  • 21세기 공공외교의 한 형태로서의 ‘포럼외교’

     1월 22일 박근혜 대통령이 스위스 다보스에서 개최되고 있는 제44차 세계경제포럼(World Economic Forum, 다보스포럼) 첫 전체세션에서 기조연설을 하였다. "창조경제와 기업가 정신"을 주제로 한 연설을 통해서 박 대통령은 우리 경제의 혁신과 재도약을 이루기 위해 추진하고 있는 창조경제의 비전과 그 추진전략을 국제사회에 소개하였다. 해마다 개최되는 다보스포럼에는 세계의 언론은 물론 세계인의 이목이 집중되고 있다. 세계 각국, 각계의 지도급 인사들이 모여 글로벌 현안 이슈들을 어젠다로 설정하고 그 해결책을 논의하는 장이기 때문이다. 이번 44차 포럼만 해도 세계 각국의 지도급 인사 2,500여 명이 참석하고 있고 국가정상급 인사만도 40여 명에 이른다. 세계를 향해서 우리의 목소리를 낼 수 있는 더없이 좋은 '기회의 창'이 아닐 수 없다. 인도와 스위스를 잇는 박 대통령의 이번 순방 정상외교를 '경제외교,' '세일즈외교'의 관점을 넘어서 '공공외교,' '포럼외교'의 시각으로 보아야 할 이유이다.     1990년대 후반 이래 한국 공공외교의 주류는 문화외교 특히 "한류"로 통칭되는 문화외교였다. 드라마와 K-Pop이 선두 주자로서 한국의 공공외교를 이끌어 왔다고 해도 과언이 아니다. 그러나 문화외교는 문화자산을 사용하는 공공외교의 한 분야에 불과하며, 특히 상업적 이익에 의해 추동되는 대중문화 상품을 핵심으로 하는 문화외교는 한 가지 형태로 오래 지속될 수 없다는 뚜렷한 한계를 지닌다. 과거 일본의 드라마, J-Pop이 한때 아시아를 풍미하였으나 지금은 그 열기가 식은 지 오래고, 오늘날의 한류 역시 드라마에 이어 K-Pop이 주류를 이루고 있다. 한류의 인기가 절정에 있는 지금이 한류의 지속성에 대해서 심각히 고민해야 할 시점이며, 더불어 문화외교를 넘어서 공공외교의 다변화에 주력할 시점이다.   이러한 관점에서, 문화외교와는 또 다른 형태의 공공외교인 ‘지식외교’(knowledge diplomacy)는 지식의 전파와 공유를 통해서 범지역적, 범세계적 지식 공동체, 지식 네트워크를 구축함으로써 국제사회의 새로운 규범과 질서를 창출할 수 있는 잠재력을 지닌다. 한국의 지식외교는 경제발전을 이룩하는 과정에서 축적된 정책적 경험과 가치, 제도를 소프트 파워 자산으로 '지식 공유 프로그램'(KSP: knowledge sharing program)의 형태로 이루어지고 있다. 주요 개발도상국들이 한국의 경제발전 경험에 관심을 가지고 있고, 이러한 수요에 대해 한국의 경험을 지식의 형태로 확산함으로써 국제사회에서 중견국으로서 가교(bridge)의 역할을 수행한다는 것이다. 그러나 한국은 경제발전 경험을 핵심으로 하는 지식 공유를 넘어서 다른 지식 영역에서도 잠재성을 가진다. 분단국으로서의 평화와 위기관리, 교육을 포함하는 인적 자원 개발(HRD), 첨단 IT기술을 응용한 전자 정부 및 전자 치안시스템, 그리고 무엇보다도 정치적 민주화 등은 지식의 형태로 여러 개발도상국과 경험을 공유할 수 있는 분야이다.   지식외교의 또 하나의 유형은 주요 국제 이슈들을 어젠다로 설정하여 다양한 국제회의, 세미나 등 회의체를 통해서 국제적인 지식연대와 합의를 구축해 나가는 포럼외교이다. ‘포럼’의 사전적 의미는 ‘토론의 장소’ 또는 ‘토론을 위한 모임’을 지칭한다. 토론의 모임에서 토론을 통해서 전달되는 것은 본질적으로 ‘지식’이며, 토론에 참가한 자들은 특정 주제나 이슈, 현상에 대한 자신의 견해를 지식의 형태로 전달한다. 포럼외교란 곧 회의체에 참여한 사람들을 대상으로 포럼을 공공외교의 수단 또는 매체(medium)로 사용하는 공공외교의 한 형태를 지칭한다.   