  • 한반도 비핵화과정에 따른 평화체제의 가능조건과 전망

      시작: 신뢰 만들기 6.12 북미정상회담에서 미국은 북한에 체제보장을 제공하기로 약속했고, 북한은 한반도의 완전한 비핵화를 약속했다. 북미정상회담의 합의사항이 순조롭게 진행될 것이라는 기대는 지난 7월 마이크 폼페이오 미국 국무장관의 방북 이후 양국 사이의 입장 차가 나타나면서 전망이 어두워지기 시작했다. 폼페이오 국무장관은 방북 성과에 대해 생산적이라고 평가하면서도 동시에 “북한이 비핵화 일정표도 안 내놨다”고 주장했고, 북한 역시 “일방적이고 강도같은 비핵화 요구만 하고 갔다”라고 비난했기 때문이다. 그리고 8월 초 존 볼턴 미국 백악관 국가안보보좌관은 방송을 통해 북한이 실질적 비핵화 조치를 취하지 않는다고 비난했다. 하지만 북한은 풍계리 핵실험장 폐기, 동창리 서해위성발사장 해체, 한국전쟁 미군 전사자 유해 55구 송환 등 나름의 조치를 취했다고 주장했다. 이러한 양측 간의 입장 차이는 한반도 평화체제 구축 과정에서 지속적으로 나타날 것으로 예상된다. 이는 상호불신이 신뢰로 이어지지 못하고 있는 역사적, 구조적 문제가 존재하기 때문이다. 1953년 정전협정 이후 약 65년여간 남북은 물론 북미 역시 상호 불신하고 적대시하며 지내왔다. 특히 푸에블로호 납치사건, 미루나무 도끼사건 등 북미 양측의 불신을 증가시키는 사건이 발생하기도 했다. 2018년 6월 북미정상회담이라는 역사적 사건이 발생하면서 지난 반세기 이상 진행된 과거의 불신이 사라질 것이라는 기대가 존재했다. 하지만 합의사항을 이행하고 실천하는 과정에서 지난 반세기 이상 지속된 불신으로 인해 양국 간 신뢰는 쉽게 형성되기 어려울 것으로 보인다. 신뢰는 하루아침에 형성되는 것이 아니라 탑 쌓기와 같이 차근차근 조심히 만들어가야 하는 과정이기 때문이다. 리용호 북한 외무상은 지난 8월 4일 아세안지역안보포럼(ARF) 연설에서 북미 간 신뢰는 하루아침에 쌓아지는 감정이 아니며 충분한 신뢰조성을 위해서는 반드시 쌍방의 동시적인 행동이 필수적이며 할 수 있는 것부터 하나씩 순차적으로 해나가는 단계적 방식으로 비핵화문제를 해결해 나가자고 했다. 즉 신뢰조성을 통해 북미정상회담에서 합의한 모든 조항들을 균형적, 동시적, 단계적으로 이행해나가는 새로운 방식만이 평화체제를 구축하는 데 성공할 수 있는 유일하고 현실적인 방안이라 주장했다. 한반도 평화체제의 가능조건 중 핵심은 신뢰형성이라 강조했다. 합의사항의 이행은 신뢰형성의 시작이라는 것이다. 사례: 예비적 기초협정의 과정 평화협정이 체결된다고 해서 곧바로 신뢰가 형성되고 평화체제가 구축되는 것은 아니다. 그리고 하나의 평화협정으로 평화체제가 구축되는 것도 아니다. 다수의 협정들이 체결될 수 있다. 일반적으로 분쟁을 해결하기 위해 논의하는 시작단계에서 당사자 간 상호 신뢰를 형성하고 의제를 공유하기 위해 예비적 기초협정이 체결된다. 북아일랜드의 평화협정인 ‘성 금요일 협정’이 체결되기 전에도 수차례의 예비적 기초협정이 체결됐다. 보스니아의 평화협정인 ‘데이턴 협정’이 체결되기 전에도 마찬가지였다. ‘성 금요일 협정’과 ‘데이턴 협정’이 실질적이고 기본적인 성격을 지닌 평화협정이었다면, 이에 앞서 상호신뢰 구축과 의제 공유를 위한 다수의 예비적이고 기초적 성격의 협정이 체결될 수 있다는 것이다. 평화협정의 체결로 평화가 달성되는 것은 아니라는 역사적 사례는 이스라엘·팔레스타인, 수단, 콜롬비아 등 다양한 분쟁사례에서 평화협정 체결과정을 보면 알 수 있다, 해당 사례에서 보면 평화협정 내용에 대한 입장 차이와 협정을 반대하는 세력들의 반발로 인해 그 합의사항이 제대로 지켜지지 못했고, 이 과정에서 여러 다양한 내용의 평화협정이 체결되는 과정이 나타났다. 결국 평화협정은 어느 하나의 평화협정 체결로 완성되는 것이 아니라 이해관계가 있는 각 당사자 간 여러 협정이 체결되는 과정이 거듭 진행됐다. 평화협정이 체결됐다고 하더라도 이를 보완하고 이행하기 위한 후속 합의들이 보장받을 수 있는 또 다른 제도적 장치가 필요하며, 이 과정에서 끊임없는 의견 조율과정과 합의사항의 이행노력이 필요하다는 점이 신뢰를 형성하기 위한 과정이라는 점을 알 수 있다. 평화협정의 체결을 결과가 아닌 과정적 관점에서 바라봐야 하는 이유이기도 하다. 따라서 ‘과정으로서의 평화체제’를 보면 단순히 전쟁의 법적 종결에 국한되는 것이 아니라 내적, 외적 차원의 여러 긴장요인들을 포괄적으로 해결하면서, 평화를 제도화하고 정착시켜 나가는 장기적 과정을 의미한다. 즉 단순히 하나의 협정이 아니라 장기적 관점에서 다수의 예비적 기초협정을 통한 신뢰가 형성되는 과정을 통해 평화체제가 구축될 수 있다는 입장이다. 전망 : 비관과 낙관 사이에서 2018년 4월 27일 판문점 선언에서 비핵화와 평화체제의 관계를 제시했다. 남북 정상은 남과 북은 항구적이며 공고한 평화체제 구축을 위하여 적극 협력해 나가고, 완전한 비핵화를 통해 핵 없는 한반도를 실현한다는 공동의 목표를 확인했다. 종전선언과 평화협정이라는 ‘정치적·법적인 평화’와 남북 간 불가침 및 군사적 신뢰구축 조치를 통한 ‘사실상의 평화’를 만들어 가기로 합의했다. 그리고 6월 12일 북미 정상회담 합의문에서도 북미 관계정상화 추진, 한반도 평화체제 구축, 한반도의 완전한 비핵화의 순서로 합의했다. 순서상으로 보면 북미 관계정상화와 한반도 평화체제 구축을 위한 노력이 한반도 비핵화에 영항을 미치는 구조로 되어있다. 평화체제의 속도가 비핵화를 완성하는 속도에 영향을 끼치는 구조로 합의한 것이다. 결국 한반도 평화체제는 남북관계의 진전, 정전체제의 극복, 관계정상화, 한반도 비핵화의 실현으로 가능하다. 이러한 요소들이 종합적으로 진행될 때 평화체제가 구축될 수 있다. 그리고 적극적 평화체제를 구축하기 위해서는 평화협정이라는 규범, 원칙, 규칙, 절차 등의 제도적 집합뿐만 아니라, 신뢰와 인식의 변화를 통한 상호관계의 실질적 변화를 포괄하는 개념으로 인식해야 할 필요도 있다. 신뢰형성을 두고 비록 뜬구름 잡는 일이라 비난할지라도 신뢰가 형성되지 않으면 아무것도 진전되지 않는다. 모든 일의 시작과 끝에는 신뢰가 있다. 종전선언도 평화협정도 궁극적인 평화체제 구축도 신뢰가 핵심이다. 비핵화의 검증(verification)도 신뢰의 문제이다. 아직도 한반도에서는 불신이 너무 많다. 불신으로 시작하면 과정에서도 불신, 결과에서도 불신으로 평화체제의 구축은 요원할 수 있다. 반세기 이상 불신으로 가득했던 한반도에서 지금부터 제대로 된 신뢰가 형성된다면 평화체제를 위한 발걸음은 오늘부터 시작될 수 있다.   現 고려대학교 일민국제관계연구원 연구교수. 한국외국어대학교 정치외교학과 졸업 후 같은 학교에서 정치학 석박사 취득. 남북한 관계, 한반도 평화와 통일이 주요 관심분야이며, “평화협정의 유형에 따른 한반도 평화체제의 경로”, “북아일랜드의 평화구축 과정: 평화협정을 중심으로”, 한반도 통일기반 조성을 위한 대북지원 방향: 국가와 국제기구의 역할 비교 분석” 등의 주요연구가 있음.
  • EU-ASIA INTERREGIONAL COOPERATION: NEW AGE DAWNING

      Political rhetoric about interregionalism often presupposes that international organisations like the European Union (EU) and ASEAN are natural and like-minded partners. Of course, this overly simplistic interpretation must not eclipse the fundamental differences that characterise both patterns of regional integration. But recent geopolitical and –economic dynamics are breaking new ground for interregional cooperation between the EU and Asia. The EU actively promotes deep institutionalisation through robust governance structures and complex legal frameworks. Brexit has raised the question whether the European integration process has gone too far. Answering affirmatively, the populist and nativist leaders of the Visegrad Four countries, Austria, and Italy favour a more intergovernmental union, one with less supranational oversight. Conversely, liberal democrats would point to the fact that there has been no domino effect of other member states wishing to check out of the EU. This, they argue, is not just the result of the cost of Brexit, which is apparent to all except the government of Theresa May, who still speaks of a ‘Brexit dividend’ in terms of EU membership fees that would be better spent on the National Health Service. Indeed, if the proliferation of initiatives in the area of European security and defence is anything to go by, then one would be inclined to rather speak about an ‘integration dividend’ among the remaining 27 member states. European integration has not gone in reverse but its future may develop along more differentiated lines. This observation not only pertains to the EU’s internal policies and law. As the political map of Europe changes as a result of Brexit, the codification of autocracy in Turkey (which dampens its EU accession prospect) and blurring socio-economic boundaries between the Western Balkans and Eastern Partnership states, the EU will get less hung up by its existing external policy frameworks. Instead, it will work to tighten the fabric of socio-economic cooperation and regulatory alignment across Eurasia. For its part, ASEAN is concerned with loose and non-constraining community-building. The over-emphasis on national representation, underpinned by the sacrosanct principles of respect of national sovereignty, non-interference and equality inter pares, has blurred the boundaries between the cyclical stages of the policy process, as the exercise of the prerogatives of policy-shaping and -making takes place within the confines of a small and privileged circle of politicians. The persistence of the ASEAN Way as the Association’s modus operandi expands far beyond its borders and the realm of political integration. In the 1990s, the relative absence of major threats in the neighbourhood prompted ASEAN to take the lead on the creation of new patterns and frameworks of cooperation. The externalisation of the ASEAN Way has facilitated the creation of a regional framework of forums, dialogues (with, inter alia, Australia, Canada, China, the EU, India, Japan, Korea, New Zealand, Russia, and the US) and accepted diplomatic norms and practices. ASEAN’s first initiative towards greater regional stability materialised in the creation of a Zone of Peace, Freedom and Neutrality in 1994, rapidly followed by a Southeast Asian Nuclear-Weapon-Free-Zone, the first working session of the Asian Regional Forum (ARF) in 1995, and the more recent ASEAN Defence Ministers Meeting-Plus (incl. Australia, China, India, Japan, Korea, New Zealand, Russia, and the US), the Expanded ASEAN Maritime Forum and the East Asia Summit, to mention a few. Desirous of improving economic relations between the EU and East Asia as a whole, ASEAN launched the first Asia-Europe Meeting (ASEM) in 1996 along with the China, Japan and Korea. ASEM was set up as an informal dialogue based on intergovernmentalism. Korea hosted the ASEM meeting in 2000 chaired by Nobel Peace Prize laureate Kim Dae Jung. Unfortunately, the violations of the 2002 Declaration on the Conduct of Parties in the South China Sea have illustrated the weakness of pragmatic and interest-based frameworks like ASEM and ASEAN in providing more than just partial solutions to the vast array of security issues in the region. But the rising importance of non-traditional security issues (combating trafficking in illegal drugs, people smuggling including trafficking in women and children, sea piracy, terrorism, arms smuggling, money laundering, international economic crime and cybercrime) and their cross-border character have made it increasingly difficult for countries to maintain a strict separation between domestic affairs and regional problems, thereby opening the path to second-generation regionalism, complementing the role of the United Nations. Stretching the mandate of fora like ASEM and ASEAN to encompass new governance responsibilities shows the willingness to redefine regional priorities and to pay more attention to new issues such as human development and security, without abandoning the principle of non-interference. Acknowledging the fundamental political, socio-economic and cultural differences between the EU and Asian countries, interregional cooperation does make a lot of sense when considering recent geopolitical and –economic developments. Partially as a result of the assault of Putin’s Russia, Brexit and Trump’s US on global governance systems, the EU is slowly warming up to China’s Belt and Road Initiative while doubling down on new non-tariff trade agreements, both of an interregional kind (the EU-CARIFORUM and EU-Central America agreements have recently entered into force) and a bilateral character: after signing deep and comprehensive free trade agreements with Korea, Canada and Japan, the EU has recently turned to Australia and New Zealand. This convergence with other dynamics across Asia and the Pacific might lead one to even consider including the EU in the Trans-Pacific Partnership (TPP). Arguably, a TPP-11 would no longer be exclusively ‘Pacific’ in the geographical sense but emphasising the peaceful nature of the initiative, one could add the largest single market of the world while maintaining the name of this interregional collaborative effort at modernising trade rules for the world in the absence of an increasingly protectionist US.   • 与北韩的外交之道: 只关注无核化非良策

