    History binds, but actions today see bonds grow or wither. At every turn we have jointly chosen to strengthen the ties between. We have nurtured our alliance with each other and the United States. We have a strong bilateral security architecture, with Australia and South Korea having annual 2+2 talks with the foreign and defence ministers. As robust trading partners South Korea is our third largest export market and is our fourth largest trading partner, with two- way trade of approximately $30 billion per year we have just concluded a landmark Free Trade Agreement that slashes tariffs and is expected to stimulate trade by $5 billion more in the next 15 years. We have strong people-to-people ties, with over 16,000 Korean students in our universities. In August 2012, I launched our comprehensive strategic document, the White Paper on Australia in the Asian Century. The White Paper said: “We [Australia] seek security in the broadest sense meaning the security of Australia from attack or coercion the collective economic and political security of this rapidly growing region security of supply for food and energy as the region grows the human security of individuals in the region … and the security of the natural system as the globe enters a period of rising temperatures and new environmental challenges.” The White Paper also called for the development of a comprehensive country strategy for South Korea, in order to bring stronger cohesion and purpose to the relationship. In a world of so many geo-political challenges, today I will focus on three: the threat posed by North Korea and the prospects for change, the consequences of China’s rise and the engagement of the United States in our region and what it means for us as allies. First, to North Korea, which continues to oppress its own people and cause international concern because of its unpredictability and ambition for nuclear weapons. The new leader, Kim Jong Un, comes across as both dangerous and erratic. We do not know the limits of what he is capable of doing, from brutalizing his own people, to murdering his opponents, to developing his nuclear weapons. In facing such a regime, there is only one certain course: to stay vigilant and resolute. To be prepared to meet whatever emerges from Pyongyang. This means a continuation of the closest consultation, dialogue and coordination between us and our ally the United States. We do not know what he will do but we have to be prepared for every contingency, including the possibility of change within North Korea itself. North Korea’s younger people who grew up understanding the power of the market, because of North Korea’s unofficial economic activity and increasing access to information through black market and non-government organisations. The human impulse for freedom should never be underestimated. Should change happen, whether its source is the collapse of the current regime or it embarking on a different and better course, then the Republic of Korea would need to make decisions on reunification. While the entire world has a stake in this issue - China, the United States, Japan and Australia - it is, at the end of the day, one for the Korean people to decide. This is another contingency for which to prepare and one that is the subject of so much dreaming and dialogue here in the Republic of Korea. There are no easy choices here. But every choice possible requires deep thinking about China’s engagement and its ability to influence North Korea. This is but one dimension of the multiple strategic calculations our world needs to make about China. Its rise is a powerful force shaping the times in which we live. In my view, China’s new and growing status and prosperity is both remarkable and to be welcomed. In the Asian Century White Paper, our view of this transformation was stated clearly in the following terms: ‘We welcome China’s rise, not just because of the economic and social benefits it has brought China’s people and the region (including Australia), but because it deepens and strengthens the entire international system…We accept that China’s military growth is a natural, legitimate outcome of its growing economy and broadening interests. It is important that China and others in the region explain to their neighbours the pace and scope of their military modernisation, to build confidence and trust…’ China’s hunger for resources as it grows has brought great economic benefits, including to my own nation. But it has also brought tension. The recent anti-China riots in Vietnam are evidence of that tension at the street level. The anxiety in the many diplomatic engagements about the South China Sea demonstrates that tension at another level. But it is those diplomatic dialogues, bilaterally and through important multi-lateral forums like the East Asia Summit, that must be our focus. We, Australia and Korea, along with our ally the United States, must be patient and perceptive investors in strengthening these exchanges and institutions so that they are robust enough to enable the resolution of the hardest of issues. Of course, the difficult issues are not confined to the South China Sea. Japanese nationalism and China’s strength have collided in their territorial disputation over islands in the north. In all of these issues, the deep engagement of the United States is vital. Fortunately our shared ally is bringing a sophisticated approach to that engagement. This was summarised in our Asian Century White Paper, in the following way: ‘…We are optimistic about the ability of China and the United States to manage strategic change in the region. But their relationship will inevitably have a competitive element, especially as China’s global interests expand, it becomes more active on a broader range of international issues and its defence capabilities grow in areas dominated for more than half a century by the United States.’ As our region sees both the benefits of co-operation between the United States and China and the out workings of a natural competition, it is important that each of us is able to work collaboratively together, to the best of our ability, on our shared strategic outlook. Australia and Korea can do that seamlessly and well. But the continuing tensions between Korea and Japan are concerning to me. The enduring memories of Japan’s occupation of Korea and the wrongs that were inflicted on the Korean people particularly Korean women are making that necessary collaboration more difficult. The Korean people suffered. Korean women were treated terribly. From my country, Australian troops suffered grievously at the hands of the Japanese. The past must be acknowledged with honesty. The victims still alive today should have their suffering recognised. But one must live in the present, and embrace the opportunities at hand today precisely for our security tomorrow. The world would be grateful to see a movement forward for Korea and Japan. The G20, APEC and the East Asia Summit, and our relationships with ASEAN are part of building the stronger architecture we need for cooperation and commerce. We need to be focused on developing an effective regionalism that will work to bring greater harmony on the geopolitical front as well as embrace food security and foreign investment, immigration and education, stock market structures and financial regulation, energy policy and environmental standards. This is a vast landscape of change a landscape that can help build both prosperity and peaceful engagement. The strength of integrated financial ties and trade, as well as people to people links, can do much to overwhelm any tensions Finally, and more specifically: What can Australia and the Republic of Korea do together to advance these more positive dynamics? Although a Western nation, Australia has deep and growing ties across Asia. Australia is seen as a dependable friend, possessed of immense goodwill and a desire to engage with and learn from its neighbours. The Republic of Korea is well integrated economically with the whole region. Korea has FTAs with the United States and Australia, and is advancing free trade agendas with ASEAN, China and Japan. It is a vibrant democracy sometimes, perhaps a little too vibrant on the floor of your Parliament. Your culture, which so respects education, is greatly admired. Your technological prowess, with broadband deployed to virtually every house, is the envy of the world. Korea and Australia work together so well economically and politically: Let’s keep building our capacity to do so in the interests of peace, stability and security in the region. I agree with President Obama, that all the tensions in this region can be managed they can be successfully navigated. But they require constant attention and goodwill and not just to avoid the dangers of mistake and miscalculation, but to reduce the harm that will occur if they persist in the years ahead. We can always do better, but there has to be a break not with history, or with memory but a break with paralysis over the legacy issues of the 20th century. That is what we have to strive for.   • 한중 문화 교류에서의 문제점과 건의사항

    한중 수교 이래로 양국 관계는 정치, 경제, 문화 등 각 분야에서 모두 큰 발전을 이루었다. 특히 양국 문화의 유사성과 보완성은 교류, 협력 과정에서 잘 나타나면서 ‘한풍(汉风)’과 ‘한류(韓流)’로 이어져 양국 국민들의 상호 이해를 심화시키고 한중 우호 협력의 기초를 공고히 하였다. 그러나 역사 인식문제와 문화 귀속문제, 인터넷상의 악성 댓글 등의 문제로 양국 국민들 사이에 감정적 대립이 발생되기도 했다. 이러한 흐름이 한중 관계의 주된 흐름은 아니지만 간과할 수 없는 부분이다. 한중 우호관계에서의 부정적인 요인들은 정치, 경제적 문제가 아닌 사회, 문화 분야에서 야기된 것으로 현대 민족국가에 대한 이해에 이견이 존재하고 맹목적인 민족주의 때문에 생겨나는 것들이다. 최근, 양국 국민들의 상호 감정이 양국 관계의 발전 추세를 따르지 못하고 오히려 반대로 악화하는 분위기를 보이고 있다. 특히 인터넷의 빠른 발달로 인해 양국 간에 발생하는 마찰과 오해들은 상상을 초월하기 일쑤이며, 심지어 일부 문제들은 양국 관계의 건전한 발전까지 저해하고 있다. 사회문화 분야의 교류에서 발생하는 문제들을 감안해 볼 때, 한중 양국은 문화 교류의 중요성에 대해 다시 한 번 인식해야 할 필요가 있다. 양국은 상호 의존, 공동 발전이라는 전략적 협력 동반자 관계를 기반으로 사회 지지기반을 공고히 하고, 국민들의 인식을 개선하고, 양국 국민 간의 이해와 포용을 강화하여 굳건한 상호 이해와 신뢰의 관계를 구축해 나가야 한다. 따라서 전략적 협력 동반자 관계를 심화하는 과정에서, 인식을 확대하고 이해를 강화하며 민간 교류를 심화하는 것을 주요 과제로 삼아야 한다. 양국 간의 인문 교류와 협력을 적극적으로 전개하는 것은 양국의 상호 호혜, 이해 심화, 협력 강화를 위한 Win-Win의 조치이자 한중 전략적 협력 동반자 관계에 있어서 중요한 부분이다. 인문 교류 및 협력은 양국 사회, 문화 각 영역에까지 영향을 줄 수 있다. 양국 관계가 발전함에 따라 점차 인문 교류의 내용과 형식을 확대 및 강화시킬 필요가 있으며, 인문 교류의 영역과 공간을 확대하고, 그 방법과 구조를 강화시켜야 한다. 또한 양국은 다양한 형식의 민간 교류를 추진하고, 장기적으로 발전할 수 있는 문화 교류 및 협력 메커니즘을 구축해야 한다. 문학, 철학, 종교, 예술, 음악, 민속 등 다양한 분야에서 광범위한 교류 활동을 전개하고, 상호 교류 및 협력 체계를 구축하도록 지원해야 한다. 특히 정부는 민간 교류에 적극적 지원을 해야 한다. 한중 문화 교류와 협력을 상시화하기 위해서는 지원 체계가 구축되어야 한다. 특히 청소년 교류를 강화하기 위해서는 한중 양국의 사회, 문화 교류 협력의 전략적 계획을 세우고, 협력 사업의 통합 및 진행할 국가 차원의 협력 체계를 구축해야 한다. 이를 통해 좀 더 전면적이고 체계적으로 교류를 진행하여, 양국이 공유하는 문화 시스템으로 발전시켜야 한다. 이를 위해서는, 다음의 몇 가지 건의사항을 제기한다.   - 한중문화 공동연구 위원회의 설립 한중 양국은 오랜 기간 긴밀한 역사와 문화를 함께하며 풍부한 현대 문화를 만들어 냈다. 한중문화공동연구위원회의 설립은 양국의 정확한 역사 인식, 공동 문화 계승의 발굴, 양국 국민간의 문화 소통 및 이해 능력제고, 미래를 향한 문화 및 가치관 구축에 크게 도움이 될 것이다. 동 연구위원회는 관련 영역에 대한 공동 연구를 통해 다양한 방식으로 대중에게 연구 성과를 발표하고 양국 국민이 객관적인 이해와 공정한 인식으로 상대방을 인식하도록 도와줄 것이다.   - 양국 매스컴 간의 교류 및 협력 체계 강화 전략적 협력동반자 관계에서 양국 매스컴의 역할은 매우 중요하다. 양국의 보도 매체, 그 형태가 지면이든 인터넷이든 간에 매스컴은 국민과 국가를 위해 봉사한다는 전제하에 매스컴의 자율성을 강화하고 상호 존중하며, 사실만을 보도하여 보도의 진실성, 객관성, 공정성을 견지해야 한다. 또한 허위 보도, 부풀리기 보도, 악의적 조작 보도 등 양국 관계에 불리한 보도는 가능한 한 피해야 한다. 편협한 민족주의 선전, 근거 없는 선전도 최대한 피하고 인위적인 이유로 양국 국민 간의 우호 분위기가 악화되는 일을 줄여야 한다. 이에 매스컴 교류 체계를 구축하고, 심포지엄, 연찬회, 공동 인터뷰 등의 다양한 방식으로 양국 매스컴 간의 교류와 협력을 강화하여 여론을 올바른 방향으로 조성해 나가야 한다.   - 교육분야의 협력 강화 한중 양국은 교육 정책 분야의 협력을 강화하고, 교사와 학생 간의 상호 교류, 학교 공동 설립 등의 교류 협정을 체결해야 한다. 상대 국가에서 유학하는 자국 학생이 꾸준히 증가하는 현상에 발맞춰 유학생 장학금 정원을 늘리고, 유학생에 대한 관심과 지원을 확대해야 한다. 양국 유학 시장에서 발생하는 각종 문제들을 해결하기 위해 양국은 유학생 중개 기관에 대한 관리를 강화하고, 유학 시장을 규범화시키며 각 대학이 유학생에 대한 지도 관리를 강화하도록 독려해야 한다.   - 민간교류의 강화 및 민간단체의 기능 발휘 민간부문에서 발생하는 한중간의 불화합의 문제를 직시하고, 그 해결 방안을 모색해야 한다. 한중 양국 관계의 지속적이고 건전한 발전을 위해서는 양국 간의 민간 교류를 촉진해야 하며, 민간기구, 학술 단체의 역할을 충분히 발휘해야 한다. 기획: 편집: 니우린제(牛林杰). 중국 산동대학교現 중국 산동대학교 한국학대학 학장. 중국정부에 의하여 북한에 유학생으로 파견되어 김형직 사범대를 졸업하고, 성균관대에서 석박사학위를 취득.