공공외교의 매체로서 포럼은 다음과 같은 몇 가지 특징을 가진다. 첫째, 포럼은 개방적 커뮤니케이션의 장으로서 특정 이슈나 어젠다에 대해 자국의 입장을 밝힘으로써 상대측의 이해를 도모할 뿐만 아니라, 나아가서는 상대측을 설득할 수 있는 장이다. 포럼에서의 커뮤니케이션은 통상 쌍방향적인 대칭적, 대화적 형태로 이루어진다는 점에서 일방향적 정보의 전달이나 홍보와는 뚜렷이 구별된다. 특히 특정 이슈에 대해서 합의에 도달하지 못하더라도 상대방의 입장을 듣고 이해함으로써 최소한 상대방과 자신의 '차이'를 알게 된다. 상대방을 설득함으로써 궁극적으로 자국의 영향력을 행사하는 것도 중요하지만, 상대방과의 차이를 알고 인정하는 것이야말로 공공외교의 중요한 출발점이다.   둘째, 포럼을 주관하고 조직하는 입장에서는 포럼의 어젠다를 설정하고 발신할 수 있다. 어젠다가 국제적 관심과 반향을 불러일으킬 여지가 클수록 포럼 조직자의 어젠다 설정력(agenda setting power)은 보다 큰 공공외교적 의미를 갖는다. 2010년 G20 정상회의, 2011년 세계개발원조총회, 2012년 핵안보 정상회의와 같은 굵직굵직한 세계적 포럼을 한국에 유치하는 것은 세계의 이목을 한국에 집중시키고 국제사회에서 한국의 역량을 과시하는 측면 이외에도, 주최국으로서 어젠다 설정 파워를 극대화할 수 있다는 점에서 지식외교로서 중요한 의미를 갖는다.   포럼의 세 번째 특징은 회의체 통해서 인적 네트워크를 구축할 수 있다는 점이며, 이는 포럼이 일회성에 그치지 않고 지속성이 유지될 때에 그 효과가 극대화될 수 있다. 특정 포럼이 지속성을 가질 경우 이는 국가 간 교류를 심화하고 확대하는 장으로 기능할 수 있고 제도화된 정부 간 또는 민간 소통의 채널로서 역할을 할 수 있으며, 국가 간 협력뿐만 아니라 갈등을 관리하는 매체가 될 수 있다. 특정 어젠다를 중심으로 각국에서 모인 포럼의 해당 분야 참석자들이 포럼을 통해서 인적 네트워크를 구축하고, 포럼을 떠나서 새롭게 자신들의 교류관계를 확립할 경우 이는 포럼을 통해서, 포럼으로부터 파생된 국제교류 영역의 확대를 의미하는 것이다.   넷째, 포럼을 통해서 참가자 간 합의적인 지식(consensual knowledge)을 구축할 수 있으며 이와 같은 합의된 지식의 축적은 궁극적으로 '지식 공동체'(epistemic community)의 형성으로 이어질 수 있다. 국제사회에서 다양한 현안 이슈들을 둘러싼 지식공동체의 존재는 합의를 통한 갈등관리, 위기관리, 문제해결에 유리한 공공재(public good)로서의 의미를 갖는다.   금세기 공공외교는 문화외교를 넘어서 전방위적으로, 다층적으로 진행되고 있다. 지식외교는 지식을 자산으로 열린 소통을 통해서 관계를 형성해 나가는 것이다. 문화는 감성에 호소하고 지식은 이성과 논리에 호소한다. 오늘날의 국제사회는 국지적인 민족주의나 편협한 국가이익을 넘어서 글로벌 공공재가 필요한 시점이다. 특히 국제사회가 당면하고 있는 주요 이슈들에 대해서 국지적인 국가이익을 넘어서 합의적 지식을 축적하고 이를 바탕으로 구체적인 역할을 수행하는 것이 한국과 같은 중견국이 당면하고 있는 공공외교의 핵심 과제가 아닐 수 없다. 이 점이 지식외교의 한 형태로서 포럼외교에 주목해야 할 이유이다. 現 국립외교원 부교수. 미국 Columbia University에서 정치학 박사학위를 취득하였으며, 한국국제교류재단(Korea Foundation)에서 정책연구실장, 공공외교 사업부장을 역임하였음. 최근 저작으로는 "Paradigm Shift in Diplomacy: A Conceptual Model for Korea's New Public Diplomacy"(2012), "21세기 탈사회주의 후발산업화의 빈곤감소형 발전모델"(2013) 등이 있음.
