  • Era of Bilateralism is Back?: Trump’s Trade Policy and Asian Regionalism

      The Trump administration's trade policy has damaged the competitive development of regional integration in Asia and the Pacific, a key driver for the market expansion in the region during the last decade. Since 2010, triggered by the launch of the Trans-Pacific Partnership (TPP) negotiations, the focus of FTA negotiations have shifted from bilateral to multilateral trade agreements. This is primarily due to a competition over rules and norms of regional integration between the largest and second largest economies in the world, the United States and China. The decision of the third largest economy, Japan, to promote integration maintained a key position in defining the trend in this power game, as its interest and subsequent participation in the TPP triggered other regional integration frameworks. As a result, Southeast Asia (ASEAN Economic Community, AEC), Northeast Asia (Japan-China-ROK FTA), East Asia (Regional Comprehensive Economic Partnership, RCEP), and the Asia-Pacific (TPP) emerged, forming different contents, rules, and members, respectively. A key element in these regional integration frameworks is multilateralism. Politically, small and medium-sized countries can reflect their own interests in cooperation as even a hegemon finds it necessary to take a coalition-building approach, instrumental in distributing benefits to these states in these fora. Economically, regional integration leads to the expansion of countries that are the subject of cumulative origin, which have the benefits of increasing the number of goods for which no tariff is applied, simplifying the rules for that purpose, and ultimately contributing to an expansion in exports. President Trump’s trade policy, however, symbolises the return of bilateralism. “The era of bilateralism is over” is a phrase which the then Japanese Ministry of International Trade and Industry (MITI) announced in the late 1990s after Japan and the United States had finally overcome their trade disputes over the numerical targets of market-access for American automobiles, auto-parts and semiconductors into Japanese markets. Yet, the key agenda in the newly-established US-Japan high-level economic dialogue includes their bilateral FTA, and there are Japanese fears that it would be pressured to make more concessions in agricultural liberalisation than it promised to offer in the TPP negotiations. The Japanese resistance to bilateral FTA 'renegotiation' will not likely last long since Japan will need to rely more profoundly on the US defence capability in the face of North Korea as an imminent threat. Akira Amari, former minister in charge of the TPP negotiations, recently admitted that the results of trade negotiations would be highly affected by the defence and security ties with the allies, implying the Japanese disadvantage in the bilateral negotiations with the United States. Facing competition with China, the United States under the President Barack Obama used to engage in the possible formation of a de facto trade agreement among the United States, Japan and EU through the potential establishments of the TPP and the Transatlantic Trade and Investment Partnership (TTIP), while the EU-Japan FTA negotiations were progressing. The EU-Japan FTA is the only side of the triangle standing while the Trump administration continues to refuse to commit itself to multilateral trading arrangements, including the TTIP and TPP. As a result, Japan stepped-up the momentum to conclude negotiations on the EU-Japan FTA with a hope to potentially expand into European markets of its globally competitive automobiles and automobile parts. While the TPP failed to sufficiently open the US market to Japan’s automobile sectors, the EU has been more forthcoming to open this market, notwithstanding strong opposition from Italy, France and even Germany — key automobile producing states in Europe. In return, the EU asks for greater concessions on the part of Japan in the field of agriculture, which the norin-zoku (the ‘agricultural tribe’ of the ruling party in Japan) strongly opposes as they were infuriated by the level of agricultural liberalisation which Japan promised to offer in the TPP. The resulting deadlock, however, casts doubt on the early conclusion of the FTA. It is argued that the Trump administration’s withdrawal from multilateral regional integration frameworks, such as the TPP and TTIP, may open up space for China to take the lead in an effort to promote RCEP, while increasing its economic and geopolitical influence in the region. Yet, whether RCEP can serve as a rule-setter in the Asia-Pacific region in lieu of the TPP is dubious. China’s commitment to the RCEP is strongly oriented toward developing countries and favours more exemptions in the form of tariff elimination duties, with few deregulation requirements and consequently few reforms required of domestic economic systems. RCEP’s speed and level of liberalisation is going to be based on the standard that China, India and ASEAN’s developing countries generally prefer, the so-called “lowest common denominator” dilemma in terms of liberalisation. Within the RCEP, Japan suggested eliminating tariffs on more than 90 per cent of products within ten years, and setting three stages on tariff eliminations (immediate, within ten years, and over ten years), with the intrinsic motive of protecting its domestic agricultural sectors from liberalisation. However, this agenda was received negatively by both advanced and emerging countries. Australia and New Zealand, with their intense motivation to increase agricultural exports, insisted on the no-exemption principle, whereas India, Myanmar, and Cambodia disapproved of the condition of “more than 90 per cent”, as they still maintain higher tariffs. RCEP would be eventually established as a low-quality FTA, offering members less strict binding-rules and a less ambitious liberalisation package than the TPP. Nevertheless, RCEP, if realised, can function as a form of pressure on the United States to reconsider its TPP withdrawal. According to the latest simulation, if the RCEP is to be realised, the United States will lose 0.16% of its GDP while Japan and China will gain 2.88% and 1.96% in their respective GDPs. It is the best option for the United States to participate in a multilateral TPP in order to offset the loss and increase its GDP: the bilateral FTA with Japan won’t be a big help.   • AIIB총회와 한중관계 전망

      지난 6월 16일 제주 국제컨벤션센터에서 아시아인프라투자은행(AIIB) 2차 연차총회가 77개 회원국의 재무장관과 중앙은행 총재, 국제기구 대표, 국내외 금융·기업인 등 2000여명이 참석한 가운데 개최되었다. AIIB는 중국의 주도로 아시아 역내 국가들간 인프라 투자를 통해 ‘연결성’을 강화하고 경제성장을 촉진시킨다는 목표로 2015년 설립되었고, 우리나라는 중국, 인도, 러시아, 독일에 이어 5위의 지분율로 창립 회원국으로 참여하고 있다 (아래의 그림 참조). AIIB는 무엇보다 중국의 시진핑 주석이 야심차게 추진하고 있는 ‘일대일로’ 전략을 추진하기 위한 투자금융기관으로 출범하였다. 일대일로는 중국에서 출발하여 중앙아시아, 중동, 러시아를 거쳐 유럽으로 연결되는 운송 및 생산 인프라를 구축하여 경제성장을 촉진한다는 ‘실크로드 경제벨트’와 중국, 동남아시아, 중동, 아프리카, 유럽과 태평양으로 진출하는 해상교역로에 항만 등 인프라 네트워크를 구축하여 공동발전을 이룬다는 ‘해상실크로드’로 추진되고 있는 야심찬 경제성장 프로젝트이자 지정학적 전략이다. 아래의 그림에서 보듯이 우리나라는 대륙으로 한반도와 중국의 동북지방으로 중국의 일대일로와 연결하고, 이를 일본을 통해 아시아·태평양으로 확장하는 지경학적 전략을 구상할 수 있다. 우리가 중국의 AIIB에 적극적으로 참여한 동기이기도 하다. 문재인 대통령이 연차총회 개막식에서 "남과 북이 철도로 연결될 때 새로운 육상·해상 실크로드의 완전한 완성이 이뤄질 것"이라고 언급한 것도 이러한 전략적 구상의 의지였을 것이다. 해방 이후 70년이 지나도록 남북분단을 해소하지 못하고 섬 아닌 섬나라로 살아야 하는 우리로서는 중국과 러시아를 통한 육상 실크로드와 일본, 동남아, 미국으로 연결하는 해상 실크로드를 구축하여 우리의 경제 영역을 확장하는 일은 절실한 시대적 과제일 수밖에 없다. 북한의 핵미사일 문제가 진전을 이루고 남북관계가 개선되어 우리나라가 대륙강국, 해양대국으로 거듭나야 하고, 우리의 대외전략과 외교안보는 이러한 시대적 과제를 실현하는 데에 맞춰져야 한다. 이것이 우리의 외교안보가 추진해야 할 上策이다. 그러나 이러한 上策을 추진하기 위해서는 북한의 핵미사일 문제에 진전이 있어야 하고, 거기에 따라서 남북관계가 개선되어야 한다. 또한 한중관계와 한미관계가 협력적이고 상호보완적으로 작동해야 한다. 불행히도 지금의 현실은 이러한 낙관적 전제들을 무색하게 만들고 있다. 문재인 대통령이 제안했던 ‘베를린 구상’이나 남북간 군사회담, 적십자회담에 김정은 정권은 무응답으로 나오고 있다. 북한의 ICBM 기술은 급기야 미국 전역을 타격할 수 있을 정도로 진전된 것으로 평가되고 있다. 우리로서는 사드 배치를 앞당기지 않을 수 없게 되었고 한중관계는 다시 냉각되고 있다. 당분간 우리의 외교안보는 북한의 핵미사일 위협에 대응하는 下策에 매진할 수밖에 없게 되었다. 북한의 대칭적, 비대칭적 전략자산에 대한 군사적 균형을 복원시켜야 한다. 사드 배치, 한미동맹의 핵전략 재배치를 포함하는 남북간 군사적 균형을 회복하는 下策에 우선할 수밖에 없다. 한미일 전략적 공조도 강화해야 할 것이다. 이러한 하책은 당연히 한중관계를 더욱 경색시킬 것이 자명하다. 그럼에도 불구하고 국가안보를 한중관계와 맞바꿀 수는 없는 것이다. 달리 보면, 이러한 下策이 갖춰져야 上策을 추진할 수 있을 것이다. 로마의 전략가 베게티우스는 “평화를 원하거든 전쟁을 준비하라”고 하지 않았던가. 우리가 하책을 추진하는 동안 한중관계는 더욱 긴장되고 경색될 것이다. 그러나 북한의 핵미사일 위협이 이러한 사태의 핵심이라는 점을 우리는 중국에 이해시켜야 한다. 중국이 북한의 핵보유에도 불구하고 북한체제의 존속을 더 중시한다면 우리는 하책을 더욱 강하게 추진할 수밖에 없다는 점도 이해시켜야 한다. 그러나 우리의 하책이 결코 그 자체로서 외교안보의 최종목표가 아니라는 점도 분명하게 인식시켜야 한다. 한반도 비핵화와 남북관계 개선을 통해 한반도의 평화가 아시아 전체의 평화번영에 기여하는 상책이 우리 외교안보의 궁극적 목표여야 하고, 중국이 이러한 우리의 상책을 공유한다면 한중관계는 시간이 걸리더라도 건강한 관계로 회복될 수 있을 것이다. 現 인천대학교 정치외교학과교수와 중국연구소 소장으로 재직. 2013년한국국제정치학회 제57대 회장을 역임하였고, 현재 학회 편집위원장, 한국국제교류재단 운영자문위원장을 맡고 있다. 연구교육분야는 중국정치와 동아시아 국제정치이고, Journal of Contemporary China 등 국제학술지에 “Political Institutionalization as Political Development in China” “China in North Korean Nuclear Crisis”를 포함하는 중국과 동아시아관련 연구들을 발표하였다. 서울대학교를 졸업하고, 미국 뉴저지 럿거스대학에서 정치학 석사와 박사를 취득하였고, 북경대 국제관계학원, 콜럼비아대학 동아시아연구원에서 초빙교수, 객원교수를 역임하였다.
