지만, 지금까지 미군의 특정 무기배치를 계기로 방위비분담이 늘어난 적이 없다. 방위비분담은 5년 마다 협상되는데, 현재 한국은 2014년에는 9,200억 원을 지불하고, 2015년에서 2018년까지는 전전년도 물가상승률을 적용하여 증대시키기로 되어 있다. 그 금액도 멋대로 사용하는 것이 아니라 주한미군 기지에 근무하는 한국인 노동자 인건이 40%, 미군 및 한미연합 군사시설 건설 40%, 그리고 수송 등의 군수비용 20% 정도로 정해진 항목별로 사용하고 있어 어떤 장비의 도입이나 운영비용으로 전용할 수 없다. 한국에서는 전시 작전통제권 환수 연기 등을 미측에 요청할 때마다 방위비분담이 증대될 것이라는 의혹이 제기되었지만, 그의 연기가 결정된 2010년이나 2014년을 전후하여 방위비분담은 전혀 증대되지 않았다. 또한 방위비분담금은 국회의 비준을 받도록 되어 있어서 정부가 지불하고 싶다고 하여 멋대로 지불할 수 없다. 그리고 한국이 먼저 요청하면 한국이 지불하고, 미국이 먼저 요청하면 미국이 지불한다는 것은 전혀 근거가 없는 말이다.     사드를 둘러싼 루머와 확산 그렇다면 반대주장이 이와 같이 근거가 없는데도 불구하고, 사드에 관한 논란이 그렇게 격렬하게 벌어졌고, 지금도 계속되고 있는 이유는 왜일까? 루머가 아니고 이해할 수 있는 논리가 있을까? 결국 사드에 관련 논란은 루머에 의하여 시작 및 확산되었고, 한국 나아가 중국까지도 그 피해를 본 셈이다. 루머에는 유포자(spreader)가 있고, 그의 대상인 무지자(ignorant)가 있으며, 시간이 흐르면서 차단자(stifler)가 증대되면 루머는 약화되고 그렇지 않으면 강화될 것인데9), 이 사안의 경우 차단자가 적어서 계속 확산되고 있는 것이다. 사드 관련 루머의 최초 유포자는 한국 정부가 미사일 위협에 대한 방어책을 강구할 때마다 “미 MD 참여”라면서 반대했던 사람들이다. 이들이 인터넷 매체 등을 통하여 기고한 글은 언론을 통하여 보도 및 확산되었다. 『싸드』라는 소설, 대부분의 언론들도 이들의 논리를 전달함으로써 유포에 기여한 셈이 되었다. 이번 사드에 관한 한국 사회의 논란에서 특이한 점은 중국의 개입이다. 한국의 논란에 의하여 영향을 받은 것으로 판단되지만, 중국의 학자와 관리들은 한반도에 사드가 배치되면 중국의 핵 억제태세를 근본적으로 위협한다는 인식을 적극적으로 표명하였고, 이것이 한국의 루머를 더욱 강화하는 식으로 반영되었다. 중국의 최고 지도자, 주한 중국대사, 중국의 국방부장 등이 우려를 표명하자 사드 배치에 반대하는 한국 내 논리들은 힘을 얻었고, 논란을 더욱 강화되었다. 사드를 둘러싼 한국의 분란을 부추기고자 하는 의도가 있다고 의심될 정도로 내정간섭에 해당되는 발언도 서슴지 않았다. 그래서 2015년 3월 17일 한국을 방문한 러셀(Daniel R. Russel) 미국 국무부 동아태 차관보는 "아직 배치되지도 않은 안보시스템에 대해 제3국이 강한 불만을 표시한다는 사실이 흥미롭다."고 말하기도 했던 것이다. 둘째, 사드의 논란이 확산된 데는 다수의 국민들이 유포자들의 논리를 수용하였고, 그 결과로 차단자로보다는 유포자로 변모한 사람이 더욱 많았기 때문이다. 반미지향의 내용이나 음모론적 내용을 선호하는 심리도 포함되어 있고, 정부에 대한 불신과 불만도 작용하였으며, 사드가 생소한 내용이라서 루머여부를 판단하는 것이 어려웠을 것이다. 그리고 광우병 사태 등에서 보듯이 한국 국민들의 성격이나 특성 자체가 루머를 쉽게 믿어버리는 경향일 수도 있다. 어떤 이유에서든 대부분의 국민들은 또 다시 루머 유포자들에게 활용당한 결과가 되었다. 셋째, 이번 사드 관련 논란에서는 중추적인 루머 차단자가 되어야 할 정부가 애매모호한 태도를 보인 점도 있다. 정부는 사드의 필요성이나 정책에 관하여 명확한 입장을 밝히기보다는 사드배치에 관한 “(미국의) 요청, 협의, 결정이 없었다.”는 소위 “3 No”라는 입장만 견지하였고, 미국이 요청해오면 국익의 관점에서 주도적으로 결정하겠다는 추상적인 입장만 반복하였다. 선진국에서는 루머의 차단자 역할을 수행하는 언론도 이번 사드 관련 논란에서는 오히려 유포자가 되었고, 학자들도 유포자의 논리에 동조하거나 침묵하는 사람들이 않았다. 특히 학자들은 미국의 의도나 중국의 입장, 동북아시아의 세력경쟁의 실상 등을 언급하면서 사드의 전략적 의미를 강조하였고, 중국학자들과의 인맥을 통하여 그들의 의견을 물었으며, 그들의 의견을 한국에 전달함으로써 자신도 모르게 유포자의 대열에 합류하였다. 이렇게 볼 때 지금도 지속되고 있는 사드에 관한 한국사회의 논란은 광우병사태나 천안함 폭침을 둘러싼 루머와 성격이 크게 다르지 않다. 일부 이념적이거나 반미지향적인 인사들의 왜곡된 논리를 언론, 학자, 국민들이 수용하거나 차단하지 못하여 확산된 경우이기 때문이다. 이 글을 읽는 사람은 동의하고 싶지 않겠지만, 우리 모두 확증편향(Confirmation Bias)에 빠져 있는 것은 아닌지 성찰해볼 필요가 있다. 일단 어떤 주장을 하게 되면 그렇지 않다는 증거가 드러나도 원래의 주장을 바꾸지 않으려는 경향 속에 있는 것은 아닌지?     한국의 과제 이제 한국은 주한미군의 사드에 관한 제반 사항을 정확하게 판단하고, 팩트에 의하여 논의 및 판단할 필요가 있다. 특히 이를 위해서는 지식인, 특히 사회과학자들이 적극적으로 노력해야 한다고 생각한다. 사드 문제, 넓게는 탄도미사일 방어문제, 더욱 넓게는 북한의 핵위협에 대한 해결책 및 대비책을 적극적으로 연구하여 제시하고, 이로써 국민들이 정확한 지식을 갖도록 유도할 필요가 있다. 그리고 언론의 노력도 필요하다. 양측 주장을 함께 전달하면 공정하다는 편의적 발상에서 벗어나 팩트를 정확하게 판별하여 보도하고자 노력할 필요가 있다. 사드를 둘러싼 루머 해소와 관련하여 더욱 적극적으로 노력해야 할 주체는 정부, 특히 국방부이다. 국방부가 사드, 탄도미사일 방어, 핵대응에 대하여 분명하면서도 일관성 있는 정책을 수립하여 시행해야 루머가 기승을 부리지 않을 것이기 때문이다. 한국군은 "북한이 핵미사일로 공격해올 경우 어떻게 국가와 국민을 보호할 것이냐?“라는 질문에 대한 해답을 찾는 데 모든 노력을 집중할 필요가 있다. 북한의 핵위협에 관하여 일본은 어떻게 하고 있는지를 살펴보는 것도 루머가 안보정책 결정에 개입되는 것을 방지하는 데 유용할 수 있다. 한국과 일본은 북한의 핵위협에 공통적으로 노출되어 있고, 미국과의 동맹을 통하여 국가안보를 유지한다는 점에서도 유사하기 때문이다. 