      As an important country in Asia, ROK has amazed the world by its speedy growth and development success. From the Han Gang Miracle to the sweeping Korean Wave, ROK has always stayed ahead in Asia in economic and cultural development. The theme of this forum is “Designing New Asia”. I am afraid, many friends present here are asking themselves: what is the state of affairs in Asia? And what should the New Asia look like? Much as we have observed and felt, amidst drastic changes in international situation, Asia’s status and role in the global political and economic landscape have been continuously growing. Asia’s economy makes up one-third of the world’s total economy. With one-third of the world total GDP and a population of over four billion, Asia has become one of the most dynamic regions in the world with immense potentials. “No benefit is bigger than stability, and no harm is greater than chaos.” The marked progress that Asia has achieved would not be possible without peace and stability in the region in the post-Cold War era. The achievements, as a result of joint efforts made by different countries, should be much cherished. Today, regional cooperation in Asia is burgeoning. New strides have been made in Free Trade Zones, connectivity and other important areas, while the process of economic integration has been accelerated. Countries in this region, with closer ties and greater interdependence, have formed a community of destiny sharing weal and woe, bound together by common interests. Peace and development are the mainstream of Asia today, and also represent the trend in the region in the years to come. Nevertheless, it should be noted that due to its unique geopolitical significance, Asia is faced with many challenges. With the residues of the Cold War, problems left over from history are intertwined with frictions and conflicts of today. Different appeals for interests and policy proposals clash with one another. Different forces have come under dazzling changes. Such non-traditional security issues as natural disasters, cyber security, energy and food security, crop up from time to time, propping up tensions among parties in question. Worse, leaders in certain countries, in total disregard with history and facts, have openly defied the post-War international order, causing sustained tensions between nations in the region. Asia is our shared home. To build a New Asia of peace, development and cooperation is an aspiration shared by all of us. The Chinese Dream of building a strong and prosperous country and rejuvenating the Chinese nation is compatible and connected with the vision of a second Han Gang Miracle that culminates in the happiness of the Korean people, and the wonderful dream of people from other Asian countries. These dreams can be reasonably woven into a more colorful, splendid and commonly desired Asian Dream. What we should do is to join hands to chase the dream, rather than sleeping in the same bed with dreams going separate ways. Premier Li Keqiang proposed at the Boao Forum for Asia that we should build an Asian community of shared interests, common destiny, and shared responsibilities. I believe that this is what all Asian people have expected. For that to happen, we should follow the trend of the times, look beyond what divides us, and work hard to push forward regional cooperation in order to seek development, address challenges and expand common interests. I would hereby put forward three suggestions as follows: First, we should intensify dialogue and consultations and deepen mutual trust, with a view to jointly safeguarding Asia’s security and stability. Countries in Asia differ from one another in social system, size and strength. There still exist many destabilizing factors such as territorial disputes and historical issues among some countries. This is further compounded by grudges over the WWII and residuals of the Cold War, resulting in severe deficit of trust among themselves. Without mutual trust, how do we expect security? Without security, how can we achieve development? Therefore, we must strengthen dialogue and consultations, boost mutual trust and close cooperation, respect and accommodate each other’s concerns, seek common ground while reserving differences, and manage and resolve conflicts and disagreements by peaceful means. If we succeed in doing so, we would lay the cornerstone of trust for a New Asia. Secondly, we should push forward regional cooperation and deepen economic and trade ties, with a view to jointly promoting regional development and prosperity. Regional economic integration serves the interests of all countries in Asia. In this regard, Asia boasts relatively sound framework arrangements. Such cooperation mechanisms as ASEAN and Dialogue Partner (10+1), ASEAN and China, Japan and ROK (10+3) are flourishing. Progress is being made in negotiations over Regional Comprehensive Economic Partnership (RCEP), and the China Japan-ROK Free Trade Agreement. The strategic vision of building the “Silk Road Economic Belt” and the “21st-Century Marine Silk Road” is unfolding. Concrete steps have been taken in finance and connectivity. We should continue to deepen regional cooperation, tighten our bonds of interest, and work tirelessly for the common development and prosperity in Asia. This is the material foundation that we should lay for a New Asia. Third, we should expand cultural and people-to-people exchanges, and improve friendly sentiments among our people, with a view to deepening friendships and exchanges. The friendship of the two peoples determines the relations between the two countries. Without sincere exchanges between the two peoples, no cooperation between nations can sustain. We should bring into full play advantage of cultural affinity and emotional connection among Asian countries, foster multi-layered and multi-field cultural exchanges, and introduce innovative mechanisms and platforms to engage local governments, enterprises and general public in Asian cooperation. In other words, the people, especially young people, should be able to see tangible benefits brought by Asian cooperation. This represents popular support for a New Asia. In recent years, China’s development has become an important factor that affects regional dynamics and the focus of attention of all parties. At sessions of the National People’s Congress and the Chinese Political Consultative Conference that were held several months ago, we put forward concrete measures for further deepening all-round reforms to give new impetus to China’s development. You may ask, what role will China play in Asia? This is what I would like to tell my friends here. China will continue to pursue a foreign policy of good-neighborliness and partnership, and put to action the new concept of “closeness, sincerity, sharing in prosperity, and inclusiveness” with its neighbors. We stand firm in our resolve to uphold China’s territorial sovereignty. At the same time, we follow a clear-cut policy of seeking peaceful solutions to disputes. On the issue of Diaoyu Islands, China’s activities in the area are entirely legitimate exercise of its sovereignty and jurisdiction on these islands and should not be seen as an attempt to change the status quo. It is our hope that relevant countries do not over-interpret and overreact to our legitimate actions. China stands ready to work with other countries in Asia to build a peaceful, prosperous and open Asia, and uphold peace, stability and tranquility in Asia by continuously enhancing political mutual trust. Meanwhile, as a responsible country, we will continue to work for the solution of hotspot issues in Asia. We stand firm in pushing forward the denuclearization of the Korean Peninsula. We sincerely hope that the relevant parties will move in the same direction and endeavor to resume the Six Party Talks to bring the issue back to the track of negotiations. We are living in an era that is undergoing great changes and development. Asia has become the focus of global attention. A New Asia, featuring peace, stability and sustainable development, is what we all aspire to. Meanwhile, we should also be keenly aware that dreams can only be fulfilled with actions. Asia is home to all Asians. Therefore, Asian countries should take the lead in handling Asian affairs. Of course, Asia is open. We welcome constructive roles in the region played by non-Asian countries. Moreover, Asia is independent. We reject any attempts to military blocs or rig up military alliances in Asia. I remember when I visited Jeju in 2007, deeply impressed by the miscanthus grown here, I wrote down an ode to the plant. “These lovely living things”, “when being verdant, they add radiance to the sea and the sky”, “when growing pale, they embrace fire in smile”, (in order to provide people with fuel), and then “shoot again in the next spring, being as persevering and proud as ever”. As we work to build a new Asia, we will undoubtedly encounter numerous difficulties. However, as long as we are dedicated and indomitable like the miscanthus that emerges with the breeze of spring, the beautiful vision of a New Asia will come true. Jeju Island is famously termed as the “Island of Three Abundance”, implying that the Island abounds in women, rocks and wind. I hope our Jeju Forum can also be a Forum of Three Abundance, in experience-sharing, in cooperation and in win-win achievements.     