  • 북한의 인권상황과 한국의 인도적 지원의 정책적 효율성

      작년 말 장성택의 실각과 뒤이은 처형은 한국은 물론 국제사회에도 충격적인 소식이었다. 북한의 인권상황이 국제사회가 한목소리로 비판과 개선을 주문할 정도로 최악의 상황에 있다는 것은 두말할 필요가 없는 사실이지만 정권의 2인자이자 최고 권력자의 고모부조차도 한순간에 제거될 수 있다는 사실이 북한의 인권상황을 단적으로 보여주는 사건이었다.   북한의 인권상황에 대한 국제사회의 개선권고에 대해 북한 당국은 자주권의 침해, 중상과 모략, 미국과 남한의 음모로 선전하며 인권현실을 호도하고 있다. 북한의 인권상황에 대한 우리사회의 접근에 있어서 국내의 다양한 사회세력들 사이에는 이념적 간극에 따라 남남갈등을 유발하는 요인이 되기도 한다. 북한 인권문제에 대한 보수적 시각을 대변하는 ‘북한 압박론’은 북한의 인권문제는 북한의 수령 독재와 전체주의에 기인하는 만큼 북한정권을 압박하여 수령 독재를 제거하는 것이 가장 효과적 방법이라고 주장한다. 실제 정책접근에 있어서 북한에 대한 봉쇄와 강력한 압박을 통해 세습체제를 교체해야 한다는 주장이다. 이에 반해, ‘선접촉·후변화론’은 인도적 지원과 교류협력을 통해서 북한이 인권을 실질적으로 개선할 수 있도록 해야 한다는 주장이다. 이러한 이념적 대립에 대해 ‘동시접근론’은 ‘압박론’과 ‘선접촉·후변화론’의 타협의 결과로 북한의 인권문제와 경제적 지원문제 그리고 한반도 평화문제를 병렬적으로 연계하여 추진해야 한다는 입장이다. 북한 인권에 대한 원인론과 대안에서의 차이만큼 인권에 대한 이해도 차이를 보이고 있다. ‘압박론’의 경우는 ‘시민의 자유와 정치적 권리’에 중점을 두는 반면 ‘선접촉·후변화론’은 경제적 생존권에 중점을 두고 있다.   북한 인권문제에 대한 이견의 원인 중의 하나는 북한의 인권상황에 대한 객관적 정보를 얻을 수 없다는 데 있다. 유엔인권이사회와 유엔총회가 2003년부터 매년 『북한인권결의』를 채택하고 있고 매년 1년씩 북한인권보고관의 임무를 연장하는 한편 2013년에는 북한에서 인권 침해를 조사하는 조사위원회를 설치하는 내용을 포함하고 있다. 2013년에는 북한인권 결의가 무투표로 채택될 정도로 북한의 인권상황이 열악하지만 인권침해의 구체적이고 객관적인 정보는 다른 전체주의 국가에서처럼 확보되지 못하고 있다. 정보의 제약에도 불구하고 북한의 인권상황에 대한 객관적 분석의 필요성에 주목하여 인권과 인도적 지원의 상관관계에 대한 경험적 분석(시계열 분석)을 시도하였고, 그 내용을 본 지면을 통해서 소개하고자 한다.     북한의 인권상황은 한국으로 입국한 탈북자의 숫자로 측정하여 1995년부터 2011년까지 자료를 수집하여 분석하였다. 2011년까지 한국에 입국한 탈북자는 2만 1,191명에 달하는 한편 북한을 이탈해서 중국에 체류하고 있는 탈북자의 수가 약 3~5만 명으로 추정된다는 점에서, 본 측정이 북한인권의 지표로 정확성이 있는지에 대한 논란의 여지는 있다. 주어진 제약에도 불구하고 북한 주민들이 열악한 삶의 조건에 직면하여 평생 살았던 집과 친지를 버리고 떠나기로 결심하고 미국의 식민지로 알아왔던 한국으로 떠나기로 결심하는 상황은 북한의 인권상황을 단적으로 반영하는 지표가 된다고 할 수 있다. 북한의 인권상황을 경제적 생존권에 중점을 두고 이해하고, 이를 개선하기 위한 경제적 측면 및 인도적 지원의 영향에 대해서 분석하였다. 가설은 아래와 같다.     가설1: 북한의 경제상황의 개선이 북한의 탈북자 수를 감소시킨다. 가설2: 남한의 인도적 지원이 북한의 탈북자 수를 감소시킨다. 가설3: 중국으로부터 경제적 지원이 북한의 탈북자 수를 감소시킨다.     북한의 인권상황에 대한 시계열 분석의 결과에 따르면 GDP로 측정한 북한 경제상황의 개선은 4년의 기간을 두고 북한 주민의 경제적 상황을 개선시켜 탈북자를 감소시키는 효과가 있는 것으로 나타났다. 이러한 현상은 북한에서 최악의 식량난을 의미하는 고난의 행군이 있었던 1996년부터 2000년까지 4년의 기간 동안 약 33만 명에 달하는 아사자가 발생했다는 보고가 있다. 아사자의 발생은 국가권력에 의한 직접적 폭력에 의한 사망이 아니라 적절한 배급이 이루어지지 못하는 국가실패상황이라는 점에서, 북한주민이 난민화되는데 4년 정도가 소요된다는 해석은 논리적으로 설득력이 있다. 본격적인 탈북자가 증가한 시기가 1999년을 지나면서 연간 100명을 넘어섰고, 2000년대에 접어들면서 매년 500명 규모로 증가했다는 점에서 일정한 시간이 소요된다고 할 수 있다.     남한의 인도적 지원으로 북한에 식량, 의료품, 농자재와 같이 생명유지에 필요한 재화가 제공되면 북한 주민의 인간적 욕구를 충족시켜 경제적 권리가 개선되어 탈북자가 감소할 것이라는 일반적 기대와 달리, 분석의 결과는 인도적 지원의 증가는 4년의 기간을 거쳐 탈북자의 증가로 나타났다. 북한에 대한 지원은 1995년부터 1억 8천만 달러 규모의 지원이 이루어져 2003년까지는 정부주도로 대북 인도적 지원사업이 추진되다가 2003년 하반기부터 규모 면에서 민간주도가 정부주도를 추월하게 되었다. 본 결과는 남한으로부터 제공되는 인도적 지원이 북한의 기존 배급체계를 통해 지원을 필요로 하는 취약계층에 전달되지 못했거나 취약계층에게 전달되는 물품이 남한에서 온 것임을 숨기려고 한 북한 당국의 노력에도 불구하고, 북한 주민들이 남한의 경제적 현실을 인식하게 되는 정보의 통로역할을 했던 것으로 해석될 수 있다.       마지막으로 중국으로부터의 경제적 지원은 북한의 인권에 즉각적이고 긍정적인 효과를 가지는 것으로 나타났다. 중국으로부터의 무역이 증가할수록 북한의 인권상황은 개선되어 탈북자가 감소하는 것이다. 2007년을 기준으로 북한 무역의 주요 상대국별 비중에 있어서 대중무역의 비중이 41.6%를 차지하고 한국은 37.9%를 차지했고 북한의 전체 수입 중에 중국으로부터의 수입이 차지하는 비중이 68%였으나 2011년까지 지속적으로 증가하여 89.7%까지 확대되었다. 