  • Proposing Membership of South Korea in ASEAN

      Can the Republic of Korea and ASEAN indeed set up a special relationship for sharing their fate and prosperity in the future? Over the last 30 years, Korea and ASEAN have rapidly developed and deepened their relationship through several stages. The establishment of a dialogue partnership on specific matters in November, 1989 was the starting point for the institutionalization of their ties. Amid growing investments overseas following the democratization of Korea, South Korean companies started to invest in labor-intensive markets, mostly in Southeast Asian countries. The year 1997 brought a dramatic turning point in ROK-ASEAN relations with the ASEAN Plus Three (China, Japan and ROK) summit, which sought a wider range of regional cooperation and integration in East Asia. Along with the ASEAN Plus Three, they started to operate the ASEAN Plus One (Korea) process, in which the heads of South Korea held direct talks with their counterparts in ASEAN countries, further developing bilateral ties. For the following 20 years, their relationship developed substantially and continually to deserve the slogan, “Partnership for Real, Friendship for Good,” that I proposed for the first Korea-ASEAN Commemorative Summit in 2009. Korea and ASEAN now have an official relationship called “strategic partnership.” The value and importance of Korea-ASEAN ties are recognized by all of those in business, experts and the government in South Korea, but the diplomacy and foreign policies of Seoul still seem to remain fettered by conventional frameworks and thinking, with no efforts made to break this. Koreans are preoccupied with the outdated notion of security and foreign policies based on the old belief that Korea has nothing more to do with ASEAN than economic cooperation; it cannot build a “regional community” with ASEAN belonging to a different civilization; and the alliance with the U.S. in security and military affairs is the “only determinant” of its security. Since the establishment of the ROK (Republic of Korea) government, administrations have tried everything, ranging from inter-Korean summits and diplomacy with their four neighboring powers to the six-party talks, the solicitation of U.S. intervention in inter-Korean affairs and Chinese pressure on North Korea; but inter-Korean relations are now just headed for a catastrophe amid the growing risk of nuclear war, to say nothing of a lack in improvement of ties. The unification of the two Koreas and a peace regime on the Korean peninsula undoubtedly remain as national tasks, but while successive Korean governments worked hard to solve the inter-Korean problem with just the answer sheet for Northeast Asia for decades, the sheet now has few blanks to fill in the answer. It is now time to think about alternatives. Would it be really impossible to find an answer with ASEAN? At this point, I would like to apply the concept of “complementarity” in Korea-ASEAN economic cooperation to non-economic fields. Complementarity can be sought not only in economic affairs but also in cooperation in the socio-cultural, and political and security domains. Korea and ASEAN can sympathize with each other as they have both experienced colonial rule by world powers, have been victimized by the East-West Cold War, and share distrust in China and Japan as well as feeling threats from these two countries. Except for the Second World War and the Vietnam War, which Korea and ASEAN countries joined under pressure from the U.S. and Japan, they have never been involved in armed conflicts, and have no reason to harbor animosity toward each other, either. As the East China Sea, Taiwan and South China Sea stand between them, there is no possibility of a territorial dispute or armed clash. The fact that Korea and ASEAN countries have never suffered serious conflict nor tension between them brightens the prospects for cooperation in military and security affairs. They can build a friendship for good, based on an equal, friendly partnership, not tribute, patronage relations, or any form of unequal ties. Based on this shared sentiment of solidarity, Korea and ASEAN can develop a more institutionalized or a higher level of cooperation in such sensitive affairs as politics, military security and international politics. These kinds of cooperative ties would have so many advantages that it may require more research on them. What is certain about the ties with ASEAN is that they would bring more influence and negotiating powers to each other, rather than that which the mere sum of one-plus-one or one-plus-11 could bring, as the complementarity would produce synergy effects. First, new ties with ASEAN are expected to bring more benefits to Korea than to ASEAN. Now dwarfed by the four major powers of China, Japan, the U.S. and Russia, Korea cannot balance the regional order but could emerge as an undeniable power, at least, if it is supported by the 10 ASEAN countries. The ROK-ASEAN cooperative body would contribute to stabilizing the East Asian region by forming a tripod along with China and Japan. In addition, if the founding principles of ASEAN to pursue peace, freedom, neutrality and denuclearization are accommodated in ROK-ASEAN ties, they may provide a clue to solving Korea’s national division and the nuclear issue. However, it should be noted that substantial obstacles stand in the way of upgrading and institutionalizing ROK-ASEAN ties. First of all, both sides should recognize the need for solidarity and form a consensus among their people. The geographical division into Northeast and Southeast Asia, the Northeast Asia-centrism among Koreans and the Southeast Asian identity built for half a century may make it difficult for them to sympathize or identify with each other. There should be a turning point for Korean leaders, decision-makers and intellectuals to break away from the old framework involving the ROK-U.S. alliance, the reliance upon superpowers or a balancing role in order to explore new strategies for future. Even if Koreans agree with solidarity with ASEAN in a change of their perceptions, it would be a daunting task for Korea to persuade ASEAN and Southeast Asians. Because of its formidable military forces and alliance with the U.S., Korea may be required to meet harsh preconditions to be accepted by ASEAN which pursues peace and neutrality. Another task to be studied is about the level and form of the cooperative ties to be newly sought. If Korea seeks a higher level of cooperation than the current strategic partnership based on economic cooperation, it would be one of the following three: an “upgraded” or “special” partnership; a “community of practice” or “peace league” almost emulating an alliance; and becoming a “member of ASEAN.” A special partnership would mean the establishment of a cooperative system over a comprehensive range, including international political disputes and military security issues, which might lead to a friendly peace league with the agreement on the principles of peace, freedom, neutrality and denuclearization and the ASEAN charter. If Korea seeks to solve the most challenging issue of how to guarantee peace on the peninsula all at once, it may consider “joining ASEAN.” It is an outdated, wrongful notion that only Southeast Asian countries can join ASEAN. The Southeast Asian region is an “artificial” concept subject to change, and ASEAN as such an organization, may also redefine the requirements for membership at any time. The time has come for us to seriously discuss Korean membership of ASEAN. Shin Yoon-hwan has taught comparative politics, Southeast Asian politics, and political anthropology at Sogang University, Seoul, for twenty-seven years. He obtained his Ph.D. from Yale in 1989 with a study on the origin and formation of big business in Indonesia. He has served as Director of the Institute for East Asian Studies (SIEAS) at the university since 2001 until now. He is a founding co-chairperson in the editorial board of TRaNS: Trans-Regional and -National Studies of Southeast Asia published by the Cambridge University Press. He is also a founding member of the Korean Association of Southeast Asian Studies (KASEAS), where he is currently serving as President, as well as the Korean Institute of Southeast Asian Studies (KISEAS), the two most important associations of scholars specializing on Southeast Asian Studies.