Security Environment surrounding the Korean Peninsula: Major Changes and Challenges Today, Korea’s diplomacy is being undertaken in the most serious and complex external security environment since the end of the Cold War. The Air Defense Identification Zone (ADIZ) incident that occurred in the East China Sea late last year is a case in point. It was a very sensitive and complicate problem as the security and strategic interests of China which had unilaterally announced the ADIZ and those of Korea, Japan and the US were intertwined. Therefore, it was never easy for Korea to secure its national interests, while not undermining the cooperative relations with the countries involved. The ADIZ issue is only one example that symbolizes the challenges of our foreign policy. The important thing is to turn these challenges into opportunities with a wise and principled diplomacy. The major changes in the external security environment that pose both challenges and opportunities to Korea’s foreign policy today can be epitomized into four: first, the rise of China, second, the historical revisionism in Japan, third, the return of assertive Russia, and fourth, an anachronistic North Korea with its nuclear ambitions. - The Rise of China In 2010, China became the number two economy in the world. According to a recent report, China’s GDP surpassed that of the United States in terms of purchasing power parity. Based on this economic confidence, China is actively pursuing its foreign policy. The policy of the so-called ‘Tao Guang Yang Hui’ that had been in place from the Deng Xiaoping to Hu Jintao era seems to be transitioning to a policy that goes beyond ‘You Sou Zou Wei’, which means China is moving away from its discreet attitude of 'waiting for the right time while building strength’ to one that is more proactive and assertive by 'flexing its muscles, if and when it is necessary’. The so-called ‘New Type of Great Power Relationship’ that President Xi Jinping presented last year as the vision of the US-China relationship appears to be China’s response to the US policy toward the Asia Pacific.  China’s new initiative taken at the 4th CICA Summit held in Shanghai last week to build a new Asia security order and develop CICA into a platform for security dialogue and cooperation for Asia can also be understood in this context. President Xi Jinping visited Russia as his first foreign trip, and demonstrated the solidarity between China and Russia by holding a summit meeting with President Putin at the margin of the CICA Summit. They even went further to carry out a large-scale joint military exercise in the East China Sea. China also appears to be taking bold steps to strengthen its position in Southeast Asia. China is now in a standoff with Vietnam over a Chinese oil rig in the water off the Paracel Island. The rise of China has a great impact on Korea’s foreign policy, the backbone of which has been the Korea-US alliance. The Korea-US alliance, which celebrated its 60th anniversary last year, is stronger than ever. It not only became the linchpin for the peace and security in the Korean Peninsula, Northeast Asia and the Asia Pacific, but it has also developed into a comprehensive strategic partnership with the entry into force of the Korea-US FTA in 2012. Marking the 20th anniversary of the establishment of diplomatic ties two years ago, the Korea-China relationship has never been better. As Korea’s number one export market and investment destination, China has become Korea’s single most important economic partner. The strategic cooperative partnership between Korea and China will make another leap forward when the ongoing bilateral FTA negotiations are completed. After taking office, President Park Geun-hye, by actively pursuing summit diplomacy during the past year, has built a deep personal trust with both President Obama and President Xi Jinping, and based on this, Korea’s relations with the US and China have been deepening and broadening. However, it won’t be an easy task to further strengthen the robust Korea-US alliance, while upgrading the strategic partnership with China in a balanced and harmonious way. This would demand of us a creative and strategic thinking as well as prudent policy judgments and decisions. It is indeed the most important yet difficult challenge facing Korea’s foreign policy today. By the same token, whether the strategic interests of the US and China in Northeast Asia collide or maintain harmony is probably the most important factor that will define the external environment of Korea’s foreign policy. If the relations between China and the US get more difficult, maneuvering room for Korea’s diplomacy will grow smaller. However, if Korea is able to address this challenge wisely by building trust both with the US and China, then room for Korea’s diplomacy will expand, which, in turn, will provide new opportunities for Korea to play a constructive role in the region. This is why I believe that the North Korean issue, including the nuclear problem, poses both challenges and opportunities to Korea’s foreign policy. - Historical Revisionism in Japan The historical revisionism that is emerging in Japan with the slogans of ‘Normalization of the Country’ and ‘Proactive Contribution to Peace’ under the Abe administration is deepening the tensions with neighboring countries, including China and Korea. It is making the political landscape of Northeast Asia more complex. This movement, which stems from the wrong perception of history and misguided nationalism of some politicians, is a problem not only for Northeast Asia but also for the international community as a whole. It is all the more so because behind this movement lies the intention of rewriting history and changing the post-war international order. Japan will become a normal country only when it follows Germany’s example of earning trust by showing genuine remorse for its past mistakes and seeking forgiveness in earnest. On the issue of exercising the right to collective self-defense, too, the Abe government should first make efforts to earn the trust of the neighboring countries prior to pursuing substantive discussions. And the discussions should be conducted in a transparent and prudent manner given the concerns of the neighboring countries over historical issues. Currently, the US is facing a serious dilemma due to the tension between Korea and Japan. Since Korea and Japan are the strongest allies of the US in this region, the deteriorating relations between the two are undermining US strategic interests in this region. The relationship between the Korea-US alliance and the Japan-US alliance is one of shared growth, not one of zero-sum. Therefore, it would be inconceivable for the US to sacrifice one for the other. We had hoped to see a new momentum to improve the Korea-Japan relations since the trilateral summit in The Hague. Unfortunately, however, we have yet to see the light at the end of the tunnel. As the main architect of the post-war regional order, I hope and expect that the US will play a more active role in preventing the resurrection of historical revisionism that can potentially undermine the stability in the region. Realistically speaking, it is only the US that holds the key to change Japan. However, we have seen a narrow window of opportunity for moving forward. After many ups and downs, Korea and Japan agreed to hold bilateral meeting at the director-general level to address the so-called comfort women issue and two rounds of meeting have been held so far. I hope that Japan will address this important issue with sincerity at the forthcoming monthly meetings, so that it can pave the way for improving the Korea-Japan relations. By doing so, I hope that next year we can celebrate in good spirits the 50th anniversary of the normalization of our bilateral relations. - Return of Russia Korea and Russia agreed to establish a strategic cooperative partnership in 2008, and it was only when new leaders took office in both Korea and Russia that a new momentum was created. Since then, the Korea-Russia relations have been making significant progress, especially in the aftermath of two summit meetings. The Look East Policy of President Putin and the Eurasia Initiative of President Park have come together for projects such as the Najin-Hasan logistics cooperation project to become a reality. However, the Korea-Russia relations are now facing new challenges due to the outbreak of the Ukraine crisis early this year. We are worried that the Ukraine crisis can send the wrong signal to Pyongyang when it comes to dealing with the North Korean nuclear issue. As Russia is an important partner for Korea not only to resolve the North Korean nuclear issue but also in our efforts to pursue Trustpolitik, it is critical to have an external security environment that is less-confrontational. - Anachronistic North Korea The North Korean issue and its nuclear ambitions pose the biggest threat and challenge to the security on the Korean Peninsula. Notwithstanding the international community’s united message that North Korea should give up its nuclear weapons program and walk on a path towards reform and openness, Kim Jong-un conducted the third nuclear test in February last year and, a month later, publicly announced the simultaneous pursuit of nuclear armament and economic development. In particular, after the execution of Jang Sung-taek last December, the growing volatility and uncertainty in North Korea has become a greater threat to the security in the Korean Peninsula and Northeast Asia. Moreover, North Korea has continuously elevated the level of provocations by threatening to conduct an additional nuclear test and to launch ballistic missiles. It was against this backthat Foreign Minister Yun Byung-se visited New York earlier this month on the occasion of Korea’s presidency of the UN Security Council for this month and gave a serious warning that if North Korea conducts another nuclear test, the regime would pay the heaviest price. This will entail stronger sanctions not only from the UN Security Council but also from the individual countries. Looking back upon the past, we come to realize that historical opportunities for transformational change in inter-Korean relationship arrived in the Korean Peninsula almost every two decades. In the 1970s, thanks to the East-West detente, the inter-Korean relations experienced a brief thawing period in the 1990s after the