      上个月,美国与北韩的外交新阶段在平壤艰难开启。在与美国国务卿迈克•蓬佩奥(Mike Pompeo)进行一系列会谈后,北韩外交部批评美国“要求北韩无核化的单边流氓行径”。蓬佩奥则坚持认为会议“很有成效”。会谈再次表明只关注无核化会且仍会以失败告终,就这一意义而言,蓬佩奥没有错。一味的执着于终止核计划将会延迟对于其他重要问题的探讨。由于解决关键问题的压力越来越大,整个外交进程可能停滞乃至失败,从而再次引发危机。相比之下,开展更大范围内的外交进程实际上更有助于推动无核化以及其他方面问题的改善。 下一阶段 近日来,北韩持续进行核试验和导弹试验,造成了极大的危机。现在有迹象表明,大约在2017年底2018年初的时候,北韩政府曾决定要暂停核试验项目,转而重点关注国家和经济改革。虽然外界对此大肆评论,但对平壤何时及为何做出这一决定却不得而知。 韩国外交和南北韩首脑会晤固然重要,但很难得知,是否有必要为中止北韩核试验而进行美国与北韩之间的首脑会晤并作出相关让步。虽然危机暂时缓解,但下阶段制定什么样的外交策略则显得尤为关键。 下阶段的外交策略应假定北韩政府本身不确定下一步采取什么措施。正如刚刚在平壤结束的首脑会晤所示,不应假定将会迅速实现北韩无核化。 下一阶段的关键目标是在明年前后,即2018-2019年,保持外交的发展势头,以便为北韩领导人做出促进发展的艰难决策创造环境。另一目标是使北韩恢复核试验和/或导弹试验的难度增加,同时如果北韩打破真正的和平进程,要寻求支持对北韩展开行动。 如果不发生战争,即使采取任何必要措施,也不可能迫使北韩尽快停止现有的核导计划。美国已表示愿意暂时忍耐现阶段的北韩核计划,但不接受北韩核计划进一步发展。此外,美国与伊朗和中国的对抗正在升级,强制北韩停止核计划看起来并不明智。并且有必要记住,伊朗和北韩有时会合作。而在军事上使伊朗和北韩更亲密不符合美国的利益。 因此,回到制定有推动作用的外交策略所面临的挑战。实现这些目标的最佳途径是在2018年开启目标远大、范围更广的和平进程,并在2019年进行推进。 为什么范围更广,进程更佳 现在,南北韩外交的默认模式是三角式的。三角形的一边是美国与北韩以无核化为重心的双边外交,另一边是韩国与北韩围绕未定义的和平机制展开的双边外交。三角形的底部是对美国和韩国同北韩的外交能互相配合的希冀。不幸的是,这样的模式似乎不可能奏效。其限制因素很主要是美国对于无核化的推动,这也是过去造成失败的常见原因。 无核化外交有三项劣势。一,完成北韩无核化这一艰难而危险的任务需要大量努力,这就要求将推动无核化的进程分为不同阶段和步骤,每个阶段和步骤都需要时间。为规划无核化的合作进程,近期更精心的努力是,制定出未来十年合作推动无核化的规划,其中列出美韩所需要提供的大量支持,去进行亟需的实地工作。这一规划也意味着在更大范围内缓解紧张局势的尝试。 分阶段弃核的策略总以失败而告终。北韩提出放弃一些它本身并不真正需要的或者欺骗性的东西,以交换实际价值非常有限的短期好处。通常,双方最终都感到不满,局势甚至进一步恶化。同时,北韩核导计划背后的真正动机未得到实际解决。 二,无核化进程必须将美国和北韩放在外交的中心位置。北韩通常倾向于将美国视为在核问题上对话的同辈,而视韩国为美国的傀儡。因此,以无核化为重心的外交使平壤加重了这一印象,且往往边缘化了韩国和韩国人民。 三,由于这一外交模式将核导问题和专家放在首位及中心地位,这往往脱离南北韩现实,因此没有实际的政治价值。在谈判中提出的晦涩的技术问题越来越偏离核心的政治问题,并且难以被政治领导人或大众理解。 基于这些原因,更广阔范围内的和平进程比单纯的无核化进程更有前景。最有可能对韩半岛奏效的进程应相当于多车道公路,而非单行收费路段。无核化固然重要,但也应该为各方畅所欲言讨论各项问题提供机会。例如,在结束冷战的外交中,没有忘却战略性核问题(以战略武器削减谈判的形式)。只不过除了核问题,双方还就其他关系到欧洲未来的、更为根本的问题展开谈判。 六条路线提案 推动更大范围内的和平可以首先发布声明,或许可在2018年底就是否宣布结束在韩半岛的敌对状态且开始建设长久和平进行谈判。为此,声明应规划出远大的和平进程并在2019年按照六条路线开启。六条看起来很多,但可以回想冷战结束前的外交,美国是十几条路线同时谈判。 第一条路线应该阐明南北韩关系的本质和未来。最近的南北韩首脑会晤宣言设想了正式结束韩国战争,但很难达成令人满意的声明。如果战争结束,规定非军事区和军事分界线(“三八线”)的1953年《停战协定》是否就此失效? 南北韩边界要么是永久的,要么是临时的。基于欧洲的先例,一种可能是三八线将成为不可侵犯的南北韩边界,仅接受相关方认可的和平调整。南北韩也会就未来成立联盟乃至统一讨论各自观点。这条路线属于“二加二”。南北韩达成一致后,应得到1953年停战协定签署国美国和中国的认可。 第二条路线应重点关注经济措施,尤其是制裁。更广阔范围内的和平进程能够提供更多方式,使各方能够全面估测已有进展,再决定是否以及何时向联合国安理会申请放松制裁。现在北韩政府似乎正在诸多改革的设想中进行考量——从类似中国八十年代逐渐开放到越南结合经济开放和政治压制的模式,再到合并韩国的工业园区。如果北韩制定出逐步发展的规划并采取试点措施,那么美国及其同盟国才会考虑分段给予具体放松制裁,而非全面放松。这条路线是“二+联合国安理会”,因为放松制裁可能需要新的联合国安理会决议。 第三路线应针对核安全,包括相对熟悉且至关重要的远程弹道导弹问题。这一进程至少涉及美国和北韩。但也有很好的理由让韩国参与进来,因为韩国的协助和专家意见对切实落实任何协议都很关键。 第四条路线致力于总体安全。指的是半岛常规武装力量的规模和部署,包括短距弹道导弹系统和其他火炮。可以从1990年签订的《欧洲常规武装力量条约》吸取进行谈判的经验,该条约是解除世界最大常规军事对抗的成功先例。 这条路线也涵盖化学和生物武器问题。现有能提供谈判指导的机构和制度,包括《化学武器公约》和《生物武器公约》以及禁止化学武器组织。 北韩或许希望在这些会谈中提到美国在半岛的驻军。美国和韩国不用担心这一点,它们也可以从自己的角度提出问题。在决定未来的军事安排时,美国应该最终尊重韩国的意见。为帮助韩国实现民主,韩国人民和美国人民曾多年并肩作战。最后,美国应尊重民主的选择。冷战结束时,德国境内的外国驻军问题被提出来,当时美国的态度是德国人自行解决。 第五条路线应重点关注人道主义和文化问题。在建立新的南北韩关系时,韩国人民或将讨论人权和北韩同胞待遇的问题。这也是广大国际社会所关注的,包括被绑架到北韩的日本公民将何去何从的问题。 最后一条路线应关注区域性安全问题。邻国,特别是中国、日本和俄罗斯,对韩半岛的未来非常关注,这点可以理解。应为其展开讨论提供渠道。这正是创立六方会谈的初衷之一,六方即以上三国加上美国、南北韩两国。 一旦其他路线取得充分进展,就可以通过该路线开展问题讨论。2018年6月,在笔者和韩国教授兼总统顾问文正仁在韩国出席的有关和平谈判的公众对话论坛上,中国外交官宁赋魁指出,六方会谈的进程可以“向后”推迟。他说得对。 和平进程的政治潜力 2018年,美国及其同盟国应立即投入到对远大的和平进程的建设中,以保持现有势头,防止重新出现危机。直到2019年以后,该进程的成果才能显现。 更广阔范围内的外交不假定各方做好进行大变革的准备,而是设想各方有诚意准备考虑变革。外交的任务是为韩半岛人民实现转变创造多种机会。这一构想将韩半岛人民作为行动的中心,同时以恰当的方式让美国及其他关键国家参与进来。 更广阔范围内的和平进程将涵盖一些与普通民众联系密切,以及他们能够理解的问题。北韩一直以来都要求进行并且在原则上接受此种协商。和平进程可能改善整个韩半岛的政治环境。没有人能够很自信的预测这些问题将如何解决。但是应该尝试提供新政治能量和可能性的方法。 *本文最初发表于《外交事务》杂志。(https://www.foreignaffairs.com/articles/north-korea/2018-07-09/how-diplomacy-north-korea-can-work?cid=int-fls&pgtype=hpg) 更早的版本出现在2018年6月27日举办的为和平与繁荣的济州论坛。 PHILIP ZELIKOW is the White Burkett Miller Professor of History at the University of Virginia.       지난 달, 평양에서 북미 외교의 다음 국면이 순조롭지 못하게 시작되었다. 마이크 폼페이오 미국무장관과 일련의 회담을 마친 뒤, 북한 외무성은 워싱턴의 “일방적이고 강도와 같은 비핵화 요구”를 비난했다. 폼페이오 장관은 대화가 "생산적"이었다고 주장한다. 너무 편협하게 비핵화에 초점을 맞추면 지금까지도 그리고 앞으로도 계속해서 왜 실패가 불가피한지 이 회담이 다시 한번 잘 보여주었다는 점에서, 폼페이오의 말대로 이 회담은 “생산적”이었다. 핵프로그램을 끝내는 것에만 몰두하는 것은 다른 모든 중요한 문제들을 뒷전에 놓이게 만들 것이다. 핵문제를 해결하라는 압력이 가중되면, 외교적 프로세스 전반이 지연되거나 실패하여, 다시 한번 위기를 맞게 될 수도 있다. 반대로, 보다 폭넓은 프로세스는 다른 다양한 문제들뿐만 아니라, 비핵화의 진전을 용이하게 하는데 더 많은 도움이 될 것이다. 다음 단계 북한의 계속된 핵과 미사일 실험으로 야기된 최근의 위기는 매우 위험했다. 2017년 말과 2018년 초반 무렵에 북한은 핵과 미사일 실험 프로그램을 중단하고, 대신 국가 및 경제개혁에 집중하는 획기적 변화를 결정한 것으로 보인다. 수많은 논평이 쏟아졌지만, 외부인들은 북한이 언제 그리고 왜 이런 결정을 내렸는지에 대한 증거를 거의 가지고 있지 않다. 한국의 외교와 남북한 정상회담은 분명히 중요했지만, 북-미 정상회담 및 이와 관련된 양보들이 북한의 실험 중단에 필요했었는지 알기 어렵다. 그러나 위기가 일시적으로 해소되면서, 지금 중요한 것은 다음 단계를 위한 외교 전략을 세우는 것이다. 이 전략은, 다음에 무슨 일이 일어날지에 대해 북한 스스로도 불확실하게 느끼고 있다는 것을 전제해야 한다. 그리고 방금 평양에서 끝난 회담이 보여준 것처럼, 이 전략은 북한의 비핵화가 신속하게 이루어지거나 그럴 가능성이 있다고 가정하면 안 된다. 다음 단계를 위한 핵심 목표는, 북한 지도자들이 자신들이 추구하는 발전과 수반되는 어려운 선택들을 할 수 있는 환경을 만들어주기 위하여, 2018년에서 내년 2019년에 걸쳐 외교적인 모멘텀을 유지하는 것이다. 또 다른 목표는, 만약 북한이 평화 프로세스를 파탄시킨다면 그에 대응하는 행동을 취할 수 있게 지지를 쌓아가는 동시에, 북한이 핵 및 미사일 실험을 재개하는 것을 더욱 어렵게 만드는 것이다. 전쟁 외에는 어떤 수단을 쓰더라도 기존의 북한 핵•미사일 프로그램을 신속하게 강제 철폐시키는 것이 불가능할 것이다. 미국은, 더 이상 진행되면 안되지만 지금까지 진행된 수준까지의 북한 핵미사일 프로그램은 일시적으로 용인할 의사가 있음을 이미 보여 주었다. 또한, 미국이 이란과 중국과의 대치를 심화시키고 있는 시점에서, 북핵의 강압적 철폐라는 목표는 현명하게 보이지 않는다. 그리고 이란과 북한이 때때로 협력했다는 것을 기억하는 것이 도움이 된다. 그들을 지금, 보다 친밀한 군사적 관계로 몰아가는 것은 미국의 이익이 아니다. 적어도 약간의 진전이라도 지속시킬 수 있는 외교전략을 구상하는 문제로 돌아가서, 이들 목표를 실현하기 위한 최선의 방법은 2018년에 야심만만하고 폭넓은 평화 프로세스를 구축하고, 2019년에 실행하는 것이다. 왜 폭넓을수록 좋은가 현재 한국 외교의 기본 방식은 삼각형이다. 삼각형의 한 변에는 주로 비핵화와 관련된 미국과 북한의 양자 간 작업이 있다. 다른 한 변에는, 아직 정의되지 않은 평화체제와 관련하여 남한과 북한의 양자 간 작업이 있다. 이 삼각형의 밑변은 한국과 미국이 그들의 진전을 조정할 수 있다는 희망일 것이다. 안타깝게도 이 설정은 작동하지 않을 것 같다. 이를 제한하는 요인은 비핵화에 대해 미국이 이룬 진전일 것으로 보이는데, 이는 과거에도 늘 실패를 초래한 바로 그 원인이었다. 비핵화에 초점을 맞춘 외교에는 세 가지 근본적인 취약점이 있다. 첫째, 북한 비핵화는 어렵고 위험한 작업인 만큼 비핵화로 가는 과정은 항상 여러 단계와 조치들로 나누어서 추진되게 되는데, 이들 단계와 조치들이 각각 시간을 잡아먹는다. 협력적 비핵화 프로세스를 실현하기 위해서 최근에 신중하게 작성된 한 계획에 따르면, 한국과 미국이 10년 동안 현장에서 필요한 작업에 대해 대폭적인 지원을 하는 것이 필요하다. 이러한 계획도 그 시작을 위해서 광범위한 긴장완화를 시사하고 있다. 단계적 비핵화는 반복해서 시도되어 왔으며, 항상 실패했다. 북한은 가치가 있기에는 지나치게 제한적인 단기적 이익을 받는 대가로, 자신에게 실제로 필요하지 않은 것을 포기하거나 기만적으로 행동한다. 양측 모두 불만족스럽게 끝이 나고, 상황은 훨씬 더 악화된다. 한편, 북한이 핵•탄도 미사일 프로그램을 추진하게 된 진정한 동기에 대한 문제는 해결되지 않는다. 둘째, 비핵화 노선은 어쩔 수 없이 미국과 북한을 외교의 중심에 두게 된다. 북한은 보통 미국을 핵 문제에 대한 동등한 상대로 대응하기를 선호하고, 한국은 미국의 꼭두각시 국가로 취급해 왔다. 따라서 핵에 초점을 둔 외교는 북한이 선호하는 이미지를 강화하고, 한국과 한국국민을 주변화시키는 경향이 있다. 셋째, 이러한 외교 방식은 핵•미사일 문제와 전문가들을 가장 중요한 위치에 두기 때문에, 한국 현실과 동떨어지는 경향이 생기고 따라서 정치적으로 활력이 없게 된다. 협상이 진행되면서 제기되는 난해한 기술적 쟁점들은 핵심적인 정치문제에서 점점 더 멀어지고, 정치 지도자들이나 대중은 이를 잘 이해하지 못하게 된다. 이러한 모든 이유들로 인해, 폭넓은 평화 프로세스를 계획하는 것이 비핵화에 초점을 맞춘 것보다 더욱 유망하다. 한반도에서 가장 잘 작동할 것 같은 프로세스는 일차선 유료도로가 아니라 다차선 고속도로라고 여겨져야 한다. 비핵화도 물론 중요하지만 그들이 제기하고 싶어 하는 이슈가 무엇이든 간에 모든 당사자들이 원하는 이슈들에 대해 논의할 기회가 있어야 한다. 예를 들어 냉전을 종식시킨 외교에 있어서, 전략적 핵 문제들은 (START회담의 형태로) 잊혀지지 않았다. 전략핵협상들은 유럽의 미래에 대한 보다 근본적인 문제들을 다루고 있는 다른 협상들과 병행하여 진행되었다. 6 ‘차선’ 협상의 제안 이러한 폭넓은 접근방식은, 아마도 2018년 말에 한반도에서 적대행위가 종식되었으며 이젠 항구평화를 건설할 때라는 발표를 협의한 성명서와 함께 시작할 수 있다. 이를 위해, 성명서에서는 2019년에 6개의 차선에서 전개될 야심 찬 평화 프로세스를 구체적으로 제시한다. 이것이 많아 보일 수도 있다. 그러나 냉전 말기에 벌어진 외교에서, 미국이 열두 개 이상 다른 차선에서 동시에 협상을 진행하고 있었다는 점을 상기할 필요가 있다. 첫 번째 차선에서는, 남북한 관계의 본질과 미래를 다룬다. 최근의 남북 정상회담 선언은 한국전쟁의 공식적인 종결을 구상했지만, 만족스런 종전성명서에까지 이르는 것은 어려울 수 있다. 만약 전쟁이 끝난다면, 비무장 지대와 군사 분계선을 설정한 1953년 휴전협정은 무효가 되어 없어지는가? 남북한 국경은 영구적이거나 잠정적일 수도 있다. 한 가지 가능성은, 유럽의 선례를 근거로 군사분계선 자체를, 관련 당사국들이 동의한 평화적 조정에 의해서만 변경될 수 있는, 불가침으로 간주되는 남북한 국경으로 전환하는 것이다. 남북한은 회담의 일환으로 미래의 연방 또는 심지어 통일 프로세스에 대한 견해도 논의할 수 있다. 이 프로세스는 “2+2”이어야 한다. 남북한이 합의에 이르면, 1953년 휴전협정 서명국인 미국과 중국의 비준을 받아야 한다. 두 번째 차선에서는, 경제 조치, 무엇보다도 특히 제재에 초점을 맞춰야 한다. 보다 폭넓은 평화 프로세스는, 유엔 안전 보장 이사회가 제재 해지 여부와 시기를 결정함에 있어서 모든 당사국들이 누적적인 전체 진행 상황 전반을 평가할 수 있도록 보다 많은 방법을 마련해야 한다. 