  • 한-EU 관계의 새로운 청사진: 동북아플러스 책임공동체와 지역주의의 복원

EU 대외 전략의 일관성과 응집성 4. 위기의 EU, 그들의 대외 전략과 동북아플러스 책임공동체의 접점 5. 지역주의 외교의 복원 1. 한-EU 관계의 새로운 기대? 지난 7월 18일 우리나라 외교부 제1차관이 브뤼셀을 방문하여 EU 대외관계청(EEAS)의 고위 관계자들을 만나 환담하였다. 외교부에 따르면, “양자는 전략적 동반자로서 특별한 협력관계를 발전시켜 오고 있다”고 평가하였으며, 우리 측은 또한 “한반도 주변 4강 중심의 외교 틀을 넘어서 유럽과의 외교를 강화”할 것을 피력하면서 올 하반기에 ‘한-EU간 차관급 고위 정치 대화’를 서울에서 진행하기로 합의하였다고 밝혔다.1) 이번 만남이 비록 한-EU간 치러지는 정례적인 행사라 할지라도 맥락 차원에서 주목할 부분이 있다. 즉, 신정부 출범 이후 진행된 아세안 및 EU 특사 파견에 비추어 볼 때 지난 10여 년간 집중해온 4강 중심외교, 대북외교에서 벗어나 정부의 정책 방향이 보다 유연해지고 있다는 것이다. 이는 공교롭게도 곧이어 7월 19일에 발표된 국정기획자문위원회의 『문재인정부의 국정운영 5개년 계획』에도 고스란히 담겨 있다. 말하자면 대(對) 아세안 외교, 대 EU 외교의 부활은 그동안 침체되었던 다자주의, 지역주의 외교의 복원을 예상케 한다. 이는 더 나아가 남북문제에 있어서 대북외교만이 아닌 통일외교의 부활과도 연계될 수 있을 것이다. 이번 한-EU간 만남을 계기로 그 동안 상대적으로 외교현안에서 소외되었던 EU의 기본 대외전략이 무엇인지 큰 틀에서 재점검해 보고, 신정부가 추진하려는 ‘동북아플러스 책임공동체’ 등의 신(新)전략을 EU와 어떤 공유점 속에서 찾을 수 있을 것인지 진단해 본다. 그리고 이를 통해 양자 관계에 관한 미래의 청사진을 어떻게 그려야 할지 지역주의 관점에서 논의해 보도록 하겠다. 2. EU 대외 전략의 파편들 EU의 대외전략(External Action)은 ‘세계전략’, ‘지역전략’, 그리고 ‘개별국가전략’으로 세분화된다.2) 이들 전략은 개별적이라기보다는 일관성(coherence)과 응집력(consistency)의 원칙에 따라 상호 유기적으로 연계되어 있으며 브뤼셀의 관료들도 이점을 현장에 투영하려고 매우 노력한다. 미시전략 수준에서 EU의 대 한반도 전략을 추적하려면, 거시전략으로서의 세계전략을 시점(時點)별로 파악하고, 이어서 지역전략으로서 대 아시아 전략을, 그리고 비로소 개별국가 전략으로서 남북한 각각에 대한 전략을 살펴보아야 한다. 따라서 이들 전략들 간의 일관성과 변화를 찾는 것이 대 EU 외교의 밑그림을 그리기 위한 우선순위일 것이다. 이때 세계전략에서 시점이 중요한 것은 EU의 세계 전략이 국제 환경 변수에 따라 장기적으로 변하고 있기 때문이다. 우선, 세계전략 차원에서 EU가 가장 최근에 내놓은 문서는 2016년 6월의 “비전의 공유, 공동의 행동: 보다 강력한 유럽(Shared Vision, Common Action: A Stronger Europe)”이다. 이는 2003년 “유럽안보전략(European Security Strategy: ESS)”의 개정판이다. 2003년 전략은 미국이 독주하는 세계 질서가 아닌 그들과 협력하는 동반자로서의 EU의 위상과 가치를 처음 드러낸 것이었다. 이러한 존재감은 2004년 동유럽으로의 양적 확대, 2005년의 유럽헌법 도입 시도 등 외적 팽창과 내적 자신감으로 한껏 고조되었다. 당시 학계에서 한창 논의되던 ‘유럽화(Europeanization)’는 EU의 그러한 자신감을 반영한 것이었다. 반면 2016년 전략은 2008년 금융위기 이후의 동유럽과 남유럽의 재정위기, 2014년의 우크라이나 사태, 2015년의 그리스 채무 위기, 난민위기와 잇단 테러리즘 그리고 2016년 상반기의 브렉시트 결정 등 EU가 침체된 가운데 등장했다는 데서 큰 차이가 있다. 유럽은 계속되는 악재로 회원국들 간의 공동 비전과 정책적 연대감이 상실되었고 분열 위기마저 고조되었으므로 이를 대외적 존재감의 확보를 통해 극복하려는 것이다. 둘째, 중범위 전략으로서 지역전략 - (동)아시아 전략 - 은 대체로 지역간주의(inter-regionalism) 성향을 띠고 있다. 미국, 러시아, 중국, 일본 등은 비교적 큰 수준에서 개별전략으로 접근하지만, 나머지 국가들 - 아세안, 중동, 사하라 남쪽 아프리카 등 – 은 경제규모와 문화, 공동 현안으로 묶이는 경우가 많다. 이런 가운데 EU의 대 아시아 전략은 1994년 처음 등장하였다. 당시 EU의 당면 목표는 자신들의 경제적 존재감(presence)을 아시아에 드러내겠다는 것이었다. 이어서 2001년에 발간된 후속 문서에서는 경제적 존재감과 더불어 정치 대화(political dialogue)를 통해 아시아에서 평화와 안보에서 일정한 기여를 하겠다는 포부를 밝혀 역할의 확대를 드러냈다. 이것이 실천행위로 한반도에서 나타난 것이 바로 EU가 북한과 수교한 것이었다. 아시아 지역전략의 가장 최근 버전은 2012년의 것이다. 여기서 EU는 글로벌 차원의 대량살상 무기 확산 방지에 주력하면서, 기후변화, 에너지 안보, 환경 보호, 빈곤 퇴치, 경제적 불평등 및 보건 분야 개선 등을 포함한 포괄적 안보와 지속가능한 정책의 촉진을 강조하였다. 이는 2008년 금융위기 이후 EU의 외교 역량을 다자주의 원칙에 의해 행위자들의 위상에 따라 적절히 배분해야 한다는 것으로, 외교의 유연성과 상대의 책임성을 강조한 것이 특징이다. 셋째, 한반도 정책은 대북정책과 대한정책으로 나뉜다. 1993년 마스트리트 조약 이후 EU는 한국과 양자 및 다자의 중층적 틀 속에서 관계를 증진시켜오고 있다. 눈에 띄는 특징은 1997년 이후 10여 년간은 KEDO(1997, 2001), ASEM(1996) 등 지역주의 및 다자주의 틀 속에서 양측의 관계가 강조된 면이 있고, 그 이후 다시 10여 년간은 ‘한-EU 기본협정(Framework Agreement)’(1996, 2010), ‘자유무역협정(FTA)’(2010), 그리고 ‘위기활동 기본 협정(Crisis management operations)’(2014) 체결처럼 양자주의 틀이 보다 강조된 면이 있다. 비슷한 맥락에서 EU의 대북전략은 다자주의가 강조되던 1996년 이후 약 10여 년간 점증적으로 활발하였으나, 2002년에 발표된 ‘2001-2004 국가 전략 문서(Country Strategic Paper 2001-2004)’ 이후 별다른 공식 진전이 없다.3) 물론 EU의 대북전략이 주춤한 것은 2006년 북한의 핵실험에 따른 UN의 대북 제재 이후 별다른 동력을 얻지 못한 것도 사실이다. 3. EU 대외 전략의 일관성과 응집성 앞서 논의 한 것들을 항목에 따라 도표로 재정리하면 다음과 같다. 서두에서 언급했듯이 EU 관료들의 가장 큰 고민은 정책의 일관성과 응집성을 현장에 실천적으로 투영하는 것이다. 이는 EU의 정체성과도 관계되는 것으로 그들이 주권국가와는 달리 단일 리더십이 아닌 오로지 제도와 법률의 중층적 효과에 따른 실천이 가능하기 때문이다. 반대로 제도의 복합체이기 때문에 생기는 ‘스파게티 보울 효과(Spaghetti Bowl Effect)’를 최소화해야 한다는 강박관념도 있다. 말하자면 앞서 설명한 중층적 대외 전략은 수많은 하위 세부 전략과 연계되어 복합적으로 구성되어 있으나 제한된 정치적 리더십으로 이것을 일관된 실천으로 유지하는 것이 브뤼셀 관료들의 핵심 과제인 것이다. 여기에 더하여 최근 벌어지고 있는 EU의 분열 및 그들이 가진 능력과 기대의 불일치(Expectation-Capability Gap)는 정책 실천의 장애요인이 된다. 능력과 기대의 불일치는 물질적 수단과 비물질적 수단으로 구분할 수 있다. 물질적 능력의 한계는 다양하게 논의 될 수 있으나 EU의 예산을 대략적이나마 살펴보는 것이 가장 중요할 것이다. 2017년 EU의 GDP 성장 전망치가 1.7%로 매우 낮게 예상된다. 따라서 장기불황과 내부 분열 위기로 예산 압박을 받고 있는 EU로부터 낙관적인 예산을 기대하기는 쉽지 않을 것이다.4) 도표에서 보듯이 2015-16년간 채택된 총 예산(adopted budget)은 오히려 전년도보다 줄었다. 더구나 EU 전체 예산 기여에서 평균 10.7% 정도를 차지하는 영국이 2년 안에 떠나갈 경우, 그들의 금전적 기여는 더욱 어려워질 것이다.5) 비물질적 수단으로서 EU의 기대치와 능력 간의 괴리는 EU가 가진 정체성, 그리고 그와 관련된 역량이 적정한 수준의 가치적 보상을 받지 못하는데서 나온다. 이는 기능적으로 보았을 때 내부 분열로 정책의 집중이 간헐적 동력에 머물고, 추진과정이 너무 오래 걸려서 생기는 문제이다. 또한 물리적 강제력과 리더십의 부재, 그리고 강력한 시대정신의 실종에서 파생된 것이기도 하다. 난민 대책의 불협화음, 테러리즘의 지속, 우크라이나 위기 이후 대 러시아 정책의 혼란, 폴란드, 헝가리 등 몇몇 동구권 국가들의 반(反) EU적 태도는 비물질적 차원에서 그러한 괴리를 드러내는 것이다.6) 특히 난민 위기에서 보여준 유럽 시민들의 태도는 그들이 그동안 쌓아왔던 인권, 법치, 민주주의 등에 기반을 둔 EU식 지역주의의 가치를 심각하게 훼손시켰으며 이는 서구식 시대정신의 위기를 가리키는 것이다. 4. 위기의 EU, 그들의 대외 전략과 동북아플러스 책임공동체의 접점 앞선 도표의 ‘한반도 전략’에 표현된 대로 EU의 한반도 전략은 세계전략 및 (동)아시아전략간 각 항목의 중층적 연관 속에서 도출된다. 특히 난민위기, 테러리즘 등에 따른 최근 유럽의 위기와 분열은 능력과 기대의 불일치와 별개로 변수 α를 초래한다. 변수 α는 이를 극복하기 위하여 일정 정도 맞춤형 전략에 의존하는 브뤼셀의 분위기 혹은 무드(mood)와도 같은 것이다. 변수 α가 음수인지 양수인지는 사안마다 달라 미리 알 수 없다. 이는 정치인, 관료, NGO등 어디에서도 드러날 수 있는 것으로, 내부 이익집단, 세계정세의 변화, 혹은 상대와의 협상 분위기에 따라 영향을 받는 것으로 보인다. 예컨대, 트럼프 대통령 등장 이후의 자유주의의 위기나 포퓰리즘의 만연은 음(-)의 효과를 낼 것이고, 아세안이나 일본과 같은 역량 있는 실체와의 동반자 협정 혹은 FTA 체결 분위기는 양(+)의 효과를 낼 것이다.7) 그렇다면, EU의 한반도 전략에서 α가 EU는 물론 우리나라 모두에게 양(+)인 조건은 무엇인가? 그것은 신정부가 추진하는 ‘동북아플러스 책임공동체’에서 어떤 실천적 행위를 통해 시너지 효과를 얻을 수 있을 것인가? 그리고 이러한 구상이 향후 대 EU 외교 관계에서 어떻게 적용될 것인가? 먼저, ‘대선 공약집’과 ‘국정운영 5개년 계획’에 언급된 ‘동북아플러스 책임공동체’ 구상은 대체로 다음과 같이 정리된다. - 한·중·일 3국 협력을 강화하고 6자회담 재개를 통해 다자 협력 체제 구축 - 다자안보와 경제공동체를 통합하는 동북아책임공동체 형성 - 아세안/인도의 외교를 주변 4강과 유사한 수준의 전략적 수준으로 격상 - ‘평화의 축’으로서 동북아 평화협력 플랫폼을 구축하고 동북아를 넘어서는 남방, 북방 지역을 ‘번영의 축’으로 삼는 신(新)남방 정책 및 신(新)북방 정책 추진 - 동북아 다자안보 협력 진정을 위한 제도 구축 - 한중일 3국 협력 강화 등의 소다자 협력 추진 - 다양한 형태의 중견국 협력 안타깝게도 이 두 전략 문서의 어디에도 EU를 직접 언급한 부분은 없다. 그러나 이는 EU의 위상이나 위치가 사소하기 때문이 아니라, EU의 분열과 위기로 그들의 존재감과 가시성이 약화되었기 때문이다. 