end of the Cold War, some progress was made in improving the relations, including the adoption of the Basic Agreement between North and South. But both failed to bring about a fundamental change in the inter-Korean relations. Rejecting the trend of the times, North Korea took a path towards a greater isolation especially after the death of Kim Il-sung. 20 years after the end of the Cold War, it appears that the Korean Peninsula is facing another historical era of transformation. In his recent speech, Foreign Minister Yun called this the third “tectonic shift.” Early this year, President Park Geun-hye compared reunification to winning the jackpot, and during her visit to Germany last month, she presented a vision of peaceful reunification in her Dresden speech. I believe this vision stems from her sense of historical mission as a leader standing at a critical time in history where we have to prepare for the future of the Peninsula. This vision did not come out of the blue. It is in line with the philosophy and vision of Trustpolitik that President Park has been advocating since even before she took office. Trustpolitik and the New Korean Peninsula The fundamental reason behind the crisis in the Korean Peninsula and Northeast Asia lies in the deficit of trust among the countries in the region. Trust is an asset for cooperation and an indispensable element for prosperity. It is also a social capital that will eliminate the cost of mistrust and promote efficiency. The Trustpolitik of the Park Geun-hye government aims to build the infrastructure of trust among the countries in the region, and then based on this infrastructure, promote a high-quality cooperation. We are already aware of many cases where by building trust, age-old conflicts were resolved or history changed its course of direction: the creation and development of the EU, the development of the US-China relations after establishing diplomatic ties, and the conclusion of the peace agreement between Egypt and Israel. Trustpolitik is based on a dispassionate assessment of the realities in the Korean Peninsula and Northeast Asia, as well as the unique historical experiences of Korea. The basic thrust of Trustpolitik is to establish sustainable peace and cooperation in the Korean Peninsula and Northeast Asia by starting to build trust from the lower level. And the two main pillars of Trustpolitik are the ‘Korean Peninsula Trust-building Process’ and ‘Northeast Asia Peace and Cooperation Initiative’. The former aims to make peace in the Korean Peninsula by exercising strong pressure and persuasion, while keeping peace with a robust deterrence. On the other hand, the latter seeks to resolve what is called the Asia paradox, a phenomenon of increased conflicts over historical and territorial issues, despite the deepening economic interdependence in the region. To this end, the initiative aims to build an infrastructure of trust in Northeast Asia by accumulating habits of cooperation and dialogue starting from soft issues. The Eurasia Initiative, the other pillar of Trustpolitik, is a grand vision to restore Eurasia into ‘One Continent’, which was divided in the Cold War period due to ideological barriers, and to a ‘Continent of Creation’ and a ‘Continent of Peace’. More specifically, the initiative aspires to connect the Northern and Southern economies centering around the Korean Peninsula, by building a network of energy, transportation and logistics through, among others, strengthening the Korea-Russia relations, the trilateral cooperation among the two Koreas and Russia, as well as Korea’s relations with Eurasian countries. The ultimate goal of Trustpolitik is the reunification of the Korean Peninsula. Based on Trustpolitik, the Park Geun-hye government is committed to overcome the four major challenges I mentioned earlier, and proactively an environment conducive to the eventual unification of the two Koreas. This commitment is well reflected in the vision for a unified Korea that President Park laid out in her speech in Dresden that is, unification that will proceed in harmony with the interest of our neighbors, with the blessing of the international community and will contribute to the cause of humanity. In this speech, she also presented three proposals that put the lives of the North Korean people first, and can be immediately implemented if North Korea responds with sincerity. The proposals are aimed specifically to resolve humanitarian problems in North Korea to build infrastructure for the welfare of the people in the North and to promote integration of the people on both sides. We know that the road to reunification will be long and bumpy. This is why, working together with the neighboring countries and the international community, we should start making preparations, and a platform and environment, for reunification. North Korea flatly rejected our genuine proposal denouncing it as an attempt for unification through absorption, and has vehemently responded by hurling insults to our leadership. But we will continue to seek ways to implement the proposals with patience and sincerity. For its own future, North Korea should make a strategic decision to give up its nuclear ambition and hold on to our hands. Our generation is one that needs to live this era with the historical mission to prepare for the future of the Korean Peninsula.   • 중층적인 '현장'으로서의 제주포럼

    들어가며 2001년부터 시작된 제주포럼은 올해로 9회째를 맞이했다. 저는 이번에 처음으로 참가하게 될 때까지 제주포럼에 대해 거의 아는 바가 없었다. 일본의 주요 언론들은 지금까지 제주포럼에 대해 전혀 보도하지 않았다. 내가 제주포럼에 관해서 몰랐던 것은 일본 언론에 의한 보도량과 관계가 있을지도 모른다. 안타깝게도 이번 제주포럼에 대해서도 일본 언론의 기사는 하나도 찾아볼 수 없는 상황이다. 일본 언론은 기조연설 연사로서 현직 일본 정치가가 나오지 않아서 뉴스 가치가 많이 없다고 판단했을 가능성이 있다. 반대로 중국 언론은 아주 활발하게 제주포럼에 대해서 보도했다. 전직 외교부장이 기조연설을 했기 때문에 많이 주목해서 보도했던 것은 사실이지만 요즘 한중 관계의 중요성을 강조하는 중국 외교의 입장이 관계하고 있는 가능성도 부정할 수가 없다. 아무튼 중일 언론의 보도량은 대조적이었다. 사전 지식이 없는 상태로 참가한 제주 포럼이었지만, 거기서는 여러 가지 놀라움과 발견, 그리고 자극을 얻을 수 있는 중층적인 '현장'이 펼쳐져 있었다. 아래에 동아시아 국제정치사를 연구하는 한 일본인으로서 본 제주포럼에 대한 감상을 쓰고자 한다. 1. 글로벌 인재육성 현장으로서의 제주포럼 제주포럼에 참가해서 가장 먼저 내 눈을 끌었던 것은 고등학생과 대학생들이 열정적으로 자원봉사를 하는 모습이었다. 대학생은 말할 것도 없고 고등학생도 매우 유창한 영어와 일본어, 중국어를 사용하고 해외에서 온 참가자를 열심히 돕는 모습에 놀랐고 또 감동조차 느꼈다. 고등학교 1학년이라는 한 학생은 일본어를 말할 기회를 얻기 위해 프레스 센터에서 언제 나타날지도 모르는 나를 계속 기다리고 있었다. 그녀는 중학생 때부터 일본어를 배워왔다고 하고 일본 유학을 희망하고 있다고 한다. 그녀의 열정과 적극성에 감탄했을 뿐 아니라 차세대의 한국을 이끌어나갈 인재가 배출되려고 하는 '현장'을 보는 것 같은 생각이 들었다. 제주포럼은 청소년에 의한 세션과 젊은이들이 주도적인 역할을 하는 세션도 준비되어 있었다. 제주포럼이 단순히 파워 엘리트만을 위한 것이 아니라 젊은이들의 세션 참여와 자원봉사 등의 활동을 통해 글로벌 세계에서 활약할 수 있는 인재를 양성하는 목적을 내포하고 있다는 것을 강하게 느꼈다. 일본에서는 대학생의 유학 희망자가 계속 감소하고 있어 외국에 대한 관심도 크게 저하되고 있는 것이 문제점으로 지적되고 있다. 이러한 상황과 비교하면 제주포럼에서 본 외국어를 적극적으로 배우고 국제 사회로 크게 도약하려는 한국 고등학생과 대학생들의 모습은 나에게는 눈부시게 부러운 점이었다. 제주포럼이 동아시아의 많은 청소년들이 모여 다음 시대를 개척하고 세계적으로 활약하는 인재 육성 현장으로 더욱 발전되기를 바란다. 일본도 역시 글로벌 인재의 육성을 목표로 여러 시도가 진행되고 있다. 제주포럼을 통해 이루어지는 인재 육성 방법은 일본에게도 매우 도움이 될 것이다. 2. 외교의 리얼한 현장으로서의 제주포럼 나는 가능한 많은 세션에 참여해보았다. 그중에서 “Opening Session”과 “World Leader's Session”은 외교의 리얼한 현장을 생생하게 부각했다는 점에서 아주 흥미로운 것이었다. 두 세션에 등단한 리 자오싱 전 중국 외교부장은 기조 강연 속에서 대화와 협상의 강화와 정치적 신뢰 강화 등을 호소하며 주변국과의 파트너 관계 유지와 포용적인 태도로 외교 정책을 유지하는 것이 중요하다고 지적했다. 리 전 부장은 연단에 "유엔 헌장"을 직접 가지고 들어와 그것을 손에 들면서 중국이 얼마나 법을 준수하고 국제적인 룰에 준거해서 외교를 하고 있는지를 강조했다. 같은 시기, 싱가폴에서는 아시아 안보 회의가 개최되고 있었다. 아베 일본 총리는 기조연설에서 “바다의 법규 및 3개의 원리”로서  (1) 국가는 어떤 일 또는 주장을 할 경우 법에 준거해서 해야 한다 (2) 주장을 관철하고 싶더라도 힘이나 위협을 이용하지 않을 것 (3) 분쟁 해결에는 평화적인 수습을 철저히 해야 한다고 말했다. 또한 헤이글 미 국방장관은 남중국해에서 중국의 일방적인 행동이 지역을 불안정하게 하고 있다고 발언했다. 미국과 일본, 그리고 일부 ASEAN 국가는 중국이 “힘에 의한 현상 변경”을 시도하고 있다고 강하게 비판하고 있다. 리 전 부장의 발언은 이러한 비판을 사전에 충분히 고려한 결과라고 느꼈다. 사실 리 전 부장은 센카쿠 열도를 둘러싼 중국의 움직임이 주권을 행사하기 위한 정당한 행위이며 현재 상황을 변경하기 위한 변화로 파악해서는 안 되며 과도한 반응은 하지 말아 달라고 주장했다. 그리고 "모든 문제를 회담 장소에서 해결할 수 있기를 바란다"고 발언했다. 중국과 미국, 일본은 제주와 싱가폴 사이의 수천 킬로미터의 거리를 넘어 서로 자국의 주장이 격렬하게 맞부딪히는 이른바 여론전을 전개하고 있었다. 또한 리 전 부장에 대한 질의응답에서도 제주포럼이 정치의 리얼한 현장이 되어 있다는 것을 생생하게 느낄 수 있었다. 베트남에서 온 한 참석자는 명확하게 국가 명을 지적하기를 피했지만 "무장한 대국의 선박'이 남중국해에서 베트남의 생명과 재산을 위협하고 있다고 지적했다. 그리고 제주포럼은 동아시아의 평화에 대해서 논의하면서도 아무도 베트남에 대한 중국의 행위를 언급하지 않았다고 통렬하게 비판했다. 이에 대해 리 전 부장은 자신의 경험을 떠올려 말하면서 중국과 베트남이 지금까지 어떻게 우호 관계를 쌓아 왔는지를 강조하며 베트남이 스프래틀리 군도를 둘러싼 역사를 직시하면 이러한 사태를 방지할 수 있다고 주장했다. 질의응답은 중국과 베트남 사이에 펼쳐지는 리얼한 외교의 현장을 비추어내고 있을 뿐만 아니라 중국이 영토 문제를 둘러싸고 끓어오르고 있는 '힘에 의한 현상 변경'이라는 국제적인 비판에 반론하기 위해서 "법의 지배"를 강조하면서 '역사'도 이를 위한 중요한 수단으로 자리매김하려고 하고 있다는 것을 재확인시키는 것이 되었다. 외교 실무자가 아니면 좀처럼 이러한 외교의 리얼한 현장을 경험하기는 어렵다. 그런 의미에서 제주포럼에서의 두 세션은 이러한 현장을 직접 체험하고 자신의 지식을 넓힐 수 있는 귀중한 기회가 되었다. 앞으로도 세계 정치지도자가 다수 참가하여 리얼한 외교 현장을 경험할 수 있는 제주포럼의 매력이 더욱 강화되기를 바란다. 3. 과거를 직시하고 서로 미래를 논의하는 현장으로서의 제주포럼 63개 세션을 바라보고 먼저 느낀 것은 세션 발표자 중에서 대만인을 찾을 수가 없었다는 것이다. 대만 참석자는 약간 있었지만 제주포럼에서 존재감이 아주 희박했다. 당연히 대만 언론에서도 제주포럼에 대한 보도는 거의 이루어지지 않았고 대만에서의 지명도는 낮았을 것은 쉽게 상상할 수 있다. 대만뿐만 아니라 북한의 존재감도 없었다. 물론 남북 관계나 국제 정치 상황, 그리고 북한 국내의 정치적 요인 등이 복잡하게 얽혀 있기 때문에 제주포럼에 초청하고 참가를 실현시키는 것이 얼마나 어려운 일인지 충분히 알고 있다. 하지만 대만이나 북한에서 올 발표자나 참가자가 있으면 동아시아의 평화와 번영을 둘러싼 토론과 의견 교환이 더욱 활발해지고 다양한 시점에서 논의가 펼쳐질 수 있을 것이라 생각한다. 대만과 북한의 부재가 갖는 의미는 역사 문제에 대한 세션에서 강하게 느꼈다. 세션 종료 후 한 중국인 참석자는 저에게 2004년에 한중일에 의한 역사 공동 연구의 시도에 북한과 대만에 참가할 것을 호소했다고 했다. 그러나 북한에서 반응은 없었고 결국 대만의 참가도 이루어지지 않았다고 한다. 한중일뿐만 아니라 북한과 대만을 포함하여 동아시아의 역사에 대해서 공동으로 연구하는 것이 얼마나 중요한가에 대해 다시 검토할 필요가 있다고 생각한다. 향후 제주포럼이 대만과 북한에서 오는 참석자들도 함께 섞여, 동아시아의 역사에 대해 솔직하게 생각하고 동시에 어떤 미래를 함께 구축해 나갈 수 있는지에 대해 적극적인 토론과 의견 교환을 할 수 있는 현장이 되기를 바란다. 그러기 위해서는 남북간의 긴장과 한일, 중일 관계의 개선, 양안 관계에 있어서의 상호 대화 촉진 등 다양한 현안을 해결해 나가는 꾸준한 노력이 정부와 민간 등 모든 수준에서 필요하다. 나가며 현재 동아시아는 긴장 상태에 있으며 뿌리 깊은 대립이 계속되고 있다. 거기에는 서로가 서로를 존중하고 인간을 소중하게 생각하는 사회를 목표로 하면서도 여전히 실현되고 있지는 않으나 그래도 보다 밝고 행복한 세상을 구축하기 위해 끊임없이 노력을 거듭하는 존경을 받아 마땅한 인간의 행위가 전개되고 있다. 동아시아 그리고 세계는 여러 해결해야 할 문제를 내포하고 있다. 인간의 지혜는 이러한 상황을 타파하기 위한 힘과 가능성을 가지고 있다고 나는 믿고 있다. 제주포럼이 동아시아의 평화와 번영을 목표로 연구자와 실무자, 그리고 기업인 등 다양한 사람들이 각각의 입장에서 명확한 비전과 전문성을 바탕으로 지식과 지혜를 내고 새로운 아이디어와 기술, 그리고 인간에 대한 존중심을 키우는 중층적인 ‘현장’으로 이어가도록 하는 것이 중요할 것이다. 이를 위해 일개 일본인 연구자로서 도대체 무엇을 할 수 있을지, 그것을 생각하게 된 3일이었다. 고바야시 소메이(경희대학교).現 경희대학교 Visiting Professor, 前 제주평화연구원 객원 연구위원, 동경대학 현대한국연구센터 객원연구원. 연구분야는 동아시아 국제정치사와 한반도 지역연구. 일본 히토쓰바시대학에서 사회학으로 학사, 석사, 박사학위를 취득.