현재 북한은, 1980년대 중국의 점진적 개방에서부터 베트남의 경제 개방과 정치적 억압의 결합, 나아가 한국 대기업과의 모종의 연계에 이르기까지, 다양한 경제 개혁 방안을 고려하고 있는 것으로 보인다. 북한이 실험적 조치와 함께 점진적인 개혁개방 프로그램을 개발한다면, 워싱턴과 그 동맹국들은 전반적 일괄 해제와는 다른, 단계별로 구체적 제재 해제를 고려하는 것이 타당하다. 이 차선의 프로세스에서는, 선별적 제재 해제가 유엔 안전보장이사회의 새로운 결의안을 필요로 할 것이기 때문에, “2 + 유엔안전보장이사회(UNSC)”가 될 수 있다. 세 번째 차선에서는, 상대적으로 익숙하고 당연히 중요한, 장거리 탄도 미사일 문제를 포함한 핵 안보를 다루어야 한다. 이 프로세스에는 적어도 미국과 북한이 포함될 것이다. 하지만 한국의 지원과 전문성이 합의를 실제로 이행하는데 필수적일 수 있으므로, 최소한 한국도 포함시키는 것이 좋다. 네 번째 차선에서는 일반적인 안보를 다룰 수 있다. 여기에는 단거리 탄도미사일 체계 및 다른 종류의 대포를 포함하여, 한반도에서의 재래식 군대의 규모와 배치가 포함된다. 어떻게 협상에 접근할 것인가에 관하여는, 세계 최대의 재래식 군사 대결을 완화시킨 대규모이자 상당히 성공적 전례로서 1990년에 서명된 유럽 재래식무기 조약을 참고할 수 있다. 이 차선에서는 화학 무기와 생물학 무기도 포함할 것이다. 여기에도 마찬가지로, 협상자들에게 지침을 제공할 수 있는 기존의 기관들, 즉 화학무기 금지협약 및 화학무기 금지기구, 생물학무기 금지협약이 존재하고 있다. 북한은 이 차선의 회담에서 한반도 미군 주둔문제를 제기할 지도 모른다. 워싱턴과 서울은 이를 두려워하지 말아야 한다. 그들은 자신의 문제들을 제기할 수 있다. 미군 주둔의 미래를 결정함에 있어서, 워싱턴은 궁극적으로 서울의 의견을 따라야 한다. 한국인과 미국인들은 한국인들이 민주주의를 누릴 수 있도록 오랫동안 싸우고 노력해왔다. 결국에 워싱턴은 한국의 민주주의적 선택을 존중해야 한다. 냉전 말기, 독일주재 외국 군대에 관한 문제가 제기되었을 때, 미국의 입장은 독일인들 스스로 그 문제를 자유롭게 결정해야 한다는 것이었다. 5번 차선에서는 인도주의적이고 문화적인 문제들에 초점을 맞출 수 있다. 새로운 남북 관계의 형성에 있어서, 한국인들은 인권에 대한 우려와 같은 민족에 대한 대우에 관한 논의를 원할 수도 있다. 이는 그들의 의사에 반해 북한에 납치되어 끌려온 일본인들의 운명을 포함하여, 보다 넓은 국제사회도 관련된 주제이다. 마지막 차선에서는 지역 안보 문제에 초점을 맞춰야 한다. 주변국들, 특히 중국과 일본, 러시아는 한반도의 미래에 대하여 당연히 관심을 갖고 있다. 그들이 이 문제를 논의할 장소가 있어야 한다. 이는, 남북한 외에 미국까지 포함하여 “6자 회담” 프로세스를 만든 원래 이유 중 하나였다. 이 차선은, 논의될 사항을 제시할 만큼 다른 차선들에서 충분한 진전이 있을 때 소집될 수 있다. 2018년 6월 한국에서 개최된, 필자와 대통령 특보인 문정인 교수, 그리고 중국외교관 닝푸쿠이(Ning Fukui) 간의 평화협상에 관한 공개토론에서, 닝푸쿠이 대사는 6자회담은 “나중”으로 연기될 수 있다고 시사하였다. 그가 옳았다. 평화 프로세스의 정치적 잠재력 2018년 중 미국과 그 동맹국들은 최근의 외교적 모멘텀을 지속하고 위기로의 회귀를 막기 위해 야심 찬 평화프로세스를 만드는 데에 즉각적인 관심을 기울여야 한다. 이 프로세스의 결과는 2019년 또는 그 이후까지 실현되지 않을 수도 있다. 이러한 폭넓은 접근법은 당사국들이 커다란 변화를 위한 준비가 되었다는 가정을 하지 않고, 단지 그들이 진정으로 커다란 변화를 고려할 준비가 되어있다고만 가정한다. 외교의 임무는 남한과 북한의 사람들이 변화를 할 수 있는 다양한 기회를 만드는 것이다. 이 글에서 제시된 구상은 남북한 사람들을 행동의 중심에 두고, 미국과 다른 주요 국가들을 적절한 방식으로 참여시킨다. 폭넓은 평화 프로세스는 보통 사람들이 연관 짓고 이해할 수 있는 문제들을 다룰 것이다. 북한은 오랫동안 그러한 협상을 요구해 왔으며, 이에 원칙적으로 동의해 왔다. 평화 프로세스는 한반도 전역에서 정치적 환경을 자극할 수 있다. 이러한 역학이 어떻게 전개될지는 아무도 자신 있게 예측할 수 없다. 하지만 새로운 정치적 힘과 가능성을 제시하는 접근 방식을 시도할 때가 왔다.   現 필립 젤리코(PHILIP ZELIKOW)는 버지니아대학교 역사학과 교수(White Burkett Miller Professor of History) 이다. 그는 지난 25년 동안 정부안팎에서 때때로 한국관련 문제들을 담당해 왔다.
  • China and the Prospect for North Korea’s Denuclearization

      China is surrounded by more nuclear powers and nuclear-capable states than any other country in the world. A nuclearized North Korea does not serve China’s interests. If North Korea decides to denuclearize, its relations with China will immediately improve, as evidenced by the fact that shortly after President Donald Trump and Chairman Kim Jong-un agreed to meet face-to-face, Kim was welcomed to Beijing and met with President Xi Jinping in March 2018. Xi even accepted Kim’s invitation to visit North Korea at a convenient time. Kim subsequently paid two additional visits to China in May and June 2018. Some thought that the Kim-Trump meeting in Singapore might marginalize China. Kim’s visits to China not only bolstered his bargaining position vis-à-vis Trump, but also reaffirmed China’s central role in Korean affairs. China’s position on the North Korean nuclear issue has been consistent. China has three main objectives: peace and stability in Northeast Asia, denuclearization of the Korean Peninsula, and peaceful reunification of Korea. It has recently proposed the “dual suspension” plan: North Korea suspends nuclear and missile tests in exchange for suspension of joint US–South Korea military exercises. On this basis, North Korea’s denuclearization can be achieved step by step. Successive US administrations have preferred to use sanctions, backed by joint US-ROK military drills, to bring North Korea to its knees. Some people believe that China holds the key to the North Korea problem while the Chinese government argues that the United States and North Korea are the principal actors and must talk to each other directly to resolve the issue. In theory North Korea and China are still “allies”; in reality the relationship is ambiguous. The Chinese generally look down upon the Pyongyang regime and feel sympathetic for the North Korean people. The North Koreans reportedly despise the Chinese who, in their views, betrayed North Korea in 1992 when Beijing established diplomatic ties with Seoul. China-DPRK relations deteriorated after Kim Jong-il died in 2011. Despite the deep freeze in the relationship between 2011 and early 2018, Sino-DPRK relations seem durable, especially when international situations change. Even before Kim Jong-un’s surprise March 2018 visit to China that repaired bilateral relations, Beijing’s Global Times in an editorial asserted that friendly Sino-DPRK relationship should not be disrupted by other countries. It suggested that North Korea was a country to be respected since it “has high degree of independence and autonomy”, which is very rare in Northeast Asia now. The editorial also argued that maintaining friendly relations was in the interest of both countries. After the Trump-Kim meeting in Singapore, expectations have grown regarding North Korea’s denuclearization. However, with rising tensions between China and the United States on trade and other issues, China is likely to maintain good relations with North Korea in the near future, which will make North Korea’s denuclearization more complex. As relations between North Korea and China, Russia and South Korea improve, it will be more difficult to keep sanctions on North Korea. What can be done about North Korea’s denuclearization from China’s perspective? Most importantly, denuclearization must be achieved peacefully and gradually. Dialogue at the bilateral and multilateral levels must be promoted. The United States, China and other stakeholders must seriously address the North Korea issue from the broad context of East Asian security and political economy. There is no simple or immediate solution, and a package of agreements and frameworks will likely be the outcome of such serious discussions. Denuclearization is an objective, not a pre-condition, of peaceful talks. Without security guarantees, it may be wishful thinking to expect North Korea to voluntarily denuclearize. Broadly speaking, there are three approaches to addressing North Korea’s nuclear issue: continuation of the sanction-based policy to force North Korea to denuclearize; military actions to destroy North Korea’s nuclear facilities and perhaps the North Korean regime once and for all; and returning to the negotiation table and seeking a mutually acceptable solution. Sanctions have proved ineffective, and military actions are too risky. The only viable option is to return to the negotiation table. Demanding North Korea to abandon its nuclear program before negotiations can start between the United States and North Korea is like putting the cart before the horse. Without incentives or compensations, why would North Korea denuclearize? China’s “dual suspension” proposal is a realistic and pragmatic way to get the ball rolling. Some people in Washington do not support U.S. engagement with North Korea since they believe talking to a rogue regime is to reward its bad behavior. Such a condescending attitude is not conductive to peaceful resolution to any disputes. Diplomacy is an art of reaching a mutually acceptable solution to a dispute without war. Negotiators do not have to like each other, but they share the common goal of peaceful resolution. Possessing nuclear weapons does not necessarily make North Korea more dangerous; it’s the intention to use them that does. As Kim Jong-un’s 2018 New Year’s Day message reveals, North Korean leaders are not irrational or suicidal; they are unlikely to use nuclear weapons without provocation. With political and economic incentives North Korea is more likely to join the international community. Developments in 2018 including the Kim-Trump meeting, reconciliation between the two Koreas, and improvement of Sino-DPRK relations are promising. The United States and its allies used to pay more attention to restrictions on North Korea than addressing its security concerns. The Trump administration’s reaching out to North Korea is a positive step in the right direction. Moving forward, all relevant parties, particularly China and the United States, must work together to encourage North Korea to denuclearize and welcome it into the international community.   Zhiqun Zhu, PhD, is Professor of Political Science and International Relations at Bucknell University, USA.