가시성 약화는 반대로 보았을 때 EU의 대 한반도 정책이 그 동안 성공하지 못했음을 의미한다. 이는 2000년대 초중반 EU 주도의 지역주의 및 다자주의 논의가 활발했을 때의 성공 조건과는 매우 다른 것이다. 그럼에도 불구하고 신정부의 전략 문건이 대 EU 관계에서 주목되는 것은 EU통합의 기본 동력이었던 지역주의 원리가 상당부분 공유되고 있기 때문이다. 말하자면, '다자안보'와 '통합을 통한 경제 활성화'라는 국가 주도의 프로젝트가 그것이다. 이는 곧 지난 10년간 주춤하였던 다자주의로의 지향과 지역주의의 복원을 의미한다. 따라서 EU와의 관계 활성화는 위기에 빠진 동아시아의 지역주의 모델의 부활 가능성을 열어둘 뿐 아니라, 한국이 주도하는 지역주의의 복원을 통해 주춤하고 있는 EU의 동아시아 외교를 한국이 선제적으로 끌어당길 수 있는 조건을 담고 있다. 첫째, 동아시아 차원에서, 한중일 (소)다자주의의 추진은 ‘동북아시아 공동체’와 ‘EU’ 간 지역주의(inter-regionalism)의 부활을 위한 동력이 될 수 있다. 또한 동북아공동체는 지역의 안보와 경제적 이익뿐 아니라 글로벌 수준의 정치적 책임감 확보라는 측면에서 미국, EU와 더불어 한국이 3대 축의 한 요소가 될 수 있음을 의미한다. 둘째, 한반도 전략 차원에서 볼 때, 한국외교는 (6자회담의 부활 가능성은 별도로 하더라도) EU가 6자회담의 부활과 지속에 일정한 역할을 할 수 있도록 여지를 만들어 줄 필요가 있다. EU의 글린 포드(Glyn Ford) 유럽의회 의원과 베니타 페레로-왈드너(Benita Ferrero-Waldner) 집행위원은 2003-2006년에 청와대를 방문하여 EU가 6자 회담+1의 주체가 될 수 있음을 여러 번 언급한 적이 있다.8) 최근에는 아니발 카바코 실바(Anibal Antonio Cavaco Silva) 전 포르투갈 대통령도 EU가 한반도 긴장 완화에 적극적인 기여를 할 준비가 되어 있음을 언급한바 있다. 이와 연계하여 보자면, EU는 여전히 북한에 대한 중요한 역할을 하고 있다. UN의 대북 제재에도 불구하고 EU-북한은 최소한의 정치적 관계는 유지하고 있다. 2015년 평양에서 양자 간 정치 대화(political dialogue)가 진행되었듯이 북한의 서방으로의 유일한 의사소통 통로는 EU임을 인정해야한다. 셋째, 세부 전략 차원에서 볼 때, 대북 UN 인권 결의안을 지속적으로 발의하는 EU의 역할을 적극 지지할 필요가 있다. 한반도 평화 체제는 단순히 경성안보의 확보 뿐 아니라, 시민(people)과 사회의 안녕 및 가치실현이라는 기반 없이는 불가능하기 때문이다. 이는 또한 EU의 대북정책 뿐 아니라, 그들의 가치가 세계적 윤리규범에 기여한다는 것을 인정한다는 측면에서도 의미가 있다. 다만 인권의 차원이 대북결의를 넘어 불편한 동아시아의 역사와 현재의 정치적 억압을 해소하기 위한 세계 보편적 가치에 두루 준용되도록 EU와 규범 창출 노력을 함께 해야 한다. 넷째, 당면 과제와 관련하여, ‘한-EU 기본협정’과 2014년에 체결된 ‘위기활동 기본협정’을 실천적 과제로 더욱 적극적으로 생산해낼 때가 되었다. ‘한-EU 기본협정’의 핵심은 양자 간 포괄적 안보에 대한 대처를 주요 의제로 삼고 있으므로 이를 과제화 할 수 있는 프로그램을 만들어 내야 한다. 양자 간 정치 대화, 전략적 동반자 관계 수립 등 일정부분 성과도 있으나 하부 실천 프로그램의 평가와 연계 프로그램의 수립도 동시에 진행되어야 한다. 다만 EU가 6자회담 등 중범위 수준의 전략에서 배제되어 있는 한, 정책 의제의 확대나 심화는 한계에서 벗어나기 어렵다. 즉 EU가 소정의 역할을 수행할 수 있는 여지를 만들어줘야 한다. 한편, ‘위기활동 기본협정’은 EU의 소말리아 해적 퇴치 작전에 한국이 공식적으로 참여할 수 있도록 하는 데 구체적 목적이 있다. 그러나 EU의 위기관리 및 대응 전략의 본질은 EU가 회원국의 국경선을 넘어 국제적 활동에서 적극적인 역할을 하겠다는 것에 초점을 맞춘 것이다. 따라서 EU 측에서 볼 때 한국의 위기관리 참여는 우리나라의 외교안보 역량을 유럽과 공유하겠다는 것을 의미한다. 반대로 유럽의 관심사 뿐 아니라 한국의 관심사에 유럽이 어떤 역할을 할 것인지도 진지하게 고민할 필요가 있다. 5. 지역주의 외교의 복원 국제정치에서 ‘지역주의(regionalism)’는 국가가 주도하는 프로젝트이다. 글로벌화 된 세계에서 일정의 국가들이 일부 지역을 거점으로 하위 국가 수준(sub-states), 비정부 행위자들(non-state actors)을 아우르며 제도와 전략을 통해 하향식 방법으로 서로의 협력과 조화를 꾀하는 것이다. 반면, 지역화(regionalization)는 개인 또는 집단이 국경을 넘어 다층적인 관계 맺기를 하는 물리적 패턴을 일컫는다. 이민자 문제, 무역과 자본의 이동, 미디어의 확산 등은 그러한 예이다.9) 1990년대 후반부터 서서히 움트기 시작했던 한류와 동아시아 문화교류, 그리고 2000년대 이후 IT 기술의 비약적인 발전은 동북아시아의 지역화를 크게 증진시켰다. 그러나 지난 10여 년간의 양자주의, 4강 중심, 대북정책에 초점이 놓인 우리 외교는 상대적으로 지역주의 동력을 잃었다. 그리고 EU는 능력과 기대치의 괴리, 분열과 실망 등으로 위기에 놓여 있다.   • Implications of the Award of the South China Sea Arbitration for Korea and Japan

      In its Award of July 12, 2016, regarding the arbitration instituted by the Republic of the Philippines against the People’s Republic of China, the Tribunal, constituted under Annex VII to the United Nations Convention on the Law of the Sea (the "Convention"), considered the lawfulness of certain actions by China that were alleged by the Philippines to violate the Convention. Among other things, the Tribunal considered whether any of the maritime features claimed by China could generate maritime zones beyond 12 nautical miles under Article 121 of the Convention. Article 121 provides that an island generates an entitlement to an Exclusive Economic Zone (EEZ) of 200 nautical miles and to a continental shelf, but rocks which cannot sustain human habitation or economic life of their own shall have no such extended maritime zones. Having examined Article 121, the Tribunal concluded that the entitlements of a maritime feature depend on (a) the objective capacity of a feature, (b) in its natural condition, to sustain either (c) a stable community of people or (d) economic activity that is not dependent on outside resources or purely extractive in nature. The Tribunal noted that the current presence of official personnel on many of the features is dependent on outside support and not reflective of the capacity of the features. The Tribunal found historical evidence to be more relevant and noted that the islands in question, more specifically, the Spratly Islands, were historically used by small groups of fishermen, but concluded that such temporary use did not amount to inhabitation by a stable community and that all of the historical economic activities had been extractive in nature. Accordingly, the Tribunal concluded that all of the high-tide features in the Spratly Islands are legally "rocks" that do not generate extended maritime zones. Korea and Japan have yet to agree on the EEZ boundary delimitation in the East Sea due to the territorial issue over the Islets called Dokdo. The Islets are legitimately under the sovereignty of Korea, but contested by Japan. However, the real problem that obstructs the boundary delimitation negotiation is the status of the Islets. Japan nonetheless apparently takes the position that all rocks are capable of generating extended maritime zones beyond 12 nautical miles of territorial seas. A case in point is the Okinotorishima, whose area is likened to that of two king-size beds. In the same vein, Japan claimed that Dokdo, consisting of the two outcroppings, are entitled to generate an EEZ around the Islets in its 1996 declaration. Facing Japan's bold approach, as the legitimate owner of Dokdo, Korea has no choice but to take the same position. Under such circumstances, EEZ delimitation will be a non-starter. However, the two countries will be able to solve the delimitation issue if they negotiate in an earnest manner based on the letter and spirit of the Convention and the Award of the South China Sea