    오바마 대통령은 일본 방문 시 곤란한 선택에 직면했었다. 센카쿠/다우위다오 분쟁에 있어서 일본에 대한 군사적 지지를 분명히 하거나 아니면 아시아 회귀(Pivot to Asia)정책의 신뢰성이 나아가 미국의 전반적 외교정책 및 아시아에서 미국의 리더십의 신뢰성이-손상되는 것을 감수하여야 했다. ​​​​그 이유를 파악하기 위해서는 오바마 대통령이 2011년 11월에 아시아 회귀정책을 발표한 이후로 무엇이 잘못되었는지를 이해할 필요가 있다. 문제는 단순히 오바마 대통령이 작년 APEC에 참석할 수 없었다거나, 존 케리 국무장관이 중동에서 지나치게 많은 시간을 보냈다거나, 혹은 예산자동삭감(sequester) 때문에 미 국방부의 예산이 삭감됐다는 점이 아니었다. 진짜 문제는, 미국의 지도력에 근거한 역내 현상(status quo)에 대한 중국의 도전을 저지하기 위해 미국은 정말로 갖고 있는 모든 힘을 사용할 의향이 있는지에 대한 의구심을 여태껏 해소하지 못했다는 점이다. 결국 이 문제가 아시아 회귀정책의 핵심이라고 할 수 있다. 아시아 회귀정책의 발표 직후인 2012년 초, 중국이 황암도(Scarborough Shoal)의 영유권을 두고 이 정책을 시험했을 때부터 이 정책은 곤경에 빠졌다. 아시아 회귀정책은 중국의 항암도 장악을 저지하려는 필리핀을 미국이 지원하려 하지 않았을 때 이미 실패하였다. 그 이후 아시아 중시정책은 동중국해에서 더욱 커다란 시험에 직면하게 되었다. 중국은 작년 말 방공식별구역 선언을 포함하여 2012년 이래로 동중국해에서 자국입장을 강화해옴으로써, 아시아에서 지도력을 유지하기 위해 무엇이든 하겠다는 오바마 대통령의 주장에 직접적으로 도전했다. 중국은 미국이 동맹국을 보호하고 주도적 지위를 유지하기 위해 중국과의 충돌을 마다하지 않을 것인지 적나라한 질문을 던진 것이다. 15년 전이라면 미국의 대답에는 의심의 여지가 없었을 것이다. 그러나 지난 18개월 동안 오바마 대통령은 의도적으로 이 문제에 관한 입장 표명을 회피했으며, 고위 관리들은 엇갈리는 발언을 하였다. 지난달 유럽에서 오바마 대통령은 러시아의 우크라이나를 침공에 대응하여 미국은 NATO 동맹국에 대한 동맹의 의무를 수행하겠다는 의지를 분명하고 명쾌하게 단언하면서, 미국이 아시아에서의 중국과 충돌할 용의에 대한 오바마 대통령의 침묵은 더더욱 중요해졌다. 유럽에서 동맹의 의무를 수행할 준비가 되었다면, 아시아에서는 왜 아닌가? 일본과 중국, 그리고 아시아 다른 국가들에게 당연한 결론은, 상황이 다급해지면 미국은 동맹의 의무를 포기한다는 것이다. 중국이 군사적 경제적으로 더욱 강력하게 성장할 때 미국은 동맹국을 지지하고 아시아에서 지도자의 지위를 유지하기 위해서 중국과 충돌하는 비용과 위험을 감수할 의향이 더 이상 없는 것처럼 보인다. 이런 상황의 압박감으로 인해 오바마 대통령은 도쿄에서 일본에 대한 분명하고 명백한 지지 성명을 발표하게 되었다. 하지만 불행히도 이것이 끝은 아니다. 이제 모든 것은 중국의 반응에 달려있다. 이는 결국엔 오바마 대통령의 공약과 진정한 의사가 일치하고 만약 공약이 시험대에 오르면 오바마 대통령이 공약한대로 행동할 것이라는 것을 중국인들이 믿을 것인지에 달렸다고 하겠다. 만약 중국인들이 오바마 대통령의 결의를 믿는다면 중국은 아마도 동중국해에서 한발 물러나 긴장을 완화시킬 것이다. 만약 중국인들이 오바마 대통령의 결의를 믿지 않는다면, 미국이 자신의 공약이 실제로 시험받는것을 피하기 위해 센카쿠/다우위다오 문제에 있어서 일본이 양보하기를 촉구할 것이라고 확신하면서 중국은 오바마 대통령의 공약을 시험하고자 계속 압력을 가할 것이다. 만약 미국이 중국의 생각대로 하면 이는 중국의 명확한 승리가 될 것이다. 시리아 사태와 같은 문제에 갈피를 못잡는다는 오바마 대통령의 평판 때문에 중국은 오바마 대통령의 공약은 그저 허풍이라고 판단할 위험성이 존재한다. 그렇다면, 오바마 대통령은 역내 리더십을 포기하기보다 중국과의 일전을 불사하겠다고 중국에게 진정으로 납득시킬 수 있어야 비로소 현상유지를 할 수 있을 것이다. 그리고 오바마 대통령 스스로가 자신의 결의를 확고히 믿지 않으면 중국을 납득시킬 수 없을 것이다. 따라서 센카쿠/다오위다오와 같은 문제로 중국과 충돌하는 것이 어떤 것인지를 명확히 이해하고 있느냐가 중요하다. 우리는 오바마 대통령이 도쿄에서 이를 매우 신중하게 고민하지 않고 발언한 것이 아니기를 바란다. 만약 신중한 고민을 하지 않았다면, 오바마 대통령은 곤란하고 불편한 현실을 직면하게 될 것이다. 동중국해에서 중국과 전쟁을 한다면 미국이 패하지는 않겠지만, 명확하게 이길 수도 없으며, 전쟁을 제어해서 확전의 위험을 제한하는 확실한 방법도 없다. 재래식 전쟁에서 어느 일방이 확실하게 승리할 수 없다면, 전쟁의 결과는 필시 물러서기 보다는 핵무기를 사용하겠다는 의지를 누가 더 상대방에게 잘 믿게 만드느냐에 달려있을 것이다. 신중한 정책결정자라면 미국이 중국보다 상대방을 더 잘 설득시킬 것이라고 확신할 수 없을 것이다. 궁극적으로, 현상을 유지하려는 미국만큼이나 역내 현상을 변화시키려는 중국의 입장이 진지하다는 데에 위험성이 존재한다. 그렇다면 오바마 대통령의 용기있는 도쿄에서의 공약은 아시아 회귀정책을 살리지 못하였고, 단지 또 다른 시험을 위한 무대를 마련했을 뿐이다. 오바마 대통령이 아시아 회귀정책을 포기해야 하는 이유는 바로 이것이다. 아시아에서 미국의 지도력을 중국이 인정하도록 강압하려는 아시아 회귀정책의 목표는 아마도 이룰 수 없을 것이며, 오늘날의 중국처럼 강력하고 의지가 강한 나라를 상대로 그러한 목표를 달성하는 데에 드는 비용만큼의 가치도 확실히 없다. 하지만 아시아 회귀정책의 포기가 아시아의 포기를 의미하지는 않는다. 아시아 회귀정책이 영속화하려는 방식과 다르고, 중국의 반대도 그리 단호하게 받지 않으면서 미국이 아시아의 주요국으로 남을 수 있는 방법은 많다. 그런 맥락에서 중국과 어느 정도 권력을 공유하는 것이 필요하겠지만, 이는 쉽지 않을 것이다. 오바마 대통령, 그리고 미국이 대답해야 하는 문제는 중국과 권력을 공유하는 것이 중국과 전쟁을 하는 것보다 미국에게 더 나쁘냐 하는 것이다. * 이 글은 지난 5월 4일 East Asia Forum에 게재된 것으로, East Asia Forum과의 협약 하에 국문으로 번역하여 배포합니다.   • The Rise of the Global Public Sphere: From the World Economic Forum to the Jeju Forum

    On January 22, 2014 at the 44th World Economic Forum Annual Meeting in Davos, Switzerland, President Park Geun-hye emphasized how Korean unification would be a “bonanza” not only for Korea but for all Northeast Asia. President Park made the remarks during a Q&A session following her opening address at the plenary session hosted by Claus Schwab, the forum’s founder and executive chairman. The Davos Forum, as it is otherwise known, is held in a ski resort in the canton of Graubunden in southeastern Switzerland. It is a remote Alpine village with a population a little over 10,000. Thomas Mann, a Nobel laureate in literature, set his masterpiece Der Zauberberg (The Magic Mountain) there. The village was once famous for its tuberculosis sanitarium and the novel depicts the protagonist’s intense intellectual journey over seven years battling to recover from the illness. Last January, about 2,500 of the global elite from more than 100 countries, including over 40 world leaders, gathered at Davos in spite of the inconvenient weather, transportation, and lodgings all caused by an altitude of 1,500 meters. This tells of the global strength of the forum. The plenary session is the forum’s flower and essence. That President Park spoke at the session, propagating Korea’s creative economy - in connection with the forum’s theme of “The Reshaping of the World” - perhaps shows Korea’s rising international status. International forums attended by world leaders and dignitaries, such as the Davos Forum and the Boao Forum for Asia, modeled after Davos and based in Hainan, China, play an increasingly important role in international politics. Traditional multilateral diplomacy, facilitated by international organizations such as the UN, struggles to reach practical solutions and thus such civil international forums are increasingly filling the gap. The Davos Forum is a unique, not-for-profit, independent foundation, but at the same time it promotes world peace and the public interest just like other international organizations. The motto of the Davos Forum is “committed to improving the state of the world” and it has earned its reputation by its strategic use of “soft power” to build peace and hold open-minded discussions tackling global problems. For instance, in 1988, when Greece and Turkey rushed to war across