      현대 국제정치의 논의에 있어서, 현실주의 시각에서조차 국제체제 결정론을 완화하여 왈츠(Kenneth Waltz)는 개별국가의 행위에 의의를 부여했고, 국제정치와 국내정치의 연계를 인정하는 흐름이 구성주의로 나타났다. 현실주의에서는 국제질서의 구조가 개별국가의 행위를 결정한다는 단선적 논리에서 개별국가의 행위가 국제질서의 구조를 변경할 수 있다는 가능성을 인정한 것이다. 한국의 대외정책을 이야기할 때마다 접두어처럼 언급되는 바, “주변 4강에 둘러싸인 약소국”이자, 동아시아 국제질서 속에서 상대적으로 열세인 국력에도 불구하고 여론과 국내정치는 한국의 대외정책 및 대북정책에 영향을 미친다는 점은 부인할 수 없다. 문재인 정부의 대북정책이 이전 정부와는 상당히 다른 방향에서 추진되고 있으며 여론의 상당한 지지를 얻고 있다. 이런 점에서 한국의 대외정책을 둘러싼 유권자들의 재편성(realignment)이 일어나고 있다고 할 수 있으며 대외정책의 방향을 설명하기 위해서 이에 대한 이해가 필요하다. 정당정치의 재편성(party realignment)은 양당정치 체제에 기초한 미국정치에 있어서 특정지역 유권자들의 특정정당에 대한 지속적이고 고정적인 정당지지에 구조적인 변화를 일으키는 현상을 말한다. 역사적으로 여러 차례 재편성 현상이 발생했지만 가장 정치적으로 함축적인 것은 남북전쟁 이후 지속적으로 민주당을 지지해오던 백인 유권자들의 견고한 남부(Solid South)가 1964년 대통령 선거에서 공화당 후보에 대한 지지로 돌아서고, 이후 지금까지 견고한 공화당 지지로 남아있게 된 사건이다. 한국의 정당정치도 2017년 5월 대통령선거와 2018년 6월 지방선거를 지나면서 정당정치의 재편성 과정이 구체화되고 있는 것으로 보인다. 2014년 전남의 순천·곡성지역 재보궐선거에서 자유한국당 후보가 당선된 것을 시작으로, 2017년 대통령선거에서는 영남지역에서 문재인 후보에 대한 지지가 20% 정도를 유지했으며, 2018년 지방선거에서는 확실히 재편성이 일어난 것으로 볼 수 있다. 미국은 텍사스 출신 민주당 존슨 대통령이 민권법안(Civil Rights Act of 1964)에 서명하면서 남부주의 백인 유권자들로 하여, 민주당을 떠나 공화당으로 밀어내는 역할을 했다고 판단한다. 이와 달리 한국 정당정치의 재편은 국내정치보다는 국가안보 및 대북정책과 관련이 있다. 북한의 핵개발에 대한 보수정부의 강경정책이 실효를 거두지 못하고 2017년 말 한반도의 전쟁위기가 고조되는 가운데, 2017년 11월 13일 유엔총회가 2018 평창동계올림픽의 성공적인 개최를 위한 ‘올림픽 휴전 결의안’을 만장일치로 채택했다는 소식에, 역설적으로 국내 여론은 기존의 강경일변도의 대북정책에 대한 비판과 함께, 남북대결에 수반되는 군사적 충돌의 위협을 제거하기 위한 해법으로, 평화에 기초한 대화와 협상에 대한 지지를 확산하였다. 국내정치적 분위기가 전환된 상황에서 4·27 및 5·26 남북정상회담과 6·12 미북정상회담에서는, 압박과 제재를 주로 하는 강압적 대북정책에서 교류와 협력을 주로 활용하는 유화적 대북정책으로 접근하였고, 이러한 전환이 국내 정당정치의 재편성을 주도했다. 미국의 경우, 1964년 민권법안에 대한 선 벨트(Sun Belt) 지역 백인 유권자와 2016년 오바마 케어에 대한 러스트 벨트(Rust Belt) 지역의 중산층이 공유했던 사회·경제적 위기의식이 재편성을 주도했다면, 한국은 2018년, 북한의 핵 위협에 직면한 수도권을 중심으로 전국적 차원에서 유권자들이 정치 재편성을 주도했다. 이러한 재편성이 일어난 원인은 첫째, 북한의 비핵화를 위한 강경접근 중에서 군사적 선제공격을 통한 외과수술식 제거가 아니면 실지로 비핵화를 달성하기 어렵고, 오히려 전면전 양상으로 확대될 수 있는 선제공격은 한국이 선택할 수 있는 대안이 아니라는 판단에 있다. 이와 동시에 북한에 대한 강경정책인 제재와 압박만으로는 비핵화를 달성할 수 없고 대화와 협상을 동반해야 된다는 점을 자각하게 되었기 때문이다. 둘째, 시대의 변화에 따른 세대의 변환이 가장 큰 요인이다. 1987년 민주화 항쟁을 주도한 386세대는 이제 50대가 되었고 그 때 태어난 6·29세대가 30대가 되었으며, 냉전의 아픔에 가장 많이 노출되었다고 할 수 있는 1950년에 태어난 6·25세대는 68세가 되었다. 2017년 기준으로 우리나라 전체인구 5178만 명 중에서 만 70세 이상의 인구는 5백만 명으로 9%에 불과하다. 이에 비해서 20대에서 59세까지 인구는 3137만 명으로 전체인구의 60%를 차지한다. 전후세대와 민주화세대가 바라보는 북한과 35세 나이의 북한 지도자 김정은을 바라보는 시각은 냉전시기와는 다르다. 셋째, 남한과 북한에 대한 상대적 국력의 평가에 대한 시각이 달라졌기 때문에 대북정책에서 이념적 선호의 역할이 감소하고 이성적 판단의 역할이 증가하게 되었다. 남북한의 상호관계에서 전쟁이 아닌 교류협력이 진전된다 하더라도 - 북한의 무력적화통일의 가능성도 낮게 보지만 - 북한의 체제붕괴를 전제로 하는 흡수통일의 비용도 떠안고 싶지 않은 합리적 판단이 지배적인 여론이 되었다. 보수가 주도해온 북한의 위협에 대한 과장된 이념공세가 설득력을 얻지 못하게 되었고 진보가 주도해온 조건 없는 화해와 협력도 지지를 받지 못한다. 지금의 대북정책이 여론의 지지를 받는 것은 제재와 압박을 유지한 상태에서 비핵화의 진전이라는 잣대로 북한의 태도변화를 확인하고 교류와 협력을 확대하려는 자세에 있다. 넷째, 한반도 주변국가와의 관계를 놓고, 국내 여론의 주변국에 대한 평가는 기존의 이념의 틀을 깨고 실질을 파악하게 되었다. 한·미·일 동맹의 우방인 일본은 한반도 비핵화의 진전에 납치일본인 문제해결이라는, 본말이 전도된 요구를 통해 비핵화 과정에 훼방을 놓는 듯한 태도를 보였다. 중국은 북한의 비핵화를 6자회담이라는 다자구도로 추진할 때는 미·북의 양자구도가 적절하다고 양자회담에 적극적으로 임하지 않은 미국을 탓하다가, 미북정상회담을 개최하는 상황에서는 양자구도보다는 6자회담의 다자의 틀로 가져와야 한다고 주장하였다. 미국의 트럼프 대통령에 대해서 한국 여론이 가졌던 호전적 이미지와 달리, 현재 협상을 통한 한반도 비핵화에 적극적인 태도를 보이고 있다는 점을 통해 주변국의 한반도 정책에 숨겨진 현실을 직시하게 되었다. 결과적으로 한국정치의 재편성은 한반도 비핵화에 따라서 발생하는 추진과정의 위협요인, 비핵화를 달성하는 과정에 주변국의 이해관계, 비핵화와 한반도 평화체제의 정착으로 거두게 될 이익에 대한 정확한 이해를 바탕으로 가능해진 것으로 판단된다. 지방선거 이후 문재인 정부에 대한 요구사항에서 “이제는 경제”라는 주문이 주목과 함께 설득력을 얻고 있다. 역대 정부의 업무수행 능력에서 경제가 차지하는 중요성은 재론의 여지가 없지만 현 정부에 있어서 경제를 정상화시키는 것과 대북정책은 별개로 다루어야 한다. ‘이제는 경제’라는 말은 ‘북한 핵은 해결되었다’ 또는 ‘북한 핵 문제는 충분하다’는 전제를 받아들이는 것처럼 들린다. 지금 시점에서 국가의 장기적인 발전을 위해서는 경제도 중요하지만 한반도 비핵화가 우선 처리되어야 한다. 국가의 생존과 안위는 국민이 잘 먹고 잘 사는 문제보다 우선한다.   現 제주평화연구원 분쟁해결연구부장. 단국대학교 정치외교학과를 졸업한 후 2004년 미국 University of North Texas에서 국제정치학 박사학위를 취득하였음. 단국대학교 분쟁해결연구센터에서 연구위원으로 활동하며 “한국의 공공분쟁 사례연구”를 주제로 대한민국 학술진흥재단 중점연구소 연구과제를 수행하였음. 학술활동으로는 미국국제정치학회가 주관하는 International Studies Quarterly의 Referee로 활동한 바 있음. 저서로는 『2011 한국인의 평화관: 통일정책과 여론 』 및 『2010 한국인의 평화관: 외교정책과 여론』 등이 있음.