Arbitration. The Award has many implications for the boundary delimitation issue between Korea and Japan. The Award clearly shows that Dokdo is believed to fail to generate an EEZ because it cannot sustain human habitation or economic life of their own. In this regard, it should be noted that the late Professor Jon M. Van Dyke aptly suggested that Dokdo should not affect the boundary delimitation and that a guiding principle for achieving the equitable solution stated in Article 74 of the Convention eventually becomes the equidistance line between Korea’s Ullongdo and Japan’s Oki Islands for the EEZ boundary delimitation in the East Sea. This approach is fully justified under principles of international law and a number of precedents. Against such a backdrop, if Japan drops its previous claims and agrees to this methodology, Korea will be positive in accepting it. Indeed, Korea has historically taken the position that Dokdo should not be considered in drawing the maritime boundary with Japan and should have only a territorial-sea enclave drawn around it. As a matter of fact, in 1998, the United Kingdom and Ireland signed an EEZ boundary agreement for which "the location of Rockall was irrelevant to the determination of the boundary". The United Kingdom renounced any claim to an EEZ or continental shelf around its barren granite feature. Such a change of attitude by the United Kingdom will help Japan to reconsider its position. The early and amicable resolution of the boundary delimitation for an EEZ between Korea and Japan will no doubt contribute to the development of international law and to the promotion of bilateral relations between the two countries.       World history is replete with tales of colonizing forces inflicting suffering and economic disadvantages on subjugated populations, particularly when the latter sought self-determination. At the same time, history also offers immaculate examples of nation states being (re)united or separated peacefully when heads of state stood firmly by the doctrines of international law, interethnic tolerance, and fair treatment of all population groups affected. Since the beginning of the Israeli occupation of Palestine in 1967, Palestinian families, businesses, and institutions have endured a repressive regime of security and economic measures meant to thwart and punish opposition as well as induce cooperation. The stringent security and economic regime was tightened in 2000 when the second Palestinian uprising (Intifada) erupted. The uprising raged for over four years, and subsided only in the summer of 2005. The Israeli reaction was to tighten the security and economic regime further to prevent acts of defiance from Palestinians by disempowering local opposition and exemplarily punishing suspected attackers and their families. Israel started building a separation wall in the West Bank and implemented an economic blockade of the Gaza Strip, in both instances restricting locals’ access to resources. Palestinian people could not travel freely even between towns within the same province (governorate), much less so across governorate and state borders. Businesses could not rely on their workers arriving to work and could not import resources or export their products freely. A back-to-back security system forced Palestinian businesses to reload their cargo onto new trucks multiple times during transportation, making it a serious disadvantage compared to the conditions faced by their Israeli competitors. Palestinian workers were also restricted or periodically fully barred from engaging in employment in Israeli-held territories. The end of the Second Intifada brought the relaxation of some conditions, but many security and economic policies remained in place or were soon re-enacted, imposing tremendous costs on the Palestinian economy to this day without end in sight. The partial blockade of Gaza was extended into a full blockade in 2007, and in 2008 and 2009 Israel launched military offensives on Gaza in response to Hamas’ dominance in Palestine through electoral and military victory over the secular Fatah movement. Hamas and Fatah provisionally reconciled in 2012, but a flare-up of violence between Hamas and Israel in July led Israel to start another military offensive that summer, which was marked by the use of excessive force, leading to thousands of deaths among Gazans. Summer 2014 saw another bout of violence leading to the largest destruction of infrastructure and property and the largest loss of life in Gaza. Schools and medical centers were destroyed. In 2013, Israel cut off supply channels to Gaza through tunnels from Egypt, leading to grave deprivation and uncertainty among civilians and small businesses. These events have held back and destabilized the economy and social conditions in the West Bank and the Gaza Strip over the past fifteen years. Palestinian GDP contracted between 1999?2002 and only recovered to the 1998?1999 level in 2005. Then it contracted again during 2005?2008 and 2012?2014. Restrictions on the movement of labor and assets ? including donors’ money and remittances from abroad ? and political uncertainty have led to the depletion and flight of capital, “hollowing out of the productive sectors,” and crippling of the economy and public sector from being able to stand up on their own feet. The Palestinian economy has been reduced into low-value agriculture and sectors supplying Israeli industry, which are heavily dependent on the state of the Israeli economy and policy. Another consequence of the military assaults and economic blockade of Gaza, and the halt of the tunnel economy with Egypt, has been the