the Aegean Sea, the forum invited the Greek and Turkish prime ministers, Andreas Papandreou and Turgut Ozal, respectively, leading the way to the “Davos Declaration” and reconciliation between the two countries. Also noteworthy are the first ministerial talks between the two Koreas in 1989 and the Davos meeting of South African president Frederik de Klerk and black leader Nelson Mandela to end apartheid in 1992. Nowadays, in Korea, there exists the “Jeju Forum for Peace and Prosperity,” known as the Jeju Forum, a comprehensive international event reflective of Davos or Boao. Since the South-North Korean summit in June of 2000, icy relations between the two began to thaw. In this light, in 2001 the Jeju Forum was founded as a platform of discussion to achieve peace on the Korean peninsula and build a peaceful community in Northeast Asia. Initially, the Jeju Forum operated biennially under the name “Jeju Peace Forum” and focused on peace. 10 years later, in 2011, it was renamed “Jeju Forum for Peace and Prosperity” and became an annual event. With this momentum, the Jeju Forum expanded its agenda range from peace and security to business, the environment, culture, and women. It also expanded geographically from Northeast Asia to East Asia. Whereas about 300 people from nine countries participated in the first Jeju Peace Forum of nine sessions in 2001, the 8th Jeju Forum in 2013 held 54 sessions under the theme "New Waves in Asia" and welcomed about 3,600 people from 49 countries including political leaders, current and former ministers, academics, business people, diplomats, and journalists. This shows the great strides the forum has made. The Jeju Peace Institute organizes the Jeju Forum every May. The Ministry of Foreign Affairs and Jeju Special Self-Governing Province established the Jeju Peace Institute as a research and international exchange hub in March 2006, aiming to promote peace and cooperation in East Asia and to realize the “Island of World Peace”. The 9th Jeju Forum, which consists of 64 sessions, is going to be held on May 28-30 of this year, under the theme “Designing New Asia.” Despite its great strides forward, the Jeju Forum still requires active governmental support and strategic diplomatic moves based on soft power, such as routinizing the South Korean president’s attendance. It also needs a master plan for greater growth and development into a world-class forum such as the Davos Forum. If this can be done, both in name and reality, then the Jeju Forum can play a crucial role in representing Korea as a “middle power.” A native of Jeju, Dr. Chin Haeng-Nam is currently a Research Fellow at the Jeju Peace Institute, which he joined after a distinguished career in journalism.   • 고민하는 미국, 불만스런 중국

    미중 세력전이   지난달 미국 버락 오바마 대통령이 아시아를 방문하였다. 일본과 한국, 말레이시아와 필리핀을 방문하면서 미국의 아시아 동맹과 우방에게 안보공약을 재확인하는 것을 통해 對중국 봉쇄라인을 견고히 하였다. 우리에게는 북한 핵실험을 비롯한 도발에 대한 공조와 더불어 전시작전권 전환을 재검토할 것을 약속하였다. 최근 시리아와 우크라이나에서 유약하면서 미온한 반응을 보여 국내외 비판에 직면한 오바마 대통령은 이번 순방을 통하여 역내 동맹국들을 안심시키면서 "아시아로의 회귀(pivot to Asia)" 정책에 대한 분명한 의지를 표명하였다. 이는 냉전기에 형성된 동맹관계를 강화하여 역외 균형자(offshore balancer)로 존재하면서 중국을 배제한 TPP(Trans-Pacific Partnership, 환태평양동반자협정)를 발족시켜 아시아에서 안보와 이익을 확보하겠다는 전략이다. 중국에 대하여 전면적 전쟁을 선포하지는 않겠지만 중국에게 아시아 패권국의 지위를 넘기지도 않겠다는 것이 미국의 속내이다.   이는 우리에게 무슨 의미인가? 탈냉전기 들어 한국 외교의 고민은 미국과 중국 사이에서의 자리잡기였다. 16·17세기에 명의 쇠퇴와 일본/청의 부상 속에서 임진왜란과 병자호란을 겪었고, 20세기에는 일본의 강대국화를 목도하면서 국망과 분단을 받아들여야 했던 우리에게 21세기 중국의 부상은 고민거리일 수밖에 없다. 하지만 명나라와 청나라, 청나라와 일본 사이에 이루어졌던 세력전이와 지금 미국과 중국 사이에 일어나고 있는 세력전이는 동일한 강대국 간 패권경쟁으로 바라봐야 하는가? 많은 이들이 지적하듯이 20세기의 핵무기의 발명은 현재 미국과 중국을 포함한 강대국 간 전면전이 일어날 가능성을 매우 낮게 만들었으며, 점점 급속도로 진행되는 세계화는 미국과 중국 사이의 경제적·문화적 상호의존을 눈에 띄게 심화시켰다. 이와 더불어 ‘냉전의 유산’(동맹네트워크)과 ‘지리적 조건’(영토분쟁)은 미국과 중국 사이에 일어나는 세력전이를 동아시아에서 일어났던 기존의 세력전이와 구분시켜준다. 냉전의 유산과 지리적 조건   먼저 동맹을 살펴보자. 42:1. 이것이 현재 미국과 중국이 각각 보유한 동맹네트워크의 현주소이다. [표1]에서 보듯이 냉전 기간 동안 자유주의 진영을 이끌었던 미국은 40여 개국과 방위조약을 체결한 반면, 중국은 단지 북한과 방위조약을 맺은 상태이다. 스티븐 월트(Stephen Walt) 하버드대 교수는 1985년에 발표한 논문에서 미국과 소련의 동맹 네트워크의 인구, 경제규모, 군인수, 국방비를 비교하면서 미국이 “상당한 이점”(considerable advantages)을 확보하고 있다고 결론 내렸다. 그렇다면 지금은 어떠한가? 20세기 소련보다 21세기 중국은 현저히 약한 동맹 네트워크를 보유하고 있다. 중국이 경제규모에서 미국을 추월했다고 하더라도 군사력과 소프트파워와 같은 다른 영역에서 뒤처져 있다는 것은 주지의 사실이다. 그렇게 뒤처진 분야 중 가장 두드러진게 바로 국가 간 네트워크라고 할 수 있다. 미중간 동맹전이(alliance transition)는 초기 단계에도 이르지 못한 것으로 판단된다. [표1] 미국과 중국의 동맹 (2007년 기준)     다음은 영토분쟁이다. 4:7. 해양국가인 미국과 대륙국가인 중국이 각각 영토분쟁을 겪고 있는 국가 수이다. 미국과 영토분쟁을 겪고 있지만 동시에 동맹국인 나라를 제외하면 1:7이며, 국경분쟁에 한정해서 말하면 0:3이다. ([표2] 참조) 흔히 영토분쟁은 확전과 재발 가능성이 높기 때문에 흔히 대규모 무력분쟁, 즉 전쟁의 전제조건으로 본다. 중국과 영토분쟁을 겪고 있는 대만, 필리핀. 일본이 미국의 동맹국인 것은 주목할 필요가 있다. 중국이 영토문제로 이들 국가와 갈등을 심화시킬수록 미국의 아시아 동맹 네트워크를 강화시켜주는 결과를 초래하기 때문이다. 이번 오바마 대통령의 아시아 순방국 4개국 중 한국을 제외한 3개국 - 일본, 말레이시아, 필리핀 - 이 중국과 영토분쟁을 겪고 있다는 사실은 우연이 아닐 것이다. 미국은 아시아를 포기할 의사가 없으며, 아시아 국가들은 중국에 국익을 침해당할 것을 우려하기 때문에 미국의 아시아 동맹 네트워크는 냉전의 종식에도 불구하고 생명력을 잃지 않고 있는 것이다.     [표2] 미국과 중국의 영토분쟁 (2011년 기준)   한국의 외교     그렇다면 우리는 무엇을 해야 하는가? 미국은 자국의 미래를 고민하고, 중국은 자국에 대한 견제가 불만스럽다. 미국은 금융위기 이후 본격적으로 동맹 네트워크를 가동하고자 하고, 중국은 강력해진 경제력을 이용하여 새로운 역내 질서를 만들고자 한다. 이러한 강대국간 힘겨루기 속에서 한국은 양국의 눈치를 봐야 하지만, 동시에 양국의 러브콜을 받을 수 있는 상황이다. 냉전의 유산인 미국과의 동맹을 튼실하게 유지하면서, 중국과 영토분쟁을 겪고 있지 않는 이웃이라는 이점을 충분히 활용할 수 있는 지혜가 필요하다. 안보는 미국, 경제는 중국에 의지하는 상황에 안주하는 것이 아니라, 미국 중심의 동맹 네트워크와 중국과의 양자 관계를 활용하여 통일과 평화, 자유와 번영을 달성하기 위한 적극적 실천 전략을 마련할 때이다. 친구의 고민과 이웃의 불만은 부담스럽다. 하지만 그것이 그들이 우리를 찾는 이유이다. 정성철(통일연구원).現 통일연구원 부연구위원. 미국 Rutgers University에서 정치학 박사학위를 받음. 연구분야는 국제정치와 외교정책이며, 주요 논문으로 “Foreign Targets and Diversionary Conflict," "Democratization and Alliance Commitment" 등이 있음.