  • 인도의 ‘인도-태평양’ 구상과 한국: 문재인 대통령 방문 이후의 인상

      인도의 인도-태평양 외교정책 구조는 계속 발전하고 있다. 한국과의 유대강화가 좋은 사례이다. 2018년 7월 8~11일 문재인 대통령이 인도를 방문함에 따라, 한국이 더욱 강력하고 잠재력이 큰 경제 동반자로 부상하면서 인도의 新동방정책(Act East Policy)이 더욱 강화되었다. 우선, 낮은 단계에 있는 한국-인도 협력관계를 증진하기 위해서 문재인 대통령이 나렌드라 모디 인도 총리 및 정•재계 고위급 인사들을 만나면서 양국 간에 새로운 정치적 상황이 조성되었다. 한국과 인도는 국민(People), 번영(Prosperity), 평화(Peace)의 3P를 강조하면서, 미래의 동반자 관계를 향상시키기 위해, “평화롭고 안정적이며 안전하고 자유롭고 개방적이고 포괄적이며 규칙을 기반으로 하는 지역”을 만들 것을 약속했다. 이러한 한국과의 동반자 관계는 인도의 외교정책 강화에 유리하다. 미래지향적 동반자 관계의 기반은, 양국이 서로를 중요한 구성요소로 고려할 수 있도록 인도의 신동방정책(Act East Policy)과 한국의 신남방정책 사이에 더 큰 전략적 조화를 이루는 것이다. 최근의 방문은 양국이 몇몇 분야의 협력에 동의한다는 것을 입증하였다. 상호 경제성장을 지원하고 양국 간 무역의 목표를 2030년까지 미화 500억 불 수준으로 정한 한국-인도 포괄적 경제동반자 협정(CEPA)을 개선하기 위한 인적 접촉 정책들이 마련되었다. 문 대통령 방문의 또 다른 하이라이트는 제4차 산업혁명의 도전과제들을 이해하고 대처하려는 시도였다. 인도의 전략적 전망과 한국 한국의 관점에서 볼 때, 문재인 대통령의 신남방정책은 인도를 동북아를 넘어선 외교 정책을 강화하기 위한 잠재적인 경제 동반자이자 필수적인 전략적 대안으로 간주한다. 이는 또한 한국이 중국과 미국에 대한 과도한 의존에서 벗어나는 데 도움이 될 것이다. 인도 역시 문 대통령의 방문을 동북아 또는 극동의 주요 국가인 한국과의 관계를 강화하는 계기로 삼았다. 양국이 인도-태평양 지역에서의 주도권을 행사할 수 있는 새로운 정치적 환경이 조성되었다. 문 대통령의 방문은, 모디 총리의 신동방정책(Act East Policy)을 강화하는 한편, 더 커다란 협력의 발판을 확실하게 마련하였다. 하지만, 급변하는 인도-태평양 환경에서 인도가 어떻게 한국과의 관계를 우선시할 수 있는가를 알아야 한다. 다시 말하자면, 인도는 일본과 중국과의 관계와는 대조적으로 동반자로서의 한국을 어떻게 보는가? 한국에 대한 인도의 시각은 현재 인도-태평양에서의 인도의 변화하는 외교정책 전망을 보여주고 있다. 이러한 인도-태평양 전망은 2018년 6월 1일 샹그리 라(Shangri La) 대화에서 나렌드라 모디 인도 총리의 연설에 적절하게 반영되었다. 모디 총리는 “동쪽으로는, 말라카 해협과 남중국해가 인도를 태평양과, 그리고 우리의 주요 동반자인 아세안(ASEAN), 일본, 대한민국, 중국 및 아메리카와 연결해 준다”고 유창하게 말했다. 이 전략의 기반은 인도가 아세안(ASEAN)과 함께 주요 국가들과의 정치, 경제 및 제도적 활동을 잘 혼합한 것이다. 마찬가지로, 인도는 주로 무역과 경제 접촉에 초점을 맞추어 모든 영역에서 한국과 포괄적 동반자 관계를 키우려고 한다. 문제는, 한국이 인도-태평양 개념을 완전하게 수용하지는 않으려 할 때, 어떻게 한국에 우선순위를 부여하느냐이다. 더욱이, 인도는 양국 간 및 지역관계에 있어서, 한국보다 일본과의 전략적 호환성이 더욱 크다는 것을 알고 있다. 문 대통령의 방문 중에 양국 간 11개의 양해각서(MOU)가 체결되었는데, 이들은 인프라 개발을 강조하는 경제중심의 입장에 중점이 있음을 보여주고 있다. 즉각적인 우선순위는 한국-인도 포괄적 경제동반자 협정(CEPA)을 통해 무역 자유화를 촉진하는 것이다. 의제는, 철도 공동 연구, 바이오 기술, 인공 지능, 문화 교류, 정보 통신 기술(ICT), 방위, 농업 협력을 위한 과학적 공동연구 등의 분야에서 동반자 관계를 키우는 것이다. 이들 분야의 협력은 의심할 나위 없이 전반적인 양국 간 협력의 좋은 보도 사례가 될 것이다. 그러나 한국에 대한 인도의 기대는 양국 간 접촉의 보장을 훨씬 더 넘어선 것이다. 양자 관계를 넘어서 직설적으로 말하자면, 문 대통령의 방문이 한국-인도 양국관계에 새로운 환경을 부여했다고 하지만, 인도가 서울과 더 커다란 전략적 협조를 구축할 수도 있는 환경을 개발하는 데에는 미치지 못했으며, 이것이 공동성명에 반영되어 있다. 이전의 공동성명과는 달리, 새롭게 발표된 문서는 지역 및 세계적 차원에서 양국 간 안보와 전략적 이해를 강조하고 있지 않다. 한국-인도의 미래 관계에 있어서 가장 중요한 주제로서 세 가지 P를 언급한 것은, 특히 인도-태평양 환경에서의 지역 안보를 다루는 데 있어서 인도와 한국의 인식 차이를 설명하고 있다. 이는, 2015년의 한국-인도 관계가 양국의 한정적 현안들을 넘어 양국 간 협력관계가 확대된 “특별 전략적 동반자 관계”를 계획했다는 점에서, 후퇴한 것이다. 그것은 한국-인도의 전략적 협력을 해야 하는 중대한 지역적, 세계적인 야심을 염두에 둔 것이었다. 게다가 가장 최근의 성명서는 매우 짧고 구체적이어서, 양국이 실제로 협력할 여지가 있는 지역 및 세계 정치의 새롭고 미묘한 차이를 전혀 모르고 있다. 한국과의 관계가, 지역적 협력관계의 가능성을 무시하고 단순히 경제적 동반자 관계로 국한되는 것은 인도에게 불리하다. 이 문서는 한국과 인도가 아프가니스탄을 필두로 하여 제3국과의 "3개국 동반자 관계”를 모색할 것이라고 공식적으로 명시하고 있다. 이는 긍정적인 발전이지만, 양국 경제의 규모를 감안할 때 훨씬 더 많은 잠재력이 있다. 양국 모두 실용적이고 신중한 외교 전략을 추구하기 때문에, 새로운 공동성명에 나타난 견해와 정신은 복잡한 지역구조 속에서 한국과 인도의 외교정책 접근방식에 확실히 부합하고 있다. 그러나 이를 자세히 들여다보면, 공동의 전망에 대한 고무적인 징후가 보이지 않는다. 공동성명은 “인도-태평양”이라는 단어를 “대한민국은 인도-태평양 지역에 대한 인도의 포괄적이고 협력적인 전망에 주목했다”고만 간단히 사용하고 있다. 이는 한국이 그 개념은 인정하되 수용하기를 주저한다는 것을 시사한다. 이는 중국이 인도-태평양 지역에서 적극적으로 부상하고 있음을 고려할 때, 한국-인도의 야심을 좌절시키는 신호이다. 중국의 일대일로(Belt and Road Initiative, BRI)는 영향력 있고 일방적인 중국 외교의 한 측면으로 발전하여, 이 지역의 지정학에 균열을 일으키고 있다. 이와 관련하여, 인도-일본 관계는 연계성, 경로, 기반시설 등과 같은 핵심 현안에 대하여 지역 및 세계적 위상을 높이기 위해 노력하고 있다. 이상적으로는, 인도가 한국과 협력하여 중국의 거대 연계성 및 경로, 기반시설 구축 활동과의 균형을 맞추기를 기대하지만, 이는 불행히도 부족하다. 역사적 발판의 복구 또한 한국에 대한 인도의 기대는 지금 예상되는 것보다 동북아 평화 과정에서 훨씬 더 클 것이다. 동북아시아에서 인도는 주요 국가가 아니다. 인도는 북핵 문제 해결을 위한 6자 회담의 구성원도 아니고, 1950년대 한국전쟁 이후 한반도 정치에 직접 관여한 적도 없었다. 오히려 인도는 “동방정책(Look/Act East Policy)” 패러다임에 따라 남북한에 다가가려고 노력해왔다. 인도와 동북아 사이의 지리적 거리와 인도가 유엔안보리의 5대 상임이사국이 아니라는 사실은 인도가 추구하는 것을 항상 제한하고 있다. 그럼에도 불구하고, 인도는 4월 27일 판문점에서 열린 남북한 정상회담을 환영함으로써, 남북한 관계의 개선으로 현재의 긴장이 완화되기를 공식적으로 열망해 왔다. 한반도의 “평화”와 “화해”의 진정한 기초인 "대화와 외교"를 지지함으로써, 인도는 더 나아가 지역 내 “핵확산 연계”문제를 다루기 위해서 한반도 핵 문제의 해결이 중요하다는 것을 재확인했다. 판문점 정상회담 이후에 열리는 이번 정상회담은 인도가 한국 문제를 보다 적극적으로 추구할 수 있는 새로운 외교적 기회를 제공한다. 트럼프 행정부는 한반도에 있어서 “완전하고, 검증 가능하며, 불가역적인” 비핵화를 주장한다. 한반도의 '완전한 비핵화'와 영구 평화의 과정이 비록 믿기지 않고 의문스럽지만, 인도는 그것이 자신에게 적절하다고 생각할 수 있다. 여기에서 “핵확산 네트워크”에 대처하자는 요구는 가치가 있다. 완전한 비핵화는 평양이 비공식적으로 동의한 핵실험장의 폐기를 필요로 할 뿐만 아니라, 북한이 아마도 중국의 지원 하에 파키스탄과 공유하고 있는 “핵확산 네트워크”를 영구적으로 중단시킬 것이다. 이는, 북한 핵무기와 관련하여 인도와 미국 간에 공개된 2017년 6월 공동성명서에 이어, 인도가 의미 있는 인도-미국 간 건설적 대화를 이끌어내도록 고무시킬 것이다. 이를 진전시키려면, 인도는 한국과의 전략적 협조를 조속히 구축해야 한다. 더욱이 도널드 트럼프와 김정은의 싱가포르 회동으로, 평양에서 “고립과 정권 붕괴는 없다(no isolation and no regime collapse)”는 시나리오가 빠르게 등장했다. 김 위원장이 시진핑 중국 주석, 문재인 대통령, 도널드 트럼프 대통령과 만난 것을 보면 이를 알 수 있다. 트럼프-김 회담을 주재한 싱가포르도, 열린 마음을 갖고 있는 북한과 관계를 맺는 것에 대하여 세계가 더욱 열린 자세를 하고 있음을 시사하였다. 사실을 말하자면, 세계 문제에 관해 인도가 갖고 있는 미국과의 전략적 이해와 인도와 남북한과의 따뜻한 관계는, 인도로 하여금 미국과 조선민주주의인민공화국, 대한민국이 트럼프 대통령과 김 위원장의 역사적 만남을 주최할 것을 촉구 했어야 했다. 그럼에도 불구하고, 인도는, 북한 경제의 재건을 포함한 인도주의적 문제를 다루고 있는 유엔 결의안에 따라 지원을 하고 보다 커다란 역할을 담당하기 위하여, 이러한 발전을 긍정적으로 보고 있다. 이는 인도 외무부 장관 싱(V.K Singh)의 최근 북한 방문에서 잘 보여진다. 북한 문제에 대해 서울과의 보다 깊은 이해는 한국-인도 동반자 관계에 도움이 될 것이다. 더욱 중요한 것은, 판문점 정상회담 이후 등장한 “전쟁 같은 것은 없다는 시나리오(no war-like scenario)”는 평화, 안정, 화합을 증진하고, 심지어는 남북한의 통일이라는 믿기지 않는 전망을 지원함에 있어서, 인도가 한반도에서 보다 나은 자리를 차지하는 것을 열망하도록 고취시켜야만 한다. 인도는 1950년대 한국전쟁 시기에 인도가 담당했던 설득력 있는 역할을 세계에 상기시키면서, 한국 회랑(Korean Corridor)의 강대국으로서의 이미지를 되살리고자 한다. 1945 독립 이후 선거의 개최는 대한민국의 공식 수립을 의미했는데, 이를 위해 설립된 성공적인 9개국 유엔 위원회에서의 인도의 역사적 역할은 이런 효과를 위한 강력한 증거이다. 남북한은 1953년 7월 27일 휴전 선언과 함께, 한국전쟁을 종식하기 위해 인도가 후원한 결의안을 수용하였는데, 이는 인도의 잠재력을 완벽하게 보여주고 있다. 중국과 미국은 이를 지지하는데 장애물이 될 수도 있다. 하지만, 특히 남북한 사이에 민족 화해, 평화, 번영의 “새로운 시대”를 예고하는 판문점 선언으로 인해, 인도가 평화건설자로서의 역사적 역할을 복구하기에 시기가 적절하다. 게다가 1948년 8월 15일 한국의 광복절은 인도의 독립 기념일과 일치한다. 이는 한국과 인도가 과거의 친밀감을 되찾도록 고무시킬 것이다. 무엇보다도, 인도는 한국과의 의사소통을 위한 전략적 경로를 강화해야 한다. 2018년 7월 10일 발표된 새로운 공동성명서는 한국전쟁 기간에 한반도의 평화 과정에 기여한 인도의 역사적 연관을 인정하고 있다. 양국은 최근 문 대통령의 인도 방문 중에 비핵화 전망에 대해 논의했다. 하지만, 현재 시나리오에서 인도가 어떻게 한반도에서 보다 더 커다란 역할을 담당할 수 있는가, 한국이 이 지역에서 인도의 역할을 어느 정도까지 원하는가에 대한 구체적인 실행 계획은 분명하지 않다. 한반도 평화 과정에 대한 한국-인도 협력이 성사되려면, 문재인 대통령이 주도하는 새로운 “동북아 플러스” 외교정책에 대한 보다 깊은 전략적 이해가 필요하다. 문 대통령의 책임 있고 협력적인 외교정책이 제3차 판문점 남북정상회담의 핵심이다. 사드(THAAD)를 철회하지 않기로 한 결정으로 인해 중국이 지역 내 평화 회복을 위한 한국의 접근방식을 확신하지 못하고 있음에도 불구하고, 중국과 미국 사이에서 신중하게 움직이고 있는 한국의 현 외교 정책 행보는 상당한 효과를 거두고 있다. 그럼에도 불구하고, 한국의 “동북아 플러스” 외교 정책이 “신남방 정책구상(New Southern Policy Initiative)”에 따라 아세안과 함께 인도를 동반국가로 강력하게 고려한다는 점을 감안한다면, 인도는 이 순간을 적절하게 사용할 수 있다. 이는 “인도-태평양”이라는 단어를 정식으로 인정하지 않으면서도 인도-태평양 지역에 대한 한국의 외교정책 프리즘을 홍보하려는 문재인 대통령의 의도와 일치할 것이다. 이는   • South Korea in India’s Indo-Pacific Vision: Impressions post-Moon Jae-In’s Visit

      India’s foreign policy architecture in Indo-Pacific is witnessing continuous advancements. A case in point is the growing bonhomie with South Korea (officially known as the Republic of Korea). With Moon Jae-In’s recent visit to India from 8- 11 July 2018, New Delhi’s “Act East” policy was enriched with South Korea emerging as a stronger and a much potential economic partner. To begin with, a new political context was built between the two countries when Moon Jae-In met Indian Prime Minister Narendra Modi along with a range of high-level leaders from political and business communities to strengthen the low-key India-South Korea partnership. Emphasizing the three P’s of people, prosperity, and peace, both India and South Korea pledged for a “peaceful, stable, secure, free, open, inclusive and rule-based region” to enhance their future partnership. Such a partnership with South Korea is advantageous for strengthening of India’s foreign policy. The basis of this futuristic partnership is to establish a greater strategic consonance between India’s “Act East” policy and South Korea’s “New Southern Policy” (NSP) factoring both the countries as important components for each other. The recent visit witnessed both sides agreeing in several areas to cooperate. Policies for People-to-people contact, supporting mutual economic growth and upgrading the South Korea-India Comprehensive Economic Partnership Agreement (CEPA) to realize the goal of achieving a targeted bilateral trade by 50 billion US Dollar by 2030 were projected. Another highlight of Moon’s visit to India was an attempt to understand and meet the challenges arising from the fourth industrial revolution. Seoul in India’s Strategic Outlook From South Korea’s perspective, Moon Jae-In’s NSP views India as a potential economic partner and a necessary strategic alternative, enhancing its foreign policy beyond Northeast Asia. This will also help South Korea move away from its excessive dependence on China and the USA. India too regarded Moon’s visit as an opportunity to enhance its engagement with South Korea, an important country in Northeast Asia or in Far East. A new political context is set for both the countries to stake a claim in the Indo-Pacific. While strengthening Modi’s Act East Policy, Moon’s visit has certainly set the stage for further cooperation. Yet, it needs to be seen how India can prioritize its relationship with South Korea in a rapidly changing Indo-Pacific environment. In other words, how does India view South Korea as a partner in contrast to its relationship with Japan and China? India’s perspective on South Korea depicts New Delhi’s changing foreign policy outlook in the Indo-Pacific at present. A reflection of this Indo-Pacific outlook is aptly reflected in Indian Prime Minister Narendra Modi’s speech at the Shangri La dialogue on June 1, 2018. Modi eloquently said: “To the East, the Malacca Strait and South China Sea connect India to the Pacific and to most of our major partners- ASEAN, Japan, Republic of Korea, China and the Americas”. This strategy is based on a fine blend of India’s political, economic and institutional outreach with mainstream countries along with the ASEAN. Likewise, New Delhi would like to nurture a comprehensive partnership with South Korea across the spectrum, primarily focusing on trade and economic contacts. The challenge is how to accord priority to South Korea when Seoul is refusing to completely embrace the concept of Indo-Pacific. Moreover, India finds greater strategic compatibility with Japan than South Korea, both bilaterally and regionally. Eleven Memorandum of Understanding (MoU) were signed between the two sides during Moon’s visit, indicating an emphasis towards a more economic-centric stance with an emphasis on infrastructure development. The immediate priority is to facilitate the trade liberalization process through the India-South Korea Comprehensive Economic Partnership Agreement (CEPA). The agenda shall be to nurture their relationship in areas such as research collaboration in railways, technological