polarization of the Palestinian society between the West Bank and Gaza. Since 2005, the West Bank’s economy has risen rapidly while the Gazan economy has been hemorrhaging, never recovering to its pre-Second-Intifada levels. Palestine today is an entirely divided society with the distribution of income and living conditions in West Bank entirely above the distribution in Gaza. The most destitute households in West Bank enjoy standards of living on par with the most privileged households in Gaza. On the heels of promising peace negotiations in Annapolis and the Paris Donors Conference between 2009-2012, inflow of donor aid helped prop up public investment and consumption in the West Bank and Gaza. However, reconstruction efforts produced only slow and transient economic recovery. As of today, the Israeli blockade of Gaza and the system of mobility restrictions throughout the Palestinian territories remain largely in place. Aid promises from foreign donors have exceeded actual disbursements, and Israel has been able to manipulate the Palestinian fiscal position by withholding or delaying the transmission of tax and customs duties (clearance revenues) owed to the Palestinian National Authority. The regime of armed operations, forced detentions, and closures and land grabs combined with the restrictions on movements of commodities, funds, and people have all left their toll on the Palestinian society. Many sectors of the Palestinian economy have become highly fragile and weakened by the interventionist occupation. The great concern is that these impacts may affect Palestine in the long term, as the lost investment, innovation, and experience ? as well as lost trade routes and lost position in global supply chains ? may take years to recover. Living and economic conditions across occupied Palestinian territories have been dreadful for long enough. Yet there is little prospect for assuagement of the conditions under the Netanyahu administration held hostage by radical nationalist and religious elements in its coalition. Pressure from the international community over the past two decades has also not helped. What is needed is a change coming from within the Israeli establishment. Grassroots awareness campaigns should bring Israeli voters to realize that true reconciliation, lasting peace, and prosperity for everyone necessitate that all social groups, including Palestinians, be granted the right to self-determination and full integration into the civic, political, and economic life without dependence on external handouts or on the generosity of the Israeli administration in power. Israeli voters should demand this in order to bring back the hope of a decent living and sustainable growth across Palestinian territories, which in turn would promote national unity and prosperity.   • 북한의 미사일 실험과 한·미의 새로운 접근법

      미국을 목표로 하는 북한의 군사적 도발이 심각해지는 양상을 보인다. 북한은 7월 4일 특별 중대 보도라며 조선중앙방송을 통해 발표한 국방과학원 보도에서 “국방과학원 과학자, 기술자들은 새로 연구개발한 대륙간 탄도로켓 화성 14형 시험발사를 성공적으로 진행했다.”라고 밝혔다. 이에 대한 우리의 대응은 그다지 만족스럽지 못하다. 지금까지 우리가 보여 온 대응을 유연대응에서 강경대응까지 검토해보고 그 대안을 생각할 필요가 있다. 첫째, 가장 눈에 띠는 반응은 북한의 핵과 미사일 능력의 평가절하인데 이는 사실상 아무것도 하지 않는 소극적 대응이다. 미국과 우리 당국은 북한이 4일 발사한 미사일이 ICBM급 사거리를 가진 대륙간탄도미사일이지만 핵심 기술인 대기권 재진입 기술은 확보하지 못한 것으로 평가하고 있다고 발표했다. 둘째, 북한에 대한 조롱과 비아냥거림의 ‘tit-for-tat’인데 사태해결에 도움이 안 되는 감정적 대응이다. 미사일 발사 직후 트럼프 미국 대통령은 트위터에 “북한이 방금 또 다른 미사일을 발사했다. 이 사람은 할 일이 그렇게 없나”라고 조롱하는 듯한 반응을 보였고 김정은은 “미국이 독립기념일에 받은 선물보따리를 불쾌해 했을 것"이라며 "앞으로도 심심치 않게 선물을 자주 보내자."라고 비아냥댔다. 셋째, 국제사회의 공조를 통한 북핵 문제의 해결이라는 진부하지만 특별한 문제 해결 능력도 없는 대응 방안은 그 실효성에 있어 여전히 의문이 많다. 미국은 유엔 안보리 긴급회의에서 대북 군사 공격을 언급하며 북한에 대한 압박에 나섰지만 중국과 러시아는 미국과는 확연한 입장차를 드러냈다. 중국은 북한이 핵과 미사일 프로그램을 동결하고, 미국과 한국은 대규모 합동군사훈련을 중단하라는 기존의 제안을 되풀이했다. 러시아는 북한의 이번 발사가 ICBM이 아닌 중거리 미사일이라고 거듭 주장하면서 제재로는 문제를 해결할 수 없으며, 군사적 행동에도 반대한다는 원칙론을 강조했다. 중국과 러시아는 미국의 대북제재안에 반대하기 때문에 미국의 의도대로 국제기구 차원의 대북제재가 불가능하다. 넷째, 미국은 북한의 핵과 미사일 개발 능력의 진전을 막고 북한정권의 대량살상무기 개발에 대해 실질적인 압력을 행사하기 위해 원유의 공급을 차단하고 북한노동자를 통한 외화유입을 차단하기 위해 제3국에서 북한 노동자의 고용을 금지하는 이른바 세컨더리 보이콧을 실질적으로 추진하고자 한다. 유엔안보리 결의를 통해 지속적으로 대북제재를 추진했지만 실효성이 없었고 북한은 자체기술로 핵과 미사일 기술을 진전시켰다. 이런 점에서 미국은 독자적인 제재를 통해서도 실효성 있는 대북한 제재와 압박을 강화하겠다는 것이다. 다섯째, 최고정책결정자를 물리적으로 제거하는 참수작전이나 핵시설에 대한 외과 수술식 타격을 포함한 북한에 대한 군사적 위협조치의 사용은 위협적으로 보이지만 주변 동맹국인 한국과 일본에게는 불가피한 피해를 가져올 수 있기 때문에 현실적으로 가용한 대안은 아니다. 미국의 틸러슨 국무장관은 북한에 대한 선제적 군사 공격을 언급하면서, 미국의 입장에서 북한의 미사일 발사를 중단시키기 위한 단일의 공격은 선제공격이 아닌 방어적인 조치라고 주장하지만 한 번의 공격으로 북한의 미사일 발사시설을 무력화하는 것은 사실상 어렵다. 무엇보다도 전시에는 북한이 이동식 발사 장치를 사용하므로 사전 공격을 통해 효과적으로 북한의 미사일 발사 장치를 제압하는 것은 불가능하며 오히려 북한이 미사일을 동시다발적으로 발사하는 사태가 발생하면 미사일 방어시스템은 현실적으로 소용없는 상황이 된다. 위에서 나온 다섯 가지 선택은 사실상 아무것도 하지 않는 것에서부터 군사적 공격까지 이른바 Graham Allison의 《Essence of Decision》에서 나온 대안을 그대로 옮겨 놓은 것 같다. 북한 핵문제는 한반도의 평화와 번영에 가장 선결되어야할 과제라는 점에서 여론의 관심이 높은 것은 적절하다. 다만 한반도의 비핵화라는 정책목표를 달성하는 정책수단을 동원하는 데 있어서 압박과 제재를 전면 배제하고 대화만으로는 문제를 해결해야하는 주장이나 대화와 협상을 전면 배제하고 압박과 제제만이 유용한 수단이라는 주장은 이념적으로 적절하지 못하다. 문재인 대통령과 트럼프 대통령의 정상회담을 통해서 확인된 내용은 약간의 입장 차이는 있지만 강경정책과 유연정책을 동시에 적용한다는 것이다. 트럼프 대통령의 “강력한 힘에 기초한 외교”와 문재인 대통령의 “북한과의 대화를 추구하지만 이 역시 압도적인 국방력을 바탕으로 하지 않으면 의미가 없다.”는 주장은 같은 맥락이다. 한국과 미국은 확고한 공조 아래 북한에 대한 원유공급차단과 같은 경제적 제재는 물론 군사적 선제타격과 같은 군사적 조치의 사용 가능성을 열어둔 상태에서 북한과 대화와 협상을 통해 비핵화를 유도하겠다는 것이다. 지난 20년간 한국의 진보정권과 보수정권이 번갈아가며 사용한 대화 또는 제재의 단일 처방을 통해 비핵화를 달성하지 못했다면 이제 복합 처방이 필요하다. 現 제주평화연구원 분쟁해결연구부장. 단국대학교 정치외교학과를 졸업한 후 2004년 미국 University of North Texas에서 국제정치학 박사학위를 취득하였음. 단국대학교 분쟁해결연구센터에서 연구위원으로 활동하며 “한국의 공공분쟁 사례연구”를 주제로 대한민국 학술진흥재단 중점연구소 연구과제를 수행하였음. 학술활동으로는 미국국제정치학회가 주관하는 International Studies Quarterly의 Referee로 활동한 바 있음. 저서로는 『2011 한국인의 평화관: 통일정책과 여론 』 및 『2010 한국인의 평화관: 외교정책과 여론』 등이 있음.
  • The Crisis of Regionalism in Europe: What are the Implications and Lessons for Asia?