현재 일본은 북한의 핵미사일 위협에 대응하기 위하여 PAC-3 17개 포대, SM-3 미사일을 장착한 구축함 4척, 자체 개발한 FPS-3와 FPS-5 레이더와 미국의 X-밴드 레이더도 2식(式, 시스템의 단위)을 보유하고 있고, 앞으로 SM-3 미사일을 장착한 이지스함 4척을 추가하며, 미국과 공동으로 개발하여온 요격고도 500km의 SM-3 Block IIA도 2017년까지 완성하여 2018년경에는 군부대가 인계받도록 되어있다. 사드와 지상용 SM-3 중에서 하나를 구입하여 방어망을 한층 더 보강하는 방안도 검토하고 있다. 이 기회에 한국은 한중관계의 본질에 대하여 성찰해보지 않을 수 없다. 공식적으로 한국과 중국은 “전략적 협력 동반자관계”이지만, 한국이 심각한 위협으로 생각하고 있는 북한의 핵미사일 위협에 대하여 중국이 협력해주고 있는 것은 거의 없기 때문이다. 중국은 동북공정을 실시하고 있고, 일방적으로 방공식별구역을 선포하였으며, 북한의 핵무기 개발과 보유를 묵인하고 있다. 경제, 사회, 문화적 협력은 가능하지만, 결국 안보적으로 중국은 북한의 동맹국이다. 사드가 안보문제라면 한국도 중국의 태도에 연연하지 말고, 국가와 국민들을 보호하는 데 필요한 지 아닌지 만을 집중적으로 토론해야할 것이다.     사족: 중국에 자기 나라의 일도 제대로 처리하지 못하면서 중국에 대하여 말한다는 것은 주제넘은 일이다. 그래서 사족(蛇足)이라는 소제목을 붙였다. 그러나 중국은 역사적 및 문화적으로 친밀감이 너무나 큰 국가이고, 무역거래와 인적교환도 활발하다. 서울 시내에 중국인이 활보하더라도 금방 알아볼 수 없고, 북경 시내에서 한국인이 쇼핑해도 말을 하기 전에는 알 수 없을 것이다. 안중근 의사의 “동양평화론”이 아니라고 하더라도 한국 국민 중에서 중국, 한국, 일본이 서로 협력하여 잘 살아야한다는 생각을 지지하지 않을 사람은 없다. 우선 일부 한국 내 인사들이 사드에 관한 루머를 유포하여 중국의 판단을 혼란스럽게 만든 점에 대하여 유감을 표명하고 싶다. 그들은 중국 내의 지식인들이 그렇게 쉽게 그들의 논리를 수용할 것으로는 생각하지 못하였을 것이다. 한국 정부에게 내정간섭에 해당되는 압력을 행사할 정도까지는 기대하지 않았을 것이다. 그러나 결과적으로는 그렇게 되었고, 이로써 한국 국민의 친중국 정서가 상당부분 훼손된 점이 있다. 사드에 관한 세부적인 팩트에 관하여 다시 한번 재점검하고, 오해가 있으면 해소하고, 한국 정부가 유념할 사항이 있으면 서로 진지하게 협의해 나가는 풍토가 양국 학자와 관리들 간에 정립되어야 할 것이다. 그럴 리가 없다고 생각하지만, 혹여 중국 내에서 한국 내에서 벌어지고 있는 사드 관련 논란을 부추기거나 이용하려는 움직임이 있어서는 곤란할 것이다. 한국과 중국은 “전략적 협력 동반자” 관계로서 서로의 부국강병을 지원해주기로 약속한 상태이다. 일부 사드의 성능을 잘 아는 중국 군인들은 한국에서 벌어지는 현 논란을 재미있어 한다는 풍문도 들리고 있다. 한국은 자유민주주의 국가로서 각자의 다양한 의견을 거리낌없이 발표할 수 있어 시끄럽기는 하지만, 결국 건전한 방향으로 의견을 정해 나갈 것이다. 오히려 한국을 방문한 모든 중국학자와 관리들의 의견이 동일하다는 것을 이상하게 생각하는 한국인들이 적지 않다. 중국에도 한국처럼 언론의 자유가 충분히 보장되어 있다고 하는데, 과연 그러한가라고. 중국이 한국이나 주한미군을 탄도미사일로 공격한다는 생각을 하지 않을 경우 중국이 사드의 주한미군 배치를 반대할 합리적인 이유를 생각하기는 어렵다. 그렇기 때문에 우정엽 박사가 말한 바처럼 한미동맹의 강화를 우려해서 그러한 것으로 해석하는 한국 학자들이 적지 않다. 정말 중국이 한미동맹 강화를 우려한다면 북한의 핵무기 개발을 포기시키는 것이 가장 효과적이고 유일한 방법이다. 위협이 강해지면 동맹도 강해지는 것이 원리인데, 북한의 핵무기가 증강되는 상황에서 한미동맹이 강화되지 않을 수는 없기 때문이다. 중국에 비해 한국이 갖는 일본에 대한 부정적 인식이 더욱 클 수 있지만, 북한의 핵위협이 강해지면 한국은 일본과의 안보협력도 진전시키지 않을 수 없다. 중국이 미일동맹의 강화를 우려한다면 북한의 핵위협을 제대로 처리해야 할 것이다. 한국, 중국, 일본은 모두 한자를 사용하고 있듯이 문화적 공통성도 크고, 협력할 수 있는 바탕이나 협력해야 할 이슈도 적지 않다. 그럼에도 불구하고 "ASEAN + 3"이라는 명칭에서 보듯이 3국 간에는 직접적인 안보협력회의체가 없어 동남아시아 국가들의 회의에 끼여 대화하고 있다. “한중일 정상회의”도 개점휴업 상태이다. 여기에는 당연히 한국과 일본의 책임도 적지 않을 것이다. 그러나 중국이 이 지역에서 지도국이라면 가장 큰 책임은 중국이 느껴야 하는 것 아닌가? 중국의 학자나 관리들은 지금까지 사드의 한반도 배치에 반대하면서 그 구체적인 근거를 거의 밝히지 않고 있다. 사드의 어떤 성능으로 인하여 어떤 지역이나 어떤 군사태세가 어느 정도로 위협받는 다는 점을 설명하지 않고 있다. 이러한 것은 합리적인 태도가 아니고, 설득력도 클 수 없다. 논쟁은 팩트와 자료를 통하여 진행되어야 하기 때문이다. 비단 사드 문제뿐만 아니라 세계의 제반 이슈를 다루는 데도 중국이 이와 같이 한다면, 미국 중심의 서구 합리주의를 이길 수 있겠는가? 그리고 주변국가들이 중국을 신뢰하고 따르겠는가??   1) 정욱식, “한국의 MD 편입은 ‘도자기 가게에서 쿵후 하는 격’,” 『프레시안』(2014년 6월 2일), at http://www.pressian.com/news/article.html?no=117661 (검색일: 2015년 6월 14일). 2) 정욱식, “주한미군 사드는 괜찮다고? 제정신인가?”『프레시안』(2014년 6월 20일). 3) 인터넷『경향신문』(2014년 9월 6일). http://news.khan.co.kr/kh_news/khan_art_view.html?artid=201409061109231&code=910302(검색일: 2015년 6월 14일). 4) 『조선일보』(2014년 5월 20일), p.       지정학에서 지역주의로   동북아시아의 국제정치는 오랫동안 ‘지정학(geopolitics)’적 관점에서 논의되어왔다. 분단국이 자리 잡은 한반도를 중심으로 중국, 러시아, 일본이 국경을 접하고 있으며, 슈퍼파워 미국은 한국과 일본에 대규모 군사 기지를 배치해 두고 있다. 