cooperation, bio-technology, artificial intelligence, cultural exchanges, information and communication technology (ICT), defense, scientific research collaboration to agricultural cooperation etc. Cooperation in these areas will undoubtedly serve as a good coverage for their overall bilateral cooperation. India’s expectation from South Korea however goes much beyond securing bilateral contact. Beyond Bilateralism To put it directly, Moon’s visit might have given a fresh context to India-South Korea bilateral relations; yet it has failed to develop a context where India can possibly establish a greater strategic consonance with Seoul which is reflected in the Joint Statement. Unlike the previous Joint Statement, this newly released document does not put much emphasis on security and strategic understanding between them in a regional and global framework. The very mention of the three P’s as the overarching theme of India-South Korea future relations explains the gap that exists in Indian and South Korean perception of addressing regional security, especially in the Indo-Pacific context. This is a setback since India-South Korea relations in 2015 was designed as a “Special Strategic Partnership” where their cooperation interests extended beyond finite bilateral issues. It envisioned some consequential regional and global ambitions that necessitated India-South Korea strategic cooperation. The latest statement moreover, is very short and concrete; it is completely ignorant of the new nuances of regional and global politics where the two countries actually had scope to cooperate. To India’s disadvantage, engagement with South Korea might stay restricted to a mere economic partnership, overlooking their scope for regional engagement. The document officially states that both India and South Korea will explore a “tripartite partnership” with third countries, possibly starting in Afghanistan. This is a positive development, though given the volume of the two countries’ economies, there is vast potential for much more. The views and spirits expressed in the new Joint Statement is certainly fitting to both India’s and South Korea’s foreign policy approach in a complex regional architecture since both pursue a pragmatic and careful foreign relations strategy. Yet, a closer look at it does not really offer an encouraging sign of a shared vision. The Joint Statement only uses the word “Indo-Pacific” passingly, “ROK took note of India’s inclusive and cooperative vision for the Indo-Pacific region”. This implies South Korea acknowledges the concept but is hesitant to embrace it. This is a discouraging sign for India-South Korea ambitions, considering China’s assertive emergence in the Indo-Pacific region. Beijing’s Belt and Road Initiative (BRI) has become an influential unilateral aspect of Chinese diplomacy, creating fissures in the geo-politics of the region. In this regard, India-Japan relations are striving towards a greater regional and global status on key issues such as connectivity, corridors, infrastructure etc. Ideally, India would expect to cooperate with South Korea to balance out China’s mega connectivity and corridor infrastructural projects, but that unfortunately is falling short. Reviving the Historical Foothold Additionally, India’s expectation from South Korea would be much greater in the Northeast Asian peace process than what is being anticipated. India is a non-critical actor in Northeast Asia. Neither was New Delhi a part of the Six-Party talks meant to address Korea’s nuclear issues, nor has it ever been directly involved in the Korean Peninsular politics after the Korean War in the 1950s. If anything, India has tried to reach out to both the Koreas (North and South) under its “Look/Act East” policy paradigm. The Geographical distance between India and Northeast Asia, and New Delhi not being a permanent member (P-5) of the UNSC have always restricted India’s pursuits. Nevertheless, by welcoming the inter-Korean summit held on 27 April in Panmunjom, India had officially aspired for better inter-Korean engagement to diffuse the existing tensions. By advocating “dialogue and diplomacy” - the real basis of “peace” and “reconciliation” in the Korean Peninsula - India has further reaffirmed the significance of a resolution of the nuclear issues in the Peninsula for addressing the “proliferation linkages” in the region. The post-Panmunjom summit offers new diplomatic opportunities for India to pursue Korean affairs more vigorously. The Trump administration advocates “complete, verifiable, and irreversible” denuclearisation in the Korean Peninsula. Though the process of “complete denuclearisation” and permanent peace in the Korean Peninsula is far-fetched and questionable, India can find it expedient for itself. Its demand for addressing the “proliferation network” here has merit; complete denuclearisation would not only require dismantling the nuclear sites to which Pyongyang has informally agreed to but would also permanently cease the “proliferation network” that North Korea shares with Pakistan, possibly with China’s support. This should encourage India to bring forth a meaningful India-US constructive dialogue, following the June 2017 Joint Statement released between India and the US, concerning North Korea’s nuclear weapons. To take this forward, New Delhi should promptly establish strategic consonance with South Korea. Furthermore, with Donald Trump-Kim Jong-Un meet in Singapore, a “no isolation” and “no regime collapse” scenario in Pyongyang has fast emerged. Kim’s meeting with the Chinese President Xi Jinping, with President Moon Jae-in and the meeting with President Donald Trump exemplify this. Singapore hosting the Trump-Kim meet also implied that the world is more open to engaging with North Korea with an open mind. Truth be told, India’s strategic understanding with the United States on global affairs and New Delhi’s cordial relations with both South and North Korea should have encouraged New Delhi to convince the United States (US), the Democratic People’s Republic of Korea (DPRK) and the Republic of Korea (ROK) to host such a historic meeting between Trump and Kim. Nevertheless, India is viewing these developments positively to support and play a bigger role under the UN mandate to address the humanitarian issues including the reconstruction of North Korea’s economy. This was further exemplified by India’s Minister of state for External Affairs, V.K Singh, in his visit to North Korea recently. A greater understanding with Seoul on North Korean issues will be beneficial for India-South Korea partnership. More importantly, the “no war-like scenario” that has emerged after the Panmunjom summit must encourage India to aspire to position better in the Korean Peninsula to promote peace, stability and harmony, even support the far-fetched prospect of unification of the two Koreas. India wants to revive its image as a major power in the Korean Corridor, reminding the world of the persuasive role India played in the 1950s during the Korean War period. India’s historical role in the successful nine-member UN Commission established to hold elections in post-independence Korea in 1945, which marked the formal establishment of the Republic of Korea (ROK) is a strong testimony to this effect. North Korea and South Korea accepting the India-sponsored resolution to end the Korean War, with a declaration of ceasefire on 27 July 1953 - further epitomises India’s potential. China and the United States might act as roadblocks in supporting this. But the moment is expedient for India to revive its historical role as a peace builder, especially with the Panmunjom declaration heralding a “new era” of national reconciliation, peace and prosperity between the two Koreas. Furthermore, South Korea’s Independence Day, 15 August 1948, coincides with India’s. This must encourage both India and South Korea to revisit their historical bonhomie. Above all, India must enhance its strategic channel of communication with South Korea. The new Joint Statement released on 10 July 2018 recognises India’s historical association in contributing to the peace process in Korean Peninsula during the Korean War period. Both the countries discussed the prospects of denuclearisation during Moon’s recent visit to India. Yet, a concrete action plan on how India can play a greater role in Korean Peninsula under the current scenario and to what extent South Korea wants an Indian role in the region remain unclear. If an India-South Korea cooperation on the peace process in Korean Peninsula has to be established, both need to penetrate their strategic understanding deeper into a new “Northeast Asia plus” foreign policy to be led by Moon Jae-in. Moon’s responsible and cooperative foreign policy is the key behind the third Panmunjom inter-Korean summit. Seoul’s current foreign policy act of carefully manoeuvring between China and the United States is working much effectively, even though its decision not to remove the THAAD has left Beijing unconvinced of Seoul’s approach in restoring peace in the region. Nevertheless, New Delhi can use this moment expediently, considering that South Korea’s “Northeast Asia plus” foreign policy factors India strongly as a partnering country along with ASEAN under its “New Southern Policy Initiative”. This would be in consonance with Moon Jae-in’s intent which is to promote South Korea’s foreign policy prism to the Indo-Pacific region without formally acknowledging the word “Indo-Pacific”. This is in line with Seoul moving away from its conventional Northeast Asia-centric policy, with a more purposeful economic engagement with India and ASEAN.   • How Diplomacy with North Korea Can Work: A Narrow Focus on Denuclearization Is the Wrong Strategy