  • China's Nuclear Umbrella for Ukraine: Implications for Northeast Asia

      Rarely mentioned in Western media, Ukraine has been under a Chinese nuclear umbrella since December last year. China offered a negative security guarantee to Ukraine back in 1994. Last December, in a joint-statement by Chinese President Xi Jinping and then Ukraine President Viktor Yanukovych, China upgraded her pledge by offering security guarantee for Ukraine if Ukraine came under nuclear attack or threat of nuclear attack.   Prior to Ukraine, China had never offered a nuclear umbrella. Not only unprecedented, China’s nuclear umbrella is also puzzling. Who would have thought that China was going to extend nuclear protection to an Eastern European country, sharing 2,295 kilometer-long border with Russia? If not against Russia, China’s “most important strategic partner,” who would China’s nuclear umbrella be against?   Some argue that China’s security guarantee can be explained by Ukraine’s importance as an economic and military technology partner. This view is not without merit. For instance, Ukraine sold China jet engines for Chinese J10 and J11 fighters she also sold China the former Soviet navy‘s aircraft carrier Varyag, which China converted into the Liaoning, China’s first aircraft carrier. Moreover, Ukraine’s large and highly profitable agricultural sector is certainly a huge attraction to a populous China.   One would be hard pressed to explain China’s decision in terms of economic cooperation or military technology transfer. A nuclear umbrella is too serious a commitment to be used as an instrument to promote economic or technological interests. If the goal is economic or technological, there are other instruments that are safer and more practical. It is therefore not unreasonable to assume that China’s nuclear umbrella for Ukraine is driven by more important but unstated motives. What would be then ulterior motives behind China’s decision?   If one looks at the U.S. nuclear umbrella for South Korea, they will find that it has been effective in deterring attacks from the North as well as in persuading the South to restrain her nuclear ambitions. Its effects have been two-fold: deterrence and non-proliferation. Could a nuclear umbrella be a new tool in China’s tool box for denuclearizing North Korea?   There are strong reasons why the answer may be yes. With the failure of past attempts to denuclearize North Korea (including the Six Party Talks), China has been looking for new ways to make her nuclear neighbor nuclear free. Her search has become all the more intense as North Korea now poses a nuclear threat potentially, to China herself. Since North Korea’s official rationale for her nuclear weapons is the need to deter United States’ nuclear attacks, China may have reasoned, if wishfully, that China’s larger and better nuclear arsenal would protect North Korea against external nuclear attacks just as well and could therefore persuade North Korea to denuclearize.   If this was the reasoning behind China’s decision, why did China first offer nuclear umbrella to Ukraine? It actually makes a lot of sense to apply the new tool to Ukraine before applying it to North Korea. Having returned Soviet-era nuclear weapons to Russia and joined the Non-Proliferation Treaty (NPT), Ukraine is a non-nuclear state in good standing. While China’s nuclear umbrella for Ukraine might be perceived as a surprise or even a mystery, it would be hard to criticize her decision, given the reputation of the Ukraine as a model non-nuclear state. As a test case, China might have thought that Ukraine was a safe choice. Once a good precedent was established, China would then be ready to extend its nuclear umbrella to the next country.   The unfolding crisis in Ukraine, however, has changed all that. There are now a lot of uncertainties that had not been foreseen at the time of the nuclear pledge. What would be the implications of the Ukraine crisis for China and North Korea?   For North Korea, the key implication of Ukraine crisis would be that nuclear umbrella does not protect territory or sovereignty. It is ultimately up to oneself to defend her vital interests. It is not only positive security guarantee that is ineffective. Russia’s negative security guarantee for Ukraine was also not upheld, even though  Russia did not technically violate Ukraine’s territory and sovereignty with nuclear weapons. This means among others that security guarantees to North Korea, be they positive or negative, need to be more binding and more credible than those offered to Ukraine by China and Russia. Otherwise, North Korea would not feel secure, let alone denuclearize. In order for security guarantees to be convincingly binding and credible, it would be necessary for them to be in the form of treaties as opposed to memorandums or statements. This requirement is not limited to a Russian or Chinese security guarantee. If the United States is to offer security guarantee to North Korea, its guarantee will need to be particularly binding and credible. Whether it is politically possible for the United States to offer such guarantee to North Korea is an important but separate question.   For China, the key lesson from the Ukraine crisis would be that nuclear umbrella does not work for a country in a political and economic crisis. Such a country needs life support rather than just an umbrella, figuratively speaking. The crisis in Ukraine might have made China re-prioritize “stability” and “denuclearization” as China’s objectives in North Korea it may also influence the future direction of its nuclear policy towards North Korea.   If we can generalize from China’s experience in Ukraine, denuclearization through nuclear umbrella requires the existence of a stable state, unified nation, and a healthy economy. Because these conditions were lost in Ukraine, China’s nuclear umbrella was made irrelevant almost as soon as it was pledged.   If domestic conditions are right, and if a nuclear umbrella is binding and credible, will China’s nuclear umbrella lead North Korea to abandon nuclear weapons?   Even in this best hypothetical case scenario, the answer critically depends on the true motivation behind North Korea’s nuclear decision.   If the real reason for North Korea’s nuclear decision is nuclear deterrence, China’s nuclear umbrella can reduce, if not completely remove, North Korea’s need for nuclear arsenal, contributing to denuclearization or at least nuclear disarmament.   If North Korea’s real motivation is not nuclear deterrence rather something else, China’s nuclear umbrella is not likely to lead to denuclearization however, a binding and credible guarantee may be. If nuclear deterrence is not the real motivation, one can argue that China’s nuclear umbrella was destined to fail as a tool to denuclearize North Korea from the beginning, regardless of what would happen in Ukraine.     들어가며 2014년 3월 31일, 일본의 수상관저(首相官邸)·외무성은 충격에 빠졌다. 남극해에서 일본이 실시하는 조사용 포경에 대해 호주가 국제법 위반이라고 국제사법재판소(ICJ)에 제소한 재판에서 일본이 전면적으로 패소했다. 일본정부 안에서는 일본에게 유리한 판결이 나올 것이라는 견해가 지배적이었고 상상도 못한 완패였다(『아사히 신문』2014년 4월 1일 자). 수가 요시히데 관방장관은 유감스럽고 깊게 실망했다는 담화를 발표했다. 