탈냉전 이후 국제질서는 ‘유럽연합(EU)’, ‘남미공동시장(MERCOSUR)’, ‘동남아시아국가연합(ASEAN)’, ‘유라시아경제공동체(EAEC)’ 등 지역(region)중심으로 빠르게 재편되고 있지만, 동북아시아는 상대적으로 ‘지역주의(regionalism)’ 경향이 매우 더디게 진행되고 있다. ‘아세안+3’는 1997년 아시아 금융위기를 겪으면서 ‘치앙마이 이니셔티브’를 도출하는 가시적 성과를 내놓았으나 제도화가 미흡하고 지속적으로 공동의 목소리를 내는 데 성공했다고 보기는 어렵다. 2005년 말레이시아에서 시작된 ‘동아시아 정상회의(East Asia Summit)’는 한국을 비롯한 동북아지역 국가들이 참여하는 지역정상회의이지만 동아시아 공동체에 대한 개념적 합의가 이루어지지 않았고, 미국, 호주, 인도 등 문화적, 지리적으로 이질적인 국가들이 참여하면서 지역주의로 발전할지는 의문이다. 동북아의 중심축인 한·중·일 3국 협력은 2011년 사무국을 상설화함으로써 일보 전진하는 듯했으나 국경 문제와 역사 문제로 긴장관계가 쉽게 풀리지 않고 있다. 동북아시아의 지역주의가 더딘 주요 이유로는 역내보다는 외부에 대한 의존이 여전히 크고, 지리적으로 분절화 되어있으며, 공동의 가치와 규범이 민족주의와 국가 이익에 가려서 활성화되지 못했다는 점 등이 제시될 수 있을 것이다.   지역주의의 조건   그러나 최근 동북아시아는 제도적 차원에서 지역주의의 생성 조짐이 급격히 나타나고 있다. 중국이 주도하는 ‘역내포괄적경제동반협정(RCEP)’과 ‘아시아인프라투자은행(AIIB)’의 창설 움직임, 미국이 주도하는 ‘환태평양경제동반협정(TPP)’ 창설 계획 등이 활발히 진행되고 있다. 그러나 이것이 향후 ‘지역화(regionalization)’를 넘어 ‘지역주의’로 심화될 것인지는 아직 불확실하다. 즉, ‘지역화’는 반영되지 않은 지역기구의 과잉창설에 그칠 수도 있다.  2001년 마리오 텔로 교수가 내놓은 한 저작에 따르면, 지역주의는 대체로 ‘지역화’, ‘지역포럼’, ‘국가주도 지역협력’, ‘관세동맹 및 공동무역정책’, ‘경제통합’, 그리고 ‘지역결합’등의 단계로 결집, 공고화된다. 비록 그리스의 채무불이행으로 여러 비판에 직면해 있지만, 유럽연합은 ‘경제통합’을 넘어 ‘지역결합’의 형태로 진입하고 있는 가장 앞선 지역주의 세력이다. 내적으로는 유럽시민(European Citizen) 개념이 적용되기 시작하였고, 외적으로는 유럽화(Europeanization)를 통해 인권, 평등, 민주주의, 법치 등을 인류공동의 가치로 전파하고 있다. 유럽연합이 지역주의를 정착하게 된 제도적 요인은 거버넌스로서 ‘다자주의’를 그들의 공동의 가치 속에 체화시켰던 점이 컸다. 다자주의 공동체에 참여하는 구성원들은 지리적, 기능적으로 강력한 상호연관성을 갖고 있으며, 이익과 책임에서 ‘상호성의 확산’에 대한 기대를 갖는다. 또한 강제적이지 않은 일반화된 규범(소위, 행위의 일반원칙)을 받아들이는 ‘조직화의 원리’를 공유한다. 반면, 동남아시아 국가연합의 경우, 많은 기대에도 불구하고 경제적으로 역내 자기충족요건을 갖추고 있지 못하며, 내륙국과 해양국들 사이의 이해관계가 충돌하고 있으며, 남중국해에서는 미국에 과도하게 의존하고 있다. 동남아시아에서 ‘행위의 일반원칙’과 ‘상호성의 확산’에 대한 기대는 과거가 아니라 미래를 통해 증명해내야 할 것이다.   동북아시아의 지역주의 형성의 조건   동북아시아 지역은 초보단계인 ‘지역화’ 수준에는 접어든 것으로 판단된다. 정도의 차이는 있지만, 동북아 국가들은 공적·사적 실체가 사회적·경제적 협력을 무리 없이 구현하고 있으며 ‘동북아시아’라는 지역 관념에 대한 관심도가 점차 증가하고 있기 때문이다. 이런 가운데 한국은 남북 통일과 동북아시아의 평화·번영 그리고 국제사회에 일정한 참여를 통해 범지구적 이슈에 기여해야 하는 중견국으로서의 책임도 지고 있다. 박근혜 정부 출범 이후 정부는 한반도 차원에서 ‘한반도 신뢰프로세스’를, 동북아시아 차원에서 ‘동북아 평화협력 구상’을, 범대륙적 차원에서 ‘유라시아 이니셔티브’ 등을 잇달아 발표하면서 통일전략과 외교과제를 동시에 추진하고 있다. ‘한반도 신뢰프로세스’와 ‘동북아 평화협력 구상’에서, 민생 인프라 구축을 위하여, 나진-하산 물류 산업과 남북러 협력사업, 남북중 3각 협력 등 국제사회를 포괄하는 공동번영의 길을 제시하고 있다는 점은 주목할 필요가 있다. 또한 기존의 아시아·태평양지역의 협력체- 아세안+3, 한중일 3국협력, EAS, ARF, APEC 등에서 미비한 다자협력체를 보다 활성화시키고 미개척 분야에서는 새로운 메카니즘을 창출하겠다는 의지를 갖고 있다는 것은 지역주의의 세 번째 단계인 ‘국가주도 지역협력’까지 기대케 한다. 그러나 ‘지역화’가 원숙해지고 ‘지역포럼’이 정착되어 ‘국가주도 지역협력’까지 자연스럽게 심화되지 않는 한 동북아시아의 진정한 지역주의가 형성될 수 있을 지는 의문이다.   통일외교와 동북아시아 지역주의   그런 면에서 북한 핵문제를 다루기 위해 열렸던 과거의 ‘6자회담’은 의제가 폐쇄적이고 단순하기는 했지만, 지역의 국가들이 일정 주제에 대해 상호작용하는 ‘시험적 지역포럼’의 형태를 띠었다는 점에서 의의가 있다. 다만, 상호작용이 지속적이지 못하였고 역사적, 문화적 지역화가 명시적, 묵시적으로 관행화되지 못한 것은 한계였다. 남북관계를 떠나, 한·중·일 간 공식·비공식적인 다자적 정부 간 교류가 여전히 긴장상태를 유지하고 있다는 것은 동북아시아에 지역화를 넘어 지역포럼이 정착되는 데 방해가 된다.   정부의 통일·외교정책에서 ‘지역주의’ 형성은 한반도의 통일이 지역의 평화와 번영에 이바지한다는 물질적, 심리적 공감대를 주변에 확산하고, 이를 통해 범지구적 과제를 능동적으로 수행한다는 점에서 의의가 있다. 또한 미국, 중국 등 동북아시아의 거대 행위자들이 구상하는 ‘지역주의’ 전략에 한반도가 어떻게 대응할 것인지에 대한 토대를 형성한다는 점에서도 가치가 있다. 이런 맥락에서 정부의 통일·외교정책이 동북아시아의 지역주의 형성에 이바지하기 위해서는 다음과 같은 조건이 우선되어야 한다. 첫째, 지정학적으로 민감한 ‘한반도’의 평화와 안정이라는 전제가 국제사회 공동의 규범이 되어 동북아시아 지역주의의 근간이 될 필요가 있다. 둘째, 실천의 영역에서는 한반도가 선도하는 지역화 사업에 집착하기보다는 동북아시아를 아우르는 이익과 가치를 통일정책 속에 적극적으로 받아들이는 사고의 전환이 필요하다. 셋째, 미·중의 주도 속에 펼쳐지는 동북아의 각종 지역기구의 창설 경쟁 속에서 정부의 통일정책을 동북아 외교정책과 연계할 전략을 도출할 필요가 있다. 現 제주평화연구원 연구위원. 브뤼셀 자유대학교에서 정치사회학 박사 학위취득. 주요 논문으로 "국제정치학에서 주체물음(2013)", "유럽연합의 개발협력전략(2013)" 등이 있음.