      Over the last few years the European Union (EU) has been experiencing a number of interconnecting economic, political, social and even geopolitical crises that are threatening its very survival as an effective organization. Given that multilateral organizations often continue long-after their original purposes have been achieved, it is entirely possible that something called the EU will continue to exist. Whether it will resemble the EU at the height of its powers and authority is a very different question, however. In what follows I briefly consider the possible implications of the EU’s reduced status for Asia and its institutional development. This approach is justified by the fact that the EU remains the benchmark against which other regional projects are measured and is – in the opinion of many Europeans, at least – a role model for regional political and economic cooperation. After sketching the EU’s evolution and constitution I consider the forces that have rapidly undermined what had hitherto been seen by many as a deeply embedded, indispensable part of European politics and standard bearer of liberal ‘Western’ values more generally. Finally, I consider what implications its decline may have for other regional projects. Europe’s uniqueness No other region has developed in quite the same way as Europe. Not only was it the first region to institutionalize economic, political and strategic relations, but it did so much more comprehensively and enthusiastically than anywhere else. Indeed, the EU has seen itself as not just the benchmark for regional projects, but also as the standard bearer for liberal political and economic reform more generally. This role was no accident. On the contrary, the EU was encouraged and designed to entrench a particular form of capitalist, free market and – preferably – democratic practices and values in the face of stiff competition from the Soviet Union. While many Europeans may have forgotten about the continent’s geopolitical heritage, and similarly fail to appreciate the pacifying impact of its institutionalized transnational relations, there is little doubt that the EU has been spectacularly successful in fulfilling its original mandate. The continent has been a remarkable success economically, and its values and norms have been transferred – to some extent, at least – to other parts of the region. One of the key reasons that this happened so effectively was that the US encouraged and supported deeper regional cooperation in a way that it did not in East Asia. The key question now is whether the EU can continue to embody, let alone export, such principles when it is losing the confidence of its own people and enjoying little support from the current American administration. Not only does Donald Trump display little understanding of the crucial role the EU has played in underpinning the postwar international order, but the institution itself is also succumbing to the same sort of populist pressures that brought Trump to power in the US. Many Europeans associate the EU with unresponsive, undemocratic, ineffective governance and are hoping for national rather than regional solutions to political and economic problems. Europe’s significance for Asia Regionalism in Europe and Asia are very different and this reflects their distinctive histories, cultures and the preferences of their respective elites. Whereas the European project of deeper integration and greater cooperation was supported by the Europeans themselves and by a ‘hegemonic’ United States, in Asia the region was divided by the Cold war and America’s confrontation with communism. While ever the Cold War continued, genuine regionalism was impossible. Consequently, the US gave active support to a number of regimes that were authoritarian and non-democratic, simply because they were no communist. South Korea, Taiwan, Indonesia and even Singapore and Japan were examples of regimes that enjoyed strong American support despite questionable political practices at times. From the outset, Asia’s institutions were primarily concerned with protecting fragile domestic sovereignty, rather than encouraging EU-style integration. The Association of South East Asian Nations (ASEAN) is the quintessential example of this possibility. Economic development and domestic security have been the principal concerns of policymakers, despite some rhetorical support for political pluralism and emancipation. Indeed, the most striking features of the ASEAN grouping are the distance between rhetoric and reality on the one hand, and the limited impact of the organization itself on the behavior of its members: there has been little enthusiasm for EU-style levels of cooperation, much less developing a powerful inter-governmental organization that might actually compel its members to act in ways that may not suit the region’s political elites. Unfortunately, many of the other organizations that have followed in ASEAN’s wake have subscribed to precisely the same sorts of norms and practices that have characterized ASEAN, with precisely the same sort of consequences. Institutions such as the ASEAN Regional Forum, which ought to be well placed to address critical regional security issues have in reality been incapable of exerting any influence, much less resolving crises on the Korean peninsula, the South China Sea or the Taiwan Straits. The failure and weakness of Asia’s regional institutional architecture has not encouraged reform or a radical change of direction, however. On the contrary, Asia’s institutions are flawed by design, something a proliferation of regional initiatives is unlikely to change. Europe’s lessons Many policymakers in Asia will draw comfort from Europe’s current troubles. The series of economic, political, security and social crises currently afflicting the EU countries not only threatens that institution’s future in ways that would have seemed unimaginable only a year or two ago, but they may also fatally undermine any chance of such institutional innovations occurring elsewhere. After all, the lesson that may be – rightly – drawn is that deep economic integration is simply too difficult without other politically problematic forms of political cooperation, too. It is painfully clear that many Europeans no longer share – if they ever did – the European vision of ever closer cooperation. Given the continuing importance of nationalist forces and beliefs in much of Asia, the real lesson of Europe’s troubles is that far-reaching cooperation is only possible in unusual, possibly unique, circumstances. In the absence of a major existential strategic and ideological threat, and absent the support of the ruling hegemon, the impulse for greater cooperation may also be missing. At a time when authoritarian China seems likely to once again dominate East Asia, and when the US seems may retreat into something like a more insular isolationism, the prospects for effective regional development in Asia have never looked more remote.       