이어 다음과 같이 부언(附言)했다. “일본은 국제법 질서와 법의 지배를 중시하는 국가로서 판결에 따르겠다.” 이것은 확실히 일본과 중국 간에서 나타나고 있는 심각한 대립인 센카쿠(중국명: 디아오유)문제를 의식한 발언이라고 할 수 있다. 2012년 9월, 노다 정권이 센카쿠 제도 가운데 3개 섬을 국유화하는 것을 각의 결정한 이후 일중관계는 아주 심각한 상황에 빠져 있다. 이러한 가운데 일중 양국은 서로 자국 입장이 얼마나 정당성을 가지고 있는지를 국제사회에 주장하기 위해 대외정보발신을 강화시키는 적극적인 공공외교를 추진하고 있다. 그것은 특히 제3국의 사람들의 마음을 얻음으로써 자국에 유리한 국세 여론을 형성하려고 하는 목적에서 이루어지고 있다. 일본의 경우, ‘힘이 아니라 국제법에 의한 지배’를 내세우고 국제사회에 대해 국제법을 바탕으로 센카쿠 문제를 해결한다는 것을 강력하게 주장하는 공공외교를 전개하고 있다. 따라서 이번 조사포경에 관한 ICJ판결을 무시한다면 ‘법의 지배’를 중시하는 일본 외교가 근간(根幹)에서 무너질 가능성이 있고 중국에 대해서 절호의 비판 재료를 제공하게 될 수도 있다. 수가 관방장관의 발언은 이러한 사태를 회피하기 위한 포석을 둔 것이었다. 그렇다면 도대체 ‘법의 지배’를 강하게 내세우는 일본의 공공외교는 어떻게 전개되어 있는가? 이러한 큰 문제를 생각하기 위한 전제로서 본고는 센카쿠 문제를 사례로 주목하여 공공외교에서 중요한 구성요소가 되어 있는 대외정보발신이 아베 정권에서 어떤 체제하에서 실시되고 있는지를 검토하고 그 특징과 과제에 관해서 논의하는 것을 목적으로 한다. 1. 센카쿠제도에 관한 정보발신전략 (1) 노다 정권에서의 대외정보발신의 특징 아베 정권하의 대외정보발신에 대해서 생각하기 전에 우선 노다 정권에서 센카쿠 제도를 둘러싼 대외정보발신이 가지고 있는 특징에 대해서 정리하고자 한다. 첫째 특징은 중국에 의한 선전 활동에 대항하기 위해서 종래의 일본정부의 방침을 전환하고 국제사회를 향한 정보발신을 강화하는 방침이 정해졌다는 것이다. 센카쿠 국유화 직후인 2012년 9월 20일, 겐바 코이치로 외무대신과 관계 부처 간부가 참석하여 수상관저에서 국제홍보연락회의를 개최했다. 일본정부로서 센카쿠 제도 및 다케시마(한국명: 독도) 영유권에 대한 홍보활동을 강화하는 방침이 세워졌다. 일본정부는 원래 “영유권 문제는 존재하지 않는다.”라는 입장에서 적극적인 대외정보발신을 억제해 왔다. 하지만 센카쿠 제도 영유권에 대한 주장을 강화하는 중국의 공격에 대항하기 위해서 적극적인 정보발신이 필요하다고 판단했다. 이러한 결정이 내려진 배경에는 일본정부와 야당/자민당, 언론, 민간 싱크탱크 안에서 일본의 대외정보발신 능력이 중국과 비교하여 약하다는 공유된 인식이 있었다. 둘째, 노다 정권기 대외정보발신은 외무성의 주도하에 이루어진 것이었다. 외무성은 센카쿠 국유화가 실시된 다음 달에는 웹사이트 ‘일중관계(센카쿠 제도를 둘러싼 정세)’를 개설했다. 또한, 외무성은 2013년도 예산으로 “센카쿠 제도를 포함한 영토 보전(保全)을 위한 정보 제공 및 조사 연구”에 6억엔(한화로 60억 원)을 요구하는 등 대외정보발신을 강화하려고 하는 자세를 뚜렷하게 보여주고 있었다(『요미우리 신문』2013년 5월 8일 자). 이러한 특징을 가진 노다 정권의 대외정보발신에서 아베 정권은 무엇을 이어받고 혹은 이어받지 않았는가. 아래에서 이 문제에 대해서 검토하고자 한다. (2)정보발신체제의 성립 2012년 12월에 실시된 중의원 선거에서 민주당은 참패하여 노다 내각은 퇴진했다. 이에 따라 아베 신조 자민당 총재가 총리로 취임하여 제2차 아베 정권이 시작되었다. 아베 정권은 출범 직후부터 영토 주권에 대하여 적극적인 자세를 나타내었다. 아베 총리는 영토 주권을 둘러싼 정세가 긴박해지고 있다는 인식에서 일본의 입장에 대한 정확한 이해를 국내외에 침투시키는 것이 시급한 과제라고 하여 역대 내각에서 처음으로 영토 담당 대신직을 만들었다. 야마모토 이치타가 대신에 임명되었다. 영토 담당 대신직 설치는 영토 주권을 둘러싼 국내외에 대한 정보발신을 강화하는 체제를 구축해야 한다는 아베 총리의 강한 이니셔티브가 반영된 것이었다. 외무성이 주도했던 민주당 정권 시대와는 달리 아베 정권은 관저 주도로 영토 주권에 관한 정보발신의 기능 강화를 추진했다. 2013년 2월, 내각 관방에 영토·주권대책 기획조정실(약칭: 영토실)이 개설되었다. 그것은 “일본은 제2차 세계대전 이후, 일관해서 국제법을 준수하고 평화국가로서 걸어가며 국제사회에 공헌해 온 것을 냉정하고 논리적으로 국내외에 발신하는 것이 필수불가결하다.”는 인식에서 개설된 것이었다. 영토실은 내각부 북방대책 본부, 외무성, 문부과학성, 방위성, 해상보안청이 긴밀하게 협력하고 국내외에 영토와 주권에 대한 사실과 일본의 입장에 관한 정확한 이해를 침투시키기 위해 기획 입안 및 통치 조정 등을 담당하는 부서로서 개설되었다(영토실 웹사이트). 영토실 개설에 대해서 한국은 강한 반발을 보였다. 한국 외교부 대변인은 "일본이 영토·주권대책 기획조정실을 설치, 발표한 것은 제국주의 침탈 역사를 아직도 반성하지 못하고 있음을 보여주는 매우 유감스러운 행동"이라며 "정부는 이에 강력히 항의하며 시대 역행적인 조치를 즉각 철회할 것을 요구한다."라는 성명을 발표했다. 한편 중국이나 대만, 북한에서는 강한 반발은 표면적으로는 보이지 않았으나 영토실 개설은 일본정부가 ‘여론전 (與論戰)’에 참전하는 것을 일본 국내외에 공식적으로 선언하는 것으로 간주되었다. (3) 정보발신의 방침 노다 정권에서의 센카쿠 국유화를 계기로 대외정보발신을 강화하는 움직임이 가속화된 것은 분명하다. 하지만 대외정보발신을 하나의 요소로 하는 공공외교 자체를 강화하려고 하는 움직임은 이미 센카쿠 국유화 이전부터 시작되었다. 2012년 8월, 공공외교를 수행하는 체제를 강화할 목적에서 외무성에 홍보문화외교전략과가 창설되었다. 그러나 영토 주권 문제를 전문적으로 수행하는 활동은 거의 보이지 않았다. 아베 정권하에서의 영토 주권 문제 담당 대신직 창설이나 영토실 개설은 이러한 부족한 활동을 보완하고 강화하는 목적에서 전략적으로 실시되었다. 2013년 4월, 영토실은 국제관계 및 국제법, 역사 전문가 등 10명으로 구성된 “영토·주권을 둘러싼 내외 발신에 관한 유식자 간담회”를 발족했다. “일본의 영토·주권을 둘러싼 상황에 관해 관련 국가의 주장 및 국제적인 인식에 입각해서 보다 더 효과적인 내외 발신을 추진하기 위한 학술적인 조사·연구의 과제와 국내 계발, 대외발신을 위한 방안을 정리 검토하는 것”을 목적으로 하고 있었다(영토실 웹 사이트). 제1차 회의에는 아베 총리가 참석하는 등 영토 주권에 관한 정보발신에 대한 총리 자신의 강한 의욕이 나타나고 있었다. 같은 해 7 월, 유식자 간담회는 최종 보고서 ‘전략적 발신 강화를 향해’를 발표하였다. 최종 보고서는 일본의 영토 주권을 둘러싼 내외 발신이 관계국들의 다양한 정보발신에 비해 느리다는 인식을 보인 후, 특히 국제여론에서 이해를 얻기 위해 제3국의 국민을 대상으로 한 정보발신의 전면적인 강화가 필요하다는 점이 지적되었다. 유식자 간담회가 제시한 내용은 ①제3국에서 공감을 얻을 수 있는 메시지의 발신과 내용물의 작성 ②중층적인 발신과 영어 발신 강화 ③국내 계발 강화 이며 ‘All Japan’ 체제로 ‘One Voice’(일관성 있는 말)로 정보발신을 실시하는 것이 중요하다고 지적하였다. 센카쿠 제도에 관한 정보는 다음과 같이 언급했다. ① 중국의 물리적인 힘의 행사에 의한 현상 변경은 허용되지 않는다는 점을 강조하며 동시에 일중관계를 전략적 호혜관계로 발전시키는 외교적 목표와 충분한 정합성을 고려해야 한다. ② 중국이 1971년에 처음으로 영유권을 주장한 사실을 대외적으로 호소하는 것이 효과적이며 정확한 사실 관계에 대해 중국어로 발신하는 것도 중요하다. 최종 보고서는 영토실이 향후 관계 부처와 협력해서 진행하려고 하는 정보발신에 있어서 중요한 방향성을 제시했다. 유식자 간담회의 최종 보고서를 받고, 영토실은 정보발신의 기본 방침을 수립했다. 2012년 11월, 야마모토 영토 담당 대신은 외교 정책 등과의 정합성을 확보하며 영토 주권을 둘러싼 내외 발신을 더 강력하게 수행하기 위한 ‘영토ㆍ주권을 둘러싼 내외 발신 강화를 향한 이니셔티브’ (약칭: ‘이니셔티브’)를 발표했다. ‘이니셔티브’에서는 ①영토 주권을 둘러싼 내외에 관한 종합 조정 회의 개최 ②‘영토ㆍ주권을 둘러싼 내외 발신에 관한 유식자 간담회’ 재개 ③경제계 등 각계와의 대화 ④독자적인 웹사이트 개설 ⑤해외 출장을 활용한 대외 발신이 표명되었다. 이것을 바탕으로 해서 관계 부처는 정보발신에 관한 구체적인 활동에 착수했다. ‘이니셔티브’는 유식자 간담회의 최종 보고서에서의 제언을 답습하여, 어떻게 제3국 사람들의 마음을 얻고 일본에 유리한 국제여론을 확립할 것인가 하는 점을 중시한 정보발신의 기본적인 전략을 제시했다. 2. 센카쿠제도에 관한 정보 발신 실천 현재 영토 주권에 관한 정보 발신은 외무성 등 관계 부처와 협력해 영토실의 주도 하에서 진행되고 있다. 아래에 영토실과 외무성이 실시하고 있는 정보발신 현황에 관해서 살펴보고자 한다. (1) 영토실 2014년 1월, 영토실은 독자적인 웹사이트의 운용 개시를 발표했다. 처음에는 일본어로 된 웹사이트밖에 없었지만 그 해 3월부터는 영어 버전이 공개되었다. 영토실에 의한 정보발신이 영어와 일어로만 실시되고 있는 것은 외무성이 다국어 웹 사이트를 운영하는 것과 큰 차이를 보여주고 있다. 영토실 웹사이트에서는 야마모토 대신의 메시지를 동영상으로 공개되어 있고 기타 센카쿠 제도, 북방영토, 다케시마에 관한 기초 정보 및 해설, 영토 주권에 대한 정부의 대처와 관련 링크가 소개되어 있다. 센카쿠 제도에 관해서는 지리적, 역사적인 관점에서 설명되어 있다. 설명에서는 특히 “샌프란시스코 평화 조약에서 센카쿠 제도가 명확하게 일본 영토로 취급되고 있는 것”과 “중국, 대만은 약 75년 동안 일본이 센카쿠 제도를 영유해 온 것에 대해서 일절 이의를 제기하지 않았고, 해저 자원 매장 가능성이 지적된 후 갑자기 영유권에 관해서 주장하기 시작했다”, “일본정부는 힘이 아니라 법의 지배를 바탕으로 하는 평화로운 바다를 지향하고 있다”고 강조한다. 2월 말부터 센카쿠 제도 주변 해역에서 중국 공선(公船)의 동향을 힘에 의한 현상 변경의 시도라고 인식하여 국제 여론에 호소하는 목적에서 관련 정보를 제공하는 외무성, 해상보안청의 웹사이트에 링크를 달기 시작했다. 영토실 웹사이트는 일반적으로 기초적인 정보의 발신에 한정되어 있다. 어디까지나 영토 주권에 관해서 깊게 알고 지식을 얻기 위한 포털 사이트로서 운영되어 있는 것이다. 그래서 더 알고 싶은 사람을 위해서는 외무성의 웹사이트가 소개되어 있다. 영토실은 웹사이트 이외의 다른 수단으로도 정보발신을 실시하고 있다. 2014년 1월, 야마모토 대신은 방문한 말레이시아, 베트남, 싱가포르에서 고위급 정부 관계자뿐만 아니라 현지 유식자와 언론 등과 회담하여 센카쿠제도에 대한 일본정부의 입장을 설명했다. 같은 달, 야마모토 대신은 워싱턴 DC에 있는 싱크탱크인 국제전략문제연구소(IISS)에서 개최된 강연회에서 일본정부의 입장을 설명했다. 또한 야마모토 대신은 해외 방문 시 현지 일본인들과의 간담회나 현지 언론 인터뷰 등의 기회를 통해 영토 주권에 대한 일본의 입장을 적극적으로 발신하고 있다. (2) 외무성 외무성 웹사이트는 영토실과 비교하면 훨씬 양과 질이 풍부하다. 외무성는 센카쿠 국유화 후인 2012년 10월에 웹사이트 ‘일중관계(센카쿠 제도를 둘러싼 정세)’를 개설한 이후 계속해서 내용을 충실화해 왔다. 2013년 10월, 다케시마 및 센카쿠 제도의 영유권을 주장하는 동영상(일본어 버전)을 외무성 웹사이트와 youtube에서 공개했다. 이에 대하여, 한국과 중국 정부는 삭제를 요구하며 강하게 반발했다. 이어 11월에는 중국어와 한국어 버전 등 9개국 언어로 동영상이 공개되었다. 중국 외교부 훙레이 부보도국장은 기자회견에서 “(동영상 공개는) 도발적인 행동이며 단호하게 반대한다.”라고 하며 ‘일체의 도발적인 언동’을 그만하도록 일본정부에 대해 강력하게 요구했다. 외무성은 중국의 반발이나 국제 여론을 의식해서인지 2014년 3월에 들어 중국은 일본에게 중요한 동반자라는 것을 강조하는 동양상 ‘일중관계의 현재 ~ 전략적 호혜관계의 발전을 지향하여’를 공개했다. 현재 외무성 웹 사이트에서는 센카쿠 제도에 대한 자세한 정보를 시청각 자료를 많이 사용하면서 일어, 한국어, 중국어, 영어뿐만 아니라 아랍어, 프랑스어, 독일어, 러시아어, 포르투갈어로 제공되고 있다. 그 내용은 최종 보고서와 그것을 답습한 ‘이니셔티브’를 바탕으로 하여 구성되어 있다. 2014년 1월 이후 유럽을 무대로 하여 중국대사에 의한 자국의 입장을 설명하는 시도가 활발하게 진행되고 있다. 외무성은 일본대사에 의한 반론이나 의견 표명이라는 정보 발신을 적극적으로 실시함으로써 이러한 중국의 시도에 적극적으로 대응하려고 하고 있다. 나가며 일중 간에서 발발하는 여론전은 웹사이트와 같은 사이버 공간뿐만 아니라 유럽을 주요 무대로 한 현실 정치의 공간에서도 격렬하게 전개되고 있다. 마지막으로 이러한 여론전에서 아베 정권에 의한 정보발신에 내포된 특징과 과제에 관해서 제시하려고 한다. 첫 번째 특징은 아베 정권에 의한 정보 발신의 강화는 노다 정권으로부터 이어받은 정책 목표라고 할 수 있으나 그 실시체제는 외무성이 아니라 관저가 주도하고 있다는 점이다. 두 번째, 자국에 유리한 국제 여론을 창출하기 위해 제3국의 사람들에게 호소하는 정책 목표가 보다 명확하게 설정된 것이다. 세 번째, 중국에 의한 정보발신 공세에 대해 일본정부가 직접적으로 반론이나 의견 표명을 하는 시도가 증가되고 있는 점이다. 아베 정권하에서의 정보발신은 관저가 주도하여 타 관계 부처와 연계하며 관민 일체로 추진하는 것을 정책 목표로 세우고 있다. 하지만 이러한 체제에서 발신되는 정보는 자주 ‘원 보이스’를 의식해서 실시된 나머지 상대방에게는 언제나 유사한 내용으로 보이거나 상대에게 충분히 전달되지 않으며 결과적으로 정보 발신력을 저하시킬 위험성을 안고 있다. 이러한 위험성을 회피하고 정보발신 능력을 강화하기 위해서는 어떻게 발신되는 정보에 다양성을 담보할 수 있는 체제가 구축 가능한지에 달려 있을 것이다. 이것은 일본 뿐만 아니라 중국, 그리고 한국의 공공외교에도 공통되는 중요한 과제가 아닌가 생각한다. 現 제주평화연구원 객원 연구위원, 경희대학교 International Scholar, 동경대학 현대한국연구센터 객원연구원. 연구분야는 동아시아 국제정치사와 한반도 지역연구. 일본 히토쓰바시대학에서 사회학으로 학사, 석사, 박사학위를 취득.