      At the end of last week, the next phase of U.S.-North Korean diplomacy got off to a rocky start in Pyongyang. Following a set of talks with U.S. Secretary of State Mike Pompeo, the North Korean Foreign Ministry criticized Washington’s “unilateral and gangster-like demand for denuclearization.” Pompeo maintains that the meetings were “productive.” Pompeo was right, in the sense that the talks again showed why too narrow a focus on denuclearization has been and continues to be a recipe for failure. A one-track devotion to ending the nuclear program will force all other important issues to queue up behind it. As pressure mounts to resolve the lead issue, the whole diplomatic process could stall or even fail, leading to crisis once again. In contrast, a broader process would actually do more to ease progress on denuclearization, as well as multiple other fronts. The Next Stage The recent crisis created by North Korea’s continuing nuclear and missile tests was quite dangerous. It now appears that around the end of 2017 and beginning of 2018, the North Korean government decided to suspend its test program and make a big shift to concentrate instead on reform of the North Korean state and economy. Despite the flood of commentary, outsiders have very little evidence about when and why Pyongyang made this decision. Although South Korean diplomacy and the inter-Korean summits certainly mattered, it is hard to know whether the U.S.-North Korean summit and the related concessions were necessary to get the suspension of the North Korean tests. But with the crisis temporarily defused, what matters now is to construct a diplomatic strategy for the next phase. The strategy should assume that the North Korean government is itself uncertain about what comes next. And as the just-concluded talks in Pyongyang illustrated, the strategy should not assume that North Korean denuclearization will or can occur rapidly. A key objective for the next stage should be to sustain diplomatic momentum over the next year or so, 2018-19, to create an environment in which North Korean leaders might make the hard choices that go with the development they seek. Another is to make it harder for North Korea to resume nuclear and/or missile tests, while building support for action if North Korea wrecks a real peace process. Absent a war, it may not be possible to force a rollback of the existing North Korean nuclear and missile program as rapidly as possible, by any means necessary. The United States has already shown itself willing to tolerate, for a time, a North Korean program that has gone this far, but not further. Also, at a time when the United States is escalating its confrontations with both Iran and China, a coercive rollback objective seems unwise. And it is useful to remember that Iran and North Korea have at times worked together. It is not in the U.S. interest to drive them now into a more intimate military embrace. So back, then, to the challenge of crafting a diplomatic strategy that can sustain at least some progress. The best approach to realize these objectives is to build an ambitious, broad peace process during 2018 and get it underway in 2019. Why Broader Is Better Right now, the default mode of Korean diplomacy is triangular. On one side of the triangle is U.S. bilateral work with North Korea, mainly on denuclearization. On another side is South Korean bilateral work with the North Koreans, on a still undefined peace regime. The base of the triangle would be a hope that the U.S. and South Koreans could coordinate their progress. Unfortunately, this setup is unlikely to work. The limiting factor is likely to be the U.S. progress on denuclearization, the usual source of breakdown in the past. A diplomacy focused on denuclearization has three basic weaknesses. First, the scale of effort needed for the difficult and dangerous work of North Korean denuclearization has always required the process to be broken down into different stages and steps, each of which takes time. One of the more careful recent efforts to map out a cooperative denuclearization process sketches out a ten-year timeline with massive U.S. and South Korean assistance for the needed work on-site. Such a plan also implies a much broader easing of tensions going into its rollout. Step-by-step denuclearization has been tried again and again. It has always failed. North Korea offers to give up something it does not really need, or is deceptive, in exchange for getting some short-term payoff that is too limited to have very great value. Both sides usually end up dissatisfied, and the situation becomes even worse. Meanwhile, the real motivations behind the North Korean nuclear and ballistic missile programs are not really addressed. Second, the denuclearization track necessarily puts the United States and North Korea at the center of the diplomacy. North Korea has usually preferred to treat the United States as its peer on the nuclear issue, with South Korea treated as an American puppet state. Nuclear-focused diplomacy thus reinforces Pyongyang’s preferred image and tends to sideline Seoul and the South Korean people. Third, because this mode of diplomacy puts nuclear and missile issues and experts front and center, it tends to become detached from Korean realities and thus becomes politically sterile. As negotiations progress, the arcane technical points raised move further and further from core political issues and are not well understood by political leaders or publics. For all these reasons, design for a broad peace process is more promising than one focused on denuclearization. The process most likely to work on the Korean peninsula should be thought of as a multi-lane highway, not a one-lane toll road. Denuclearization is of course important, but there should be opportunities for all sides to discuss whatever issues they want to raise. In the diplomacy that ended the Cold War, for example, the strategic nuclear issues (in the form of the START talks) were not forgotten. They merely ran parallel as other negotiations worked on issues more primal to Europe’s future. A Six-Track Proposal This broader approach could begin with a statement, perhaps negotiated for announcement toward the end of 2018, that hostilities on the peninsula have ended and that it is time to build a durable peace. To do so, the statement could map out an ambitious peace process to start work during 2019, along six tracks. This may seem like a lot. But it is worth recalling that, in the diplomacy that took place toward the end of the Cold War, the United States was negotiating on more than a dozen different tracks, simultaneously. The first track should clarify the nature and future of inter-Korean relations. The recent inter-Korean summit declaration envisioned an official end to the Korean War, but arriving at a satisfactory statement could be tricky. If the war is over, is the 1953 armistice agreement—which sets up the Demilitarized Zone (DMZ) and Military Demarcation Line (MDL) null and void? An inter-Korean border could be either permanent or interim. One possibility, based on European precedent, is to turn the MDL itself into an inter-Korean border, regarded as inviolable, subject only to peaceful adjustments agreed to by the parties concerned. North and South Korea could also discuss their views on a future confederation or even unification process as part of the talks. The process for this track should be “two plus two.” As the two Koreas reach an agreement, it should be ratified by both the United States and China, who were signatories to the 1953 armistice. The second track should focus on economic measures, most notably sanctions. A broader peace process should afford all parties more ways to gauge cumulative, total progress across the board as they decide whether or when to seek sanctions relief from the UN Security Council. Right now, the North Korean government appears to be considering a variety of reform ideas—from something resembling China’s gradual opening in the 1980s to Vietnam’s combination of economic opening and political repression to some sort of melding with South Korean industrial powerhouses. If it develops a program that is gradual, with experimental measures, then it would make sense for Washington and its allies to consider specific sanctions relief in stages as opposed to a general relief across the board. The process for this track could be “two plus UNSC,” since targeted sanctions relief would probably require a new UN Security Council resolution of some kind. The third track should target nuclear security, including long-range ballistic missile issues, which are relatively familiar and obviously important. The process would at least involve the United States and North Korea. But there is a good case for including at least South Korea as well, since its assistance and expertise may be vital in actually implementing any agreement. The fourth track can be devoted to general security. This includes the size and deployment of conventional armed forces on the peninsula, including shorter-range ballistic missile systems and other kinds of artillery. Ideas for how to approach negotiations could draw on the Conventional Armed Forces in Europe treaty signed in 1990, a large-scale and reasonably successful precedent which defused the largest conventional military confrontation in the world. This track would also cover chemical and biological weapons. Here too there are existing institutions that could provide negotiators guidance, namely the Chemical Weapons Convention and its Organization for the Prohibition of Chemical Weapons, as well as the Biological Weapons Convention. North Korea may wish to raise the presence of U.S. forces on the peninsula in these talks. Washington and Seoul should not fear this; they can raise issues of their own. In deciding the future of its military presence, Washington should ultimately defer to Seoul. South Koreans and Americans fought and worked for many years to help South Koreans have a democracy. In the end, Washington should respect that democracy’s choice. At the end of the Cold War, when the issue was raised about foreign forces in Germany, the U.S. position was that the Germans themselves should decide the matter, freely. Track five could focus on humanitarian and cultural issues. In creating new inter-Korean relations, South Koreans may wish to discuss concerns they have about human rights and the treatment of their fellow Koreans. These are topics that also concern the wider international community, including the fate of Japanese citizens who were kidnapped and brought to North Korea against their will. The final track should focus on regional security issues. Neighboring countries, most notably China, Japan, and Russia, take an understandable interest in the future of the Korean peninsula. There should be a venue for them to discuss this. This was one of the original reasons for creation of a “Six Party” process, to include those three countries plus the United States in addition to the two Koreas. This track could be convened once there is enough progress on the other tracks to present issues for discussion. At a public dialogue about peace negotiations held in South Korea in June 2018 between the author and South Korean professor and presidential adviser Chung-in Moon, Chinese diplomat Ning Fukui suggested that the Six Party process could hold off until “later.” He was right. The Political Potential of a Peace Process Washington and its allies should devote immediate attention in 2018 to creating an ambitious peace process to sustain momentum and prevent a slide back into crisis. Results from that process may not materialize until 2019 and beyond. The broad approach does not assume that the parties are ready for great change, only that they are genuinely ready to consider it. The job of the diplomacy is to create a variety of opportunities for the Koreans to do that. This design puts the Koreans at the center of the action, while engaging the United States and other key countries in appropriate ways. A broad peace process will cover issues that ordinary people can connect with and understand. North Korea has long asked for such negotiations and has agreed to them in principle. A peace process could electrify the political environment throughout the Korean peninsula. No one can confidently predict how these dynamics will play out.       1. 