  • 환경 문제의 국제정치: 중국발 대기오염에 대한 한국의 대응

    우리나라에 미치는 중국발 대기오염의 영향이 증대하면서 “중국발 미세먼지” 또는 황사를 일컫는 “황색 테러”와 같은 용어는 일상적인 대화의 소재가 된 지 오래이다. 중국발 대기오염의 주범으로는 일반적으로 황사와 미세먼지가 있다. 이들은 발생 원인은 다르지만 대기의 가시거리를 악화시키고 호흡기를 통해 인체에 유해한 영향을 미친다는 공통점이 있다. 황사는 중국과 몽골의 사막지대 등지에서 발생하는 흙먼지가 강한 바람을 타고 이동하는 자연적 현상이지만, 이로 인해 중국 공업지대에서 발생하는 오염물질이 바람과 함께 한반도로 유입된다. 반면, 미세먼지는 자동차 배기가스, 산업 활동, 가정 난방 등을 위해 사용하는 화석연료의 연소로부터 배출되는 인위적 오염물질이 배출되거나 전구물질을 통해 대기 중으로 생성되어 바람을 타고 국내에 유입된다. 일반적으로 미세먼지는 입자상 물질의 크기에 따라 1㎜의 100분의 1 크기 먼지인 PM 10과 1㎜의 1,000분의 2.5 크기의 먼지인 PM 2.5로 구분된다. 특히 초미세먼지로 불리는 PM 2.5는 호흡기를 통해 폐포까지 직접 침투하여 폐질환과 심혈관계 질환 등을 유발하여 조기사망의 위험을 증가시키는 요인으로 알려져 있다. 우리나라 정부 자료에 따르면, 2000년대 수도권 지역에서 발생한 황사 일수는 9.8일로 1980년대 2.9일과 비교하여 약 3배 이상 증가하였다.1) 그리고 수도권의 미세먼지(PM 10) 경우 2002년 76㎍/㎥에서 2012년 41㎍/㎥로 개선되는 추세를 보여주고 있으나 주요 OECD 국가와 비교하면 2배가량 높다. 2008년부터 2012년까지 전국 주요 도시의 초미세먼지(PM 2.5) 수준은 전반적으로 감소 추세를 보이고 있으나 대부분의 지역에서는 환경기준인 25㎍/㎥을 초과하고 있다.2) 이에 따라 대기오염이 호흡기 질환으로 인한 조기 사망 등 대기오염의 위해성에 대한 우려가 커지고 있다.3) 중국 내 대기오염 상황과 피해는 더욱 심각한 실정이다. 대기오염을 개선하기 위해 법적·제도적 정책을 강화하기 위한 중국 정부의 일련의 노력에도 불구하고,4) 2013년 1월 중국 베이징의 PM 2.5 농도는 세계보건기구의 기준치인 25㎍/㎥를 40배나 초과한 1,000㎍/㎥에 육박하기도 했다. 이처럼 심각한 대기오염은 중국 국민의 건강보건뿐 아니라 산업계에도 영향을 미치고 있다. 한 연구에 따르면 2013년 1월, 대기오염으로 교통과 건강에 직접적으로 미친 경제손실은 최소 약 230억 위안(한화 약 4조원)에 달하였다.5) 또한 2014년 2월 21일부터 6일간 베이징, 톈진, 허베이를 일컫는 징진지(京津冀) 지역의 심각한 대기오염으로 2천여 개 업체들의 운영과 전력을 한시적으로 제한하는 조치가 취해졌다. 모든 채석장의 운영이 중지되면서 60억 3천만 위안(한화 약 1조원)에 달하는 경제적 손실이 발생하였다.6) 대기오염은 지역 및 국가의 경계를 넘나드는 월경(越境)의 특징을 갖고 있다. 따라서 국제적 측면에서 볼 때 발생원인뿐만 아니라, 해결과 관리의 국가 간 책임 소재를 판별하는데서 어려움이 따른다. 중국발 대기오염이 우리나라에 미치는 영향에 관한 연구를 예로 들면, 중국 등 국외영향은 평상시에는 30∼40% 수준이며, 서풍 또는 북서풍의 영향으로 인한 고농도 오염이 발생할 경우에는 60∼80%까지 높아지는 것으로 추정하고 있을 뿐이다.7) 이러한 점에서 대기오염을 해결하기 위해서는 주변 국가들과의 협력이 필수적이다. 일반적으로 국가들 간의 이해관계가 상이한 상황에서 효율적인 국가 간 환경협력 체계 구축은 용이하지 않다. 그러나 다행히 중국의 급속한 산업화로 인해 악화되고 있는 동북아 대기오염 문제에 대처하기 위해 한·중·일 국가들 간의 협력기제가 운용되고 있다. 역내 대표적인 대기오염 협력기제로는 ‘한·중·일 환경장관회의(TEMM)’, ‘동북아환경협력계획(NEASPEC)’, 한·중·일 환경과학원 간 ‘장거리이동 대기오염물질 공동연구 사업(LTP)’, ‘동아시아 산성 침전물 모니터링 네트워크(EANET)’ 등이 있다. 한편, 이와 같은 기존 협력기제가 일정한 성과를 거두고 있으나 여전히 한계점이 존재한다. 기존 협력을 보완하고 대기오염 저감협력에서 한국의 주도권을 강화하기 위한 방안은 다음과 같다. 첫째, 한층 높은 수준의 협력채널, 예를 들면 한·중·일 정상회담에서 대기오염 협력을 아젠다로 제안하는 방안을 고려해야한다. 물론 2012년 제5차 정상회담 공동선언문에 “역내 월경성 대기오염 대처의 중요성을 인식”하였다는 문구를 삽입하여 대기오염 협력의 필요성을 밝혔으며, 2015년 6월에는 한-중 환경 공동 연구단을 중국 환경과학원내에 개소 및 운영하는 등 구체적인 공동 노력이 시작되고 있다. 그러나 더 나아가, 향후 대기오염 저감의 효과성 제고를 위해 3국간 정상회의에서 대기오염 협력과 관련한 별도의 공동성명서 등 부속문서 마련을 추진하는 것도 고려할 필요성이 있다. 둘째, 기존 협력체 간의 효율적인 조정을 도모하기 위해 중견국으로서 물적 능력을 보유하고 있으면서도 선의의 양보를 제공할 수 있는 우리나라가 리더십을 발휘하는 것이 필요하다. 이를 통해 대기오염 저감을 위해 동북아에 존재하고 있는 협력체들 간의 유기적인 협력과 조정이 가능할 것이다. 이러한 점에서 중국뿐 아니라 일본과의 협력도 강화할 필요가 있다. 일본이 오랜 기간 축적해 온 높은 수준의 대기오염 분야 연구결과를 함께 활용하면서 한-중-일 차원의 대기오염 전문가 네트워크를 장기적으로 활성화하는 것이 중요하다. 예를 들어 장거리이동 대기오염물질 공동연구 사업(LTP)을 통해 대기질을 분석하고, 산성침전물 모니터링 네트워크(EANET)를 통해 동남아시아에 걸친 대기오염 측정망과 관측 자료를 활용하는 등 기존의 전문가 네트워크와의 긴밀한 협력을 통해 대기오염의 원인과 결과에 대한 전문가들의 과학적 합의를 마련하는데 주력해야 한다. 셋째, 북한과의 협력 역시 중요하다. 앞서 지적한 것처럼 중국발 대기오염은 바람을 타고 한반도로 유입되기 때문에 북한 역시 이에 대한 피해가 심각할 것으로 추정된다.8) 동북아 대기오염의 발생 및 이동 경로 상에 북한이 위치하고 있기 때문에 북한지역의 대기오염 측정자료 및 대기오염 배출량 자료는 중요하다. 또한 북한은 낡은 수준의 산업시설과 이물질 함유율이 높은 저급 에너지원을 주로 사용하기 때문에 에너지 사용량에 비해 대기오염 배출이 높아 한국과 인근 국가에 영향을 줄 가능성이 크다. 이러한 이유로 국제사회에서도 ‘국제 대기오염 모델링 비교 프로젝트(MICS-Asia)’ 등을 통해 북한 배출량의 정확도 제고를 위해 많은 관심을 갖고 있다. 그러나 아직까지 북한의 폐쇄적인 보도행태와 북한과의 협력 채널 부재 등으로 협력이 제대로 추진되고 있지 못한 상황이다. 남북 간 대화가 단절된 상황을 타개하기 위해 산림 및 보건 협력을 활용하자는 목소리가 높은 현재, 남북의 공통 관심 분야인 대기오염 저감을 위한 협력에 대한 논의가 필요하다. - 1) 관계부처 합동, “황사피해방지 종합대책(2013~2017)”, p.5. 2) 관계부처 합동, “미세먼지 종합대책,” 2013.12, p.4. 3) “30세 이상 10명 중 1~2명은 미세먼지로 조기사망,” 『연합뉴스』, 2014.4.20. 4) 중국의 최근 대기오염 저감을 위한 관련 법규와 제도는 다음을 참조. 강택구 외, 『한?중 대기오염 저감 관리 비교와 협력방안』, (대외경제정책연구원, 2013). 5) “灰霾迷城,我们付出多少健康代价,” 『中国青年报』, 2013.12.11. 6) “中央??直?拿下????能降??点,” 『中?行??究?』, 2014.3.14. 7) “윤성규 환경부장관, 미세먼지·황사 해결, 한중일 공동대응 필요,” 『뉴시스』, 2015.5.4. 8) “중국발 미세먼지 북한에도 유입...대비책 진단,” 『VOA』홈페이지, 2013.12.3. 강택구 : 現 한국환경정책-평가연구원 연구위원. 한림대학교 사회학과 동 대학원 정치외교학과를 졸업한 후 중국 청화대학교 국제관계학과에서 박사학위를 취득하였음. 연세대 동서문제연구원과 인하대 국제관계연구소에서 연구교수를 역임함. 중국 외교정책, 동북아 지역협력, 환경협력이 주요 연구분야임. 최근 연구로는 "Assessing China's approach to regional multilateral security cooperation", "동아시아 지역 내 강대국간 경쟁과 세력전이", "중국과 중앙아시아 관계" 등이 있음. 심창섭: 現 한국환경정책-평가연구원 연구위원. 고려대학교 화학과 및 동 대학원을 졸업한 후 미국 조지아 공대에서 대기과학 박사학위를 취득하였음. 미국 NASA의 제트추진연구소 연구원을 역임함. 대기 중 오존 및 미세먼지 문제, 온실가스 감시, 동아시아 대기 환경협력 등이 주요 연구분야임. 최근 연구로는 "전력수급기본계획에 따른 미래 대기질 영향과 대응을 위한 국제공동연구" 등이 있음.
  • The State of Regional Community in the Southeast Asian Region: Community Hemmed in between Politics of Nationalism, ASEAN Norms and Pragmatism