남북한 교역이 2009년부터 감소하다가 사실상 중단되는 과정에 북중무역이 확대되어 북한의 대외거래의 80% 이상을 중국이 정치적으로 독점함으로써 대중의존도가 심화되었다. 이러한 결과는 북한 주민의 생명유지와 북한의 체제유지에 필요한 물자의 최종 안전판으로서 중국의 역할이 의미를 가진다.       본 연구는 북한의 인권상황과 인도적 지원에 대한 논의가 이념적 성향에 따라서 논쟁의 대상이 되는 현실을 개선하기 위해 객관적 분석을 통해 정책대안을 논의하는 장으로 소개하는 것을 목표로 하였다. 본 결과에 따라서 저자의 해석을 덧붙이자면, 북한 주민의 경제적 권리는 북한의 경제상황이 개선되면 해소될 것이라는 점에서 원인은 내부에 있다. 미국과 한국의 위협 때문에 경제발전을 도모할 수 없는 것이 아니라 세습공산체제를 유지하기 위한 주민통제에 우선순위를 두기 때문에 개혁개방을 통한 경제발전을 추구할 수 없는 것이다. 現 제주평화연구원 연구위원. 미국 University of North Texas에서 국제정치학 박사학위를 취득하였으며, 미국국제정치학회가 주관하는 International Studies Quarterly의 Referee로 활동한 바 있음. 저서로는 『2011 한국인의 평화관: 통일정책과 여론』 및 『2010 한국인의 평화관: 외교정책과 여론』 등이 있음.
  • North Korea Should Forgo Nuclear Deterrence

    North Korea’s nuclear deterrence policy …   Deterrence is North Korea’s security rationale for possessing nuclear weapons! The Democratic People's Republic of Korea (DPRK) justifies its nuclear-weapons program with the claim that it is threatened by a nuclear or conventional aggression by the US and its allies, South Korea and Japan. “Increasing nuclear threat from outside will only compel the DPRK to bolster up its nuclear deterrent to cope with this,” a DPRK Foreign Ministry spokesman said in October 2013. Domestic reason and international prestige are other important motives.   Deterrence is not simply the threat with mutual destruction. It is the capability to retaliate if attacked or threatened with attack by a nuclear weapon power. Nuclear weapons have to be small enough to cause limited damage. The purpose of nuclear weapons is not only to deter, but also to fight wars. Nuclear deterrence is only credible if the adversaries permanently demonstrate that they are serious about using nuclear weapons. In the case of North Korea, this means that it will continue to try to miniaturize their warheads and missiles, unless they renounce nuclear deterrence. That might be one reason why North Korea appeared to restart its electric plutonium production reactor. Plutonium is a more desirable bomb fuel for miniaturization. North Korea is probably developing long-range ballistic missiles and has progressed in producing a warhead small enough to mount on an ICBM. Pyongyang threatened repeatedly to carry out nuclear strikes on South Korea and the United States and deployed missile launchers on its coast.     ... is dangerous …     North Korea pretends to fear a large-scale conventional attack by the USA. Therefore, North Korea is preparing for a preemptive nuclear strike. This leads necessarily to a nuclear first use doctrine. North Korea considers its nuclear forces not only as a means to deter a nuclear attack, but also as a means to fight a war. This strategy would use nuclear weapons in a first strike to prevent a conventional aggression. Consequently, if there were an imminent danger of the DPRK using nuclear weapons, South Korea and its allies would have to launch a pre-preemptive strike. First, South Korea might use the “Korea Air and Missile Defense” to counter a nuclear threat and buster-bunker long range missiles(“Taurus”)  to hit underground installations but an escalation involving allies with nuclear weapons is possible.     