과연 한국과 아세안은 미래의 생존과 번영을 공유할 수 있는 수준의 특별한 관계를 맺을 수 있을까요? 한국과 아세안은 최근 30년 동안 몇 단계를 거치며 그 관계를 급속히 발전, 심화시켜 왔습니다. 1989년 11월 부문별 대화관계 수립은 한-아세안 관계 제도화의 시발점이 됩니다. 한국의 정치가 민주화됨에 따라 해외투자가 활발해지고, 그 시기 해외투자는 대체로 노동집약적인 산업에 집중되어 동남아를 향하였습니다. 1997년은 한-아세안 관계에 큰 획을 그은 한 해였습니다. 아세안과 한, 중, 일이 동아시아로 확대된 지역 협력과 통합을 추구하는 아세안+3 정상회의가 시작되었기 때문입니다. 아세안+3과 더불어 한국과 아세안 간에 정상들이 직접 소통하는 아세안+1(한국) 프로세스도 시동되어, 양자관계를 가속하였습니다. 그 때부터 지금까지 20년은 한-아세안 관계를 제가 2009년 제1차 특별정상회의(Korea-ASEAN Commemorative Summit)에 붙인 슬로건처럼 “실질적 동반자, 영원한 친구 관계(Partnership for Real, Friendship for Good)”로 만드는 데 손색이 없을 정도로 실질적, 지속적으로 발전되어 왔습니다. 한국과 아세안은 현재 "전략적 동반자관계(strategic partnership)"로 불리는 공식적 관계를 맺고 있습니다. 한-아세안관계의 가치와 중요성은 경제인, 전문가, 정부 모두가 공히 인식하고 있는 바이지만, 한국 외교와 대외정책은 기존의 프레임과 사고 속에 갇혀 탈출구를 찾지 못하고 있는 것 같습니다. 한국이 아세안과는 경제 분야의 협력을 넘어서는 함께 할 일이 없고, 다른 "문명권(civilization)"에 속하는 동남아와는 하나의 "공동체(regional community)"를 건설할 수 없으며, 미국과 유일하게 맺고 있는 군사안보적 성격의 동맹관계(alliance)야말로 한국 생존을 위한 "종결자"라는 믿음이 한국인들을 낡은 안보와 대외정책 프레임이 가둬 놓고 있습니다. 대한민국 건국 이래 정부는 남북회담, 4강 외교, 6자회담, 미국의 개입, 중국의 대북한 압력까지 시도해 보지 않은 것이 없지만, 남북관계는 호전은 고사하고 핵전쟁의 위험이 가중되면서 오히려 파국으로 치닫고 있습니다. 한반도의 통일과 평화체제 구축은 우리 민족이 꼭 풀어야 할 숙제이지만, “동북아”(Northeast Asia)라는 작은 연습장 종이 위에다 같은 문제를 수십 년 동안 풀다 보니 정답은 구하지 못하고 종이 여백만 없어져 버렸습니다. 이제는 대안을 생각해 보아야 합니다. 과연 아세안에서 그 대안을 찾을 수는 없을까요? 이 시점에서 한-아세안 경제협력 심화를 구조적으로 설명한 "상보성(complementarity)" 개념을 비경제적인 상황에 활용해 보고 싶습니다. 한국과 아세안 간에는 경제협력 뿐만 아니라 사회문화와 정치안보 분야의 협력에도 높은 상호보완성을 발견할 수 있습니다. 한국과 아세안은 강대국으로부터 식민통치를 함께 경험하고, 동서냉전의 실질적 최대피해자로서 동병상련하는 관계이며, 동아시아의 지정학에서 중국과 일본에 대한 불신의 감정과 위협을 느끼는 정서적 유대를 공유하고 있습니다. 일본과 미국의 압력으로 참여했던 제2차 세계대전과 베트남전을 이유 있는 예외로 한다면, 한국과 동남아는 무력 충돌을 벌인 적도 없고, 서로에게 적대적인 감정을 품을 거리도 없습니다. 동중국해, 대만, 남중국해가 가로막고 있어 영토분쟁도, 직접적인 무력충돌의 가능성도 없습니다. 한국과 동남아가 외교관계를 수립한 이래 한 번도 심각한 갈등을 겪거나 긴장 관계에 놓인 적이 없었다는 사실이 군사안보적 협력의 전망을 밝혀 줍니다. 한국과 아세안은 서로 군신관계, 후원수혜체계, 형제관계와 같은 불평등한 관계가 아니라 평등한 선린 관계에 바탕을 둔 "영원한 우정(friendship for good)"을 쌓아갈 수 있습니다. 이러한 정서적 유대감을 바탕으로 한국과 아세안은 정치, 군사안보, 국제관계와 같은 민감한 분야에서 좀 더 긴밀하고 좀 더 제도화된 형태의 협력이나 더 높은 단계로 나아갈 수 있습니다. 그러한 관계가 줄 이점은 너무나 많아 별도의 연구가 필요할 것입니다. 분명한 것은 단순히 1+1=2 또는 10+1=11이라는 산술적 합 이상의 영향력과 교섭력의 증가를 가져 올 수 있다는 것입니다. 다양한 측면에서 상보성이 시너지 효과를 발휘할 것이기 때문입니다. 일단은 새로운 관계의 정립은 아세안보다 한국 쪽에 훨씬 더 큰 혜택을 가져다 줄 것으로 예상됩니다. 중국과 일본, 미국과 러시아까지 포함한 4강 사이에서 힘을 쓰지 못하고 있는 한국이 아세안과 10개국의 회원국을 조력자로 얻게 되면, 동아시아의 지역질서에서 세력균형까지는 도모하지 못할지라도 무시 못 할 한 축으로 떠오를 수는 있을 것입니다. 특히 한-아세안 협력체는 중국, 일본과 더불어 '세발달린 솥(鼎)' 모양의 안정적인 국가체제를 형성하여 동아시아의 지역적 안정에 기여할 수 있을 것입니다. 뿐만 아니라, 평화, 자유, 중립, 비핵화를 지향하는 아세안의 창설 원칙이 한-아세안 관계에도 관철될 수 있다면, 남북분단과 북핵문제는 해결의 단초를 찾게 될지도 모를 일입니다. 그렇지만 한-아세안 관계를 업그레이드하고 제도화하는 데는 실로 극복하기 쉽지 않은 장애물들도 가로막고 있다는 점을 유의해야 합니다. 무엇보다도 한국과 아세안 양측 모두가 연대의 필요성을 인식하고 국민들 사이에 공감대를 형성하는 정지작업이 이루어져야 할 것입니다. 동남아와 동북아라는 지리적 구분, 한국인들이 공유하는 동북아중심주의, 반세기동안 확립된 동남아적 정체성 등은 서로에 대한 동질시를 어렵게 할 것입니다. 낡은 프레임에 젖어 있는 한국의 지도자, 정책결정자, 지식인들이 한미동맹, 강대국보장론, 균형자론과 같은 전통적 안보관을 깨고 새로운 미래전략과 생존방식을 수용하는 데는 획기적인 전기가 있어야 할 것입니다. 설사 한국인들이 아세안에 대한 인식의 대전환을 이루고 아세안 연대에 합의한다 할지라도, 어떻게 아세안과 동남아인들을 설득할 것인지가 매우 어려운 과제로 다가올 수 있습니다. 남북분단 상황에서 막강한 군사력을 보유하고, 미국과의 군사안보동맹을 맺고 있는 한국이 평화와 중립을 추구하는 아세안에게 받아들여지는 데는 힘든 선결조건이 요구될 수 있습니다. 또 하나 연구되어야 할 과제는 한-아세안 간에 새롭게 추진될 협력관계의 수준과 형태에 관한 것입니다. 현재의 수준, 즉 경제협력이 중심이 된 전략적 동반자관계보다 상위 수준의 협력을 목표로 한다면, ‘업그레이드된 또는 특수한 형태의 동반자관계’, 동맹과 버금가는 수준의, 예를 들면 "실행공동체(community of practice)"나 "평화연맹(peace league)"과 같은 ‘특별한 관계’, ‘아세안 가입’ 중에 한 가지가 될 것입니다. 특수한 형태의 동반자관계는 국제정치적 쟁점과 군사안보 영역까지 포함한 말 그대로 포괄적인 영역에서 동조체제를 구축하는 것이고, 더 높은 수준으로 평화, 자유, 중립, 비핵화의 원칙과 아세안헌장을 수용하는 것을 내용으로 한 선린 평화동맹을 독창적으로 고안해 낼 수 있을 것이며, 한국이 당면하고 있는 과제들, 특히 한반도의 평화와 같은 난제들을 일거에 해결하는 데는 ‘아세안 가입’까지 고려될 수 있을 것입니다. 동남아시아에 위치한 나라들만이 아세안에 가입할 수 있다는 생각은 잘못되고 낡은 관념입니다. 동남아란 지역은 사람들이 만들어낸 가변적인 개념에 지나지 않으며, 아세안이란 인위적인 조직도 필요에 따라 언제든지 회원의 자격을 재규정할 수 있습니다. 아세안 가입을 진지하게 논의해 볼 때가 왔습니다. 現 서강대학교 정치외교학과 교수, 동아연구소 소장. 한국동남아학회 회장 서울대학교를 졸업하고 동 대학원 정치학 석사과정을 이수. 예일대학교에서 정치학을 공부하였으며, 1989년에는 인도네시아의 재벌형성과 국가-자본 관계를 주제로 박사학위를 취득. 1990년부터 지금까지 서강대학교 정치외교학과에서 비교정치론, 동남아정치론, 정치인류학 등을 가르치고 있음. 2001년부터 서강대 동아연구소 소장으로 재임하면서 동아시아연구의 외연을 동남아시아로 확대하는 데 앞장섰으며, 2008년에는 인문한국(HK) 지원사업에 선정되어 10명의 동남아 전공 학자들과 함께 “열린 체계로서 동남아: 지역연구의 대중적 확산과 세계적 소통”을 대주제로 10년간의 공동연구를 수행 중. 케임브리지대학 출판사가 발간하는 TRaNS: Trans-Regional and -National Studies of Southeast Asia(케임브리지대학 출판사)의 공동편집위원장.
  • 류사오보의 죽음으로 본 G2 중국의 미래

      외신이 중국의 인권 운동가 류사오보의 사망소식을 전했다. 노벨평화상 수상자이기도 한 류사오보는 2008년 12월 중국에서 공산당 일당체제의 종식을 요구한 ‘08헌장’ 서명 운동을 주도하다가 2009년 12월 ‘국가전복’ 혐의로 징역 11년을 선고받고 랴오닝성 진저우 교도소에 수감 되었다. 수감 중이던 2017년 5월 말 정기 건강검진에서 간암 판정을 받고 수일 후 가석방되어 교도소 밖 중국의대 제1병원에서 치료를 받았지만 그는 결국 7월 13일 오후 9시에 사망했다. 류사오보의 사망은 중국지도부의 의지와 무관하게 G2국가 중국의 장래에 가지는 상징적 의미가 심대할 것이다. 중국은 미국과 함께 세계를 지도하고 주도하는 G2의 야심, 이른바 문화강대국으로서의 중국몽(中国梦: China Dream)을 키우고 있다. 중국몽에 대해서 시진핑 중국 국가주석은 2013년 12기 전국인민대표대회 폐막연설에서 중화민족의 위대한 부흥을 실현하는 것으로 정의하고 중국몽을 구성하는 다섯 가지를 제시했는데 물질적 기반이 주를 이룬다. 첫째, 민족적, 지역적, 그리고 경제적 차등을 극복하는 국가통합, 둘째, 민생의 경제적 안정에 기초한 인민의 행복, 셋째, 개혁개방의 완성을 의미하는 사회주의 국가의 현대화, 넷째, 경제력에 기초한 군의 현대화를 통한 군사강국, 다섯째, 고속성장을 통해 G2 미국을 뛰어넘는 초강대국화이다. 중국이 지금까지 달성한 경제성장을 바탕으로 한 산업, 군사, 과학, 기술, 그리고 사회간접자본에 이르기까지 괄목할 발전을 이룩했다. 경제, 산업, 기술에서 발전을 바탕으로 동아시아 영향력 확대를 위해 AIIB, 일대일로, 남중국해와 동중국해에서 중국의 영향력 확대와 같은 대외관계에서도 위력을 발휘하고 있다. 중국이 초강대국이 되기 위한 물적기반의 일부는 이미 갖췄거나 차근차근 목표를 향해가고 있다고 판단되는 대목이며 이는 중국의 정책결정자들에게 자신감의 근거가 되는 부분이다. 한편에서 중국의 지도부는 미국이 구가하는 소프트파워의 중요성을 감지하고 미국이 보유하고 있는 기축통화국의 지위와 국제규범의 형성자로서 가지는 힘을 확보하기 위해 적극적으로 노력하고 있다. 미국에 대한 학습효과에 따라 중국도 위안화를 기축통화로 만들고 중국에 불리한 국제규범을 허용하지 않기 위한 노력의 일환으로 공자학당, 공적개발원조, 그리고 국제평화유지활동과 같은 국제사회의 공헌에도 관심을 기울이고 있다. 하지만 이러한 노력은 중국 고유의 것이 아니라 미국을 따라하는 것이라는 점에서 중국몽을 실현시켜줄 중국의 고유한 가치체계는 아직 없다. . 1·2차 세계대전을 거치면서 세계 패권의 축이 영국에서 미국으로 대서양을 건너간 근저에는 미국의 경제력 뿐 아니라 영국이 의지하던 낡은 국제규범을 능가하는 그래서 국제사회의 지지와 동의를 얻을 수 있는 새로운 국제규범을 제시했기 때문이다. 적어도 당시의 미국은 식민지에 반대하는 민족자결주의원칙을 주장하고 국제기구를 통한 1국 1표의 국제의회주의 규범을 주장했다. 미국이 패권국의 지위를 승계한 이후에도 미국은 국제정치에서도 인권외교와 같이 국제사회에서 규범을 선도하는 지도력을 발휘하고자 노력했다. 물론 9ㆍ11 테러 이후 미국 행정부의 무슬림 전쟁포로에 대한 비인도적 처우는 민주주의의 규범에 반하지만 적어도 미국 언론은 이를 비판했고 그래서 바깥 세상에 알려지고 논쟁의 대상이 되었다. 미국을 옹호하자는 것이 아니라 초강대국의 조건으로 경제적 기술적 국가역량이 필요조건이라면 규범적 도덕적 설득력이 충분조건이라고 할 수 있다. 중국이 미국을 능가하는 초강대국이 되고 싶다면 중국은 현재 미국이 가지고 있는 인권과 민주주의에 대한 규범을 초월하는 새로운 국제규범을 제시해야 한다.