      Much as most pundits would want to believe that the Southeast Asian region is progressing towards an integrated ASEAN social and economic community, the reality is far more complex. Most importantly, politics remains in command with economics trailing in second place. The romance with nationalism and the nation-state is not over. Moreover, it is a widely observable fact that unlike the more advanced form of supranational regionalism seen in Europe, there is little understanding or respect for international law in Southeast Asia. What keeps the peace are a series of overlapping normative regimes that have been accumulated since the founding of ASEAN in 1967. Political Ambitions of the Modernizing State: Taking the Cup of Nationalism Nationalism has not lost its appeal for Southeast Asian nation-states since the 1950s and 1960s. The joint appeal to advancing the national interest and progress in becoming a truly sovereign statehood continues to be a twin pronged magic wand in electoral and authoritarian politics. On 30 April 2015, Vietnam celebrated the 40th anniversary of reunification in tones that emphasised victory over the United States military effort in support of South Vietnam between 1964 and 1975. Nationalism appears also to be the ideal weapon at home to fend off criticism against nepotism and corruption, and simultaneously to direct anger against China over the South China Sea disputes. In Indonesia, the newly elected presidency of Joko Widodo has articulated a foreign and domestic policy vision of a strong, assertive and confident Republic. This is manifested in the articulation of the vision of Indonesia acting as a regional maritime fulcrum. In terms of asserting sovereignty, Jakarta persisted in executing drug traffickers from Australia and Brazil in April 2015 despite pleas for clemency from their governments. Thailand’s internal political renovation too has been dressed in nationalist rhetoric, even if the country has remained open to foreign investment. The twinned foreign and domestic policy announcements coming from the office of Prime Minister Prayuth Chan-ocha has emphasised the need to restore a much-needed sense of intra-Thai solidarity without following prescriptions from outsiders, however well-meaning they might be. Myanmar, despite the reforms since 2011, has always pursued a nationalist foreign policy emphasising that reforms and other policy changes cannot be made in reference to outside pressures. Across the rest of Southeast Asia too, open economies may openly pay lip service to neoliberal strictures of a global economy monitored by the IMF, World Bank and WTO, but the domestic elite interpretation for their citizens is almost always that these openings are undertaken for the logic of national interest rather than the stewardship of a global economy. Moreover, the conflation of rapacious foreign investors and territorial encroachments by rival Asian states remains a very potent rallying point for domestic political consultation regardless of whether democratic values are in operation or not. Absence of War rather than a Supranational Peace There is interstate peace in Southeast Asia, but it is one that emphasizes the absence of war instead of the thorough replacement of enmity with economic and political integration. Southeast Asian states define their national interests often in terms of seemingly contradictory goals, such as the recovery of historically alienated territories and populations, the assertion of the principle of sovereignty, and the welcoming of foreign direct investment. As most ASEAN documents specify between the lines, these goals can only be pursued if there is no explicit forward movement towards substantive economic integration amounting to supranationalism. Since the institution of the nation-state is upheld by most politicians and members of the various publics as unquestionably ethical and desirable, there is, in actual fact, no urgent political need to put the ASEAN Community vision, let alone the ASEAN Charter, into action. Whenever there are bilateral disputes between any two ASEAN members, say Thailand and Cambodia, or Indonesia and Malaysia, or Singapore and Malaysia, the lip service is paid by their leaders to international law while they are appealing equally to something variously called the ‘ASEAN spirit’ and ‘good neighbourliness’. It is this vagary that allows both parties in dispute to stand down gradually without losing political and social face. Nothing is substantially solved, except in the rare instances, where Jakarta, Kuala Lumpur and Singapore found the required political will to resort amicably to the International Court of Justice at The Hague to allow the other to gracefully ‘give and take’ according to the judgments of a third