들어가는 말 2. 북미정상회담 관련 EU의 공식 반응 3. 함의와 분석 4. 기타 이슈들과의 연계 5. 향후 EU의 대(對) 한반도 정책 전망과 대응 방향   1. 들어가는 말 6.12 북미정상회담(North Korea-United States summit) 이후 수많은 분석 정보들이 쏟아져 나오고 있다. 주변국들의 의견을 청취하고 그들에게 우리 정부의 입장을 설명하는 활동도 목격된다. 제한적이기는 하지만 유럽도 이러한 활동에 포함되어 있다. 그러나 여전히 EU의 시각과 대응 방향이 무엇인지에 대한 관심을 체계적으로 정리한 접근은 의외로 적다. 이는 지리적으로 보았을 때 EU가 한반도 주변 4강이 아닐 뿐 아니라 그들 스스로도, 상대적으로 한반도에 대한 관심이 적은데다가 심심치 않게 외치던 ‘역할론’의 실체가 불분명한 탓도 있다. 그럼에도 불구하고 EU는 미국-러시아-중국과 더불어 국제사회의 주요 행위자이자 외교의 한축인 다자주의의 주도자이기 때문에 그들이 바라보는 북미정상회담의 성과와 향후 전략 방향을 외면만 할 수는 없다. 그렇다면 EU는 이번 회담에 대하여 어떤 평가를 내리고 있을까? 구체적으로 북미정상회담의 가장 큰 성과라고 할 수 있는 북한의 비핵화 다짐에 대하여 어떤 입장을 가지고 있을까? 그들은 한반도 이슈를 자신들이 가진 어떤 이슈와 연계하고자 할까? 이번 회담의 가장 큰 공헌자는 누구라고 보고 있을까? 향후 그들은 한반도 평화와 안정을 위하여 어떤 ‘역할’을 맡을 수 있을까? 그리고 우리 정부는 EU에게 구체적으로 무엇을 요구해야 할까? 이와 같은 논의는 다양한 접근을 통해 가능하겠으나 여기서는 다음과 같이 단순화하여 보려고 한다. 먼저 EU의 대외정책은 외교·안보와 무역 및 대외원조로 구분된다. 이 두 범주는 소관기관이 대외관계청과 집행위원회로 나뉘기 때문에 어느 쪽에 방점을 두느냐에 따라 살펴보아야할 정책의 입안 및 집행자도 달라진다.1) 이를 통해서 이번 정상회담에 대한 EU의 평가 및 전략을 수준/주제/범주(EU의 역량)로 구분하여 볼 필요가 있다. 이를 간단히 도표로 정리하면 다음과 같다. 이번 북미정상회담 이슈는 EU에게는 외교영역으로 한정된다. 경제·무역 중심의 한-EU관계와는 다른 축에서 설명해야한다. 또한 엄밀히 말해 안보/방위는 제외된다. 한반도 주변 4강이 북한 문제를 안보/방위 문제의 연속선상에서 보는 것과는 차이가 있다. 이는 민감성(sensitivity)에서 EU가 한반도의 북한이슈에 관하여 적극성이 결여된 것으로 판단되는 결정적인 이유이기도 하다. 표에서 드러난 것처럼, 글로벌 수준에서는 국제 사회의 거버넌스, 평화 이슈 관리 그리고 규범 준수 등이, 국가 수준에서는 EU-한국(혹은 북한)보다는 EU-미국의 문제, 사회적·개인적 수준에서는 아직은 구체적이지 않은 탐색 및 제안으로 접근 할 수 있다. 한편 EU가 북미정상회담과 그 파생 효과와 연관 지어서 고민할 주제별 문제는 각 수준별로, 유엔안보리(UNSC)의 대북제재 관련 결의의 해소 및 준수, NATO의 구조 개혁과 관련된 EU-미국 간 협의 그리고 북한의 경제/개발원조 문제로 집약될 수 있을 것이다. 마지막에 언급된 사회적·개인적 수준의 접근은 당장 드러나기 보다는 향후 장기적인 부분에서 사회, 경제, 가치, 윤리적 차원으로 접근할 문제로 잠재적 효과는 제일 길고 클 것이다. 다만, 이번 정상회담과 관련해서는 경제적·사회적 이슈로 확장하기에는 아직 시기적으로 이르다.   2. 북미정상회담 관련 EU의 공식 반응 북미정상회담을 전후하여 EU에서도 다양한 평가와 기대가 언론과 공식 입장을 통하여 알려졌다. 여기서는 언론 보도보다는 대외관계청(EEAS)에서 발표한 몇 가지 문건을 중심으로 풀어나가려 한다. 회담이 열린 6월 12일, 페데리카 모게리니 고등외교 대표 겸 집행위원회 부위원장(HR/VP) 명의로 공식 성명서(Statement)가 발표되었다.4) 주요 내용은 다음과 같다. ● EU는 외교적 해법만이 한반도의 평화를 유지시키는 길이라는 점을 확신하고 있으며, 이번 북미정상회담은 이를 재확인 시켜주는 기회였다. ● 그동안 이뤄진 남북관계의 긍정적인 발전은 문재인 대통령의 지도력, 지혜 그리고 결단에 따른 것이다. ● 유엔안보리(UNSC) 및 국제사회가 요구하는 궁극적인 목표(ultimate goal)는 한반도에서의 CVID이다. 북미 정상 간의 공동성명은 이러한 목표를 달성하기 위한 분명한 신호라고 인식한다. ● EU는 국제원자력에너지기구(IAEA), 포괄적핵실험금지협정(CTBT)을 비롯한 비확산 레짐의 강력한 지지자이다. ● 또한 EU는 핵무기 없는 한반도를 위한 후속 협상 및 조치를 촉진하고 지원하기 위한 준비를 할 것이다. 한편, 북미정상회담 직전인 6월 9일에 열린 G7 정상회담이 종료된 후 정상들은 ‘샤를부아 정상 코뮤니케(The Charlevoix G7 Summit Communique)’를 발표하고 제 16항에서 한반도 평화와 관련한 의견을 제시하였다. G7 회의에는 영국, 프랑스, 독일, 이탈리아 등 유럽 주요국이 참여하고 있을 뿐 아니라 도날트 투스크 EU상임의장과 장-클로드 융커 집행위원장이 참여하고 있기 때문에 유럽의 입장이 크게 반영되어 있다고 판단된다. 따라서 이 문건 역시 주시하여 살펴볼 필요가 있다. ● 4.27의 판문점 선언, 5.24의 풍계리 핵실험 폐쇄 및 북한의 핵실험과 대륙간탄도미사일 발사 중지를 인정하며, (여전히) CVID를 촉구한다. ● 완전한 비핵화(full denuclearization)의 중요성을 또다시 강조한다. ● 모든 WMD 및 대륙간 미사일의 해체는 이로 인해 너무 오랫동안(too long) 고통 받은 남북한 모두의 사람들(people)에게 평화와 번영을 가져다 줄 것이다. 모든 국가는 북한에 취해진 UNSC의 결의를 포함하여 강력한 압박을 유지할 것을 촉구한다. ● 이런 맥락에서 북한은 북한 주민의 인권 및 약취 이슈에 대한 즉각적인 준수를 촉구 한다. 북미정상회담이 4월 27일의 남북정상회담의 연장선상에서 열린 것이어서 유적관계(le lien générique )가 형성되어 있다고 본다면 이 당시의 EU의 공식입장을 살펴보는 것이 타당할 것이다. 이때 발표된 페데리카 모게리니 고등외교 대표의 성명서 내용은 다음과 같다.5) ● 남북정상회담 및 판문점 선언은 평화로 갈 수 있는 길을 보여주며 대화와 외교가 평화적 해법으로 해결책을 찾는 가장 강력한 도구임을 알려주었다. ● EU는 두 지도자가 국제 사회에 요청한 한반도에서의 비핵화를 위한 전폭적인 지지를 지원할 준비가 되어있다. ● 북한이 취해야 할 비핵화는 핵과 미사일에 대한 완벽하고, 검증가능하며 불가역적(CVID)이어야만 한다. ● EU는 북미 간의 정상회담에 보다 더 나아간 긍정적인 결과를 기대한다. ● EU는 항상 평화, 비핵화 그리고 모든 한국인들의 번영된 미래를 지지한다. 마지막으로, 연초부터 급변하고 있는 한반도의 외교 안보 변화에 대해 EU가 어떤 전략을 가지고 있었는지 검토해볼 필요가 있다. 이는 이후 열린 두 차례의 정상회담에 대해 EU가 취한 입장의 전제이기도 하다. 3월 13일 페데리카 모게리니 외교대표가 유럽의회 전체 세션에서 한반도 문제에 대한 발언 내용은 이를 알기 위한 참고자료가 된다.6) 내용은 아래와 같다. ● 동계 올림픽 이후 극동에서 희망이 보이기 시작하였다. ● 잠재적 재앙 요인을 가지고 있던 한반도가 다자외교의 힘을 보여주고 있다. 또한 문재인 대통령이 최근 몇 달 동안 발휘한 현명한 리더십(wisdom leadership) 덕분이라는 것을 빼 놓을 수 없다. ● (지난 주) 북한은 비핵화 협상 의지를 보여주었는데(협상 기간 동안 핵무기 및 미사일 실험 중단), 이것이 확실하다면 남북한은 협상에 의한 해결로 나아가는 필요조건을 만들 수 있을 것이다. ● EU의 단합이 성공하느냐 실패하느냐는 국제사회 단결의 핵심 요소이다. ● 압박과 대화를 겸한 EU의 ‘비판적 간여(critical engagement)’는 전쟁을 피하기 위해 필요하며, 우리는 또한 외교적 수단을 통한 한반도의 완벽하고, 검증가능하며, 되돌릴 수 없는 비핵화(a full, irreversible, and verifiable denuclearization)를 강조해 왔다. ● 제재(sanction)는 수단일 뿐 궁극적 목표가 아니며 핵 문제에 관해 북한과의 협상을 통한 해결로 가는 정치적 도정(path)을 열 수 있도록 도울 준비가 되어 있다. ● 또한 문재인 대통령과 한국정부의 리더십과 용기에 갈채를 보낸다. ● (다음 주 브뤼셀에서 열릴) 강경화 장관과의 회담에서 EU가 어떤 지지를 보낼 수 있을 것인지 토론할 예정이다. ● 우리의 목적은 한반도에서 CVID이다. 이러한 목적은 우리의 동반자 국가, 국제사회가 함께 보여준 지혜, 단합, 결단에 의해서 이루어질 수 있을 것이라고 믿는다.   3. 함의와 분석 남북정상회담, 북미정상회담에 즈음한 공식 성명서에서 EU가 일관되게 주장하는 것은 다음과 같다. 첫째, 한반도의 비핵화가 궁극적 목표임을 꾸준히 밝히고 있다. 즉, 한반도 평화·안정의 종결점이 비핵화임을 천명하고 있다. 다만, 뉘앙스는 다소 다르게 해석할 수 있다. 미국, 한국의 비핵화 요구가 자국이 처한 안보적 차원의 위협 해소에 있다면, EU는 평화와 안정의 전제로서 그리고 갈등 요인의 해결, 국제적 규범의 준수 측면에서 보고 있다. 이는 뒤에도 밝히겠지만 UN 등 국제사회에서 결의한 한반도의 평화를 위한 조건이라는 측면에서이다. 둘째, 비핵화의 방식은 완벽하고 검증가능하며 불가역적 폐기(CVID)에 의한 것임을 누차 밝히고 있다. 나아가 이 문제는 북미, 남북 어느 쪽이든 양자 문제가 아니라 국제 사회의 다자적 문제임을 강조하고 있다. 비핵화가 일종의 목적이라면 CVID는 비핵화의 실천적 측면이다. 다시 말해 CVID는 2006년 유엔안보리 상임이사회(UNSC)에서 처음 언급된 이래 UN을 넘어 국제사회가 북한에 요구하는 실천 해법이다.7) 이러한 실천은 IAEA, CTBT 등 비핵화를 검증할 국제기구 및 제도의 소관임을 EU는 밝히고 있다. 2006년의 결의안 이후 채택된 일련의 대북제재는 비핵화 및 CVID의 대응 쌍이며, 이를 변경하기 위해서는 국제사회의 합의가 필요하다. 따라서 EU 입장에서 볼 때, 대북제재 유지 여부와 CVID에 대한 명확한 해석은 비핵화를 위한 필요조건이며 이에 대한 변경은 양자적 접근이 아닌 포괄적인 수준에서 국제사회의 동의가 필요하다는 결론에 이르게 된다. 셋째, 문재인 대통령의 공헌을 꾸준히 언급하고 있다. 반면 회담의 주요 당사자인 트럼프 미국 대통령에 대한 언급은 없다. EU는 실제로 2017년 이후, 박근혜 전 대통령의 몰락과 문재인 대통령의 대통령 선출과정을 주의 깊게 지켜보고 있다. 유럽의회 연구처(EU Parliament Research Service)의 발간 문건에 따르면, “문재인 대통령(민주당)은 THAAD에 대해 비판적이며 (집권 후)군사적 억지 중심의 기존의 북한에 대한 간여 정책에서 벗어날 것”으로 내다보았다.8) 문 대통령의 외교정책 변화를 예측한 것은 물론, 대화와 통합의 경험이 풍부한 EU가 민감한 한반도 평화 문제에서 일정의 역할을 할 수 있을 것으로 기대하고 있음도 내비치고 있다. 국제적으로는 정치 신인임에도 불구하고 모게리니 EU 고등외교대표의 3.13 유럽의회 연설 및 6.12 북미정상회담 이후 성명에서 문재인 대통령의 실명이 계속 등장하고 있는 것은 EU가 이 회담의 과정을 면밀히 추적하고 있으며 적어도 한국 정부의 바뀐 정체성에 대해서 잘 파악하고 있음을 알 수 있다. 넷째, 국제사회(혹은 국제레짐)를 언급하면서 EU가 그러한 국제사회의 중요한 축임을 밝히고 있다. 예컨대 IAEA, CTBT 등을 비확산 레짐으로 규정함으로써 비핵화 문제는 남·북·미만의 문제가 아님을 환기시키고 있다. 즉 국제사회의 문제이자 국제규범으로 다루어야 할 문제임을 재차 강조하고 있다. 더 나아가 지금까지 대북 문제에 대해 국제사회가 이루었던 단합은 곧 EU가 가진 국제사회의 대표성 속에서 이루어진 것이며 다자주의가 국제사회를 규정하는 중요한 규범임을 옹호하고 있다. 다섯째, 사람들(people)의 고통을 언급하면서 인권 이슈로의 확대 가능성을 암시하고 있다. 핵과 미사일로 표현되는 대량살상 무기가 국제 관계에서 언급될 때는 주체가 국가 수준으로 한정된다. 그러나 국제 관계에서 사람이 언급될 때는 대체로 개인이 가진 권리와 책임을 주지시키기 위한 것이다. 그런데 EU는 정상회담을 평가하면서 비핵화 문제가 국가 및 체제의 문제를 넘어 사람의 문제임을 강조하였다. 이는 핵/미사일 등의 국가 수준의 도구를 비대칭적 수준의 사람/개인 단위로 낮춤으로서 이슈의 시점을 변화시키려는 의지를 보여주었다. 향후 EU의 관심은 남북한 사람들(Koreans)과 그들이 구성하는 사회적 문제로 전환될 가능성이 크며 실제로 인권과 약취 문제를 언급함으로서 미래의 논쟁거리가 될 가능성을 남겨 두었다. 마지막으로, EU는 한반도에서의 역할 부여를 기대하고 있다. 한반도 문제의 평화적 해결을 지지하며 지원할 준비를 하고 있으며 이는 기존의 역할론이 여전히 유효함을 내비치고 있다.   4. 기타 이슈들과의 연계 한편, 북미정상회담이 열린 6월 12일, 공교롭게도 EU는 이란 핵 협정 문제와 EU-NATO 관계에 대한 모게리니 고등외교 대표의 유럽의회 연설이 있었다. 이란 문제와 NATO 개혁 문제는 EU-미국과의 관계 속에서 매우 예민한 이슈이다. 이번 정상회담에서 EU가 관심을 가지고 있는 정치 단위는 북한이 아닌 미국임을 상기하면, EU는 북한에 대한 미국의 태도를 주의 깊게 관찰하면서 EU-미국이 함께 풀어야 할 이란, NATO 문제에 북한 이슈를 지렛대로 삼아 접근할 가능성이 있다.9) 이미 알려진 대로 EU는 이란 핵 협정(Iran nuclear deal)을 파기한 미국에 대해 강력히 비판하고 있다. 더구나 EU는 이란 문제가 ‘핵-미사일-인권 문제(ballistic missiles, regional issues and human rights)’로 얽혀 있다는 점에서 북한 문제와 유사하다고 판단하고 있다. 언급된 내용은 다음과 같다. ● 북미정상회담이 미국의 북한 핵에 대한 위협 우려 속에서 개최되었다면 이란 핵 문제는 유럽 안보에 지대한 이해관계가 있다. ● 이란은 11차에 걸쳐 IAEA의 확인을 받은바 있다. ● 미국은 5월 8일, UNSC resolution 2231에 의거한 다자적 성격의 협정, ‘Joint Comprehensive Plan of Action(이란과 협상안)’을 일방적으로 파기한바 있다. 그러나 EU는 이란과의 기존 핵 협상의 틀을 계속 유지할 계획이며 5월 16일 일치단결하여 이 협정을 재확인하였다. ● EU 뿐 아니라 일본, 중국, 아프리카 연합 등이 여전히 이 협정의 유효함을 강력하게 지지하고 있다. ● 이란에 대한 핵 협정이 상호 존중되고 있는 가운데 미국의 일방적인 JCPOA 탈퇴와 2차 제재(secondary sanction)의 재실시는 큰 문제이며(extremely problematic) 재검토가 필요하다.10) ● 이란 협정이 파기될 경우 UNSC를 비롯한 UN체재 하의 다자적 체제 그리고 국제사회의 신뢰도는 크게 추락할 것이다. 같은 날, 모게리니 대표는 같은 곳에서 EU-NATO 관계와 미래에 대하여 언급하였다. 이는 외교·안보의 중요한 축으로 작동하였던 미국과의 관계를 제도적 측면에서 재편성하려는 움직임과도 연관되어 있으며 향후 미국에 대한 협상의 기조를 보이는 것이기도 하다. 내용은 다음과 같다. ● EU는 군사동맹이 아니다. 또한 유럽이 이룬 평화와 안보는 특별한 것이다. ● EU와 NATO는 동반자 관계이자 상호보완적인 관계다. ● NATO의 미래를 위하여 선결 과제가 있다. 첫째, 군사비 항목 재편,11) 둘째, 사이버안보, 전략적 커뮤니케이션, 첩보, 생물, 화학, 방사능, 핵 등 복합적 위협(hybrid threats)의 등장 대비, 셋째, 새로운 동반자국가들의 역량 강화12), 넷째, EU-NATO 스텝들 간의 전략적 대화.13) ● 유럽은 향후 자신의 안보는 전적으로 자신이 책임질 것이다. NATO는 다만 동반자 관계로서 이익을 공유하는 관계로 발전시켜야 한다. ● 방위 측면에서 다자주의에 근거한 상설구조협력(PESCO)을 출범시키고 유럽의 독자성을 강화한다. ● 새로운 위협의 등장으로 NATO 성격변화가 필요하다(안보의 방향, 목표, 재원 분담 등에 대한 재검토 포함)   5. 향후 EU의 대(對) 한반도 정책 전망과 대응 방향 공식 문건을 토대로 북미정상회담과 관련된 EU의 수준/주제/범주별 전략을 정리하여 우리의 대응 방안을 제안하면 다음과 같다. 첫째, 외교·안보 분야 측면의 큰 틀에서는 기존의 EU가 가진 대 한반도 지침에 변화가 없을 것으로 보인다. 그러나 직접적인 개입보다는 다자주의, 규범 준수, 감시자의 역할을 고수할 것이고 이와 같은 의지가 문건에 수차례 등장하고 있다. 둘째, 역할론을 꾸준히 강조하고 있지만, 직접적인 역할을 찾기보다는 국제사회에 부여된 역할을 충실히 이행하는 선에서 그칠 것이다. 이는 유엔안보리를 통한 접근이 대표적이다. 한가지 우리가 염두에 둘 것은 EU가 여전히 대북 문제에 대해 압박과 대화를 겸한 ‘비판적 간여(critical engagement)’ 라는 자구(wording)에 머물러 있다는 점이다. 이는 시기적으로 다소 지난 표현일 뿐 아니라 급변하는 남북미 간의 현재 관계에서 맞지도 않다. 개념과 표현이 의지의 집약으로 실천의 지침이 된다면, 비판적 간여라는 자구는 EU가 바라는 역할론의 발목을 잡을 수 있다. 우리는 최근 개최된 일련의 남북미 정상회담을 집약하여 비핵화를 달성하기 위한 개념을 고안하고, EU를 비롯한 주변국들에게 적절한 역할을 요청해야하며 이를 긴요하게 이용해야 한다. 셋째, EU는 CVID 문제가 미국, 한국, 북한 등이 만드는 삼각 고리의 양자 문제가 아닌 국제사회 전반의 문제임을 환기시키고 있다. 이는 UN 안보리 결의안이 채택될 때 만들어진 국제적인 규범이기 때문이다. 더구나 UN 결의는 비핵화-CVID-경제 제재가 상호 연계되어 있기 때문에 정당성(legitimacy) 측면에서 볼 때 국제사회 수준에서 다자적으로 이 문제를 풀어갈 준비가 필요하다. 북한의 핵·미사일 실험 때마다 UN의 결의와 제재를 요구해 왔던 미국 및 우리정부로서는 해소 역시 그들의 판단과 합의를 통해 이루어야 한다. 따라서 국제사회의 규범을 준수하는 모습을 보이면서 CVID문제를 독점하지 말고 유연하게 풀어야 할 것이다. 넷째, 이란 핵 이슈, NATO 개혁 및 자유무역주의 등에서 EU-트럼프의 충돌로 인해 상대적으로 한반도 이슈에 대한 미국의 신뢰가 비교되고 있다. 물론 이로 인해 EU가 북미/남북 정상회담의 성과를 폄훼할 가능성은 높지 않지만, 미국의 대북 태도에 대해서는 계속 문제를 제기할 가능성이 크다. 반사적으로 문재인 대통령을 비롯한 한국정부의 역할을 높이 평가하고 있음을 주목해야 한다. 앞서 언급하였지만, CVID 등 비핵화 과정에 대해 EU는 다자적 입장에서 해소되기를 바라고 있으므로 신뢰도가 상승된 우리 정부의 주요 인사가 유럽과 긴밀한 의견 교환을 할 필요가 있다. 적어도 이는 국제규범의 준수자로서, 다자주의의 지지자로서, 동북아 평화안보의 당사자로서 향후 국제사회의 지원을 계속 받기 위해서는 필수 조건이다. 마지막으로, 향후 어떤 식으로든 -