Deterrence requires specific targeting. Push and pull factors determine nuclear planning. Targeting in this type of nuclear planning is a driving force for the modernization of nuclear weapons. It goes without saying that for all these weapons to be effective, targets have to be identified. Strike options must be multiplied. Nuclear infrastructure, the political and military leadership and all kinds of forces have to be targeted. It goes without saying that North Korea will continue down this road if it keeps relying on its notion of nuclear deterrence.   The concept of deterrence only works with rational actors. It requires all nuclear powers involved (North Korea but also the US) to rely on each other to respect deterrence and adhere to its principles. Furthermore, they have to communicate with each other and understand each other’s signals, which is very difficult to do with the DPRK.   Deterrence creates hostility and mistrust when North Korea permanently threatens the South and maybe in the future other neighbors and the US.   The reliance on deterrence by nuclear weapons states causes nuclear proliferation and arms races. This was evident during the Cold War, but it is also true for regional conflicts, such as with India-Pakistan. Deterrence is North Korea’s rationale for possessing nuclear weapons, and it could lead to an arms race in Northeast Asia. Indeed, mutual deterrence and disarmament are two opposing concepts.   Deterrence and the reliance on nuclear weapons can instability and dangerous situations through miscalculations, miscommunication, and technical accidents. North Korea’s nuclear weapons may also be subject to poor safety standards. Since inspectors of the International Atomic Energy Agency (IAEA) are not allowed to enter the DPRK, there is no way to determine the conditions of North Korean nuclear facilities. Without the IAEA inspectors and its verification mechanisms, the knowledge of nuclear programs in North Korea will remain extremely limited. At the very least, IAEA inspections can sufficiently slow down the process of acquiring nuclear bombs.     … and a failed concept     Deterrence does not prevent conventional wars. Nuclear powers were involved in conventional wars. In Korea the Chinese, in Vietnam the Vietcong, and the insurgents in Afghanistan and Iraq were not deterred from fighting a non-nuclear war with the United States. In the Falklands War, Argentina was not afraid to challenge the United Kingdom. Arab states attacked Israel in 1973, even though  Israel already had nuclear weapons. Two nuclear powers, India and Pakistan, went to war in 1999 and Pakistan probably was behind the terrorist attacks on the Indian Parliament in 2001. Moreover, possession of nuclear weapons could encourage conventional military brinksmanship. North Korea cannot rely on nuclear weapons to deter a conventional threat.       