party. Bilateral island disputes, where deadlocked, appear to require the relatively more impartial intervention of the non-ASEAN outsider. Yet, for these international legal settlements to take place, the highly informal diplomatic and political grounds have to be prepared between the quarrelling ASEAN members. One might even go as far as to say that it is probably diplomatically healthy for the Code of Conduct on the South China Sea to remain as vague as possible in order that something of a lasting, albeit imperfect, peace can be obtained amongst the claimants. Nationalism shrouded in ambiguity makes for good domestic political fodder, in so far as all claimants can assert to their respective publics that the national interest has been achieved by foreclosing unsatisfactory outcomes. The sequel to the Code of Conduct should remain equally vague, especially in view of the likely calculations by most ASEAN claimants to the Spratly islands that there is little to be gained from antagonizing China across the board, given the warmth of existing economic ties between China and every ASEAN member. Getting by with International Law Lite: the Norms of ASEAN and East Asian Diplomatic Norms The overriding preference by Southeast Asian states for ‘Asian solutions to Asian problems’ is ostensibly an extremely laudable aspiration. But it implies that the region is still uncomfortable with complete embracing public international law. In spirit, the latter makes for stable, continuously peaceful international relations. In substance, international law does not always facilitate nationalism in foreign policy, let alone domestic political considerations. International law is feared to be antithetical to the nation-state and national self-determination, since it is ideologically borne of liberal visions of world order. Following the political philosophy of Hugo Grotius, Immanuel Kant, and Samuel Pufendorf, international law requires states to subscribe to a continuous philosophy of law at home and abroad. This is unhelpful to political cultures in ASEAN that still privilege demagoguery, revanchism, and continuity with principles of decolonization that espouse renovating the post-World War Two order. It is not surprising that ASEAN’s famed documents from Bangkok in 1967, plus the two Bali Concords from 1976 and 2003, consistently emphasise self-reliance and reify the need for sociological interpretations of national and regional resilience. The rule of law in both domestic and interstate relationships is relegated to third priority in the original Bangkok Declaration of 1967, or placed lower in subsequent ASEAN documents. In the text of the approved ASEAN Charter, sanctioned in 2008, paragraph 7 of Article 1 makes it clear that the purpose of ASEAN is ‘to strengthen democracy, enhance good governance and the rule of law, and to promote and protect human rights and fundamental human freedoms, with due regard to the rights and responsibilities of the Member States of ASEAN.’1  Instead, Southeast Asian states have honed a useful set of quasi-legal principles dubbed variously the ‘ASEAN Way’ or the ‘ASEAN Spirit’, or ‘Musyawarah Mufakat’ in Bahasa Indonesia. These codes refer to the art of avoiding a compulsory vote on contentious issues within ASEAN, the deliberate obfuscation of assigning blame, temporization on decision-making, and a circuitous method of naming a common adversary either within ASEAN or outside ASEAN. Even at times when ASEAN neighbours have had to admonish Myanmar, Malaysia, Thailand, Cambodia or Indonesia over various issues, ranging from egregious human rights abuses to attributing the source of environmental pollution, to tardiness in handling disaster relief, communiques from ASEAN meetings and national ministries concerned with foreign affairs have tended to rebuke their targets in the mildest of terms. Moreover, there is always peer pressure from the other ASEAN members to rein in direct criticism, in the hope that this will allow the target state to ‘save face’ and make policy rectifications quietly. In these indirect ways, a rule of peace endures in the ASEAN region. This condition can only at best be described as an embryonic stage of socializing a rule of law in the region. Conclusion The prospects for treating Southeast Asian regionalism as a progressive trajectory needs to undergo a reality check. Change is always wished for but continuities persist.   • 지중해 보트피플 사태와 지역주의의 한계

      요즘 유럽은 북아프리카로부터 밀려드는 보트피플 문제로 고심하고 있다. 오래전부터 유럽 차원의 공동출입국관리체제를 발전시켜왔지만, 현재의 보트피플 사태에 대해 유럽의 지역주의는 뾰족한 해답을 찾지 못하고 있다. 오히려 회원국 간 입장 차가 불거지면서 지역주의에 기초한 공동관리체제는 불편한 장치가 되었다.   유럽출입국 공동관리체제   유럽의 공동출입국관리체제 역사는 30년 전으로 거슬러 올라간다. 1985년 6월 14일에 룩셈부르크의 작은 마을 솅겐에서 벨기에, 프랑스, 룩셈부르크, 네덜란드, 서독 등 서유럽 5개국이 회원국의 차량과 사람을 별도의 검색 없이 국경을 통과시키자는 것을 주된 내용으로 하는 솅겐협정(Schengen Agreement)에 서명한 데에서 시작되었다. 이후 솅겐협정은 솅겐협약으로 발전하였고, 1995년 3월 26일부터 가입국 사이에 상호 국경통제가 생략되고 유럽 차원의 공동 비자가 통용되는 하나의 솅겐지역이 건설되었다. 솅겐지역 가입국은 유럽 차원에서 운영되는 솅겐정보시스템에 접속하고 이용하면서 유럽 차원의 출입국관리정책에 따른다. 2015년 5월 현재 솅겐지역 가입에 서명한 국가는 30개국이다.   2004년 설치된 프론텍스(Frontex)는 오늘날 유럽공동출입국관리체제의 핵심 장치이다. 프론텍스는 유럽 차원에서 EU회원국과 협력을 통한 EU영역 공동관리, 출입국업무 담당자 훈련, EU영역 외부경계지역 위험요인 분석, 출입국관리 기술 개발을 위한 연구, 국경관리를 위한 신속대응팀 제공, 회원국의 불법입국자 귀환 업무 지원, 국경지역 정보시스템 운영과 정보의 공유 등의 업무를 수행한다. 솅겐지역과 프론텍스는 지역 차원의 공동출입국관리가 국가단위 관리보다 효율적이라는 전제하에 고안되었다. 하지만 2011년 무렵부터 지중해를 건너 유럽으로 밀입국하려는 보트피플이 급증하는 상황에서 유럽의 지역주의 체제는 오랫동안 보트피플을 사실상 방치하는 소극적인 역할만 했다.   최근의 지중해 보트피플이 급증한 원인은 2010년 말, 중동과 북아프리카지역에 이른바 ‘아랍의 봄’으로 불리는 민주화혁명이 연속적으로 발발한 데에 있다. 그 이전에도 지중해를 통해 유럽으로 밀입국하려는 보트피플이 있었지만, 이들은 주로 북아프리카에 위치한 스페인 자치도시 세우타와 멜리야에서 스페인을 향해 떠났고, 스페인 정부가 모로코와 해안 경비를 강화하고 세우타와 멜리야에 방벽을 설치한 이후 그 수가 크게 감소했었다. 하지만 아랍의 봄 이후의 북아프리카와 중동의 정세 불안을 이유로 다수의 사람들이 난민을 자처하고 보트피플이 되었고, 유럽을 향한 항해도 스페인을 향하던 서쪽길보다 훨씬 긴, 그리스를 향하는 동쪽길을 택했다. 최근에는 그리스 인근에 해상경비가 강화되면서 지중해 중앙의 이탈리아를 향하는 보다 더 긴 항해 길을 택하는 경우도 많아졌다. 최근에 시리아 정세가 불안정한 틈을 타서 브로커들이 시리아에서 사람을 모아 유럽으로 보내면서, 시리아는 아프리카 각지의 사람들이 모여 유럽을 향해 떠나는 송출항 역할을, 이탈리아 남부 섬들은 아프리카 난민을 받아들이는 수용항 역할을 한다. 이탈리아 남부의 섬 가운데 특히 람페두사(Lampedusa)는 보트피플이 많이 도착하는 장소다. 아랍의 봄 직전에 주민이 약 4,500명에 불과했던 이 섬마을에 2011년 1월부터 9월 사이에 55,000명이 넘는 북아프리카 사람들이 몰려들었고, 지금도 계속해서 북아프리카 보트피플이 도착하고 있다.   망명자 처리와 외교 갈등   솅겐지역에는 제3세계 시민이 유럽회원국에서 망명 신청을 할 경우, 망명 신청자가 처음으로 입국한 국가에서 망명자를 책임진다는 더블린규정(Dublin II Regulation)이 적용되기 때문에, 람페두사에 상륙한 외국인이 난민신청을 할 경우, 이것은 이탈리아 정부의 업무가 된다. 그런데 보트피플 입국이 급증하자, 2011년에 이탈리아 정부는, 지중해를 통해 자국으로 몰려드는 외국인 행렬을 차단할 수도 없고, 무한정 수용하기도 부담스러운 상황에 처하면서, 입국자의 주요 출신국인 튀니지 정부와 협정을 체결하였다. 즉, 2011년 4월 5일 이전까지 입국한 25,000명의 튀니지인들에게 6개월의 임시거주증을 발급한 것이다. 임시거주증을 발급받은 이민자는 솅겐지역을 마음대로 여행할 수 있기 때문에 프랑스와 독일은 이탈리아를 무책임하다고 비난하였다. 프랑스는 이탈리아에서 기차를 타고 프랑스에 도착한 튀니지인들의 입국을 거부하면서 솅겐원칙에 정면으로 도전했다.   이 사건이 프랑스와 이탈리아 사이에 심각한 외교 갈등으로 비화되자 2011년 6월 24일 긴급 EU정상회담이 소집되었다. 석 달 후 EU집행위원회는 개별국가 차원의 국경검문은 원칙적으로 불허하되, 예외적인 상황에서 일시적으로 EU 결정에 근거하여 국경검문은 허용하는 탄력적인 운영 방안을 도입하는 것으로 갈등을 일단락지었다. 하지만 여전히 지역주의의 산물인 더블린규정에 따라 밀려드는 지중해 보트피플 문제는 일부 지중해 국가에 과중한 부담을 안기고, 지리적으로 지중해와 거리가 있는 국가들은 문제를 회피하려는 상황이 관찰된다.   ‘마레 노스트룸’ 작전과 ‘트리톤’ 작전   최근 보트피플을 태우고 아프리카를 출발해 유럽을 향하던 배가 지중해 해상에서 조난을 당하는 경우가 빈번해지고, 적게는 수명에서 많게는 수백 명에 이르는 사망자가 발생하는 보트피플 사고가 반복적으로 발생하고 있다. 2013년 10월 3일 람페두사 섬 인근에서 선박사고로 368명 보트피플이 사망한 사건을 계기로, 이탈리아 정부가 지중해 일대 보트피플의 대대적인 수색과 구조를 담당하는 일명, ‘마레 노스트룸(Mare Nostrum: 우리들의 바다)’ 작전을 시작했지만, EU의 지원은 적었다. 마레 노스트룸 작전은 람페두사 섬으로부터 100해리까지 수색구조 활동을 벌여 보트피플의 참사를 예방하는 것이 목표였다. 이 작전을 펼치면서 이탈리아는 1년간 지중해에서 약 10만 명에 달하는 보트피플을 구조했고, 351명의 난민선 브로커도 검거하는 성과를 올렸다. 하지만, 이 작전 수행에는 매일 30만 유로, 연간 1억 1400만 유로의 예산이 소요되었고, 이 부담은 전적으로 이탈리아 정부의 몫이었다. 경제침체기에 지속적으로 사업을 진행하는데 부담을 느낀 이탈리아 정부는 이 사업을 유럽 차원에서 진행할 것을 요구했지만, 독일을 비롯한 EU 주요 회원국들은 마레 노스트룸과 같은 적극적인 보트피플 구조 전략이 오히려 북아프리카인의 유럽 불법입국을 동기를 제공하고 브로커들의 밀입국 행위를 부추긴다는 이유를 들어 비용 부담에 반대했다. 결국 마레 노스트룸은 시행 1년 만에 종료되었다. 이후 2014년 11월부터 EU 기구인 프론텍스가 ‘트리톤(Triton)’ 작전명으로 지중해 해상 구조활동을 시작했다. 그러나, 지역주의 차원에서 고안된 트리톤 작전에는 마레 노스트룸의 1/3 수준의 예산만 배정되었고, 전용 구조선이 단 한 척도 배정되지 않았다. 해상 구조 활동 범위도 이탈리아 해역으로부터 30마일 이내로 대폭 축소되어 바다 한가운데서 조난을 당하곤 하는 대다수의 지중해 보트피플에게 소용이 없었다. 트리온이 보다 적극적인 해상 구조 프로젝트가 되어야 한다는 주장이 있었지만, 유럽의 주요 국가들은 반대했다.   이러한 가운데, 2015년 4월 13일 리비아 해안에서 400여 명의 보트피플이 사망하는 사고가 발생하였다. 5일 후인 2015년 4월 18일에 약 800명으로 추산되는 보트피플이 수장되는 참사가 발생했는데, 세계 각국은 일주일 만에 1,000명이 넘는 사망자가 발생한 비극의 책임을 EU의 소극적인 구조 작전에서 찾고, 유럽의 소극적인 지역주의 체제를 비난했다.   결국 EU는 4월 20일 장관회담, 4월 23일 정상회담을 각각 개최하고, 보다 적극적인 보트피플 구제책을 발표했다. 즉, 프론텍스의 해상 순찰 예산을 세 배 늘리고, 난민 구조와 지중해 순찰을 위해 영국이 군항 3척과 헬기, 프랑스와 독일이 각각 군함 2척씩 제공하기로 했다. 또한 북아프리카에 난민센터를 설치하는 것과 같은 유럽 차원에서 난민신청 시스템을 개선 노력도 진행하고 있다.   난민 문제: 지역주의적 해법은?   지난 한 달 여 기간 동안 EU 회원국 대표들의 이끌어 낸 유럽 차원의 합의안은 얼마 전까지 보트피플 구조와 지원 확대에 대다수의 EU국가가 미온적이던 상황을 고려하면 매우 큰 발전임에 틀림없다. 하지만 여전히 EU 국가들은 보트피플 구조의 다음 단계, 즉, 구조한 사람들을 자신의 나라에 재정착난민으로 수용하는 문제에 대해서 망설이고 있다. 유럽 차원의 지역주의 관점에서 접근하는 지중해 보트피플 사태 해결 노력은 보트피플 문제를 당면과제로 인식하는 특정 국가들의 노력보다 느리고, 수동적이고 비효율적인 실정이다.   세계 각지에서 지역협력을 모색할 때마다 유럽의 지역주의는 모범사례로 예시되곤 했다. 유럽 차원의 정책을 관할하는 EU의 운영 체계는 회원국들이 모여 있는 국제기구라기보다 하나의 독립적 정치 단위에 가까울 정도로 세련되었다고 칭송받았다. 하지만 최근의 지중해 보트피플 사태는 지역주의에 근거한 공동체제가 항상 효율적인 것은 아니며, 오히려 국가 간 이견 속에서 소극적인 정책의 원인이 될 수도 있음을 보여준다.   오늘날 동북아지역에서는 지역협력체의 부재를 염려하고 유럽의 모델을 참고하면서 동북아 지역협력체를 구성해야 한다는 담론이 퍼져 있다. 하지만, 참여국가의 이해관계가 서로 다를 때, 지역협력체는 오히려 비효율적인 장치로 전락할 우려가 있다. 지역주의가 발전한 유럽에서, 국익을 초월하여 인도주의적 기여를 추구하리라 기대되는 난민 문제를 두고도 지역공동체가 국가기관보다 소극적일 수 있다는 사실은 지역협력 강화를 추구하는 동북아지역에서 시사하는 바가 크다. 現 IOM이민정책연구원 연구교육실장. 벨기에 가톨릭루뱅대학교(Universite Catholique de Louvain)에서 정치학 박사학위 취득. 연구분야는 EU의 이민망명정책. 고급인력정책, 유학생정책 등.