Denuclearization and negative security assurances   A first step would be a freeze of North Korea’s nuclear program. The suspension of the production of nuclear weapons material has to be verified by special inspections by the IAEA, which would strengthen the NPT provisions. This should be accompanied by a moratorium on testing nuclear weapons. The end of missile tests, including space launch vehicles, should follow this.   Pyongyang should go back to its promise during the six party talks of 2005 involving the US, China, Russia, Japan, South Korea and the DPRK - to denuclearize. The spokesman of the DPRK Foreign Ministry does not exclude the “denuclearization of the Korean Peninsula, the invariable aim of the policy of the DPRK government” as long as it “does not mean unilateral nuclear dismantlement on the part of the DPRK side.” A conference on “Nuclear Weapon Free Zone North-East Asia” similar to the efforts in the Middle East could be considered. A combination of “negative security assurances” could be a confidence-building measure. “Negative security assurances” would remove all non-nuclear weapon states (NWS) from the target list. Nuclear weapon states should commit themselves to “negative security assurances.” This is the guarantee not to use nuclear weapons against non-nuclear weapon states. Eventually a denuclearized Korean peninsula in the framework of a “Nuclear Weapon Free Zone” (NWFZ) would also be more stable than an extended deterrence of the US or an autonomous South Korean deterrence against the North Korean nuclear threat. “Negative security assurances” include the promise by NWS not to threaten or use nuclear weapons against members of the zone. Extended deterrence means a commitment not to threaten or to use such weapons against a state that possesses nuclear weapons.     Critical engagement     In its policy approach to the DPRK, the EU uses various instruments at its disposal, but its general approach can be described as a form of critical engagement: regular political dialogue, development assistance programs (e.g. European Commission food security programs as well as a small number of other operations) on one hand, and diplomatic pressure and sanctions on the other. In the context of its policy of critical engagement with the DPRK, the EU remains open to political dialogue with the DPRK, timing being contingent upon political and security circumstances. However, the USA and the EU should keep this dual-track combination of diplomacy and sanctions. The US and the EU should not give up on the effort of nuclear disarmament of the peninsula, which is an indispensable part of the NPT. It is the only way to convince states to support non-proliferation initiatives although North Korea will not give up its nuclear program immediately. Finally, there is no quick fix.