  • Towards a New Asia of Trust and Harmony

      I am very pleased to return to Jeju to be part of this important Jeju Forum. I especially appreciate reading the themes that permeate throughout the conference: peace, prosperity, diversity, and sustainability. I used all these slogans during my Presidential campaign. Now, I continue to promote these same themes in my new capacity as President of the Global Green Growth Institute, an initiative of the Korean Government which has become an international champion of green growth.  I must admit that when I left the Presidential office last year, I too was very concerned to see the unravelling of stable relations among the major powers, after two decades of relatively cooperative relationships.  There is possibility that this geopolitical down-turn will complicate the already tricky flash points in our region. Hence, it is very important for us to maintain strategic stability: if permanent resolution to the disputes still cannot be found, then we need to press on with self-restraint and de-escalation, and try to manage the conflict by preventing the situation from getting worse.  This is true in the case of the growing tension between the North and the South in the Korean Peninsula. This is also true for the disputes in the South China Sea.  All of us in this room are keen to build a strong future for Asia. But Asia's amazing future will be harmed so long as there is a mismatch between its geo-politics and geo-economics.  In our region, geopolitics and regional security are issues that often divide us. As such, we still do not have a comprehensive region-wide security architecture binding all the countries in this region.  Geo-economics, on the other hand, tend to bring countries together, through interdependence and connectedness. Geo-economics bring more trade, investment, infrastructure, tourism, exchanges and others.  We need to make sure that the economic cooperation can help soften the rough geopolitical edges. There are some good examples where the economic imperative has helped to reduce the appetite for confrontation. We can see this in the case with US - China relations, or with Japan - China relations.  The key theme of this year's Jeju Forum is peace and prosperity. As President of the Global Green Growth Institute, I must also say that the future of Asia also entails "green growth" and "sustainable development". Indeed, I would say that without green growth and sustainable development, Asia has no future.  2015 promises to be an incredibly important year for the global community. The GGGI will offer our utmost support for the coming world conferences to shape global consensus in Addis Ababa, New York, and in Paris in December this year.  In this Forum, we are back to asking the same question that prevailed during the Cold War and after: how do overcome the trust deficit, and how do we build or rebuild confidence?  Certainly not an easy question. I do not pretend to have the answer for Northeast Asia, but I would like to share some of my personal experiences in Indonesia, reflecting on the example of Southeast Asia.  I must say that there is no magic wand. Trust and confidence evolve differently in different circumstances. They are things that have to be earned, and once achieved, they have to be preserved.  There are too many cases, including in my own country, where communities that had lived peacefully for generations suddenly turned into sworn enemies. When that happens, it would take a long time -sometimes generations- for the wounds to heal.  How do you promote trust in a society where there is none? I would begin with a forward-looking approach. I know that this is not always easy, especially if the trauma from the past is unbearable.  This is what Indonesia and Timor Leste faced after the painful separation in 1999. Both sides had little interest in one another.  But after sometime, the leaderships in Jakarta and Dili decided that we had no other choice but to move on with a forward-looking attitude. We renewed our relationship, promoted reconciliation, and pushed hard for bilateral cooperation. Today, Indonesia and Timor Leste are as close and harmonious as any neighbors can be.  Another way to build trust is through a win-win approach. I know that sometimes it can be difficult to do away with a zero-sum game. Long-standing mistrust and stereotypes have the tendency to barriers that contain progressive thinking.  But it is quite remarkable what can be achieved by changing the approach to peace. This is what we did with the conflict in the Indonesian province of Aceh, which had been beset by separatist armed rebellion by GAM for 30 years - and peace was nowhere in sight.  In 2005, a few months into my Presidency in the first term, and not long after the tsunami tragedy, I decided to pursue a new approach: an attempt at win-win peaceful negotiations. After much difficulty, we began negotiations with the GAM leadership, and we engaged them in a tough but serious give and take compromise. In the end, we secured permanent political settlement through special autonomy.  The GAM rebels were disarmed, separatism ended, the conflict stopped, and Indonesia remains united. Moreover, the guns are silent and former combatants have become peaceful brothers and sisters in a democratic environment. In short, it was a case of a good win-win approach where everybody wins and no one loses.  Which leads to this important point: no trust can develop without leadership. Reaching out in difficult relationships is often a politically risky business. It requires courage. It is an essentially political decision, one that necessitates political will.  I am glad that my good friend John Howard is sitting here on this panel. Together, we changed our countries' relationship which benefitted our peoples, and made the region more stable.  When I assumed the Presidency in 2004, the bilateral relationship between Indonesia and Australia was not in an ideal place, due to a number of reasons,. I knew this was not healthy for both sides so I immediately established diplomatic relations with Canberra as a foreign policy priority. I was fortunate to find a strong partner in PM John Howard. Before long, we established a historic Comprehensive Partnership and signed a bold security cooperation known as the Lombok Treaty.  Indeed, Indonesia and Australia later worked together on many regional issues: regional architecture, terrorism, G20, and many more. Once you have that trust, more opportunities would come knocking and the relationship that you invest in would take you a long way.  So, these are my quick three on how we in Indonesia promoted trust internally and externally: forward-looking mindset, creative win-win approach, and leadership. Many of the problems around us would benefit from any or a combination of these three elements.  Yet, where trust and harmony are not readily forthcoming, I believe it is important to encourage the present and next generation to keep an open mind. I say this because there is always a risk that the young generation could become closed-minded and resistant to change.  We must therefore continue to inculcate the culture of peace among the youth of today, because it will be in their minds that the ingredients of mistrust will gradually chip away.
